Refugee Protection Act of 2022 This bill modifies provisions related to asylum seekers and addresses related issues. For example, the bill (1) eliminates the statutory time limit for applying for asylum (currently one year after arriving in the United States), (2) establishes stateless protected status for individuals who are not considered a national by any country under that country’s law, and (3) requires the goal for refugee admissions for any given fiscal year to be no fewer than 125,000.

Wildlife Disease Surveillance for Pandemic Prevention Act of 2022 This bill establishes programs, grants, and activities to support surveillance of and response to diseases that affect wildlife (i.e., any animal that is not livestock or poultry).

The Range of Light National Monument Act This bill establishes the Range of Light National Monument as a unit of the National Park System in California, between Yosemite National Park and Kings Canyon National Park. The monument consists of approximately 1,427,750 acres of federal land and includes the entirety of Sierra National Forest. The Department of the Interior shall manage the public lands included in the monument area in a manner that protects and enhances the natural resources and values of the lands; and prohibit the cutting, sale, harvest, or removal of timber and other vegetative material within the monument for commercial purposes or for biomass energy production. Interior shall develop and apply an integrated visitor services plan for the monument.

Zero-Emission Vehicles Act of 2022 or the ZEVs Act of 2022 This bill requires the Environmental Protection Agency (EPA) to establish a zero-emission passenger vehicle standard. Specifically, the bill sets a schedule for increasing the percentage of zero-emission vehicles a vehicle manufacturer delivers for sale, culminating in a requirement to sell only zero-emission vehicles from 2035 on. The bill also requires the EPA to establish a zero-emission vehicle credit program that approves one zero-emission vehicle credit for each zero-emission vehicle delivered for sale in the United States and partial credits for qualified electric vehicles based on the estimated proportion of the mileage driven on the battery. Manufacturers that fail to meet the minimum required percentage of zero-emission vehicle sales must submit to the EPA a quantity of zero-emission vehicle credits sufficient to offset the excess. Credits may also be sold, transferred, exchanged, or retired in certain circumstances. The bill imposes civil penalties for the failure to comply with zero-emission vehicle credit standards, with collected penalties being deposited into the Highway Trust Fund. After 2035, the EPA must issue injunctions on the manufacture of passenger vehicles other than zero-emission vehicles.

International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.

No Hungry Kids in Schools Act This bill modifies the school meal programs of the Department of Agriculture to establish an option for states to utilize a statewide community eligibility program for certain special assistance payments.

Science-based Equitable Aquaculture Food Act or the SEAfood Act This bill addresses the development and production of aquaculture in the U.S. Exclusive Economic Zone. For example, the bill requires the Government Accountability Office to produce a report that examines aquaculture permitting, monitoring, and regulations during the 15-year period prior to the enactment of the bill. Additionally, the National Academies of Sciences, Engineering, and Medicine must complete a study to develop the scientific basis for efficient and effective regulation of offshore aquaculture. Further, the National Oceanic and Atmospheric Administration must (1) establish an assessment program to evaluate offshore aquaculture, including the development of performance standards for offshore aquaculture operations; and (2) establish the Aquaculture Centers of Excellence program to award grants to assist certain institution in establishing or enhancing an aquaculture curriculum for undergraduate or graduate courses of study.

Protecting Communities from Plastics Act This bill sets forth a variety of requirements and incentives to reduce the production and use of plastics and other petrochemicals, including by directing the Environmental Protection Agency to place a temporary pause on certain new permits for petrochemical facilities under the Clean Air Act and the Clean Water Act.

Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

This resolution affirms that there is well-established authority for the Food and Drug Administration to approve, license, and otherwise regulate reproductive health products under the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act. The resolution also affirms that (1) such federal laws preempt (i.e., supersede conflicting state or local laws) any state or local laws that prohibit or limit access to or use of any reproductive health product, and (2) the Department of Justice has authority to enforce the preemptive effect of such federal laws by suing any state or political subdivision of a state that prohibits or limits access to or use of any reproductive health product.

Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience and Effectiveness Act of 2022 or the PREPARE Act of 2022 This bill directs the President to establish the Interagency Council on Extreme Weather Resilience, Preparedness, and Risk Identification and Management, which shall establish government-wide goals and provide recommendations for addressing extreme weather resilience, preparedness, and risk identification and management. Each federal agency shall submit biannually to the Office of Management and Budget and to the council a comprehensive plan that integrates consideration of extreme weather into its operations and overall mission objectives.

