Amends rule XLVIII of the Rules of the House of Representatives to reduce the size of the Permanent Select Committee on Intelligence from: (1) a maximum of 19 to 16 members beginning on January 21, 1993; (2) a maximum of 16 to 15 members beginning on November 18, 1993; and (3) a maximum of 15 to 13 members beginning with the 104th Congress.
