Reserve Employer Tax Credit Act of 2001 - Amends the Internal Revenue Code to provide: (1) employers a business tax credit for a portion of compensation that was not paid with respect to members of the military reserves who were absent from work on qualified reserve duty; (2) a comparable credit for participating self-employed individuals; and (3) for the deduction of certain expenses paid or incurred by members of a Reserve component of the armed forces.

Expand and Rebuild America's Schools Act of 2001 - Amends the Internal Revenue Code to allow a limited credit to taxpayers holding school construction bonds. Defines such bonds. Sets a national school construction bond limit.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Surviving Spouses and Dependents Outreach Enhancement and Veterans Casework Improvement Act - Encourages all elements within the Department of Veterans Affairs and public and private sector entities (including veterans service and veterans widows organizations) to work cooperatively to fully inform veterans' surviving spouses and dependents regarding their eligibility for veterans' benefits and health care services. Requires the Secretary of Veterans Affairs to assign appropriate Department employees to conduct outreach programs and provide outreach services for eligible spouses and dependents.

Family Building Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Federal Employees Health Benefits Plan to require health plans to provide benefits for treatment of infertility in accord with specified standards.

Child Care Safety Act of 2001 - Amends the Child Care and Development Block Grant Act of 1990 to direct the Secretary of Health and Human Services to: (1) provide to each eligible child care provider receiving funds under such Act a copy of the Consumer Product Safety Commission child care center safety standards, which such providers shall post in their child care facilities where they can be easily read; and (2) report to Congress with recommendations for encouraging compliance by such providers with such standards.

Reading Enrichment After-School Development Act - Amends the 21st Century Community Learning Centers Act (which is part I of title X of the Elementary and Secondary Education Act of 1965) to make partnerships between public schools and public libraries, and consortia of such schools and libraries, eligible to receive program grants. Authorizes the use of such grant funds for: (1) education programs for individuals of all ages on how to evaluate information on the Internet; (2) preschool literary programs; and (3) reading enhancement programs for young people.

Ovarian Cancer Research and Information Amendments of 2001 - Amends the Public Health Service Act to authorize appropriations for ovarian cancer research. Specifies material to be included in ovarian cancer information and education programs. Requires the National Cancer Advisory Board to include at least one member who is at high risk for developing ovarian cancer.

Commuter Benefit Equity Act of 2001 - Amends the Internal Revenue Code to raise the $65 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to an amount ($175) that equals the amount permitted for qualified parking (thus providing for a uniform dollar limitation for all types of transportation fringe benefits).

California Electricity Consumers Relief Act of 2001 - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission (FERC) to: (1) order a refund (with interest) of that portion of electricity rates or charges that FERC finds to be in excess of market-based rates that are just, reasonable, and neither unduly discriminatory nor preferential; and (2) issue an order establishing the maximum price for electricity sold at wholesale in the Western System Coordinating Council after June 1, 2000, if it determines that rates charged for wholesale sales of electricity are unjust and unreasonable under the Federal Power Act. Prescribes guidelines governing: (1) FERC response to certain State petitions regarding such unjust rates; (2) FERC establishment of maximum electricity prices; (3) mandatory refunds of prices paid in excess of such maximum; and (4) civil penalties for violations of this Act.

Mammogram Availability Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require a group health plan, and a health insurance issuer offering group coverage, that provides coverage for diagnostic mammographies for any woman 40 years old or older to provide coverage for annual screening mammographies for such a woman. Prohibits related enrollment and renewal discrimination, monetary incentives to women, and penalties or incentives to providers. Amends the Public Health Service Act to apply those requirements and prohibitions to coverage offered by an issuer in the individual market.

Military Pay Equity Act of 2001 - Increases by 7.3 percent, effective January 1, 2002, the rates of basic pay for military personnel. Waives during FY 2002 any required adjustment in such rates in conformance with the General Schedule of the U.S. Government. Requires a report from the Secretary of Defense to the congressional defense committees evaluating the need to further change such rates in all or certain pay grades.

