Military Fairway Fairness Act of 1993 - Requires Department of Defense golf courses to be open to use by the general public. Excludes from such provision golf courses at a facility or installation: (1) outside the United States; or (2) inside the United States at a location designated by the Secretary of Defense as a remote and isolated location. Allows no more than ten percent of the increased revenues generated by such open use to accrue to the operator of the golf course. Requires all other such revenue to be deposited into the General Fund of the Treasury and used only for Federal budget deficit reduction. Requires an annual report from the Secretary. Requires the Secretary, with respect to active and retired military personnel, to: (1) subsidize any fees imposed for golf course use; and (2) give priority access for such use.

1995 Franklin Delano Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to issue commemorative one-dollar silver coins bearing a likeness of Franklin Delano Roosevelt. Requires the Secretary to distribute proceeds from surcharges ($10 per coin) in equal allocations to: (1) the National Park Foundation Restricted Account for the Franklin Delano Roosevelt Memorial; and (2) the National Park Service Restricted Construction Account for the Franklin Delano Roosevelt Memorial.

Amends Federal law with respect to the Civil Service and Federal Employees' Retirement Systems to provide that certain requirements relating to reemployed annuitants shall not apply with respect to postal retirees who are reemployed, on a temporary basis, as rural postmasters or rural letter carriers.

South African Democratic Transition Support Act of 1993 - Expresses the sense of the Congress with respect to U.S. policy towards South Africa. Repeals specified provisions of the Comprehensive Anti-Apartheid Act of 1986, providing for a total repeal of such Act when the President certifies to the Congress that an interim government that was elected on a nonracial basis through free and fair elections has taken office in South Africa. Urges all State or local governments and private entities in the United States to rescind any restrictions on economic interactions with South Africa. Expresses the sense of the Congress that the United States should continue to respect United Nations Security Council resolutions on South Africa. Authorizes the President to provide development and economic support fund assistance to support the transition to nonracial democracy in South Africa. Prohibits such assistance to the Government of South Africa unless the President certifies to the Congress that an interim government elected on a nonracial basis through free and fair elections has taken office. Exempts from such prohibition assistance to the Transitional Executive Council, South African higher education institutions, and any other entity that would promote the transition to nonracial democracy. Declares that the President should: (1) negotiate a tax treaty with South Africa; (2) initiate negotiations with the South African Government to provide for Overseas Private Investment Corporation programs in such country; (3) conclude cooperative agreements with South Africa on various issues; and (4) encourage other donors to expand their activities in support of the transition to nonracial democracy. States that: (1) the Director of the Trade and Development Agency should provide additional funds for projects in South Africa; (2) the Export-Import Bank should expand its activities in connection with exports to South Africa; and (3) the Director of the U.S. Information Agency should use his authorities to promote the transition to nonracial democracy. Requires the heads of Federal Government agencies, in procuring goods or services, to make affirmative efforts to assist business enterprises having more than 50 percent ownership by nonwhite South Africans. Declares that the Secretary of the Treasury should instruct the U.S. executive directors of international financial institutions to urge financial assistance to South Africa to support the transition to democracy.

