Fairness for Khobar Act of 2025

United States · United States Congress · 1 August 2025

Fairness for Khobar Act of 2025 This bill authorizes lump sum catch-up payments from the United States Victims of State Sponsored Terrorism (USVSST) Fund to certain victims of the 1983 Beirut barracks bombing or the 1996 Khobar Towers bombing who did not apply for catch-up payments during the application period. The USVSST Fund is administered by the Department of Justice (DOJ) and provides compensation to certain U.S. persons injured in acts of international state sponsored terrorism and their immediate family members. The Fairness for 9/11 Families Act, enacted in 2022, authorized and provided funding for lump sum catch-up payments from the USVSST Fund to victims of the 1983 Beirut barracks bombing or the 1996 Khobar Towers bombing. Claimants who were previously found eligible for regular payment distributions from the USVSST Fund were also eligible for lump sum payments, but the act required them to apply from December 29, 2022, to June 27, 2023. In a 2024 report, the Government Accountability Office found that up to 274 eligible victims did not apply for lump sum catch-up payments because of DOJ guidance that stated, in part, that claimants who were previously found eligible for regular payment distributions are not eligible for the lump sum catch-up payments.

Made-in-America Defense Act

United States · United States Congress · 27 June 2025

FMS-Only List Review Act This bill requires the Department of State to conduct an annual review to identify defense articles and services eligible to be sold only through Foreign Military Sales (FMS) (i.e., U.S. government to foreign government sales) that should also be eligible to be sold through Direct Commercial Sales (DCS) (i.e., U.S. company to foreign government sales). For each article or service identified, the review must address (1) the length of time to complete a transfer of the article or service through the FMS program as compared to the DCS process; (2) the impact of a transfer of the article or service through the DCS process on the workload of the State Department and the Department of Defense; and (3) the benefits of the transfer of the article or service through the DCS process to U.S. national security and competitiveness.   Within 30 days of the completion of each annual review, the State Department must report to Congress on the results of the review.

International Traffic in Arms Regulations Licensing Reform Act

United States · United States Congress · 27 June 2025

International Traffic in Arms Regulations Licensing Reform Act This bill requires the Department of State to establish deadlines for the review of applications to export defense articles or services.  Specifically, the State Department must develop and maintain a list of countries and end users with respect to which expedited decision-making on applications to export defense articles and services is vital to U.S. national security. The State Department must submit this list to Congress annually. Following publication of the list, the State Department, in coordination with the Department of Defense, must initiate a rulemaking process to establish timelines for decision-making with respect to (1) applications to export defense articles and services to countries or end users identified in the list, and (2) all other applications to export defense articles and services.  To the maximum extent practicable, applications for export to listed countries or end users must be acted on within 45 days of submission, and applications for export to other countries or end users must be acted on within 60 days of submission. These deadlines may be suspended under specified circumstances.  Finally, the State Department must submit a semiannual report to Congress identifying each application to export defense articles or services during the preceding 180 days that was not acted upon by the applicable deadline.

Fighting Irrational Regulatory Enforcement to Avert Retailers’ Misfortune Act or the FIREARM Act This bill prohibits the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) from bringing an enforcement action to revoke or deny renewal of a federal firearms license on the basis of a self-reported violation that is correctable, so long as the violation did not involve the transfer of a firearm to a prohibited person. The term self-reported violation means a violation of a statutory provision or implementing regulation by a federal firearms licensee (e.g., a gun dealer) that the licensee reports to the ATF before it is discovered during a compliance inspection. Improving Seniors’ Timely Access to Care Act of 2025

United States · United States Congress · 20 May 2025

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

DEFENSE Act

United States · United States Congress · 6 May 2025

Disabling Enemy Flight Entry and Neutralizing Suspect Equipment Act or the DEFENSE Act This bill allows the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to deputize state or local law enforcement officers to take certain drone countermeasures to protect stadiums and other public gatherings. Specifically, DHS or DOJ may provide state or local law enforcement officers with the authority to identify, monitor, and track drones; warn drone operators; disrupt or take control of drones; or use reasonable force to disable, damage, and seize or destroy drones deemed to pose a threat. This authority applies for the purposes of protecting an event, stadium, or venue; certain large public gatherings (e.g., gatherings that are primarily outdoors with an estimated attendance of at least 100,000 people); or other public gatherings protected by specific temporary flight restrictions imposed by the Federal Aviation Administration (FAA). Prior to being deputized, a state or local law enforcement officer must complete training in the use of the drone countermeasure authority. DHS or DOJ, in coordination with the Department of Transportation and the FAA, must exercise oversight over the use of this authority by deputized state or local law enforcement officers. Finally, the bill limits the equipment authorized for detecting, identifying, monitoring, or tracking drones to systems or technologies that are included on a list of authorized equipment maintained by DHS, in coordination with DOJ, the FAA, the Federal Communications Commission, and the National Telecommunications and Information Administration.
