Federal Aviation Administration Fair Labor Management Dispute Resolution Act of 2006 - Amends federal transportation law to revise certain federal aviation administration personnel management system requirements to prohibit the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees unless a bill is enacted into law by Congress that authorizes the change during the 60-day period beginning from the time Congress received the proposed change. (Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2009, except for self-employment taxes, Federal Insurance Contributions Act taxes, and Railroad Retirement taxes. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2009.

Idling Reduction Tax Credit Act of 2006 - Amends the Internal Revenue Code to allow a business tax credit for 25% of the cost of a qualifying idling reduction device, up to $1,000. Defines "qualifying idling reduction device" as any device that is: (1) installed on a heavy-duty diesel-powered on-highway vehicle to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) certified by the Secretary of Energy to reduce long-duration idling. Directs the Secretary to publish standards for certifying such devices.

Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal: (1) to persons, including specified individuals, who served as Sioux or Comanche Code Talkers during World War II; (2) honoring the Choctaw Code Talkers of World War I; and (3) to any other Native American member of the armed forces, identified by the Secretary of Defense, who served as a Code Talker in any foreign conflict in which the United States was involved during the 20th Century. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

Congressional Integrity and Pension Forfeiture Act of 2005 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain offenses that are: (1) committed by the individual while a Member, (2) related to the individual's service as a Member, and (3) after enactment of this Act. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual. Authorizes the Executive Director of the Federal Retirement Thrift Investment Management System to prescribe necessary regulations with respect to the Thrift Saving Plan and which include provisions requiring the return of all vested amounts attributable to periods of service rendered by the individual as a Member. Defines "Member" as "the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico."

Amends the Privacy Act of 1974 to authorize the disclosure to government agencies of Federal Emergency Management Agency (FEMA) records on assistance provided to individuals in connection with a major disaster or emergency for purposes of complying with a federal or state sex offender registry or notification law. Conditions receipt of federal funds by non-governmental organizations under the Robert T. Stafford Disaster Relief and Emergency Assistance Act on the organization providing assurances satisfactory to the President that it will disclose its records for the purpose of permitting a requesting jurisdiction to comply with a federal or state sex offender registry or notification law.

Homeowners Insurance Protection Act of 2005 - Instructs the Secretary of the Treasury to establish the National Commission on Catastrophe Preparation and Protection to advise the Secretary regarding estimated loss costs associated with contracts for reinsurance coverage. Authorizes the Secretary to make homeowners protection coverage available through contracts for reinsurance coverage. Restricts purchase of such coverage to eligible state programs. Prescribes criteria for state eligibility. Requires each contract for reinsurance coverage to provide insurance coverage against residential property losses to homes, including condominium and cooperative ownership, and the contents of apartment buildings. Cites covered perils. Prescribes a minimum level of retained losses and maximum federal liability. Establishes the Consumer Hurricane, Earthquake, Loss Protection (HELP) Fund to: (1) make payments to covered purchasers under contracts for reinsurance coverage for eligible losses; and (2) pay for Commission operating costs and reinsurance program administrative expenses. Directs the Comptroller General to study the national flood insurance program and hurricane-related flooding.

Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 to exclude manure from the definition of "hazardous substance" or "pollutant or contaminant" under that Act. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure from the emergency notification requirements under that Act.

Outer Continental Shelf Natural Gas Relief Act - States that all provisions of federal law that prohibit the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf are without any force or effect. Revokes all withdrawals from leasing of federal submerged lands of the Outer Continental Shelf, including withdrawals by the President under the Outer Continental Shelf Lands Act. States such withdrawals are no longer in effect with respect to the leasing of areas for natural gas exploration, development, and production. Prohibits granting a gas lease for any area of the Outer Continental Shelf located within 20 miles of a state's coastline unless the Governor grants state approval. Directs the Secretary of Energy, in each five-year oil and gas leasing program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each Outer Continental Shelf planning area. Sets forth a scheme for bonus bids and royalties that affects: (1) new and existing gas leases; and (2) leased tracts lying partially within the seaward boundaries of a state. Permits leases that authorize development and production solely of natural gas and associated condensate, including leases for program years 2002-2007, and for program years 2007-2012.

