Small Business Tax Reform Act - Amends the Internal Revenue Code to replace the corporate income tax rates with a graduated, five-tier rate schedule, imposing the uppermost (48 percent) marginal rate upon income in excess of $100,000.

Establishes an 11-member Commission on the Humane Treatment of Animals to study the treatment of animals. Requires that the membership include zoologists, veterinarians, and representatives from humane societies. Requires the Commission to determine if animals are caused needless pain or suffering as a result of their treatment on farms and in laboratory experimentation. Requires Commission investigation into domestic pet growth rates and the effectiveness of existing laws regarding the treatment of animals. Excludes the study of the treatment of animals occurring in connection with the exercise of any religion. Directs the Commission to report its findings to the Congress and the Commission 60 days after it submits its final report. Authorizes appropriations of $750,000 per year to carry out the provisions of this Act.

Declares that it is the policy of the Congress in the interest of public health to phase out Federal assistance which promotes the production of tobacco and the manufacturing and marketing of tobacco products for human consumption. Directs the Secretary of Agriculture to study and report to the President and to the appropriate Congressional committees his findings and recommendations regarding the probable economic effects (particularly on family farmers) of the phasing out of specified Federal tobacco assistance programs.

Welfare Improvement and Cost Reduction Act - Title I: Child Support - Amends Title IV, part D (Child Support and Establishment of Paternity) of the Social Security Act to prohibit payment to any State for child support unless such State submits to the Secretary of Health, Education, and Welfare within a prescribed time period a complete report on the amount of child support collected and disbursed by such State. Requires the Secretary to reduce payments to the States by the amount which the States are required to reimburse the Federal Government from child support collections. Extends indefinitely the period in which States may receive payments for child support collection and paternity determination services. Authorizes compensation to court personnel who perform services directly related to the Child Support and Establishment of Paternity program. Authorizes payment to States for the planning, design, development, or installation of an automatic data processing and information retrieval system to assist in the administration of the Child Support and Establishment of Paternity program. Title II: Program Administration Improvements - Authorizes payment to States for the planning, design, development, installation, and operation of statewide mechanized claims processing and information systems to assist in the administration of the program of Aid to Families with Dependent Children of Title IV of the Social Security Act. Sets forth requirements for the operation of such information systems. Requires the Secretary to provide States with technical assistance in developing and operating such information systems. Permits States to obtain access, with appropriate safeguards, to wage information contained in social security records for purposes of determining eligibility for benefits under the Aid to Families with Dependent Children program and for enforcing the child support obligations of absent parents under the Child Support and Establishment of Paternity program. Authorizes the States to require AFDC recipients, as a condition of eligibility, to obtain a detailed identification card specifying the programs for which they are eligible. Authorizes the Secretary to pay directly to States up to 75 percent of the costs of investigating and prosecuting complaints of fraud under the AFDC program. Requires States to pay to their political subdivisions an amount equal to 75 percent of the costs incurred by such subdivisions in administering the AFDC program. Directs the Inspector General of the Department of Health, Education, and Welfare to compile data concerning cases of fraud under the AFDC program and the Supplementary Security Income Program of Title XVI of the Social Security Act. Reduces payments made under the AFDC program in the case of a dependent child who lives in a home in which a relative who is either not legally responsible for the support of such child or is no longer eligible for aid under such program is also residing. Establishes a monthly retrospective accounting period whereby the income and other elements of a household's circumstances for the preceding 30 days are reviewed for purposes of determining eligibility under the AFDC program and Medicaid. Designates an alien who receives assistance under certain titles of the Social Security Act as a public charge for purposes of the Immigration and Nationality Act. Expands the definition of "dependent child" to include a child who has been deprived of parental care due to desertion, abandonment, divorce, legal separation, institutionalization, or incarceration for more than 30 days. Requires States to establish a quality control system to monitor payments made under the AFDC program and sets forth requirements which such a system must meet for approval by the Secretary. Requires the Secretary to utilize the services of the Inspector General in reviewing the operation of such quality control systems. Directs the Secretary to review cases erroneously excluded from a State's quality control investigation and to provide technical assistance to the States in developing quality control systems. Title III: Child Care Improvements - Increases the limit on Federal funding for social services under Title XX (Grants to States for Services) of the Social Security Act. Extends the termination date of provisions providing for funding of child day care services. Title IV: Work Related Provisions - Revises the formula for determining the amount of earned income of a dependent child, who does not qualify as a full or part-time student, or a relative, or an individual living in the household of the recipient, which a State must disregard in assessing need under the AFDC program. Requires recipients of aid under the AFDC program to register for manpower services, training, employment, and other employment related activities with the Secretary. Authorizes States to establish work demonstration projects and community work and training programs under the AFDC program. Title V: Fiscal Relief for State and Local Welfare Costs - Increases payments to States for services under the AFDC program according to a specified formula.