Elder Pride Act of 2022 This bill authorizes the Administration on Aging to award grants to state or tribal governments or other eligible organizations (e.g., area agencies on aging and multipurpose senior centers) for providing sexual health and other services for older adults in rural areas, with a particular focus on older lesbian, gay, bisexual, transgender, queer, or intersex individuals.

Maritime Fuel Tax Parity Act This bill extends the exemption from the excise tax on motor boat or motor vehicle fuels sold or used as supplies for certain vessels or aircraft engaged in trade between U.S. Atlantic or Pacific ports.

Expanding Representation at HHS Act of 2022 This bill requires certain agencies and offices within the Department of Health and Human Services to address diversity in their procurement activities and workforce. The bill specifically covers offices and agencies that are authorized to award grants or other financial assistance, such as the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention. Each covered entity must establish an Office of Minority and Women Inclusion that is responsible for managing diversity within the entity and with respect to the entity's activities. This new office is not, however, responsible for enforcing civil rights statutes, regulations, or executive orders. In addition, an entity subject to the bill's requirements must modify its evaluation, award, and termination of grants and contracts to ensure, to the maximum extent feasible, the inclusion of minorities; women; and minority-led and women-led grantees, contractors, subgrantees, and subcontractors. Each entity must also undertake actions to increase diversity in its workforce, including by recruiting at institutions of higher education where the majority of the students are members of minority populations.

Rebuilding the United States-Flag International Fleet Act This bill revises and reinstates certain transportation requirements, including requirements related to the transportation of agricultural products. For example, the bill reinstates requirements that (1) at least 75% of gross tonnage of seaborne cargo for international food programs be carried on U.S. flagged vessels, and (2) the Department of Transportation reimburse international food programs for any cost premium under the U.S. flagged vessel cargo preference. Additionally, the bill revises provisions related to cargos procured, furnished, or financed by the federal government, including by authorizing the waiver of U.S. flag requirements for commercial vessels carrying such cargo when the vessels are unavailable at fair and reasonable rates.

National Museum of American LGBTQ+ History and Culture Act This bill establishes within the Smithsonian Institution the National Museum of American LGBTQ+ History and Culture. The museum (1) may carry out educational and liaison programs in support of its goals, and (2) shall establish specified grant and scholarship programs.

Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Commission To Study the Potential Creation of a National Museum of American LGBTQ+ History and Culture Act This bill establishes the Commission to Study the Potential Creation of a National Museum of American LGBTQ+ History and Culture. The commission shall submit reports that address the feasibility of establishing and maintaining such a museum, the availability and cost of collections to be acquired and housed in the museum, the impact of the museum on existing American LGBTQ+ history-related museums, development of criteria for evaluating possible locations for the museum, and the feasibility of the museum becoming part of the Smithsonian Institution. The commission shall develop a fundraising plan that will address the support of the museum through contributions from the public. No federal funds may be obligated to carry out this bill.

Methane Super-Emitter Strategy Act of 2022 This bill requires the National Aeronautics and Space Administration to enter an agreement with the National Academies of Sciences, Engineering, and Medicine to develop a science-based strategy to assess, evaluate, and make recommendations regarding the use of present and future greenhouse gas monitoring and detection capabilities.

Youth Coastal Fishing Program Act of 2022 This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish a program to award grants and provide technical assistance to certain entities for youth fishing projects. In awarding grants, NOAA must prioritize applicants with proposals for youth fishing projects that focus on an underserved community.

Southeast Asian Deportation Relief Act of 2022 This bill prohibits the detention or removal of certain nationals of Vietnam, Cambodia, or Laos. Specifically, this protection from detention or removal shall apply to nationals of these countries who (1) entered the United States on or before January 1, 2008, (2) have continuously resided in the United States since entry, and (3) are subject to a final order of removal. Such individuals shall also receive employment authorization. The Department of Homeland Security must notify each individual covered by this bill, as well as information and instructions on how to file a motion to reopen removal proceedings.