TABLE OF CONTENTS: Title I: Comprehensive Early Childhood Education Programs Title II: Training, Technical Assistance, Planning, and Evaluation Title III: Model Federal Government Child Development Programs Title IV: Research and Demonstrations Title V: General Provisions Comprehensive Early Childhood Education Act of 1993 - Establishes and expands comprehensive early childhood education programs and services. (Sec. 4) Authorizes appropriations. Title I: Comprehensive Early Childhood Education Programs - Directs the Secretary of Education to provide financial assistance for early childhood education programs to prime sponsors and other public and private nonprofit agencies and organizations pursuant to approved plans and applications. (Sec. 102) Authorizes the Secretary to designate a State, locality, combination of localities, Indian tribe on a Federal or State reservation, or public or private nonprofit agency or organization as a prime sponsor if it meets certain requirements and has its plan approved. (Sec. 103) Requires each designated prime sponsor to establish and maintain an Early Childhood Education Council. (Sec. 104) Sets forth requirements for comprehensive early childhood education plans. (Sec. 106) Authorizes special grants to States for various purposes. (Sec. 108) Requires reports on possible use of public facilities for child development programs. (Sec. 109) Provides for Federal share payments for programs, services, and activities. Title II: Training, Technical Assistance, Planning, and Evaluation - Authorizes the Secretary to make payments for preservice and inservice training for programs under this Act for employees, potential employees, and volunteers. (Sec. 202) Directs the Secretary to make technical assistance available to prime sponsors and project applicants for planning, developing, and implementing programs under this Act. (Sec. 203) Directs the Secretary to make an annual evaluation of Federal involvement in early childhood education activities. (Sec. 204) Directs the Secretary to: (1) appoint a Special Committee on Federal Standards for Early Childhood Education; and (2) promulgate Federal Standards for Early Childhood Education to be applicable to all programs assisted under this Act. (Sec. 205) Directs the Secretary to appoint a special committee to develop a uniform licensing code for early childhood education facilities. Title III: Model Federal Government Early Childhood Education Programs - Authorizes the Secretary to provide financial assistance to establish and operate model early childhood education programs for the children of Federal civilian employees. (Sec. 302) Provides for Federal share payments. Title IV: Research and Demonstrations - Directs the Secretary to: (1) carry out a program of early childhood development research and demonstration projects; and (2) coordinate all early childhood education research, training, and development within the Federal Government and, as feasible, by other agencies, organizations, and individuals. Requires representatives of specified Federal agencies to meet at least annually to coordinate child development and early childhood education and related activities. Title V: General Provisions - Defines "children" as individuals who have not reached age eight. (Sec. 502) Directs the Secretary to establish procedures to assure that adequate nutrition services will be provided in programs under this Act. Requires such services to make use of the Special Food Services Program for children. (Sec. 503) Sets forth special administrative, including nondiscrimination, provisions. Provides for withholding of grants and for public information.

Supports: (1) freedom and democracy in Nigeria; (2) the wishes of the voters of Nigeria as displayed in the presidential election of June 12, 1993; and (3) extension of limited sanctions now in place against the unelected interim government to include trade sanctions. Declares that the Congress does not recognize the interim government as legitimate. Encourages the President to direct the U.S. representative to the United Nations to urge the Security Council to: (1) not recognize the interim government as legitimate; and (2) take action to mediate the removal of such government for purposes of installing the democratically-elected government of June 12, 1993.

Expresses concern about ongoing human rights abuses in Haiti. Applauds the Clinton Administration's emergency assistance to the United Nations/Organization of American States (OAS) effort and expresses hope that such aid is directed through President Aristide. Declares that United Nations and OAS sanctions should be reinstated against Haiti given the existence of human rights violations which constitute noncompliance with the Governors Island Accord. Expresses the sense of the Congress that no U.S. aid should be provided for training or technical assistance of Haitian military and police unless it is done in accordance with plans established by the constitutional government in consultation with the international community.

Women's Health Environmental Factors Research Act of 1993 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to carry out research on the effects of environmental factors on women's health conditions, including their effect on breast cancer, immune disfunction, and estrogen-like and related compounds. Authorizes appropriations.

Amends the Internal Revenue Code and title II of the Social Security Act (Old Age, Survivors and Disability Insurance) to set forth rules for filing returns with respect to domestic service employment taxes and requires such returns to be made on a calendar year basis. Subjects such taxes to estimated tax provisions. Makes filing requirements inapplicable to any employer liable for tax concerning remuneration for services other than domestic service in a private home. Authorizes the Secretary of the Treasury to enter into agreements with States to collect the State unemployment tax imposed on remuneration for domestic service and transfers such amounts to a State's account in the Unemployment Trust Fund. Treats such taxes as domestic service employment taxes. Requires the Secretary to inform domestic service employers in private homes of their tax obligations. Adjusts the threshold (from $50 a calendar quarter to $800 a year) for paying and withholding social security taxes on wages paid for domestic service in a private home. Requires the Secretary of Health and Human Services to adjust such threshold amount in the same manner as adjustments to certain social security insurance amounts. Excludes domestic service in a private home by an individual 16 years and under from amendments made by this Act.

