Space Leadership Preservation Act of 2012 - Establishes a Board of Directors for the National Aeronautics and Space Administration (NASA). Sets forth Board membership and appointment criteria. Directs the President to appoint the NASA Administrator and Deputy Administrator from among a list of nominees provided by the Board. Requires the Board to provide: (1) NASA's proposed annual budget; (2) annual reports on spaceflight infrastructure, unique space capabilities, and the workforce necessary to maintain such infrastructure and capabilities; (3) reports on specific policy matters; and (4) quadrennial reviews of current space programs and a vision for future space exploration. Authorizes the Administrator to enter into contracts for rocket propulsion systems and manned and unmanned space transportation vehicles and payloads.

United States-Mexico Cross-Border Security Act of 2012 - Directs the President, through the National Security Council Interagency Group, to develop a Whole-of-Government Plan in coordination with the government of Mexico to combat Mexican-based transnational criminal organizations. Establishes the National Security Council Interagency Group composed of representatives at the Deputy Secretary level from the Department of State, the Department of Homeland Security (DHS), the Department of Justice (DOJ), the Department of the Treasury, the Department of Defense (DOD), and the National Security Council (NSC).

Condemns the growing repression of democracy and human rights in Ecuador, including the suppression of freedom of expression and increased government control over the judiciary. Calls on the Secretary of State to: (1) note in the 2012 and future Country Reports on Human Rights Practices for Ecuador the limited ability to report on the full account of human rights abuses in Ecuador due to a lack of transparency within government institutions in that country; and (2) provide to the relevant Senate and House committees a budget and performance review of Department of State and U.S. Agency for International Development (USAID) activities in Ecuador funded to promote strong democratic institutions, the rule of law, and human rights. Expresses concern regarding: (1) the lack of high-level counternarcotics cooperation between the United States and Ecuador, (2) aspects of Ecuador's actions that fail to meet the intentions of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act, and (3) the expanded relationship between Ecuador and Iran. Declares that the House of Representatives is not inclined to support a renewal of ATPA for Ecuador based on the current status of such concerns. Calls for a careful review of such concerns, in addition to Ecuador's eligibility as a beneficiary country, when considering renewal of ATPA, which expires on July 31, 2013.

Dignified Burial of Veterans Act of 2012 - Directs the Secretary of Veterans Affairs (VA) to furnish a casket or urn of sufficient quality for a dignified burial for the burial in a national cemetery of a deceased veteran with no next of kin, or other person claiming the body of the deceased veteran, and who is without sufficient resources to cover burial and funeral expense. Prohibits the furnishing of such casket or urn in the case of a veteran convicted of a federal or state capital crime. Requires the Secretary, in the case of a deceased veteran with no next of kin and without sufficient resources to cover funeral and burial expenses, to ensure that the entity responsible for transporting the body to a national cemetery for burial notifies the VA as to whether such veteran was cremated and steps taken to ensure that such veteran has no next of kin. Directs the Secretary to report to the congressional veterans committees on VA compliance with industry standards for caskets and urns.

