Urges the Government of Syria to: (1) provide the strictest accounting of all Israelis who are prisoners of war or missing in action; (2) immediately release all living Israeli prisoners in its custody or the custody of its proxies in Lebanon; and (3) recover and return the bodies of all Israeli soldiers interred in Syria or in formerly Syrian-controlled areas of Lebanon.

Expresses the sense of the Congress that: (1) consideration of the Low Income Home Energy Assistance Program (LIHEAP) should be a high priority; (2) LIHEAP funding for FY 1993 should be increased to a level greater than or equal to funding for FY 1992; and (3) the President should accept the LIHEAP funding level for FY 1993 as recommended by the Congress.

Expresses the sense of the Congress that: (1) the Government of France carelessly allowed the release of known international terrorist George Habash from its custody; and (2) any nation which allows a known terrorist to enter its borders has a responsibility to the world community to detain such person and to notify all nations whose citizens have suffered at the hands of such persons.

Credit Availability Act - Amends the Home Owners' Loan Act to postpone until after December 31, 1996, the requirement that capital standards for savings associations be no less stringent than those for national banks. Mandates that the leverage limit for a savings association shall maintained, until January 1, 1997, at a core capital that is equal to (currently, not less than) three percent of its total assets. Declares that, until January 1, 1997, certain risk-based capital requirements shall be 90 percent of the risk-based capital requirements applicable to national banks. Outlines the eligibility criteria under which the Director of the Office of Thrift Supervision may grant exemptions from the statutory capital standards for savings associations.

Cancer Registries Amendment Act - Amends the Public Health Service Act to authorize grants or contracts to operate population-based, statewide cancer registries in order to collect certain data for each form of in-situ and invasive cancer except basal cell and squamous cell carcinoma of the skin. Authorizes grants for planning the registries. Mandates a study on factors contributing to elevated rates of breast cancer mortality in Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and the District of Columbia. Authorizes the Secretary of Health and Human Services, directly or through grants and contracts, or both, to provide technical assistance to the States in the establishment and operation of statewide registries. Authorizes appropriations.

Amends the Internal Revenue Code to exclude cooperative housing corporations from the limitations on deductions incurred by certain membership organizations in transactions with their members. Prohibits patronage losses of an organization from being used to offset earnings which are not patronage earnings. Specifies earnings to be treated as patronage earnings in the case of cooperative housing corporations.

Condemns the treatment of William F. Buckley, Colonel William Higgins, and Peter Kilburn by their captors in Lebanon and the disrespect shown to their remains. Urges the President to work with the nations of the Middle East to seek the extradition of the parties responsible for their torture and death and to bring such parties before an international tribunal for trial.

Religious Freedom Act of 1991 - Declares that the purposes of this Act include codifying the compelling interest test as set forth in Sherbert v. Verner and Wisconsin v. Yoder. Prohibits the Government from burdening the practice of religion by any person, even if the burden results from a rule of general applicability, unless the burden is essential to further a compelling governmental interest and the least restrictive means. Amends Federal law to allow the awarding of attorney's fees and other fees and expenses in actions under this Act. Applies this Act to all Federal and State law.

Revises the overtime pay system for United States Customs Service inspectors, with changes providing: (1) overtime pay for: (a) administrative workweek hours which exceed 40 per week or eight per day, at a rate equal to two times the inspector's hourly rate of basic pay, with no work for which overtime is authorized to be treated as being less than four hours in duration; (b) Sunday and holiday work, at the same rate and under the same conditions as described above; and (c) unscheduled work, at the same rate as described above, plus an amount equal to three times the inspector's hourly rate of basic pay as compensation for commuting time, with no work for which overtime is authorized to be treated as being less than two hours in duration; and (2) pay period and fiscal year caps on overtime pay. Limits overtime under such system to Customs Service employees performing the functions of a customs inspector and customs canine enforcement officers. Amends the Tariff Act of 1930 to prohibit merchandise or passengers from foreign places, or merchandise being transported from one port to another, from being unladen from carrying vehicles during overtime hours (currently, at night). Amends the Customs Procedural Reform and Simplification Act of 1978 to require the authorization for the Customs Service to specify the maximum amount available for payment of overtime. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to terminate reimbursement of appropriations for certain Customs Service overtime costs. Treats Customs Service employees as law enforcement officers for purposes of the Civil Service Retirement System and the Federal Employees' Retirement System. Ties the Customs User Fee Account under the Consolidated Omnibus Budget Reconciliation Act of 1985 to Civil Service Retirement System provisions regarding deductions, contributions, and deposits. Directs the Secretary of the Treasury to fix the rates of pay for journeyman level customs inspectors and canine inspection officers undertaking inspection services at no less than the minimum rate payable for GS-11.