Omnibus Anti-Terrorism Act - Title I: Aircraft Piracy - Authorizes civil penalties for carrying an accessible weapon aboard an aircraft and for imparting or conveying information known to be false regarding one of specified crimes aboard an aircraft. Specified criminal penalties for threatening to commit air piracy or any other of certain crimes aboard an aircraft. Title II: Findings and Purposes - States Congressional findings relative to the purpose of this Act and defines specified terms used therein. Title III: Reorganization of Executive Office of the President - Establishes a Council to Combat Terrorism in the Executive Office of the President. Includes among the council's functions: (1) assisting the President to implement this Act; (2) assisting in the preparation of lists of countries aiding terrorist enterprises and of dangerous foreign airports, and (3) coordinating Federal efforts to combat terrorism. Directs the President to: (1) report to Congress on each act of terrorism which involves or affects United States citizens; and (2) impose sanctions against countries on the list of countries aiding terrorists and against airports on the list of dangerous foreign airports. Title IV: Reorganization of the Department of State - Establishes a Bureau for Combating International Terrorism in the Department of State. Urges the President to seek international agreements which assure cooperation in combating terrorism. Lists provisions which should be given priority in negotiating such agreements. Requires the President to: (1) develop programs to insure full implementation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation; (2) approve all defense article sales and credit made to any individual or group; and (3) include the names of all types of explosives on the United States Munitions List. Title V: Reorganization of the Department of Justice - Establishes an office for Combating Terrorism in the Department of Justice. Directs the President to extend existing safety and security requirements to supplemental means of air transportation. Requires all explosives to contain identification and detection taggants. Title VI: Aircraft Sabotage and Piracy - Amends provisions of title 18 of the U.S. Code that specify prohibited acts regarding the destruction of aircraft or aircraft facilities to, among other revisions, set forth penalties for committing violence against a passenger which is likely to endanger an aircraft in service, and for communicating false information which result in endangering the safety of an aircraft in flight. Sets forth penalties for a person found in the United States who has committed against or aboard a foreign aircraft an offense in violation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation.

Amends the Reclamation Project Act of 1939 to prohibit the Secretary of the Interior from contracting through the Bureau of Reclamation, or otherwise, for water supply for irrigation purposes unless the intent of the Secretary contract is published in newspapers of general circulation in the region which may be affected by such contract and interested persons are given an opportunity to present their views at a public hearing on the matter.

Tuition Tax Credit Act - Amends the Internal Revenue Code to allow a credit against an individual's income tax in an amount equal to 50 percent of the sum of the amounts paid by him to educational institutions as tuition (though no more than $500 for any single individual) for the attendance of the taxpayer, the taxpayer's spouse, or any of his dependents with respect to whom he is entitled to a personal exemption.

Prohibits use or supply of false documentation, false information, or birth or immigration documents of another for purposes of obtaining a Federal document containing an element of identification. Forbids commerce in such information, documentation, or official documents for purposes of securing a State or local government document containing an element of identification. Proscribes specified acts relative to: (1) forgery, counterfeiting, or alteration of Federal, State, or local government documents containing an element of identification: (2) interstate or foreign commerce in any such counterfeited, forged, or altered document; and (3) receipt, possession, use, or furnishing of any such document with intent to secure false official identification.

Equal Housing Opportunity Amendments - Amends the Rural Development Act of 1972 to require that loan guarantees from the Farmers Home Administration be under terms and restrictions no less favorable to borrowers than those offered by the Department of Housing and Urban Development.