Western Hemisphere Security Cooperation Act of 2012 - Sets forth U.S. policy statements regarding: (1) the threat posed by Iran and deterrence of Western Hemisphere cooperation in enhancing Iran's development of nuclear, biological, or chemical weapons; (2) the security and environmental threat posed by Cuba; (3) implementation by Western Hemisphere countries of counterterrorism conventions; (4) nonproliferation, including nonproliferation of nuclear fuel fabrication; and (5) Small Quantities Protocols. Directs the Secretary of State to notify Congress regarding specified travel by Cuban government officials to or within the United States. Denies a visa to, and excludes from the United States, any alien who is an officer or principal of an entity, or a controlling shareholder in an entity, that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast. Imposes specified export, loan, and bank-related sanctions on a person or financial institution that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast or has made an investment that contributes to such enhancement and has trafficked in confiscated U.S. property. Makes it illegal for a U.S. person to provide materials, technical equipment, or other assistance that contributes to the enhancement of Cuba's ability to develop petroleum resources of the submerged lands located off Cuba's coast. Revises provisions regarding: (1) international drug control certification procedures, and (2) the Department of State rewards program. Expresses the sense of Congress that the International Law Enforcement Academy in San Salvador, El Salvador, should continue to serve as a critical component of U.S. regional counterterrorism efforts. Authorizes the President to impose specified sanctions on any country in the Western Hemisphere that is engaged in state sponsored terrorism, is threatening U.S. national security interests, or is not cooperating with U.S. counterterrorism or nonproliferation efforts. Directs the Secretary to negotiate the establishment of a Western Hemisphere Regional Coordination Center. Authorizes the transfer of specified funds to the Central American Regional Security Initiative. States that certain security assistance funds for any country of Central America may be administered only through the U.S. embassy for such Central American country. Directs the President to use all political, economic, and diplomatic tools to ensure that each Western Hemisphere country has signed and implemented a comprehensive safeguards agreement with the International Atomic Energy Agency (IAEA) and is adhering to other nonproliferation agreements. Authorizes the President to impose specified sanctions against a country that has failed to sign or adhere to such agreements. Directs the President to use all political, economic, and diplomatic tools to prevent the development or acquisition by any country of a capacity to fabricate nuclear fuel if such country did not have such capacity as of January 1, 2012. Authorizes the Secretary to negotiate the establishment of the Western Hemisphere Nonproliferation Partnership Initiative. Prohibits sales or exports of major defense equipment to a Western Hemisphere country until the President certifies that the government of such country is not carrying out policies undermining U.S. national security interests and is cooperating with U.S. nonproliferation efforts. Places restrictions on nuclear cooperation with countries assisting the nuclear or biological program of Venezuela or Cuba or transferring advanced conventional weapons or missiles to Venezuela or Cuba. Authorizes specified funds to be made available for U.S. voluntary contributions to the Organization of American States (OAS). Prohibits U.S. contributions from being made to the OAS if Cuba is admitted as an active OAS member state or participates at the Summit of the Americas with OAS consent unless the Secretary certifies to Congress that a democratically elected Cuban government has been established. States that nothing in this Act shall be construed as weakening or removing any prohibitions on U.S. engagement with or assistance to any Western Hemisphere country that the Secretary has designated as a state sponsor of terrorism for a minimum of five consecutive years.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Energizing America through Employment Act - Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act. Instructs the Secretary of State, for purposes of making a national interest determination under Executive Order 13337 (or any successor Executive Order) regarding a pipeline application, to solicit the views of specified congressional committees regarding such application and pertinent information.

State Waters Partnership Act of 2012 - Expresses the sense of Congress that the Administrator of the Environmental Protection Agency (EPA): (1) should take into account the effect of numeric nutrient criteria for nitrogen or phosphorus developed to meet the water quality requirements of the Federal Water Pollution Control Act (commonly known as the Clean Water Act) on the economy, job creation, consumers, municipalities, agriculture, small business, and other affected sectors; and (2) should not promulgate or enforce any nutrient criteria that would result in a negative economic impact of at least 15% on any such sector. Prohibits the Administrator from proposing, promulgating, or enforcing numeric nutrient criteria for streams, lakes, springs, canals, estuaries, or marine waters of Florida until the Administrator makes a final determination in accordance with such Act regarding the Florida amended rule approved for adoption by the Environmental Regulation Commission on December 8, 2011. Provides that if the Administrator determines that such rule meets the requirements of such Act: (1) the Administrator shall withdraw specified regulations concerning site-specific alternative criteria; and (2) the Administrator shall be prohibited from proposing or promulgating numeric nutrient criteria for streams, lakes, springs, canals, estuaries, or marine waters of Florida based on EPA's January 14, 2009, determination regarding numeric nutrient criteria.