Authorizes appropriations. Subtitle C: Women and Alcohol Research Equity Act of 1993 - Women and Alcohol Research Equity Act of 1993 - Amends the Public Health Service Act to direct the Director of the National Institute on Alcohol Abuse and Alcoholism to obligate a specified amount to carry out research projects on alcohol abuse and alcoholism among women. Subtitle D: National Breast Cancer Strategy Act of 1993 - National Breast Cancer Strategy Act of 1993 - Establishes an Office of Breast Cancer within the Office of the Assistant Secretary for Health to coordinate activities of Federal agencies relating to breast cancer. (Sec. 118) Establishes the National Breast Cancer Commission to conduct a study on current efforts on both the public and private sectors relating to the prevention, early detection, treatment, education, and research relating to breast cancer. (Sec. 119) Authorizes appropriations for FY 1994 through 1996 for conducting and supporting research on breast cancer through the National Cancer Institute. (Sec. 120) Requires the Director of the National Cancer Institute to: (1) conduct and support biomedical and behavioral research and research training, the dissemination of health information, and other programs with respect to breast cancer; and (2) establish the Rose Kushner Scholarship Program for the purpose of entering into contracts with individuals under which the Institute provides scholarships to individuals for attending health professions schools and the individuals agree to study oncology and serve as employees of the National Institutes of Health for a specified period. (Sec. 121) Authorizes appropriations for FY 1994 through 1996 for at least ten research programs on breast cancer, lung cancer, or prostate cancer under designated programs. Subtitle E: Lupus Research Amendments of 1993 - Lupus Research Amendments of 1993 - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand and intensify research and related activities of the Institute with respect to lupus. Authorizes appropriations. Subpart F: Women's Midlife Health Research Act - Women's Midlife Health Research Act - Requires the Director of the National Institute on Aging to provide for the development or expansion of not less than five centers for research on: (1) the process by which the functioning of the ovaries diminishes or ceases completely; and (2) conditions arising from the diminished or complete cessation of the functioning of the ovaries. Subtitle G: Osteoporosis and Related Bone Disorders Research Education, and Health Services Act of 1993 - Osteoporosis and Related Bone Disorders Research, Education, and Health Services Act of 1993 - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases, the Director of the National Institute on Aging, and the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand and intensify research on osteoporosis and related bone disorders. Subtitle I: Antiprogestin Testing Act of 1993 - Antiprogestin Testing Act of 1993 - Provides for research on antiprogestin drugs for any potential use, including termination of pregnancy and contraception and when used therapeutically for cancer, endocrine disorders, and endometriosis. Subtitle J: Women's Health Environmental Factors Research Act of 1993 - Women's Health Environmental Factors Research Act of 1993 - Requires the Director of the National Institute of Environmental Health Sciences to carry out research on the effects that environmental factors have on women's health conditions. Subtitle K: Federal Risk Assessment in Women's Health Act of 1993 - Federal Risk Assessment in Women's Health Act of 1993 - Directs the Office of Science and Technology Policy to conduct a review of all Federal programs that assess or mitigate the risks to women's health from environmental exposures. Subtitle L: Pharmaceutical Interactions Safety Act - Pharmaceutical Interactions Safety Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require clinical investigations to include investigations of the possible interaction of the drug or biological product with relevant female or male hormones, unless inappropriate. Subtitle M: Pharmaceutical Testing Fairness Act - Pharmaceutical Testing Fairness Act - Requires new drug clinical investigations, device clinical investigations, and biological products clinical investigations to include women and minority groups as subjects, unless inappropriate. Subtitle N: Tobacco Advertising and Promotion Studies Act of 1993 - Tobacco Advertising and Promotion Studies Act of 1993 - Directs the Federal Trade Commissions to conduct specified studies concerning tobacco advertising and its effect on women and minorities, as well as its targeting of women and girls concerning weight loss, and the demographics of such advertising. Title II: Services Regarding Women's Health - Subtitle A: Equity in Health Professions Education Act - Equity in Health Professions Education Act - Directs the Secretary of Health and Human Services to conduct a study to determine the extent to which health professions schools provide adequate education to students on women's health conditions. Subtitle B: Women's Health Office Act of 1993 - Women's Health Office Act of 1993 - Amends the Public Health Service Act to establish within the Office of the Assistant Secretary for Health an Office of Women's Health. Sets forth the duties of such Office. Authorizes appropriations. (Sec. 208) Establishes within the Office of the Director of the Centers for Disease Control and Prevention an Office of Women's Health. Sets forth the duties of such Office. Requires the Committee to give priority to carrying out activities regarding women's health. (Sec. 214) Directs the Assistant Secretary for Health to establish the Clearinghouse on Women's Health to compile, archive and disseminate information concerning women's health and to publish a yearly summary of such materials to be made available upon request. Subtitle D: Breast and Cervical Cancer Amendments of 1993 - Breast and Cervical Cancer Amendments of 1993 - Amends provisions of the program under the Public Health Service Act which provides for breast cancer screenings to place certain limits on the amounts which may be paid to promote entities for such screenings. Authorizes appropriations through FY 1998 for the screening program. Subtitle E: Women's Preventive Health Amendments of 1993 - Women's Preventive Health Amendments of 1993 - Provides for grants for demonstration projects relating to preventive health care for women. Authorizes appropriations. Subtitle F: Postreproductive Health Care Act - Postreproductive Health Care Act - Provides for grants to provide specified health services to women who are of menopause age or older. Authorizes appropriations. Subtitle G: Medicare Bone Mass Measurement Coverage Act of 1993 - Medicare Bone Mass Measurement Coverage Act of 1993 - Provides for Medicare coverage of bone mass measurements for qualified individuals. Subtitle H: Mickey Leland Adolescent Pregnancy Prevention and Parenthood Act of 1993 - Mickey Leland Adolescent Pregency Prevention and Parenthood Act of 1993 - Revises title XX of the Public Health Service Act. Renames such title as Adolescent Pregnancy Prevention, Care, and Research Grants. Authorizes the Secretary of Health and Human Services to make grants to provide prevention and care services to pregnant adolescents and their male partners, adolescent parents, and nonpregnant adolescents. Sets forth provisions affecting: (1) how such grants are to be used; (2) priorities, amounts, and duration of such grants; (3) grant application requirements; (4) program coordination; and (5) research. Authorizes appropriations. Subtitle I: Adolescent Health Demonstrations Projects Act of 1993 - Adolescent Health Demonstrations Projects Act of 1993 - Directs the Secretary to make grants to establish or support adolescent health demonstration projects in secondary schools for the purpose of demonstrating how such projects may be established throughout the United States. Requires that priority be given to projects serving low-income or minority populations. Prohibits the use of any project funds to perform or pay for abortions. Subtitle J: Eating Disorders Information and Education Act of 1993 - Eating Disorders Information and Education Act of 1993 - Provides for a program of information and education to the