United States Commercial Center Pilot Program Act of 1990 - Directs the Secretary of Commerce to establish, as a pilot program, a United States Commercial Center in one country each in the Baltics, including one of the former Soviet republics, Asia, and Latin America to provide additional resources for the promotion of exports of U.S. goods and services to such countries. Requires the Secretary to use the Market Development Cooperator Program to assist the Centers in providing such resources. Authorizes appropriations.

Amends the Trade Act of 1974 to require the United States Trade Representative to include in the National Trade Estimate information with respect to the Arab boycott of U.S. persons who do business with or invest in Israel, or who do business with a person who does business with or invests there.

Investment Expense Deduction Act of 1991 - Amends the Internal Revenue Code to modify the computation of alternative minimum tax with respect to itemized deductions and net investment income from partnerships. Requires the issuer of an interest in a corporation to determine or classify whether such interest is to be treated as stock or indebtedness (or as in part stock and in part indebtedness). Provides that such determination is binding on all successors to such interest.

Foster Care Living Arrangements Act of 1991 - Amends the Internal Revenue Code to declare that a foster care provider's home includes shared living arrangements in which the foster individual owns or leases the home in which the foster care provider principally resides.

Consumer Products Safe Testing Act - Declares the policy that Federal departments and agencies shall encourage the development and use of product testing procedures that accurately reflect the acute health effects on humans of certain products, including consumer products and products containing hazardous or toxic substances, but which do not rely upon animals. Directs each Federal department or agency head (head), within one year, to: (1) review and evaluate any regulation, guideline, or recommendation issued by such department or agency which requires, recommends, or encourages the use of the Draize or other animal acute toxicity test for the purpose of evaluation of the safety of a regulated product; (2) review and evaluate nonanimal alternatives with the potential for partial or full replacement of the products regulated; and (3) promulgate regulations, guidelines, or recommendations that specify that a nonanimal acute toxicity test or battery of tests (NATT) should be used instead of an animal acute toxicity test unless that head determines that the NATT is less likely to predict the acute health effects on humans of a product than the animal acute toxicity test. Requires the appropriate head, if a determination is made that no NATT is as likely to predict the human reaction to the regulated product as the Draize or other animal acute toxicity test, to publish in the Federal Register an explanation of all options considered and the justification for continuing the animal acute toxicity test, which shall be subject to public comment. Provides for periodic review of animal acute toxicity testing regulations. Makes this Act inapplicable to regulations, guidelines, or recommendations related to medical research.

Amends the Tariff Act of 1930 to increase the allowance for duty-free treatment for bona fide gifts from: (1) $50 to $125 for gifts sent from persons in foreign countries to persons in the United States; and (2) $100 to $250 for such gifts sent from persons in the Virgin Islands, Guam, and American Samoa to persons in the United States.

Commends: (1) the people of Guam for their patriotism, bravery, loyalty to the United States, and many sacrifices during World War II, particularly during the invasion and occupation of the Guam territory; (2) the members of the Navy Insular Force and U.S. Navy and Marine Corps for the efforts and sacrifices they made in defense of the U.S.; (3) the Hawaiians for their sacrifices and contributions to the U.S. war effort during the attack on Pearl Harbor on December 7, 1941; and (4) the Hawaii Territorial Guard members, Varsity Victory Volunteers, the civilian workers at the Pearl Harbor Naval Ship Yard and other Hawaiian military installations, 100th Infantry Battalion, Military Intelligence Service, and 442nd Regimental Combat Team for their sacrifices and contributions to the U.S. war effort during such attack.