Declares the sense of the Congress that the President and the Secretary of State should take all necessary steps to bring the Baltic States question before the United Nations and to urge the United Nations to request the Soviet Union to withdraw all non-native troops, agents, colonists, and controls from the Republics of Lithuania, Latvia, and Estonia, and to return all Baltic exiles from Siberia and from prisons and labor camps in the Soviet Union. Requires the Secretary of State to do his utmost to bring the matter of the Baltic States to the attention of all nations by means of special radio programs and publications. Declares that the United States should not agree to the recognition of the Soviet Union's annexation of Lithuania, Latvia, and Estonia. Directs the President to take steps to provide that all maps of Europe show the Republics of Lithuania, Latvia, and Estonia as independent states. Calls for a return of self-determination to the peoples of Lithuania, Latvia, and Estonia through free elections conducted under the auspices of the United Nations.

Amends the Consolidated Farm and Rural Development Act with respect to emergency and disaster loans to define the "reasonable rates" of sufficient credit which loan applicants cannot find locally, as rates which, at the time of application, do not exceed by more than two percent the average discount rate in effect at Federal Reserve banks. Sets the interest rate for the portion of a loan in excess of the amount of actual disaster loss at the average annual interest rate on all interest-bearing obligations of the United States then forming a part of the public debt as computed as of a certain date and adjusted according to a specified formula. Sets the repayment term for such a loan at no more than 30 years. Provides for an initial five-year suspension of principal payments by the borrower of an insured loan. Requires the Secretary of Agriculture to make such payments on behalf of the borrower during such suspension period, and requires the borrower, without charge of interest, to reimburse the Secretary for such payments at any time within the 30-year repayment period. Declares the sense of Congress that, in carrying out the provisions of such Act, the Secretary shall insure: (1) that only officers and employees of the Department of Agriculture who are adequately prepared to understand the particular needs and problems of farmers in an area be assigned to such area; and (2) that a high priority is placed on keeping existing farm operations operating.

Amends the Internal Revenue Code to provide that State and local government retirement systems shall be tax exempt organizations. Exempts these systems from the reporting requirements pertaining to deferred compensation. Treats all such systems as qualified pension plans under the code.

Makes eligible for veterans' educational assistance any person who served before January 1, 1977, as a cadet or midshipman at one of the service academies, and as a result of such service served on active duty for more than 180 days, any part of which commenced within 12 months after January 1, 1977, and was discharged or released under conditions other than dishonorable.

Amends the Rules of the House of Representatives to add rule XLIX requiring any Member engaging in foreign travel by airplane to travel by commercial airplane. Stipulates that any Member desiring to sue a private or military airplane shall submit a request to the appropriate committee chairman. Restricts the kinds of local transportation which may be provided to House members by any United States Embassy or consulate. Establishes a reporting and reimbursement system for expenses incurred by Federal departments or agencies resulting from foreign travel by House Members or employees.

States that during the period following the enactment of this Act until December 31, 1978, neither the Secretary of the Interior nor the Attorney General shall withhold water delivery from any beneficiary of a Federal reclamation project for purposes of achieving conformity with acreage limitations or residency requirements of reclamation law.

Young Families' Housing Act - Graduated Payment Mortgage Insurance Act - Amends the National Housing Act to permit the Secretary of Housing and Urban Development to insure, on a regular basis, mortgages and loans with provisions for varying rates of amortization corresponding to anticipated variations in family income. Sets a percentage limit on the mortgage value ratio of mortgages which will be insurable under this Act. Prescribes eligibility requirements for such insurance. States that mortgages or loans insured pursuant to this Act shall not be subject to State usury laws in most cases. Individual Housing Account Act - Amends the Internal Revenue Code to allow a deduction for amounts paid in cash into an individual housing account. Defines the term "individual housing account" for the purposes of this Act. Limits annual tax deductions to $2,500 and lifetime deductions to $10,000. Makes provisions for tax treatment upon distribution of such accounts. Exempts individual housing accounts from taxation under the Internal Revenue Code.

Constitutional Amendment - Provides for enactment and repeal of laws by popular vote. Requires a petition signed by at least eight percent of the whole number of people in each of at least three-fourths of the States to place such an issue on the ballot and a majority vote in each of at least three-fourths of the States to pass it.

Tuition Tax Relief Act - Amends the Internal Revenue Code to allow individuals alternative, limited income tax credits or deductions for the tuition paid for the primary, secondary or higher education of the taxpayer, his spouse, or his dependents.