public on the prevention and treatment of eating disorders. Authorizes appropriations. Subtitle K: Women and HIV Outreach and Prevention Act - Women and HIV Outreach and Prevention Act - Authorizes the Secretary to make grants for a program that provides to women preventive health services that are related to acquired immune deficiency. Authorizes appropriations. (Sec. 253) Authorizes the Director of the Center for Substance Abuse Treatment to make grants for the treatment of women for substance abuse, including counseling to prevent infection with and transmission of AIDS. Authorizes appropriations. (Sec. 254) Authorizes appropriations for the AIDs early intervention program for women under the Public Health Service Act. Subtitle L: Standby Guardianship Act - Standby Guardianship Act - Amends part E of title IV of the Social Security Act to require a State, in order to be eligible for payments under such part, to have in effect standby guardianship laws and procedures. Subtitle M: Federal Prohibition of Female Genital Mutilation Act of 1993 - Federal Prohibition of Female Genital Mutilation Act of 1993 - Amends the Federal criminal code to provide for the imprisonment or fining of any individual who knowingly circumcises, excises, or infibulates the whole or any part of the labia majora or labia minora or clitoris of any person under the age of 18. Directs the Secretary to carry out outreach activities in communities that traditionally practice female circumcision. Subtitle N: Smoking Prevention and Cessation in WIC Clinics Act - Smoking Prevention and Cessation in WIC Clinics Act - Amends the Child Nutrition Act of 1966 to require the State agency responsible for nutrition education and drug abuse education to establish a smoking cessation demonstration program for pregnant participants. Subtitle O: Family and Medical Leave Health Care Reform Resolution of 1993 - Expresses the sense of the Congress that any bill to address the ongoing and unmet health insurance needs of this country that is enacted should require that paid or unpaid leave, as detailed in the Family and Medical Leave Act of 1993, be incorporated as a basic or elective option in specified situations. Subtitle P: Veteran Women's Health Improvement Act of 1993 - Veteran Women's Health Improvement Act of 1993 - Includes women's health services within the definition of medical services authorized to be furnished to eligible veterans. Includes as women's health services pap smears, breast examinations, and reproductive health care. Authorizes the Secretary of Veterans Affairs to contract with non-Department of Veterans Affairs facilities for outpatient women's health services when Department facilities are inadequate or inaccessible. Requires information on the provision of women's health services to be included in a report from the Secretary to the Congress concerning women veterans. (Sec. 278) Amends the Veterans Health Care Act of 1992 to: (1) require consultation by the Secretary with various officials, advisory committees, and task forces with regard to appropriate women's health research; (2) expand the research related to women to include specified topics; (3) include certain appropriate personnel of the Department in conducting such research, including women veterans and veteran members of minority groups; and (4) direct that a women veterans population study report required under such Act include an examination of the medical and demographic histories of women veterans comprising the study sample. (Sec. 279) Makes applicable to Department medical facilities provisions of the Public Health Service Act regarding mammography quality standards. Requires all Department facilities to meet such standards within two years. Subtitle Q: Defense Women's Health Improvement Act of 1993 - Requires female members and former members of the armed forces who are entitled to medical care under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to be furnished primary and preventive health care services for women as part of such care. Provides the same coverage for female dependents of members and former members of the armed forces. (Sec. 283) Directs the Secretary of Defense to prepare and submit to the Congress a report evaluating the provision of health care services through military medical treatment facilities and CHAMPUS to female members of the armed forces and female covered beneficiaries. Requires the Secretary to include a study to determine the needs of female members and dependents for health care services, including primary and preventive health care services for women. (Sec. 284) Directs the Secretary to establish a Defense Women's Health Research Center within the Department of the Army to be the coordinating agent for multidisciplinary and multiinstitutional research within the Department of Defense on women's health issues related to service in the armed forces. (Sec. 285) Directs the Secretary of the Army, during FY 1994, to continue the breast cancer research program as established under prior law. (Sec. 286) Directs the Secretary of Defense, in conducting or supporting clinical research, to ensure that women and minority group members of the armed forces are included as research subjects. Provides a waiver of such requirement. (Sec. 287) Directs the Secretary to submit three annual reports on research relating to female members and dependents within the armed forces. (Sec. 288) Directs the Secretary to establish at the F. Edward Hebert School of Medicine of the Uniformed Services University of the Health Sciences a women's health curriculum advisory committee to promote the comprehensive integration of women's health issues into the curriculum. Subtitle R: International Population Stabilization and Reproductive Health Act - International Population Stabilization and Reproductive Health Act - Amends the Foreign Assistance Act of 1961 to set forth population assistance authorities and requirements. (Sec. 292) Makes such assistance available to a country that: (1) accounts for a significant portion of the world's annual population increment; (2) has significant unmet needs for methods of contraception, prevention and treatment of sexually transmitted diseases, and obstetric and gynecological care and requires foreign assistance to sustain quality reproductive health services; or (3) demonstrates a strong commitment to population stabilization and reproductive health strategies. Prohibits nongovernmental and multilateral organizations from being subjected to requirements which are more restrictive than those applicable to foreign governments for such assistance. Makes funds available for: (1) the United Nations Population Fund if it agrees to prohibit the use of funds for coerced abortion or involuntary sterilization; and (2) the Special Programme of Research, Development and Research Training to further international cooperation in the development of contraceptive technology. Authorizes appropriations. (Sec. 294) Makes development assistance available on a priority basis for countries which have agreed to address specific education, literacy, and health issues. Authorizes the President to establish a grant program, to be known as the Safe Motherhood Initiative, to improve the access of girls and women to reproductive health care services. Earmarks amounts of development and economic assistance for programs in support of equalizing male and female levels of primary and secondary school enrollment. Authorizes appropriations for the Child Survival Fund, the Safe Motherhood Initiative, and for research on, and treatment and control of, acquired immune deficiency syndrome (AIDS) in developing countries. (Sec. 296) Requires the U.S. executive directors of specified international financial institutions to report annually to the Congress on allocations to population activities and, if such allocations total less than $1 million, to set forth actions to encourage increased allocations. (Sec. 297) Establishes the Commission on World Population Stabilization and Reproductive Health to coordinate U.S. participation in the 1994 International Conference on Population and Development. Authorizes appropriations. (Sec. 298) Provides for certain actions to support the United Nations Forward Looking Strategies for the Advancement of Women and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women.

