Accessible Instructional Materials in Higher Education Act or the AIM HIGH Act This bill creates a commission to develop voluntary guidelines for postsecondary electronic instruction materials and related technologies. Specifically, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the Secretary of Education must establish an independent commission to (1) develop and issue voluntary accessibility guidelines for postsecondary electronic instructional materials and related technologies, (2) develop a model framework for pilot testing such materials and technologies, and (3) produce an annotated list of information technology standards. The Department of Education must review and, as appropriate, update the voluntary guidelines, pilot testing framework, and information technology standards every five years.

Fair Student Loan Debt Collection Practices Act This bill prohibits a debt collector from collecting on federal student loan debt owed by a borrower earning under a certain income. Specifically, a federal student loan debt collector may not attempt to collect if a borrower would qualify for a zero-dollar payment under an income-driven repayment plan. Additionally, a debt collector may not attempt to collect an amount greater than the payment the borrower would owe under such a plan.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Help Obtaining Presumption of Exoneration for Victims of Human Trafficking Act or the HOPE for Victims of Human Trafficking Act This bill establishes a rebuttable presumption that certain offenses were induced by coercion if the defendant establishes that he or she was a victim of human trafficking at the time of the offense.

This resolution recognizes and honors the importance of statutes giving all persons within the jurisdiction of the United States the full and equal benefit of all laws and proceedings for the security of persons and property as well as the right to enforce contracts, sue and be sued, and give evidence in court. The resolution also reaffirms commitment to the Thirteenth Amendment, Fourteenth Amendment, and Fifteenth Amendment and the laws declaring that all persons born in the United States are citizens and are equally protected by the law.

Protecting Seniors Through Immunization Act of 2019 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.

Farm Workforce Modernization Act of 2019 This bill contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying alien who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to November 12, 2019, (2) was inadmissible or deportable on that date, and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. DHS may grant dependent status to the spouse or children of a principal alien. An alien with a pending application may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW alien (and dependents) may apply for lawful permanent resident status after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. DHS shall create an electronic platform for (1) filing H-2A petitions, (2) facilitating the processing of H-2A cases, and (3) providing agencies a single tool for obtaining H-2A-related case information. The bill makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, and (4) making the program available for year-round agricultural work and reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS shall establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

Family Violence Prevention and Services Improvement Act of 2019 This bill modifies, expands, and reauthorizes through FY2024 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies, among other uses. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally competent domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Post-9/11 Veteran Business Acceleration Act This bill requires the Department of Veterans Affairs to collaborate with the Small Business Administration to implement a pilot program to provide financial assistance (in lieu of educational assistance) to eligible individuals under the Post-9/11 Educational Assistance Program for the purpose of (1) establishing and operating a new qualified business enterprise, or (2) operating an existing qualified business enterprise. Eligible individuals are those who (1) are entitled to 36 months of educational assistance under the Post-9/11 Educational Assistance Program, (2) are not in bankruptcy proceedings at the time of application, and (3) meet credit score requirements.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Access to AEDs Act This bill requires the Department of Health and Human Services to award a grant to a health care organization to promote student access to defibrillation in elementary and secondary schools. Specifically, such access shall be achieved in such schools by developing and providing comprehensive materials to establish defibrillation programs, providing support for cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training programs, fostering new and existing community partnerships to promote the importance of defibrillation, establishing a clearinghouse database to gather information in a central location regarding sudden cardiac arrest in the pediatric population, and providing assistance to secondary school athletic departments for screening student athletes for risk of sudden cardiac arrest.

CFTC Reauthorization Act of 2019 This bill reauthorizes through FY2025 the Commodity Futures Trading Commission (CFTC) and generally revises provisions related to the CFTC. Among other things, the bill exempts certain companies from the mandatory swaps clearing requirements if they have less than $10 million in assets, provides for the regulation of digital commodities, exempts certain charitable organizations from commodity trading advisor and commodity pool operator registration requirements, provides that the CFTC's authority to enforce prohibitions regarding fraud and other disruptive trading practices applies to foreign activities, eliminates the double-sided confirmation requirement for swap data repositories, and expands whistleblower protections.