Earned Income Credit Simplification Act of 1991 - Amends the Internal Revenue Code to revise the calculation of the earned income credit by: (1) repealing the supplemental young child credit and the health insurance credit; and (2) increasing the credit percentage of the taxpayer's earned income.

Second National Blue Ribbon Commission to Eliminate Waste in Government Act - Establishes the Second National Blue Ribbon Commission to Eliminate Waste in Government to: (1) conduct a private sector survey on management and cost control in the Federal Government; (2) review executive agency operations and existing General Accounting Office, Congressional Budget Office, Inspector General Reports, and other existing governmental and nongovernmental recommendations for reducing waste; and (3) submit to the President and the Congress a list of those recommendations with estimated savings that the Commission determines are most significant and recommendations for improving the budget process, management, and reducing waste and costs in the Government. Requires the Commission to identify, address, and to report to the President and the Congress on: (1) opportunities for increased efficiency and reduced costs in the Government that can be realized by executive action or legislation; (2) areas in the Government where managerial accountability can be enhanced and administrative control can be improved; (3) specific Federal programs that have accomplished their objectives and ought to be terminated; (4) specific Federal program services that could be provided at a lower cost by the private sector; (5) specific reforms of the budget process that would yield savings, increase accountability and efficiency, and enhance public confidence in the budget process; (6) specific areas in the Government where further study can be justified by potential savings; and (7) specific recommendations for legislative and administrative actions. Requires the Commission to be funded, staffed, and equipped, to the extent practicable and permitted by law, by the private sector without cost to the Government.

National Fallen Firefighters Foundation Act - Establishes the National Fallen Firefighters' Foundation. Declares that the Foundation is: (1) a charitable and nonprofit corporation to be organized under the laws of the State of Maryland; and (2) not an agency or establishment of the United States. Provides that the Foundation is to: (1) primarily encourage, accept, and administer private gifts of property for the benefit of the National Fallen Firefighters' Memorial and its annual memorial service; (2) provide financial assistance to the families of firefighers who die in the line of duty; and (3) assist in the recognition of such firefighters. Sets forth provisions for establishment and membership of a Board of Directors of the Foundation. Makes the Administator of the U.S. Fire Administration of the Federal Emergency Management Agency an ex officio nonvoting member of the Board, who shall appoint Directors of the Board. Sets forth rights and obligations of the Foundation, including having its principal offices in the State of Maryland. Authorizes the Administrator to: (1) provide, and accept reimbursements for, personnel, facilities, and other administrative services to the Foundation; and (2) accept the services of the Foundation, the Board, and the Board's officers and employees as volunteers in performing functions authorized under this Act. Sets forth requirements relating to audits and annual reports. Provides for relief for certain Foundation acts or failures to act. Provides that the United States is not liable for any debts, defaults, acts, or omissions of the Foundation. Authorizes appropriations.

Amends the Airport Noise and Capacity Act of 1990 to exempt metropolitan airports from the program for the review of airport noise and access restrictions. Requires the application for a waiver of compliance with Stage 3 noise levels to contain assurances that operations of aircraft which do not so comply will not be concentrated at one or more airports. Prohibits an airport noise or access restriction on the operation of Stage 2 or Stage 3 aircraft to or from an airport in effect on November 5, 1990, from being modified, superseded, or repealed to make such restriction less stringent.

Enterprise Capital Formation Act of 1991 - Amends the Internal Revenue Code to allow a deduction for gain on investments in new small business stock (seed capital) held for at least five years. Establishes special rules for such investments. Provides for determining the maximum capital gains rate for small business net capital gain or seed capital gain. Treats capital gains on the sale of such stock as a preference item for purposes of the minimum tax.