Expresses the sense of the Congress that the start-up or continued operation of any plutonium separation plant presents serious environmental hazards and increases the risk of nuclear proliferation and should be suspended until specified proliferation and environmental concerns have been resolved. Urges the President to: (1) convey such opinion to the Governments of the United Kingdom, France, Japan, and Russia; and (2) address the proliferation and environmental implications of the new Thermal Oxide Reprocessing Plant (THORP) in the United Kingdom in high-level discussions with the Government of the United Kingdom before the conclusion of such Government's internal review of whether THORP will be allowed to start up.

Establishes in the Department of Veterans Affairs a Women's Bureau to foster and promote standards and policies of the Department concerning the general welfare of women veterans. Provides for a Director and Deputy Director of such Bureau. Requires the Director to: (1) assist in the development of policies providing benefits and other services to women veterans and their beneficiaries; (2) serve as principal advisor to the Secretary of Veterans Affairs with regard to the interests and concerns of women veterans; and (3) be briefed at least annually by other Department officials on matters that may affect women veterans. Authorizes the Bureau to investigate and report to the Secretary on all matters pertaining to the welfare of women veterans. Requires the Secretary to: (1) ensure the full participation of the bureau in Department policymaking, program direction, legislative and regulatory action, research, and evaluation; and (2) include in annual budget documents submitted to the Congress certain information with respect to Bureau budget, activities, and effectiveness.