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

Nation's Oldest Port National Heritage Area Act This bill establishes the Nation's Oldest Port National Heritage Area in Florida. Such heritage area shall include natural watersheds in Nassau, Duval, St. Johns, and Flagler Counties. The Nation's Oldest Port Heritage Area Alliance, Inc., shall serve as the coordinating entity for the heritage area and shall develop a management plan for it.

National POW/MIA Memorial and Museum Act of 2019 This bill designates the memorial and museum that is being constructed on an approximately 26-acre area on the POW-MIA Memorial Parkway in Jacksonville, Florida, as the "National POW/MIA Memorial and Museum." The director of the memorial and museum shall submit a report to Congress that includes a budget for the memorial and museum.

Eric Garner Excessive Use of Force Prevention Act of 2019 This bill modifies the criminal civil rights statute that prohibits the deprivation of rights under color of law. Currently, the second prong of the prohibition bars the application of different punishments, pains, or penalties based on an individual's alien status, color, or race. This bill specifies that the application of any pressure to a person's throat or windpipe which may prevent or hinder breathing or reduce intake of air (e.g., a chokehold) constitutes a punishment, pain, or penalty.

Lower Drug Costs Now Act of 2019 This bill establishes several programs and requirements relating to the prices of prescription drugs. In particular, the bill requires the Department of Health and Human Services (HHS) to negotiate prices for certain drugs (current law prohibits HHS from doing so). Specifically, HHS must negotiate maximum prices for (1) insulin products; and (2) at least 25 single source, brand-name drugs that do not have generic competition and that are among the 125 drugs that account for the greatest national spending or the 125 drugs that account for the greatest spending under the Medicare prescription drug benefit and Medicare Advantage (MA). The negotiated prices must be offered under Medicare and MA, and may also be offered under private health insurance unless the insurer opts out. The negotiated maximum price may not exceed (1) 120% of the average price in Australia, Canada, France, Germany, Japan, and the United Kingdom; or (2) if such information is not available, 85% of the U.S. average manufacturer price. Drug manufacturers that fail to comply with the bill's negotiation requirements are subject to civil and tax penalties. The bill also makes a series of additional changes to Medicare prescription drug coverage and pricing. Among other things, the bill (1) requires drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services for covered drugs that cost $100 or more and for which the average manufacturer price increases faster than inflation; and (2) reduces the annual out-of-pocket spending threshold, and eliminates beneficiary cost-sharing above this threshold, under the Medicare prescription drug benefit.

Human Trafficking and Exploitation Prevention Training Act of 2019 This bill requires the Office on Trafficking in Persons (OTIP) within the Administration for Children and Families to award grants to nonprofits, state agencies, elementary and secondary schools for demonstration projects to train students, teachers, and school personnel how to better understand, recognize, prevent, and respond to human trafficking and the exploitation of children and youth. Such projects also must collect data about the number of human trafficking survivors served and develop procedures to coordinate with law enforcement and appropriate social service organizations. The OTIP must consult with the appropriate agencies to determine and prioritize funding for geographic areas with the highest prevalence of human trafficking and largest underserved youth populations.

Police Exercising Absolute Care With Everyone Act of 2019 This bill establishes a framework to reduce the unnecessary use of force by law enforcement at the federal, state, and local levels. At the federal level, the bill limits the use of force by federal law enforcement officers. It prohibits the use of deadly force, except as a last resort to prevent imminent and serious bodily injury or death. It also prohibits the use of less lethal force, unless it is necessary and proportionate to effectuate an arrest. Finally, it limits the use of a justification defense for a federal law enforcement officer who is charged with murder or manslaughter. At the state and local level, the bill conditions eligibility for funds under the Edward Byrne Memorial Justice Assistance Grant Program on the enactment of consistent limitations.