Expresses the sense of the House of Representatives that: (1) the continuing success of the Asia-Pacific Economic Cooperation (APEC) is in the U.S. national interest because APEC is the only multilateral institution in the Asia-Pacific region that includes the United States; and (2) APEC should remain at the center of U.S. diplomacy in the Asia-Pacific region.

United States Export Promotion Act of 2005 - Prohibits the Secretary of Commerce, the International Trade Administration, and the U.S. and Foreign Commercial Service (USFCS) from charging fees to U.S. exporters, businesses, or persons for assistance provided to them under export promotion programs. Revises the capital security cost-sharing program under the Secure Embassy Construction and Counterterrorism Act of 1999 to exclude from determination of an agency's total overseas presence any positions or activities attributable to export promotion programs. Requires the Secretary to develop and submit to Congress plans to: (1) locate and relocate USFCS offices, officers, and employees in other countries at places other than the U.S. embassy or the U.S. chief diplomatic mission; and (2) place a USFCS office where the United States has diplomatic relations or, where viable in countries with smaller markets, one or more foreign nationals working under a regional USFCS officer's supervision to carry out export promotion functions. Directs the Secretary to develop and submit to Congress a plan for conducting at least 100 U.S. trade missions abroad in FY2006-FY2007. Requires the Secretary to: (1) increase the participation in global markets of small and medium-sized U.S. businesses; (2) review, reorganize, and expand the Department of Commerce Web site to increase its usability and scope; and (3) create a database of U.S. exporters.

American Manufacturing Competitiveness Act - Amends the Tariff Act of 1930 to allow U.S. manufacturers that use products subject to countervailing or antidumping duty proceedings or use domestic like products (industrial users) to participate in such proceedings. Requires the U.S. International Trade Commission, when deciding whether an antidumping or countervailing duty should be imposed or continued, to weigh harm to industrial users from such imposition or continuation, as well as (under current law) the potential benefits to the industry in the United States materially injured or threatened with material injury by a foreign countervailing subsidy.

Forest Emergency Recovery and Research Act - Directs the Secretary of Agriculture and the Secretary of the Interior to develop research protocols for collecting and analyzing scientific information about the effectiveness and ecological impacts of catastrophic event recovery projects and emergency stabilization treatments undertaken as part of a burned area emergency response to increase the long-term benefits of management activities and to decrease short-term impacts. Requires such Secretaries to enter into cooperative agreements with land-grant colleges and universities to form forest health partnerships to utilize their education, research, and outreach capacity to address the recovery of forested land after a catastrophic event. Requires such Secretaries to conduct catastrophic event recovery evaluations of damaged federal lands. Directs such Secretaries to prepare a list of pre-approved management practices that may be immediately implemented as part of catastrophic event recovery projects or catastrophic event research projects. Requires determinations of whether or not to: (1) use any pre-approved management practices that can be immediately implemented; and (2) develop and carry out a recovery or research project or part of such a project using the alternative arrangements authorized by this Act. Directs such Secretaries to clarify agency-wide guidance regarding reforestation in response to catastrophic events. Provides for assistance to restore landscapes and communities affected by catastrophic events. Provides for the availability and use of pre-approved management practices and alternative arrangements on National Forest experimental forests.

Condemns in the strongest terms Iranian President Mahmoud Ahmadinejad's despicable threats, and demands that he repudiate them. Calls on the U.N. Security Council and all civilized nations to: (1) condemn these statements and to censure Iran for its statements and policies aimed at destroying Israel; and (2) consider measures to deny Iran the means to carry out its threats and to prevent Iran from acquiring nuclear weapons. Reaffirms the unwavering alliance between the United States and Israel and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

