Unemployment Compensation Amendments of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to extend the TEUCA program through December 31, 2003, with a phaseout period through March 31, 2004. (The TEUCA program provides: (1) an additional 13 weeks of unemployment benefits (TEUC) to jobless workers who have exhausted their regular unemployment benefits; and (2) another additional 13 weeks of benefits (TEUC-X), for a total of 26 additional weeks, for such workers in high unemployment States.)

Medicare Osteoporosis Measurement Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to include coverage of bone mass measurements under Medicare part B (Supplementary Medical Insurance) for all individuals, including estrogen-deficient women, at clinical risk for osteoporosis.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (increasing percentages with full deductibility as of 2008) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts. Treats an exchange of qualified long-term care insurance contracts as a disposition of property for which no gain or loss is recognized.

Declares that the civil rights and civil liberties of all Americans, including Arab-Americans, Muslim-Americans, South Asian-Americans, and Sikh-Americans, should be protected in light of the number of bias-motivated crimes against them in recent months. Condemns bigotry and acts of violence against such people and calls upon local, State, and Federal law enforcement authorities to prevent and investigate and prosecute such bias-motivated crimes.

Export Freedom to Cuba Act of 2003 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Ten Commandments Defense Act of 2003 - Declares the following : (1) that the power to display the Ten Commandments on or within property owned or administered by the several States or their political subdivisions is among the powers reserved to the States respectively (under the Tenth Amendment of the U.S. Constitution); (2) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the rights secured (under the First Amendment) against laws respecting an establishment of religion or prohibiting the free exercise of religion made or enforced by the Federal Government; and (3) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the liberties of which no State shall deprive any person without due process of law made in pursuance of powers reserved to the States respectively.

Pledge Protection Act of 2003 - Amends the Federal judicial code to deny jurisdiction to any court established by Act of Congress to hear or determine any claim that the recitation of the Pledge of Allegiance violates the first amendment of the Constitution.

Unborn Victims of Violence Act of 2003 or Laci and Conner's Law - Provides that: (1) whoever engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes) and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense; and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Specifies that a violation of such provisions does not require proof that: (1) the person engaging in the conduct had knowledge or should have had knowledge that the victim of the underlying offense was pregnant; or (2) the defendant (or accused) intended to cause the death of, or bodily injury to, the unborn child. Prohibits imposition of the death penalty for an offense under this Act. Bars prosecution under this Act: (1) of any person for conduct relating to an abortion for which the consent of the pregnant woman, or a person authorized by law to act on her behalf, has been obtained or for which such consent is implied by law; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) restrict the application of the windfall elimination provision to individuals whose combined monthly income from the individual's primary insurance amount under such title and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds $2,000; and (2) provide for a graduated implementation of such provision by specified percentages with respect to incremental amounts above such threshold, up to 100 percent for combined amounts over $3,000.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Healthy Forests Restoration Act of 2003 - Permits the Secretary of Agriculture, with respect to National Forest System lands, and the Secretary of the Interior, with respect to public lands administered by the Bureau of Land Management, to plan and conduct hazardous fuels reduction projects (fuels projects) on specified types of Federal lands. Directs the Secretary concerned to give priority to fuels projects that provide for the protection of communities and watersheds. Authorizes the Secretary concerned to make grants: (1) to improve the commercial value of forest biomass to produce electric energy, sensible heat, transportation fuels, or substitutes for petroleum-based products; and (2) to offset the cost of projects to add value to biomass. Amends the Cooperative Forestry Assistance Act of 1978 to permit the Secretary of Agriculture, acting through the Forest Service, to provide assistance to State foresters and officials for the purpose of expanding State forest capacities and activities to address watershed issues on non-Federal forested lands and potentially forested lands. Directs the Secretary concerned to establish an accelerated program to plan, conduct, and promote comprehensive and systematic information gathering on bark beetles. Directs the Secretary of Agriculture to establish the healthy forests reserve program within the Forest Service for the purpose of protecting, restoring, and enhancing degraded forest ecosystems to promote the recovery of threatened and endangered species as well as improve biodiversity and enhance carbon sequestration. Directs the Secretary of Agriculture to carry out a comprehensive plan to inventory, monitor, characterize, assess, and identify forest stands and potential forest stands in specified locations. States that issues to be addressed shall include: (1) the early detection, identification, and assessment of environmental threats; and (2) the loss or degradation of forests.

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Pension Preservation and Savings Expansion Act of 2003 - Amends the Internal Revenue Code, the Economic Growth and Tax Reconciliation Act of 2001, the Social Security Act, the Employee Retirement Income Security Act of 1974, and the Retirement Protection Act of 1994 to revise various pension and retirement provisions, including provisions affecting: (1) pension portability; (2) retirement plan participation and coverage; (3) IRAs; (4) defined benefit plans; (5) retirement plan contribution and distribution rules; (6) retirement plans of tax-exempt organizations and plans for government employees; (7) stock options; and (8) retiree health plans.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

Health Care Parity for Legal Transportation and Recreational Activities Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer from denying benefits otherwise provided for the treatment of an injury solely because such injury resulted from the participation of the participant or beneficiary in a legal transportation and recreational activity such as motorcycling or skiing.

