Broadcaster Freedom Act of 2009 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Calling for 2-1-1 Act of 2009 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Belated Thank You to the Merchant Mariners of World War II Act of 2009 - Establishes in the Treasury the Merchant Mariner Equity Compensation Fund for payments by the Secretary of Veterans Affairs of a monthly benefit of $1,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit before October 1, 2009; and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Amends the Internal Revenue Code to establish in the Treasury the Homeless Veterans Assistance Fund and to allow individual taxpayers to designate on their tax returns $3.00 of income taxes ($6.00 in the case of joint returns) to be paid over to such Fund to provide assistance to homeless veterans.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Disabled Veterans Commissary and Exchange Store Benefits Act - Permits a veteran with any compensable service-connected disability (and the veteran's dependents) to use commissary and exchange stores on the same basis as a member of the Armed Forces entitled to retired or retainer pay.

Amends the Internal Revenue Code to allow individual taxpayers a deduction from gross income for: (1) interest paid on indebtedness (up to $49,500) incurred after November 12, 2008, and before January 1, 2010, for the purchase of a motor vehicle (i.e., passenger automobile or light truck) with a gross vehicle weight rating of not more than 8,500 pounds; and (2) state and local sales and excise taxes imposed on the purchase of such a motor vehicle.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Stop the Congressional Pay Raise Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2010 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Temporary Increase in FDIC and Credit Union Insurance Act of 2008 - Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to establish a temporary increase from $100,000 to $250,000, through December 31, 2009, in the maximum insured amount limitation for deposit insurance and credit union share insurance.

Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2008 - Expresses the sense of Congress that the United States should use diplomatic and economic measures to resolve the Iranian nuclear problem. Declares nothing in this Act shall be construed to authorize the use force against Iran. Subjects Iran to specified economic sanctions, including import and export prohibitions. Subjects a U.S. person to penalties for violations of certain sanctions committed by a subsidiary established by such person outside of the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence and for the Financial Crimes Enforcement Network. Urges the President to impose sanctions on the Central Bank of Iran and any other Iranian banks engaged in the support of terrorist groups. Increases temporarily the fee for processing machine readable nonimmigrant visas and border crossing identification cards. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of assets in, persons that have direct or indirect investments in Iran's energy sector of more than $20 million. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by companies with such investments in the energy sector of Iran. Requires the Director of National Intelligence to report to the Secretary of Commerce, the Secretary of State, the Secretary of the Treasury, and appropriate congressional committees on all countries of concern with respect to the transshipment, reexportation, or diversion of certain export controlled items to Iran. Requires the Secretary of Commerce to designate a country as a Destination of Possible Diversion Concern if appropriate to carry out activities to strengthen that country's export control systems. Requires the United States to initiate such activities on a government-to-government basis. Defines a Destination of Diversion Concern as any country whose government is directly involved in the transshipment, reexportation, or diversion of U.S.-originating controlled items to unverifiable end users or to Iran, or that has failed to strengthen adequately its export control systems. Requires a license to export to a country designated a Destination of Diversion Concern any controlled items that could contribute to Iran's obtaining nuclear, biological, or chemical weapons, or its support for acts of international terrorism. Requires the Director to report to the appropriate congressional committees on: (1) any country that may be transshipping, reexporting, or diverting controlled items to a country other than Iran if such other country is seeking to obtain nuclear, biological, or chemical weapons, defense technologies, components for improvised explosive devices (IEDs), or other defense items, or provides support for acts of international terrorism; and (2) the feasibility and advisability of including such countries in the system for designating countries as Destinations of Possible Diversion Concern and Destinations of Diversion Concern.

National Commission on Financial Collapse and Recovery Act of 2008 - Establishes in the legislative branch the National Commission on the Financial Collapse and Recovery of 2008 to study and report to the President and Congress on the facts, circumstances, and causes relating to the collapse of the financial markets and financial institutions that occurred during 2008, along with recommendations for corrective measures to prevent such failures in the future.

