An amendment to state that in each instance in which the International Development Association has informed the Secretary of the Treasury that it has made loans or loan commitments to a single country in amounts which are cumulatively greater than 15 percent of the total projected funding of the sixth replenishment of the International Development Association, then the sum made available to IDA shall be reduced by an amount equal to 27 percent of the portion of loans or loan commitments to the country that exceeds 15 percent of the projected sixth replenishment total.

An amendment to set out conditions for assistance for Zimbabwe. The amendment requires that the President ensure that foreign assistance for Zimbabwe contributes to political, economic and security development of the country. It also requires an assessment of the extent to which the government of Zimbabwe protects human and civil rights. The President must also certify that Zimbabwe is meeting certain goals. Before aid can be given to Zimbabwe, Congress must pass a joint resolution agreeing with the President's findings. The goals that Zimbabwe must meet deal with removal from security forces of those responsible for the atrocities in Matabeland. Several other conditions are set out.

An amendment in the nature of a substitute consisting of the text of H.R. 2379. The substitute would designate 62 wilderness areas on BLM lands and would add 104,000 acres to the Death Valley National Monument and 4,800 acres to the Joshua Tree National Monument. The amendment would not redesignate these areas or the Mojave area as national parks, would not designate any wilderness within these areas, nor establish federal reserved water rights in these areas. The amendment specifies that nothing in the the bill should be construed as to restricting, forbidding, or permitting interfere with the demilitarization activities in California, or flights of military aircraft over the wilderness areas.