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language, including by establishing incentive grants for states and political subdivisions to provide translated voting materials. Additionally, the bill directs the Government Accountability Office to study the impact of (1) reducing the threshold requirement under Section 203 of the Voting Rights Act of 1965, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Afghan Adjustment Act This bill expands eligibility for special immigrant visas to certain Afghan nationals (and accompanying spouse and children) and addresses related issues. The Department of Homeland Security may provide such visas to Afghan nationals who provided qualifying service as a member of the Afghan Air Force or other specified entities and meet eligibility requirements, such as passing a background check. Currently, special immigrant visas for Afghan nationals are generally only available to those who were employed by or on behalf of the U.S. government in Afghanistan. Such visas shall also be available to an Afghan national who is a qualifying relative of a veteran or member of the U.S. Armed Forces. The bill also modifies procedures for providing lawful permanent resident status to certain classes of Afghan nationals, such as by (1) providing a streamlined process with specified vetting requirements for certain individuals, including those who provided support to the U.S. government in Afghanistan; and (2) preserving the eligibility of certain battered spouses whose eligibility for such status stemmed from a marriage that has terminated. Furthermore, the Department of State (1) must respond to inquiries from Members of Congress about specific applications from Afghan nationals seeking special immigrant or refugee status; and (2) establish an office in Afghanistan to perform certain tasks, such as issuing visas, if no U.S. embassies are operational in Afghanistan. The President must establish a task force to develop and implement a strategy to assist Afghan nationals who qualify for admission to the United States.

Wounded Warrior Research Enhancement Act This bill requires the Department of Defense to award grants to advance orthotic and prosthetic care for members of the Armed Forces, veterans, and civilians who have undergone amputation, traumatic brain injury, and other serious injuries resulting from combat or military experience. The grants must fund research on (1) outcomes for such patients, (2) materials used in orthotics and prosthetics, and (3) improving existing orthotic and prosthetic technology and the development of new technology.

Wounded Warrior Workforce Enhancement Act This bill requires the Department of Veterans Affairs (VA) to award grants to eligible institutions to (1) establish a master's degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. The VA shall give grant priority to institutions that have entered into a partnership with a medical center administered by the VA or a facility administered by the Department of Defense. An eligible institution is an educational institution that is either accredited by the National Commission on Orthotic and Prosthetic Education or that demonstrates an ability to meet such accreditation requirements if it receives a grant. The bill also requires the VA to award a grant to an institution with orthotic and prosthetic research and education experience to (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic research.

Lake Winnibigoshish Land Exchange Act of 2022 This bill requires the exchange of certain federal lands in the Chippewa National Forest in Minnesota. The bill directs the Department of Agriculture (USDA), if Big Winnie Land and Timber, LLC, (BWLT) offers to convey identified nonfederal land to the United States, to (1) accept the offer and convey to BWLT all right, title, and interest of the United States in and to the federal land; and (2) accept from BWLT all right, title, and interest of BWLT in and to the nonfederal land. The exchange shall be for equal value or the values shall be equalized by a cash payment, subject to an exception. The land acquired by USDA shall be added to and managed as part of Chippewa National Forest.

Billionaire Minimum Income Tax Act This bill imposes a minimum tax on individual taxpayers whose net worth for the taxable year exceeds $100 million. The tax is equal to 20% of the sum of a taxpayer's taxable income, plus net unrealized gains for the taxable year. The tax may not exceed 40% of the amount by which the taxpayer's net worth exceeds $100 million.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Strengthening Welfare in Marine Settings Act of 2022 or the SWIMS Act of 2022 This bill establishes prohibitions on capturing, importing, exporting, or breeding of orcas, beluga whales, false killer whales, or pilot whales for the purpose of public display. Specifically, the bill prohibits the National Oceanic and Atmospheric Administration from issuing any permit under the Marine Mammal Protection Act of 1972 that authorizes the taking (e.g., capturing) or importation of such orcas or whales for the purpose of public display. The bill further revises the act to make it unlawful to export such orcas or whales, unless they are being transported to marine mammal sanctuaries or for release into the wild. Further, the bill makes it unlawful under the Animal Welfare Act for any person to breed or artificially inseminate such marine mammals for purposes of using their progeny for public display.

No Shame at School Act of 20 22 This bill establishes requirements for the treatment of a child who is participating in the National School Lunch Program or the School Breakfast Program and owes unpaid school meal fees. It also requires local educational agencies to certify certain children (e.g., homeless children) as categorically eligible for free lunches or breakfasts without an application.

LGBTQI+ and Women's History Education Act of 2022 This bill directs the National Museum of American History of the Smithsonian Institution to carry out, among other things (1) the development and national dissemination of accurate, relevant, and accessible national resources for classrooms to administer LGBTQI+ and women's history education in an inclusive and intersectional approach; (2) the development, national dissemination, and implementation of principles of sound pedagogy for administering LGBTQI+ and women's history education; and (3) the development, operation, and expansion of a teacher fellowship program to cultivate and support leaders in LGBTQI+ and women's history education. In addition to the activities described in this bill, the museum shall develop and maintain on its website content designated for educators, students, and families to improve their awareness and understanding of LGBTQI+ and women's history education.