Sickle Cell Treatment Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include primary and secondary preventative medical strategies, treatment, and services, including genetic counseling and testing, for individuals who have Sickle Cell Disease as medical assistance under the Medicaid program. Directs the Administrator of the Health Resources and Services Administration to conduct a demonstration program for the development and establishment of systemic mechanisms, including a National Coordinating Center, to improve the prevention and treatment of Sickle Cell Disease.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2003, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

American Hospital Preservation Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) restore the full market basket percentage increase applied to payments to hospitals for inpatient hospital services furnished to Medicare beneficiaries starting in FY 2004, and for FY 2005 and each subsequent fiscal year as well; (2) ensure the full market basket update for any fiscal year after FY 2005; and (3) restore the reimbursement factor for indirect medical education payments to teaching hospitals to the FY 2002 level for FY 2005 and each subsequent fiscal year, after providing for an increase in such factor from current levels for FY 2004.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Constitutional Amendment - Requires that any bill, resolution, or other legislative measure changing the internal revenue laws shall require for final adoption in each House the concurrence of two-thirds of the Members of that House voting and present, unless the bill is determined at the time of adoption not to increase the internal revenue by more than a de minimis amount. States that for purposes of determining any increase, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Requires journal entry of any vote. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security, and is so declared by a joint resolution which becomes law.

Student Adjustment Act of 2003 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Taxpayers' Cancer Research Funding Act of 2003 - Amends the Internal Revenue Code to allow certain individuals to designate that five dollars (ten dollars in the case of joint returns) be paid over to the Breast and Prostate Cancer Research Fund. Establishes in the Treasury the Breast Cancer and Prostate Cancer Research Fund.

Cooperative Dividend Equity Act of 2003 - Amends the Internal Revenue Code to provide that the patronage dividends of cooperatives shall not be reduced by stock dividends to the extent the stock dividends are in addition to amounts otherwise payable.

Seniors Mental Health Access Improvement Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage under Medicare part B (Supplementary Medical Insurance) of marriage and family therapist services generally, and particularly such services provided in rural health clinics and in hospice programs. Authorizes marriage and family therapists to develop discharge plans for post-hospital services. Amends Medicare part C (Miscellaneous) to exclude such services from the skilled nursing facility prospective payment system.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2003, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

American LIFE Fund for the Medical Treatment of the Uninsured in Honor of the Victims of September 11th, 2001, Act - Amends the Internal Revenue Code to permit an individual to designate a portion of any tax overpayment for the Health Coverage for the Uninsured Trust Fund, which shall use such funds to provide injury and catastrophic illness protection to individuals without health coverage. Establishes in the Treasury the Health Coverage for the Uninsured Trust Fund.

Requires engine coolant or antifreeze sold after January 1, 2004, that is manufactured after July 1, 2003, and that contains more than ten percent ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million (or other equally effective aversive agent) as a bittering agent so as to render it unpalatable. Requires a manufacturer or packager of such product to maintain records of compliance with this Act. Declares that any manufacturer, distributor, recycler, or seller of an automotive product required by this Act to contain an aversive agent shall not be liable (except for willful or wanton misconduct) for personal injury, death, or property damage that results from compliance with this Act. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

Collegiate Housing and Infrastructure Act of 2003 - Amends the Internal Revenue Code to permit organizations organized and operated exclusively for charitable or educational purposes and which make collegiate housing and infrastructure improvement grants to continue to be treated as tax-exempt organizations so long as all of the active members of the recipient organization are full-time students at the college or university with which the recipient organization is associated.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Don't Feed the Bears Act of 2003 - Requires the Secretary of the Interior to enforce the National Parks System regulatory prohibitions against the feeding and baiting of wildlife on National Park System lands and in wildlife refuge areas, in particular the intentional feeding of bears for the purpose of enticing them to a particular area to be hunted (bear baiting). Requires the Secretary of the Interior with respect to lands administered by the Bureau of Land Management, and the Secretary of Agriculture with respect to National Forest System lands, to adopt and enforce a regulation to prohibit individuals from intentionally feeding bears, including feeding for the purpose of bear baiting.

Expresses the sympathy of Congress to Craig and Cynthia Corrie and to their extended families, friends, and co-workers for the loss of Rachel Corrie in the Palestinian village of Rafah in the Gaza strip on March 16, 2003. Calls on the U.S. Government to undertake a full investigation into her death. Urges the U.S. Government and the Government of Israel to work together to determine the circumstances that led to her death and to ensure that an incident of this kind does not happen again.