National Uniformity for Food Act of 2005 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to prohibit any state or political subdivision from establishing or continuing in effect for any food in interstate commerce: (1) any requirement that is not identical to specified FFDCA provisions (that would result in materially different requirements), including those related to adulterated foods, unsafe food additives, and new animal drugs; or (2) any notification requirement that provides for a warning concerning the food's safety that is not identical to FFDCA provisions. Allows a state to petition for an exemption or to establish a national standard regarding any requirement under FFDCA or the Fair Packaging and Labeling Act relating to food regulation. Allows the Secretary of Health and Human Service to provide such an exemption if the requirement: (1) protects an important public interest that would otherwise be unprotected; (2) would not cause any food to be in violation of any federal law; and (3) would not unduly burden interstate commerce. Allows a state to establish a requirement that would otherwise violate FFDCA provisions relating to national uniform nutrition labeling or this Act if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met. Declares that this Act does not preempt certain state and local laws relating to labeling or a consumer advisory relating to food sanitation imposed on a food establishment or recommended by the Secretary.

Private Property Rights Protection Act of 2005 - Prohibits any state or political subdivision from exercising its power of eminent domain for economic development if that state or political subdivision receives federal economic development funds during the fiscal year. Makes a state or political subdivision that violates such prohibition ineligible for any such funds for two fiscal years. Prohibits the federal government from exercising its power of eminent domain for economic development. Establishes a private cause of action for any private property owner who suffers injury as a result of a violation of this Act. Sets the statute of limitation for such an action at seven years. Allows the prevailing plaintiff's attorney to obtain reasonable attorney's fees and expert fees. Requires the Attorney General to: (1) compile a list of the federal laws under which federal economic development funds are distributed; (2) provide to each state and publish on a Department of Justice website the text of this Act, a description of the rights of property owners under this Act, and the compiled list of relevant federal laws; and (3) publish such text and description in the Federal Register. Requires the Attorney General to submit an annual report to the Chairman and Ranking Member of the appropriate congressional committees identifying states or political subdivisions that have used eminent domain in violation of this Act.

Expresses the sense of Congress that: (1) the United States and other responsible governments send clear signals to the marketplace that the current structure of oversight and management of the Internet's domain name and addressing service works, and will continue to deliver tangible benefits to Internet users worldwide in the future; and (2) the authoritative root zone server should remain physically located in the United States and the Secretary of Commerce should maintain oversight of ICANN (the Internet Corporation for Assigned Names and Numbers) so that ICANN can continue to manage the day-to-day operation of the Internet's domain and addressing system, remain responsive to Internet stakeholders worldwide, and otherwise fulfill its core technical mission.

Outer Continental Shelf Energy Relief Act - Declares that all provisions of existing federal law prohibiting the spending of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf have no force or effect. Revokes all existing withdrawals made by the President under the authority of the Outer Continental Shelf Lands Act (OCSLA). States such withdrawals are no longer in effect with respect to natural gas leasing, exploration, development or production. Amends the OCSLA leasing program to instruct the Secretary, in each five-year program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes guidelines for sharing with certain coastal states bonus bid and royalty revenues received from existing and future federal gas leases on lands located within state seaward boundaries. Authorizes the Secretary to issue leases for development and production only of natural gas and associated condensate (natural gas-only leasing).

Small Employer Tax Relief Act of 2005 - Amends Internal Revenue Code provisions relating to small business, including to: (1) allow the deduction from self-employment income of self-employed health insurance costs; (2) reduce in 2006 the federal unemployment tax rate; (3) increase permanently the expensing allowance for small business assets; (4) repeal the alternative minimum tax on individuals after 2009; (5) allow certain small business employers a tax credit for the training of highly-skilled employees; (6) make permanent the work opportunity and the welfare-to-work tax credits; (7) increase depreciation and expensing allowances for certain business assets; (8) allow a standard tax deduction for home office expenses; (9) revise certain S corporation requirements; and (10) waive certain tax penalties for noncompliant tax deposits.

