Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Latin America Military Training Review Act of 2003 - Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months. Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.

Access to Cancer Therapies Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to extend Medicare coverage to all oral drugs prescribed for use as an anticancer agent for a medically accepted indication.

Amends the Internal Revenue Code to establish a credit to promote the production and usage of biodiesel fuel. Requires a taxpayer to obtain a certification from the producer of the biodiesel which identifies the product produced in order to utilize the credit. Imposes a tax for biodiesel not used as fuel, but for which a credit was granted. Reduces motor fuel excise taxes on biodiesel mixtures. Provides for transfers of funds from the Commodity Credit Corporation to the Highway Trust Fund in amounts equivalent to the reductions that would occur but for this Act.

Resolution to Expand Access to Community Health Centers Initiative - Expresses the sense of the House of Representatives that appropriations for consolidated health centers under the Public Health Service Act should be increased by 100 percent during FY's 2001 through 2006 in order to double the number of individuals who receive health care services at community, migrant, homeless, and public housing health centers.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Former Insurance Agents Tax Equity Act of 2003 - Amends the Internal Revenue Code and the Social Security Act with respect to the exemption from the self-employment tax for certain termination payments received by former insurance agents. Repeals the requirement that the amount of such a payment not depend to any extent on length of service or overall earnings from services performed for the former insurance company.

Clean Coal Power Act of 2003 - Instructs the Secretary of Energy to: (1) perform an assessment that identifies cost and performance goals of technologies permitting continued cost-competitive use of coal for electricity generation, as chemical feedstocks, and as transportation fuel in 2007, 2015, and the years after 2020; and (2) implement a technology research, development, and demonstration program to facilitate production and generation of coal-based power through methods and equipment under designated statutes. Prescribes conditions and criteria for the authorization of appropriations for a clean coal power initiative program. Instructs the Secretary to: (1) fund coal energy generation projects that advance efficiency, environmental performance, and cost competitiveness well beyond the level of technologies in operation as of the date of enactment of this Act; and (2) award competitive, merit-based grants to universities for the establishment of Centers of Excellence for Energy Systems of the Future. Amends the Internal Revenue Code of 1986 to establish income tax credits for investment in and for production from a qualifying advanced clean coal technology facility. Prescribes guidelines for the treatment of persons not able to use the entire credit relating to clean coal technology.

Consumer Assurance of Radiologic Excellence Act - Amends title XIX (Medicaid) of the Social Security Act to prohibit certain payments to States for expenditures for medical imaging procedures or radiation therapy procedures, unless the State meets specified requirements for State medical radiation licenses, including minimum licensing standards the Secretary of Health and Human Services shall establish.

Amends the Internal Revenue Code to set forth that a plan or other arrangement shall not cease to count as a cafeteria plan solely because qualified benefits under such plan include a health flexible spending arrangement under which, with respect to any plan year, not more than $500 of unused health benefits may be carried forward to the next year of such arrangement or paid to or on behalf of an employee as compensation from employment. Sets forth rules for determining whether or not such benefits shall be included or excluded from income.

Freedom to Read Protection Act of 2003 - Amends the Foreign Intelligence Surveillance Act of 1978 (the Act) to provide that no application by the Director of the Federal Bureau of Investigation (FBI) to a U.S. court for an order requiring the production of tangible things for an investigation to obtain foreign intelligence information from a U.S. person or to protect against international terrorism may be made for the sole purpose of searching for, or seizing from, a bookseller or library documentary materials that contain personally identifiable information concerning a patron. Provides that nothing in this Act shall be construed to preclude a physical search for documentary materials (including books, records, papers, documents, and other items) under other provisions of law. Revises congressional reporting requirements under the Act to require the Attorney General, in informing Congress with respect to applications for orders approving requests for the production of tangible things, to: (1) describe the specific purpose of each order application; (2) analyze the effectiveness of each application that was granted or modified in protecting U.S. citizens against terrorism; and (3) make public such information provided in a manner consistent with the national security of the United States.

