Amends the Trade Act of 1974, with respect to the authority of the President to negotiate trade agreements, to direct the President to reserve any article for which an agreement limiting agricultural imports has been entered into, from negotiations to reduce or eliminate customs duties or import restrictions.

Authorizes continuing appropriations, as necessary, for certain on-going projects or activities in the Departments of Labor, Health, Education, and Welfare, and Defense Appropriations Acts. Specified that these funds shall not be used to initiate or resume any project or activity for which funds were not available during fiscal year 1978. Declares that none of the funds provided by this Resolution shall be used to perform abortions, except in certain cases.

Department of Defense Appropriation Act - Title I: Military Personnel - Appropriates specified sums for fiscal year 1979 to each of the armed forces for pay, allowances, clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and expenses of temporary duty travel between permanent duty stations for military personnel on active duty. Appropriates specified amounts to each Reserve component of the armed forces for personnel costs. Title II: Retired Military Personnel - Appropriates specified sums for retired and retainer pay for retired military personnel. Title III: Operation and Maintenance - Appropriates specified sums for: (1) operation and maintenance expenses for each of the armed forces and their reserve components and for the defense agencies; (2) expenses of the National Board for the Promotion of Rifle Practics; (3) the payment of claims against the Department of Defense; (4) emergency and extraordinary expenses arising in the Department; (5) salaries and expenses of the Court of Military Appeals; and (6) maintenance of budgeted levels of military personnel, operation or maintenance expenses disrupted by fluctuations in foreign currency exchange rates. Title IV: Procurement - Appropriates specifed sums to the various military departments and the defense agencies for the procurement of weapons and defense articles. Title V: Research, Development, Test, and Evaluation - Appropriates specified sums to each of the armed forces and to the defense agencies for research, development, test and evaluation purposes. Title VI: Special Foreign Currency Program - Appropriates a specified sum for payment in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States for expenses in carrying out programs of the Department of Defense. Title VII: Working Capital Funds - Appropriates specified funds for the stock funds of the Army and Air Force. Title VIII: General Provisions - Sets forth the activities for which funds may not be used under this Act. Sets forth limitations on the use of such appropriations. Directs the Secretary of Defense to assist small and minority-owned businesses to participate equitably in the furnishing of commodities and services financed with funds appropriated under this Act. Prohibits the use of appropriations under this Act for the purchase of specified goods in amounts over $10,000 unless such goods are produced in the United States. Title IX: Related Agencies - Makes appropriations for expenses of the Intelligence Community Staff, and for payment to the Central Intelligence Agency Retirement and Disability Fund in order to maintain a proper funding level for the Central Intelligence Agency Retirement and Disability System.

Authorizes the Secretary of the Treasury to guarantee payment of principal and interest on loans in accordance with the provisions of the New York City Loan Guarantee Act of 1978 in amounts not to exceed $1,650,000,000. Appropriates effective October 1, 1978, such amounts as may be necessary for payments of financial obligations guaranteed pursuant to the New York City Loan Guarantee Act of 1978, to remain available until September 30, 1998.

Expresses the sense of Congress that (1) the Congress intended the National ambient air quality standards set by the Environmental Protection Agency (EPA) pursuant to the Clean Air Act and subsequent amendments to be reasonable and attainable; (2) the EPA reconsider and revise the national ambient air quality standards for photochemical oxidants; and (3) resonable air pollution control measures be applied during such reconsideration.

Integrated Pest Management Encouragement and Youth Employment Act - Adds integrated pest control management services, including services for producers of agricultural commodities, to the types of projects to be performed by the Young Adult Conservation Corps under the Comprehensive Employment and Training Act of 1973 (CETA). Includes integrated pest management services among the projects for which the Secretary of Labor is authorized to provide financial assistance under (CETA) youth employment and training provisions.

Beef Import Act - Title I: Import Quotas - Revises the quotas on the importation of beef. Requires the Secretary of Agriculture to determine the domestic production quantity of beef each quarter in order that the import quota may be determined. Directs the Secretary to establish a system for the equitable distribution of such quota among importers. Title II: Customs Duties - Amends the Tariff Schedules of the United States to increase the customs duties on beef whenever domestic production is too low to trigger the imposition of import quotas.

Declares it to be the sense of Congress that the national health planning guidelines should include sufficient flexibility to allow a health systems agency to recognize special characteristics in rural areas and, on the basis of those special characteristics, to establish a health systems plan that varies from the national guidelines, in order to provide necessary health care services to rural residents.

Amends the Occupational Safety and Health Act to exclude from coverage (1) employers with ten or fewer employees; and (2) employees not employed on a regular basis for 30 or more consecutive days. Requires that a warning rather than a citation be given for a first instance violation, other than a willful or serious violation, to an employer who has not employed more than 25 employees at any time during the 30 days prior to an inspection or investigation. Prohibits the imposition of a civil penalty against an employer for a nonserious violation if (1) such employer has not previously received a citation for the same violation; and (2) the inspection upon which such citation was based resulted in the issuance of citations for ten or or fewer violations of a nonserious nature.