Special Inspector General for Hurricane Katrina Recovery Act - Establishes the Office of the Special Inspector General for Hurricane Katrina Recovery. Places at the head of such Office a Special Inspector General for Hurricane Katrina Recovery, who shall be appointed by the Secretary of Homeland Security. Provides for the Special Inspector General to report directly to the Secretaries of Homeland Security and Defense. Requires the Special Inspector General, among other specified duties, to conduct, supervise, and coordinate audits and investigations of the treatment, handling, and expenditure of amounts made available for Hurricane Katrina recovery by the federal government, and of the programs, operations, and contracts carried out utilizing such funds. Instructs the Special Inspector General, within ten days of being appointed, to: (1) open a 24-hour fraud, waste, and abuse hotline; (2) deploy auditors and investigators to the affected Gulf of Mexico region of the United States; (3) announce a strategic plan for oversight; (4) go to the media of that region with antifraud messages; (5) liaise with Hurricane Katrina recovery federal agencies to identify vulnerabilities; and (6) coordinate interagency oversight elements through the creation of a task force. Requires the Special Inspector General to: (1) submit specified quarterly and interim reports summarizing the activities of the Special Inspector General and the Hurricane Katrina recovery activities of the federal government; and (2) publish such reports on the websites of the Secretaries of Homeland Security and Defense.

Federal Disaster Response Improvement Act of 2005 - Reestablishes the Federal Emergency Management Agency (FEMA) as an independent establishment in the executive branch. Transfers to the Director of FEMA the functions, personnel, assets, and liabilities of the Department of Homeland Security relating to FEMA.

Amends the Small Business Investment Act of 1958 to authorize the Administrator of the Small Business Administration (SBA) to guarantee the payment of the redemption price and interest on a participating debenture issued by a small business investment company (SBIC). Prohibits the Administrator from guaranteeing such a debenture if the aggregate unpaid principal balance of the participating debentures would exceed 200% of the leverageable capital of the SBIC. Requires participating debentures to be redeemed within ten years after issuance. Outlines requirements of SBIC participants, including after default on debenture payment. Allows an SBIC which has no unpaid interest and no past due principal outstanding on any issued participating debenture the right of special distributions to private investors without a corresponding distribution to the SBA, under specified conditions.

Second Amendment Protection Act of 2005 - Expresses the sense of Congress that the United States should not provide financial support to international entities that abridge the constitutionally protected rights of law-abiding U.S. citizens to keep and bear arms. Prohibits U.S. funding to the United Nations for a fiscal year unless the President certifies to Congress that the United Nations has not taken action to restrict or otherwise adversely infringe upon the rights of U.S. individuals to possess a firearm or ammunition, including the imposition of a tax that will interfere with the right to own a firearm or ammunition.

Strengthening the Ownership of Private Property Act of 2005 or STOPP Act of 2005 - Prohibits the provision of federal financial assistance under federal economic development programs to any state or unit of local government that: (1) uses the power of eminent domain to take property from one private individual or entity for economic development purposes and transfer ownership to another private individual or entity; or (2) fails to pay relocation costs to any person displaced by the use of eminent domain for economic development purposes. Allows the head of a federal agency to rely upon a certification by the chief executive officer of a state or unit of local government that such state or unit has not engaged in such acts. Specifies the federal economic development programs from which assistance will be prohibited.

Stolen Valor Act of 2005 - Amends the federal criminal code to expand the prohibition against wearing, manufacturing, or selling military decorations or medals without legal authorization to prohibit purchasing, soliciting, mailing, shipping, importing, exporting, producing blank certificates of receipt for, advertising, or exchanging such decorations or medals without authorization. Prohibits falsely representing oneself as having been awarded any decoration or medal authorized by Congress for the Armed Forces or any of the service medals or badges. Increases penalties for violations if the offense involves a Distinguished Service Cross, an Air Force Cross, a Navy Cross, a silver star, or a Purple Heart.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Private Property Rights Protection Act of 2005 - Prohibits a state or political subdivision from using economic development as a reason for exercising its power of eminent domain if federal funds would contribute in any way to: (1) the project for which eminent domain is exercised; or (2) the exercise and enforcement of eminent domain over the project. Renders a state or political subdivision that violations this prohibition ineligible for any such federal funds and directs the federal agency involved to withhold those funds. Prohibits the federal government from using economic development as a reason for exercising eminent domain. Defines "economic development" to mean any activity other than making private property available in substantial part for use by the general public or by an entity that makes the property available for use by the general public, or as a public facility, or to remove harmful effects.