National Institute for the Environment Act - Establishes the National Institute for the Environment to: (1) increase scientific understanding of environmental issues by supporting scientific environmental research and other environmental programs; (2) assist decision-making on environmental issues by providing assessments of existing knowledge of such issues; (3) serve as the foremost provider of access to current scientific and technical information about the environment; (4) sponsor higher education and training in environmental fields; (5) support the development of methods and technologies that increase understanding of the environment and minimize adverse environmental impact; (6) evaluate the status and needs of the various environmental sciences and fields; (7) foster interchange of scientific information about the environment; (8) address emerging environmental issues and aspects of environmental problems; and (9) establish research priorities for environmental issues. Establishes a Governing Board for the Institute and an Interagency Advisory Committee to ensure that the environmental efforts of the Institute and Federal agencies are complementary. Makes scientists, engineers, and other researchers eligible to receive funding from the Institute.

Directs the Secretary of Commerce to propose to the Coordinating Committee for Multilateral Export Controls that exports of telecommunications technology for civil end uses shall not require a validated license for export to any of the republics of the former Soviet Union, China, Poland, the Czech Republic, Slovakia, Bulgaria, Romania, Albania, Estonia, Lithuania, or Latvia. Requires the President to submit to specified congressional committees a report that certifies that such proposal was made and that outlines plans to gain the concurrence of other Coordinating Committee members in the proposal.

Chlorine Zero Discharge Act of 1993 - Amends the Federal Water Pollution Control Act to require pulp and paper manufacturing facilities to achieve zero discharge into water of organochlorine compounds, byproducts, or metabolites formulated as a result of the use of chlorine or any other chlorinated oxidizing agent in the pulp and paper manufacturing process. Requires permits for paper and pulp mills which use chlorine or chlorinated oxidizing agents to require compliance with the zero discharge requirement. Directs the Administrator of the Environmental Protection Agency to: (1) evaluate alternatives to the use of organochlorines in pulp and paper manufacturing and to publish a report on the transfer to chlorine-free technology in the pulp and paper industry as a model for pollution prevention; and (2) provide technical information and support to assist permit applicants in the use of such alternatives.

Headwaters Forest Act - Extends the boundaries of the Six Rivers National Forest, California, to include certain lands to be referred to as the Six Rivers National Forest Addition. Directs the Secretary of Agriculture to: (1) acquire land within the boundaries of the Addition by donation, by purchase, or by exchange for other lands owned by any department, agency, or instrumentality of the United States; and (2) develop and implement a land acquisition plan giving priority to the acquisition of lands within the boundaries of the Headwaters Forest Wilderness. Authorizes appropriations. Designates the Headwaters Forest Wilderness as a component of the National Wilderness Preservation System. Requires the Secretary to develop a comprehensive management plan detailing measures for the preservation of the existing old growth redwood ecosystems in the Addition, including: (1) a prohibition on timber sales from lands within the old growth redwood groves; and (2) measures to restore lands affected by previous timber harvests to mitigate watershed degradation and impairment of habitat for the marbled murrelet, spotted owl, native salmon stocks, and other old-growth forest dependent species. Sets forth provisions regarding payments to local governments in lieu of taxes for lands acquired under this Act. Directs the Secretary to study specified lands in the Addition, analyzing the area's potential for addition to the Headwaters Forest and identifying the area's natural resources.