Staffing for Adequate Fire and Emergency Response Firefighters Act of 2003 - Amends the Federal Fire Prevention and Control Act of 1974 to require the establishment of an office within the United States Fire Administration to administer the Staffing for Adequate Fire and Emergency Response (SAFER) Firefighter grant program under this Act. Authorizes the U.S. Fire Administrator to make direct four-year grants to State career, volunteer, and combination fire departments for staff increases in order to provide protection from terrorism and hazards. Specifies Federal grant contribution levels. Requires grantees to retain hired career firefighters for at least one year after grant termination. Terminates program authority ten years after enactment of this Act. Authorizes the Administrator to: (1) give preferential hiring to career firefighters where non-federal contributions exceed the minimums provided for by this Act; and (2) provide technical assistance to States, local governments, Indian tribes, and other public entities. Requires project evaluations.

Uniformed Services Divorce Equity Act of 2003 - Requires a court, in the case of the disposition of monthly retired pay upon a divorce, to award the former spouse 50 percent of such pay of a member of the uniformed services if the former spouse was married to the member throughout the member's creditable service. Reduces such amount proportionately for the reduced period of the marriage in relation to the total service period. Requires that, if the marriage period is: (1) less than 240 months, such payments shall continue for a period equal to the marriage period; and (2) 240 months or more, such payments shall continue at least until the death of the member or former spouse. Provides that for purposes of such monthly payments, the disposable retired pay of a member to whom a final divorce, disillusionment, annulment, or legal separation decree is issued before the member begins to receive such pay shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Prohibits a court from ordering such payments before a member's retirement based upon an imputation of a property interest in future retired pay. Requires a former spouse to obtain a court order for reapportionment of disposable military retired pay within two years of the date of the final decree. Prohibits the court from treating as part of a member's disposable retired pay amounts which: (1) have been waived from such pay in order to receive veterans' disability compensation; or (2) represent payment for service-connected disabilities.

Civil Rights Tax Relief Act of 2003 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Lifespan Respite Care Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Maternal and Child Health Bureau of the Health Resources and Services Administration, to award grants or cooperative agreements to develop State-wide lifespan respite care programs. Defines "lifespan respite care" to mean a coordinated system of accessible community-based respite care services for family caregivers regardless of the individual's age, race, ethnicity, or special need. Requires the Secretary to establish a review panel to make recommendations on applicants. Permits the use of funds for respite care services and training programs. Limits grants to five years. Directs the Secretary to provide for the establishment of a National Resource Center on Lifespan Respite Care to maintain a national database and provide training, technical assistance, and information.

The Adoption Tax Relief Guarantee Act - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to make the sunset provisions inapplicable to provisions that expanded and increased the adoption credit and adoption assistance programs under the Internal Revenue Code.

English Language Unity Act of 2003 - Amends specified Federal law to declare English to be the official language of the United States. Gives representatives of the Federal Government an affirmative obligation to preserve and enhance the role of English as the official language of the Federal Government, including encouraging greater opportunities for individuals to learn the English language. Requires the official functions of the United States (meaning, in this case, the States and the District of Columbia) to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Requires a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Amends specified Federal law to declare, as a general rule of construction, that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the Laws of the United States. Requires the Department of Justice to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the Laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Kidney Patient Daily Dialysis Quality Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to publish final regulations for equivalent per treatment prospective payment rates for more frequent hemodialysis treatments furnished to qualified individuals at home and in a facility (composite Method I and Method II Cap rates).

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Training for Realtime Writers Act of 2003 - Directs the Secretary of Education to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers to meet requirements for closed captioning in video programming. Sets forth priorities to be given in the award of such grants. Limits grants to a two-year period and a maximum amount of $1.5 million.

Terminally Ill Disability Beneficiary Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to create an exception from the waiting period otherwise required for Social Security disability insurance benefits for beneficiaries suffering from a medically determined terminal illness with not more than six months to live.

Military Retiree Dislocation Assistance Act - Authorizes the payment of a primary dislocation allowance for a member of the armed forces who is retired, or placed on a temporary disability retired list, and who actually moves from the member's last duty station to a home selected by the member for purposes of travel and transportation allowances.