Armed Services Appreciation Pay Raise Act - Increases by 3.5 percent, as of the first day of the first month after the enactment of this Act, the rates of basic pay for military personnel. Requires the Secretaries of Defense and Transportation (for the Coast Guard when not operating as a service of the Navy) to adjust current pay tables to reflect such increase.

Right Start Act of 2001 - Extends authorizations of appropriations for: (1) the Head Start Act; (2) the Child Care and Development Block Grant Act of 1990; (3) funding for child care under the Social Security Act; and (4) the Early Learning Opportunities Act. Amends the Internal Revenue Code to: (1) revise the formula to increase the dependent care income tax credit for certain taxpayers, indexed for inflation, with an even greater credit for employment-related dependent care expenses; (2) allow a minimum dependent care income tax credit for stay-at-home parents; (3) provide for advance payment by the employer of an employee's dependent care income tax credit; and (4) allow a business-related tax credit for employer-provided child care expenditures. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to a State or local government to pay for the Federal share of the cost of carrying out projects that assist families by providing wage replacement for eligible individuals responding to caregiving needs resulting from the birth or adoption of a son or daughter or other family caregiving needs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 (FMLA) to extend coverage to employees at worksites where the employer employs at least 25 (currently 50) employees at the worksite and within 75 miles of that worksite. Time for Schools Act of 2001 - Amends FMLA to allow employees covered by such Act to take up to 24 hours, during any 12-month period, of school involvement leave to participate in: (1) an academic activity of their child's school, such as a parent-teacher conference or an interview for a school; or (2) literacy training under a family literacy program. Amends Federal civil service law to provide the same school involvement leave allowance for Federal employees. Amends FMLA and Federal civil service law to entitle to leave those employees who must address the effects of domestic violence.

Provides coverage under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) for an unremarried former spouse of a member or former member of the armed forces who performed at least 20 years of retirement-creditable service and who was married to the former spouse for at least 17 years during the period of such creditable service. Provides eligibility for the use of commissary stores for such former spouses.

Credit Card Consumer Protection Act of 2001 - Amends Truth in Lending Act provisions governing open-end consumer credit card plan disclosures to mandate: (1) a 30-day posting deadline for the mailing of credit card account statements; (2) prominent type face disclosure of the date by which a late fee will be charged to the account; and (3) recordkeeping by the credit card issuer of the pertinent dates for the mailing of bills and receipt of bill payments.

Child Care Construction and Renovation Act - Amends the Housing and Community Development Act of 1974 to authorize the use of community development block grants to construct and renovate child care facilities. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development (HUD) to insure mortgages for: (1) new or rehabilitated child care and development facilities, including for fire safety equipment loans; and (2) acquiring or refinancing debt of existing child care facilities. Directs the Secretary of the Treasury to study the availability of secondary markets for mortgages on child care facilities. Authorizes HUD grants to eligible nonprofit organizations for technical and financial assistance to assist eligible child care providers in acquiring or improving facilities or equipment. Applies the provisions of the Davis-Bacon Act to actions taken under this Act.

Natural Gas Reserve Act of 2001 - Amends the Energy Policy and Conservation Act to authorize the Secretary of Energy to establish and operate a Natural Gas Reserve (NGR), which shall not be deemed to be a component of the Strategic Petroleum Reserve. Sets forth implementation authority for natural gas release and sales predicated upon a finding that a natural gas supply shortage exists. Restricts such sales to entities customarily engaged in natural gas sale and distribution. Instructs the Secretary of the Treasury to establish a Natural Gas Reserve Account to serve as depository for receipts from disposition of NGR natural gas. Authorizes the Secretary of Energy to obligate amounts in such Account without the need for further appropriation. Retains the availability of such funds for obligation without fiscal year limitation.

Aircraft Noise Reduction Act of 2001 - Amends Federal aviation law to prohibit a person from operating any civil subsonic turbojet that fails to comply with stage three noise levels to or from an airport located in any of the 20 most populated U.S. metropolitan areas.

