Recess Appointment Restoration Act - Prohibits payment from the Treasury to any individual who is appointed to fill a vacancy that must be filled by and with the advice and consent of the Senate, until such appointee has been confirmed by the Senate, unless such individual was appointed while the Senate was adjourned for at least 10 days.