Amends the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2003, to repeal the provision permitting a farm to be certified as organic with respect to livestock produced on such farm if it uses non-organically produced feed under certain cost-based circumstances.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Hometown Heroes Survivors Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit Federal education funding (from programs for which the Secretary or Department of Education has administrative responsibility) to any State or local educational agency that provides to an unemancipated minor, at an elementary or secondary school, postcoital emergency contraception (e.g. the "morning-after pill") or a prescription for such contraception.

National Language Act of 2003 - Makes English the official language of the U.S. Government. Requires the Government to: (1) conduct its official business in English, including publications, income tax forms, and informational materials; and (2) preserve and enhance the role of English as the official language of the United States of America. Provides that no person has a right, entitlement, or claim to have the Government act, communicate, perform, or provide services or materials in any other language, unless specifically stated in applicable law. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, in school programs designed to encourage students to learn foreign languages, or by persons over age 62. Repeals the Bilingual Education Act. Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt the law of any State.

Rural Community Hospital Assistance Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; (3) revise the CAH program; and (4) provide for coverage of costs for emergency room on-call physician assistants and nurse practitioners.

Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Establishes the Victims of Terrorism Memorial Advisory Board and authorizes it to establish a memorial to victims who died as a result of terrorist attacks against the United States or its people, at home or abroad, except those individuals identified by the Attorney General as participating or conspiring in terrorist-related activities.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $2,000, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Local Railroad Rehabilitation and Investment Act of 2003- Amends the Internal Revenue Code to establish a railroad track maintenance credit for qualified railroad track maintenance expenditures with respect to which the expenditures were paid or incurred by the taxpayer for the taxable year for Class II or Class III railroads.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to State and local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting, for commercial purposes, an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Public Safety Employer-Employee Cooperation Act of 2003 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Responsible Lending Act - Amends the Truth in Lending Act to define: (1) high cost mortgage; and (2) points and fees. Revises specified liability and other related provisions. Provides for continuation of late fee and prepayment provision identification under the Alternative Mortgage Transaction parity Act of 1982. Amends the Housing and Urban Development Act of 1968 to establish in the Department of Housing and Urban Development the Consumer Mortgage Protection Board, which shall: (1) provide homeownership and rental counseling and related toll-free telephone and web site services; (2) provide grants for housing counseling services; and (3) prepare and update a mortgage information booklet. Directs the Secretary of Housing and Urban Development to establish Federal mortgage broker requirements. Sets forth uniform State mortgage broker law guidelines, and states that Federal requirements shall apply to those States that have not enacted uniform laws.

Fuels Security Act of 2003 - Amends the Clean Air Act to require that gasoline contain a specified volume of renewable fuel. Provides for annual increases in the applicable volume through 2012. Establishes a ratio for determining the volume required from 2013 onward. Defines renewable fuel to include motor vehicle fuel produced from biomass (e.g. grain) or natural gas produced from a biogas (e.g. landfill) source. Establishes a system of credits for gasoline which contains more renewable fuel than required. Requires studies concerning these renewable fuel requirements, specifically: (1) seasonal variations in renewable fuel availability; (2) the impact on consumers; and (3) the impact on small refineries. Establishes a system of waivers for States claiming and proving economic or environmental hardship. Establishes a Federal agency ethanol-blended gasoline and biodiesel purchasing requirement. Establishes a commercial byproducts from municipal solid waste loan guarantee program. Requires data collection concerning the monthly consumption of renewable fuels. Federal Reformulated Fuels Act of 2002 - Amends the Solid Waste Disposal Act to permit the use of the Leaking Underground Storage Tank Trust Fund for methyl tertiary butyl ether (MBTE) remediation purposes. Amends the Clean Air Act to revise guidelines pertaining to: (1) water quality protection from fuels; (2) oxygen content requirements for reformulated gasoline; (3) public health and environmental impacts of fuels and fuel additives; (4) analyses of motor vehicle fuel changes; (5) additional opt-in areas under the reformulated gasoline program; and (6) Federal enforcement of State fuels requirements. Requires a joint study of Federal, State and local requirements concerning motor vehicle fuels. Requires a review of Federal procurement initiatives relating to use of recycled products and fleet and transportation efficiency.