Voters' Right to Know Act of 2001 - Amends the Federal Election Campaign Act of 1971 to require any person conducting a Federal election phone bank (except through non-political general media facilities) to report to the Federal Election Commission specified information about phone bank costs, funding sources, household contacts, and questions asked or information provided to respondents. Limits such requirement to projects contacting at least 1,500 households during the 25 days before a Federal election.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Amends the Department of Energy Organization Act to direct the Secretary of Energy to impose an interim regional price limitation, or cost-of-service based rate, upon sales of electric energy at wholesale rate in interstate commerce subject to the jurisdiction of the Federal Energy Regulatory Commission (FERC) whenever: (1) FERC determines that the pertinent rate, charge, or classification is unduly preferential, unjust, or unreasonable, or the Secretary determines that it exceeds significantly the marginal cost of electric energy production; and (2) the continued existence of such rate, charge, or classification threatens public health and safety or regional economy, and FERC has otherwise failed to act to improve the situation. Authorizes the Governor of any State within such affected region to waive application of the price limitation. Exempts from the interim price limitations of this Act sales of electric energy generated by certain small power production or cogeneration facilities under the purview of the Public Utility Regulatory Policies Act of 1978.

National Discovery Trails Act of 2001 - Amends the National Trails System Act to provide for the establishment, as components of the National Trails System, of national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on Federal lands and, with the consent of the owner, on non-Federal lands. Requires the appropriate Secretary for each national discovery trail to administer the trail in cooperation with a competent trailwide nonprofit organization. Provides requirements for designation as a national discovery trail. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado.

Notification and Federal Employee Antidiscrimination and Retaliation Act of 2001 - Requires the amount of any claim, final judgment, award, or compromise settlement paid to any current or former Federal employee or applicant in connection with specified anti-discrimination and whistle blower protection proceedings to be reimbursed to the fund established for such payments out of the operating expenses of the agency to which the discriminatory conduct is attributable.

Requires the President to appoint a Deputy Administrator for Science and Technology of the Environmental Protection Agency (EPA). Requires one EPA Assistant Administrator to be designated as the Assistant Administrator for Research and Development, who shall also have the title of Chief Scientist of the EPA. Expresses the sense of Congress concerning: (1) EPA Office of Research and Development flexibility and accountability, balance between types of research, application of research conducted by others, and documentation and transparency of decisionmaking; and (2) EPA research dissemination and application, expansion of a science inventory, and peer review policy.

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Directs the Secretary of the military department concerned to ensure that any person becoming a member of the armed forces is provided a written statement of retirement benefits, excluding any reservation of the right to change any such benefit. Requires any such person who retires from the armed forces to receive the benefits as described.

Book Stamp Act - Directs the Secretary of Health and Human Services (HHS) to establish a grant program (based on certain State allocations under the Child Care and Development Block Grant Act of 1990) to promote child literacy and improve children's access to books at home and in early learning and other child care programs, by making books available through such programs. Requires State agencies to use such grants to enter into contracts with local child care resource and referral agencies to: (1) provide payments for eligible early learning program and other child care providers, on the basis of local needs, to make books available; and (2) promote child literacy and improve children's access to books at home and in early learning and other child care programs. Allows State agencies to reserve a portion of grant funds to support a public awareness campaign relating to program activities. Amends Federal law relating to the U.S. Postal Service (USPS) to require USPS to establish special postage stamps for child literacy, at the regular first-class rate plus a differential amount, for voluntary use by patrons. Requires USPS to pay certain amounts raised by stamp sales to HHS for child literacy promotion activities.

College Student Credit Card Protection Act - Amends the Truth in Lending Act to limit by a specified formula the total credit extended under a credit card account to a full time, traditional-aged college student (unless the student's parent or guardian assumes joint liability). Prohibits increasing the credit limit on an account for which a parent or guardian has assumed joint liability without the parent's or guardian's approval of such increase. Prohibits a creditor from opening a credit card account for any such college student who: (1) has no annual gross income; and (2) already has a credit card account under an open end consumer credit plan.

Mental Health and Substance Abuse Parity Amendments of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Internal Revenue Code, and the Public Health Service Act to prohibit group and individual health plans from imposing treatment limitations or financial requirements on the coverage of mental health benefits, or substance abuse and chemical dependency benefits, if similar limitations or requirements are not imposed on medical and surgical benefits. Amends the Health Insurance Portability and Accountability Act of 1986 to provide for coordination in implementation of such amendments.