Fairness and Accuracy in Employment Background Checks Act of 2008 - Requires the Attorney General to: (1) adopt procedures to ensure the accuracy and completeness of federal criminal background records exchanged for employment purposes; and (2) report annually to Congress on all employment restrictions and disqualifications based on criminal records required by federal law and policy.

Safeguarding Our Hospitals' Futures Act of 2008 - Requires the Secretary of Health and Human Services, in the case of discharges occurring on or after October 1, 2008, to continue to apply budget neutrality on a national basis in the calculation of the urban hospital wage floor for discharges occurring during FY2008 under title XVIII (Medicare) of the Social Security Act (through a uniform, national adjustment to the area wage index).

Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Federal Housing Finance Regulatory Reform Act of 2008, to require the Director of the Federal Housing Finance Agency to prohibit any golden parachute payment on or after enactment of this Act with respect to any executive officer or member of the board of directors of: (1) the Federal National Mortgage Association (Fannie Mae) and any affiliate; (2) Federal Home Loan Mortgage Corporation (Freddie Mac) and any affiliate; and (3) any Federal Home Loan Bank.

Directs the Secretary of Veterans Affairs, in determining the amount of any allowance or reimbursement to be paid under the Department of Veterans Affairs (VA) veterans beneficiary travel program, to use the mileage reimbursement rates for the use of privately owned vehicles by government employees traveling on official business. Authorizes the Secretary to use a rate in excess of such rate. Prohibits the Secretary from making payments for travel performed by a special mode unless it is: (1) medically required and previously authorized; or (2) in connection with a medical emergency of such a nature that delay would have been hazardous to the person's life or health. Eliminates required deductions in connection with travel under the program. Allows such payments in connection with all veterans and family members eligible for examination, treatment, care, rehabilitation, or counseling through the VA.

Directs the Secretary of Transportation to terminate, by September 6, 2008, the one-year cross-border pilot project started on September 6, 2007, as part of the Federal Motor Carrier Safety Administration's implementation of the North American Free Trade Agreement (NAFTA) cross-border trucking provisions, to demonstrate the ability of Mexico-domiciled motor carriers to operate safely in the United States beyond the commercial zones along the U.S.-Mexico border. Prohibits the Secretary, unless expressly authorized by Congress, from granting authority to a motor carrier domiciled in Mexico to operate beyond U.S. municipalities and commercial zones on the United States-Mexico border after September 6, 2008. Requires certain reports to Congress, within 60 days after enactment of this Act, by: (1) the Inspector General of the Department of Transportation; (2) the independent review panel established to monitor the demonstration project; and (3) the Secretary of Transportation on the project's implementation and the participation of motor carriers.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

James Zadroga 9/11 Health and Compensation Act of 2008 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the World Trade Center terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Provides for cost-sharing with workers' compensation and health insurance plans, but not with eligible individuals. Requires the WTC program administrator to: (1) implement a quality assurance program; (2) review the program's health care expenditures to detect fraudulent or duplicate billing and payment for inappropriate services; (3) establish the WTC Health Program Scientific/Technical Advisory Committee; (4) establish the WTC Responders Steering Committee and the WTC Community Program Steering Committee; (5) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (6) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on physical and mental health conditions that may be related to the September 11 terrorist attacks. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the Department to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Amends the Energy Policy and Conservation Act to revise requirements for the sale by the Secretary of Energy of products from the Northeast Home Heating Oil Reserve. Authorizes the Secretary to sell from the Reserve if the President finds that: (1) there is a severe energy supply interruption (as under existing law); or (2) the price of home heating oil threatens the health and safety of residents of the Northeast. Requires the Secretary to sell specified percentages of the quantity of products in the Reserve as of November 1 of a fiscal year if the President finds that, on successive monthly winter dates of the same fiscal year, the average retail price of No.2 heating oil in the Northeast is equal to or more than $4.00 per gallon. Requires the Secretary to use: (1) half of any revenue derived from such sales to provide assistance to low-income consumers of heating oil under the Weatherization Assistance Program for Low-Income Persons of the Energy Conservation and Production Act; and (2) half to provide any additional home energy assistance needs of one or more state arising from a natural disaster or other emergency.