End Racial Profiling Act of 2019 This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. Specifically, it requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must maintain similar policies and procedures as a condition of receiving funds under the Edward Byrne Memorial Justice Assistance Grant program and the Community Oriented Policing Services program. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Bahamas TPS Act of 2019 This bill designates the Bahamas as a temporary protected status (TPS) country for 18 months from the enactment of this bill. (Qualified nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the designation is in effect.) A Bahamian national shall qualify for temporary protected status if the individual (1) has been continuously physically present in the United States since the bill's enactment, (2) meets certain admissibility and eligibility requirements generally required for such status, and (3) registers with the Department of Homeland Security.

Schools Preventing Hunger in At-Risk Kids Act or the SPARK Act This bill expands automatic eligibility for the National School Lunch Program to foster children who have been placed with a relative or family friend with the involvement of the state child welfare agency. To enroll in the program, a family must document the foster child's status to the child's school.

Rare disease Advancement, surveillance Research, and Education Act of 2019 or the RARE Act of 2019 The bill reauthorizes through FY2024 the National Institutes of Health Rare Disease Regional Centers of Excellence and expands activities to facilitate research and increase awareness of rare diseases and conditions. (Rare diseases and conditions are those with a prevalence of fewer than 200,000 individuals in the United States.) The Centers for Disease Control and Prevention (CDC) may expand infrastructure and activities to track the epidemiology of up to four rare diseases and conditions and incorporate this information into a National Rare Disease or Condition Surveillance System. The Agency for Healthcare Research and Quality must expand its activities to increase health care providers' awareness of rare diseases and conditions. The National Academies of Sciences, Engineering, and Medicine, or another appropriate entity, must update the 2010 report Rare Diseases and Orphan Products: Accelerating Research and Development.

National Suicide Hotline Designation Act of 2019 This bill requires the Federal Communications Commission to designate 9–8–8 as the universal telephone number for a national suicide prevention and mental-health crisis hotline.

Restoring Resilient Reefs Act of 2019 This bill addresses the conservation and sustainability of coral reef ecosystems. Among other things, the bill reauthorizes through FY2024 and revises the Coral Reef Conservation Program; directs the National Oceanic and Atmospheric Administration (NOAA) to provide block grants to states to support state coral reef management and restoration; requires NOAA to establish standards for the formation of partnerships among government and community members for the stewardship of coral reefs; provides statutory authority for the U.S. Coral Reef Task Force to lead, coordinate, and strengthen federal government actions to preserve, conserve, and restore coral reef ecosystems; requires the Department of the Interior to provide grants upon the declaration of a coral reef emergency to implement emergency plans; and authorizes Interior to provide scientific expertise, technical assistance, and financial assistance for the conservation and restoration of coral reefs.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

This bill designates Haiti as a temporary protected status (TPS) country from this bill's enactment date to at least 18 months after the conclusion of two lawsuits challenging the President's decision to terminate Haiti's TPS designation. (Nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the designation is in effect.)

Social Security for Future Generations Act of 2019 This bill increases specified benefits and taxes related to the Old-Age, Survivors, and Disability Insurance (OASDI) program and otherwise modifies the program. Changes to benefits include increasing the primary insurance amount for certain beneficiaries; revising the method for calculating cost-of-living adjustments by using a price index that tracks the spending patterns of older consumers; extending benefits through age 22 to full-time students who are eligible children of deceased, disabled, or retired workers; establishing a new minimum benefit for certain lifetime low-earners; and establishing an alternative benefit based on combined household benefits for widows or widowers in two-income households. Changes to taxes include subjecting earnings in excess of $250,000 to Social Security taxes. No taxes shall be applied to earnings between the contribution base (the maximum amount subject to the Social Security payroll tax, set at $137,700 for 2020) and $250,000. In addition, the bill preserves eligibility for Supplemental Security Income payments and other means-tested programs by limiting the amount of OASDI payments considered in eligibility determinations.

First-Time Homeowners Assistance Act of 2019 This bill establishes a tax-exempt qualified first-time homeowner assistance program. Under such a program, a person may make cash contributions to a first-time homeowner assistance account. The bill defines "first-time homeowner assistance account" as an account for providing down payment assistance to an account beneficiary who is a first-time homeowner of a principal residence in the United States. The amount of such downpayment assistance cannot exceed 10% of the cost of acquiring, constructing, or substantially improving the residence.