Baby Abandonment Prevention Act of 2001 - Directs the Attorney General, acting through the Director of the Bureau of Justice Statistics, to establish the Task Force on Baby Abandonment to: (1) collect information and maintain a database on incidents of child abandonment, including information on demographics, circumstances, outcomes, and trends; and (2) submit annual reports and recommendations to Congress.

Younger Americans Act - Sets forth a national youth policy to assure that all youth have access to the full array of core resources, including: (1) ongoing relationships with caring adults; (2) safe places with structured activities in which to grow and learn; (3) services that promote healthy lifestyles, including those designed to improve physical and mental health; (4) opportunities to acquire marketable skills and competencies; and (5) opportunities for community service and civic participation. Establishes in the Executive Office of the President: (1) the Office of National Youth Policy ; (2) a Director of the Office; and (3) the Council on National Youth Policy within the Office. Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Anti-Gunrunning Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any licensed firearms importer, manufacturer, or dealer from selling, delivering, or transferring: (1) two or more handguns to any single person (other than a licensed importer, manufacturer, or dealer) during any 30-day period; or (2) a handgun knowing or having reasonable cause to believe that the transferee has already received one or more handguns within the previous 30 days. Prohibits an unlicensed individual from receiving more than one handgun within any 30-day period. Specifies exceptions. Provides for imprisonment for up to five years (currently, one year) of a licensed dealer, importer, manufacturer, or collector knowingly making any false statement in connection with required firearms records. Extends the deadline for the destruction of records relating to handgun transfers subject to the waiting period from 20 business days to 35 calendar days after the date the transferee made the statement on the basis of which notice of the transaction was provided to the chief law enforcement officer of the transferee's place of residence. Requires the national instant criminal background check system, if receipt of a firearm would not violate Federal or State law, to destroy records relating to the person or the transfer within 35 calendar days after the system provides the licensee with the identification number unique to the transfer.

Handgun Registration Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for an increase by 15 percent of drug control and system improvement (Byrne) grant funds available to a State that has in effect a law which requires: (1) each individual to whom a handgun is transferred to complete a handgun registration form that includes specified information identifying the transferee, the handgun, and the transferor and proof of insurance coverage for the transferee's liability to any person who, while engaged in lawful activity, suffers bodily injury or death through the misuse of that handgun resulting from the transferee's negligence; (2) each individual who possesses a handgun to complete a handgun registration form that includes information identifying the individual and the handgun; and (3) the chief law enforcement officer of the State to furnish information from handgun registration forms to Federal, State, and local law enforcement authorities upon request.

Handgun Licensing Act of 2001 - Amends the Brady Handgun Violence Prevention Act (the Act) to prohibit the transfer of a handgun or handgun ammunition to an individual not licensed to engage in the business of importing, manufacturing, or dealing in firearms or ammunition, unless: (1) the transferor (or a licensed dealer under State law) has examined a valid handgun license issued to the individual by the State in which the transaction takes place and an additional valid photograph identification document and has contacted and has been informed by the chief law enforcement officer of the State that the handgun license has not been revoked; and (2) three business days have elapsed from the date on which the transferor received such information, or the individual has presented to the transferor a written document, issued not less than ten days earlier by the appropriate officer, stating that the transferee requires access to a handgun because of a threat to the life of the transferee or any member of the transferee's household. Prohibits an unlicenced individual from receiving a handgun or handgun ammunition without possessing a valid handgun license issued to the individual by the State in which the transaction takes place. Sets forth State law requirements, definitions of "handgun license" and "handgun ammunition," and penalties for violations of this Act. Directs the Attorney General to make a grant to each State to cover the initial startup costs associated with establishing a licensing system. Requires an applicant for a license to certify that the business is covered by an insurance policy which provides personal injury protection, to a limit of $100,000, to any person who, while engaged in lawful activity, suffers bodily injury or death through the use of a handgun obtained as a result of the applicant's negligence.