Condemns the Sudanese Government for its human rights abuses and calls upon such government to improve human rights conditions. Calls on the Sudanese People's Liberation Army to cease hostilities and resolve differences through peaceful means. Encourages the military government of Sudan to hand over political power to an elected civilian government as soon as possible. Recognizes the right of the people of southern Sudan to self-determination. Calls upon the President to: (1) appoint a special representative for mediation, reconciliation, peace, and humanitarian affairs in Sudan; (2) increase the levels of humanitarian assistance provided through nongovernmental organizations; (3) place Sudan on the list of states that support international terrorism; (4) oppose specified international financial institution assistance for Sudan; (5) explore other means necessary to force the Sudanese Government to halt its war should humanitarian conditions further deteriorate and such government continues to impede relief efforts; and (6) urge the United Nations to take certain steps to end the conflict in Sudan and to protect war and famine victims.

Sexual Harassment Prevention Act of 1993 - Directs employers (including Federal and congressional agencies) to keep posted in conspicuous places a notice prepared or approved by the Equal Employment Opportunity Commission that sets forth: (1) the definition of sexual harassment found in the Code of Federal Regulations; (2) the fact that sexual harassment is a violation of the Civil Rights Act of 1964; (3) information describing how to file a complaint with the Commission alleging such harassment; (4) an address and toll-free number to be used to contact the Commission; and (5) other information required by the Commission. Provides for annual notices by employers to individual employees which provide such information and a description of the procedures used by the employers to resolve allegations of sexual harassment. Requires employers to provide to each supervisory employee information specifying the responsibility of, and the methods to be used by, such employee to ensure that immediate and corrective action is taken to address allegations of sexual harassment. Prescribes civil penalties for willful violations of this Act. Directs the Commission to make model notices and voluntary guidelines for procedures dealing with allegations of sexual harassment available to employers at no cost as well as a toll-free number for information regarding this Act.

Free and Independent Cuba Assistance Act of 1993 - Requires the President, at such time as a transition government is in power in Cuba, to develop a plan for providing economic assistance to the Cuban people while such government and a democratic government are in power. Limits such assistance to humanitarian assistance while a transition government is in power. Expands such assistance to include development and agricultural assistance and export financing (as well as other specified assistance) when a democratic government is in power. Requires the President to take steps to obtain the agreement of other countries and international financial institutions to provide comparable assistance to Cuba. Directs the President to determine whether to designate Cuba as a beneficiary country pursuant to the Caribbean Basin Economic Recovery Act. Requires the President, upon enactment of legislation implementing a free trade agreement between the United States and another country in the Western Hemisphere, to: (1) take steps to enter into a framework agreement with the transition government in Cuba providing for trade and investment in Cuba; and (2) enter into negotiations with a democratic government in Cuba to conclude a free trade agreement. Directs the President to communicate the plan for assistance to the Cuban people. Authorizes appropriations. Requires the President to terminate the trade embargo on Cuba upon submitting a determination that a democratic government is in power in Cuba to the Congress. Sets forth conditions under which a government in Cuba will be considered transitional or democratic.

Federal Employee Fairness Act of 1993 - Amends the Civil Rights Act of 1964 to permit a Federal employee filing a discrimination complaint to file it with the Equal Employment Opportunity Commission (EEOC). Makes it an unlawful employment practice if the employee demonstrates that the filing of a complaint contributed to an adverse personnel action against such employee. Requires that any such complaint filed with an agency other than the EEOC be transmitted to the EEOC. Sets forth procedures for filing and processing such complaints. Permits a Federal employee to file a complaint up to 180 days following an alleged discrimination. Amends the Age Discrimination in Employment Act of 1967 to permit the filing of a complaint with the EEOC in accordance with the amendments made to the Civil Rights Act of 1964 by this Act. Amends the Rehabilitation Act of 1973 to apply its remedies and attorney fee provisions to complaints by individuals with disabilities with respect to employment in the Library of Congress. Amends title 5 of the United States Code, concerning Government organization and employees, to permit an employee, under a negotiated grievance procedure, to raise matters dealing with actions involving discrimination.