Recognizes the essential role played by Landing Ship Tanks (LSTs) during World War II, the Korean war, the Vietnam war, Operation Desert Shield, Operation Desert Storm, and many other military and humanitarian operations. Honors the service of the Navy and Coast Guard sailors who served their country aboard the LSTs. Acknowledges the debt modern amphibious operations owe to the LST sailors and ships. Commends the many volunteers of the USS LST Ship Memorial who have preserved the LST 325 as a living memorial in honor and remembrance of the ships and veterans in their service.

Reaffirms the historic commitment of the United States as a nation founded by refugees. Calls on: (1) the Department of State to support the refugee assistance efforts of the United Nations High Commissioner for Refugees and of nongovernmental organizations; (2) the U.S. government to continue its international leadership role in response to the people of the Darfur region of Sudan who have been displaced by Sudan's genocide; and (3) the Department of State and the Department of Homeland Security to facilitate the resettlement of an appropriate number of Darfuris. Urges the parties to the conflicts in and between Chad and Sudan to conclude a cessation of hostilities agreement. Calls upon the Joint African Union-United Nations Special Representative for Darfur to ensure that displaced persons are fairly represented in peace negotiations. Affirms the goals of World Refugee Day and reiterates a strong commitment to protecting the millions of refugees who live without material, social, and legal protections.

Amends the Commodity Exchange Act to make it unlawful for a person to enter into or execute an otherwise excluded swap transaction or exempt transaction involving crude oil, heating oil, gasoline, or diesel fuel (specified energy commodity), unless the person has been certified by the Commodities Future Trading Commission (CFTC) as having the capacity of accepting physical delivery of the commodity. Makes it unlawful, as well, for any person to hold a contract or agreement of sale of a specified energy commodity for future delivery, which is otherwise an excluded swap transaction or an exempt transaction, unless the CFTC has certified that the person has the capacity to produce or manufacture the commodity.

Modifies the procedures the U.S. Postal Service must follow in connection with the closing or consolidation of any post office, including: (1) requiring an assessment of the need for the closure or consolidation; (2) eliminating a requirement to consider the resulting Postal Service economic savings; (3) requiring a posting in each affected post office at least 90 days before the final decision is made; and (4) requiring (currently, allowing) suspension of the determination pending an appeal to the Postal Regulatory Commission. Provides for exceptions for emergency suspensions (as defined under Postal Service regulations) or lease termination or cancellation by a party other than the Postal Service. Defines "post office," for the provisions amended by this Act, to include an office, branch, station, or other facility operated by the Postal Service.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Amends the Servicemembers Civil Relief Act to provide for the protection of child custody arrangements for parents who are members deployed in support of a contingency operation. States that if a motion for change of custody of a child of such a member is filed while the member is so deployed, no court may enter an order modifying or amending a previous child custody judgment, except if there is clear and convincing evidence that it is in the best interest of the child. Prohibits any court from considering a member's absence due to deployment, or possible deployment, in support of a contingency operation in determining the best interest of the child.

Clean Global War on Terror Supplemental Appropriations Act, 2008 - Makes emergency supplemental FY2008 appropriations for specified activities related to the war on terror, international affairs, and national defense matters to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (military, including funds for Afghan and Iraqi security forces), of Defense (military construction), and of State (including international peacekeeping activities). Rescinds certain funds made available in: (1) the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 for the Defense Health Program; and (2) the Consolidated Appropriations Act, 2008 for the Joint Improvised Explosive Device Defeat Fund. Makes additional supplemental appropriations for the war on terror, international affairs, and national defense matters to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (military, including funds for Afghan and Iraqi security forces), and of State and related agencies. Designates each amount in this Act as an emergency requirement.