Wage and Hour Reform and Equity Act of 1993 - Amends the Portal-to-Portal Act of 1947 to suspend the running of the statute of limitations on violations of the Fair Labor Standards Act of 1938 during the period of a complaint or investigation until final action is taken. Amends the Fair Labor Standards Act of 1938 (the Act) to require the Secretary of Labor to notify all affected employees if there is an investigation or proceeding involving actual or potential violations of the Act affecting at least 50 employees, inform them of their rights and protections, and disclose the terms of any settlement. Removes the exemption from minimum wage and overtime requirements of the Act for teachers in elementary or secondary schools. Prohibits: (1) discrimination or retaliation against an employee for asserting any right under the Act; or (2) interference with an employee's right to provide information in connection with an investigation or proceeding under the Act. Provides that certain rights to bring actions do not terminate upon the filing for injunction proceedings. Allows actions for injunction proceedings to be brought by the Secretary or by one or more employees for such employees and others similarly situated. Eliminates a consent requirement for plaintiffs in certain class action suits. Adds a civil penalty for violation of certain prohibitions. Requires publication of violations and violators.

Amends the Federal Aviation Act of 1958 to prohibit the issuance of a certificate of public convenience and necessity authorizing an air carrier to engage in air transportation to any applicant which is controlled by a person who has controlled one or more air carriers which have filed, in the aggregate, two or more petitions for bankruptcy.

Amends the Food, Agriculture, Conservation and Trade Act of 1990 to entitle Chapter 3 of Title XXII as the "Agricultural Disaster Assistance Act." Extends emergency crop loss assistance for: (1) wheat, feed grains, upland and extra long staple cotton, and rice; (2) peanuts, sugar, and tobacco; (3) oilseeds and nonprogram crops; (4) orchards; and (5) forest crops. Extends related program provisions, including quality reduction assistance. Authorizes appropriations. Extends emergency grant assistance coverage to low-income packinghouse workers. Amends the Agricultural Act of 1949 to make beekeepers eligible for emergency livestock assistance.

Federal Facilities Community Oversight for Public Health Act of 1993 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to establish a citizens advisory board at each Department of Energy (DOE) defense nuclear facility to evaluate: (1) DOE environmental restoration and waste management activities at each facility; (2) the exercise of regulatory authority over such facilities by the Environmental Protection Agency (EPA) and State environmental agencies; and (3) Federal regulatory decisions on environmental restoration and waste managment activities. Sets forth the board's oversight functions for environmental and waste management activities. Prescribes guidelines under which Federal and State agencies shall provide the board with specified information regarding environmental restoration and waste management activities at the facilities. Directs the Administrator of the Agency for Toxic Substances and Disease Registry (ATSDR) to perform: (1) public health actions for each facility included in certain DOE programmatic environmental impact statements; and (2) an off-site preliminary exposure assessment for each facility in order to identify potential human exposure to contaminants released from hazardous substances at the facility. Permits any person to petition the ATSDR Administrator for public health assessments. Directs the Secretary of Energy and the ATSDR Administrator to develop a long-range strategy for ensuring the substantive involvement of affected States, Indian tribes, communities, and the public in implementing this Act. Authorizes appropriations.

Firefighters and Police Retirement Security Act of 1993 - Amends the Age Discrimination in Employment Amendments of 1986 to repeal a provision which would have terminated an exemption for certain bona fide hiring and retirement plans applicable to State and local fire fighters and law enforcement officers. (This Act thereby preserves such exemption beyond 1993.)

Pollution Prevention and Incineration Alternatives Act of 1993 - Amends the Solid Waste Disposal Act to prohibit the issuance of permits for construction or expansion of municipal solid waste incinerators until 1997. Prohibits Federal agencies, State or local governments, or other waste management jurisdictions from issuing permits to such incinerators after December 31, 1996, unless the applicant demonstrates that: (1) an annual waste composition analysis of the solid waste generated within the area to be served by the facility is conducted; (2) specified percentages of certain waste categories are diverted to waste management methods other than incineration; (3) the facility will not interfere with diversion rates; (4) it is not feasible to manage the remaining solid waste through source reduction, reuse, or recycling; (5) the facility will not adversely affect the environment, human health, or the local economy and is not situated in a nonattainment area identified under the Clean Air Act; (6) the full cost of the facility over its entire life will be less costly than reducing, recycling, or composting waste; (7) the waste management jurisdiction conducts a public participation process; (8) the proposed construction or expansion is approved by the affected unit of local government; (9) firms operating the facility are in compliance with environmental and public health statutes, have paid outstanding fines for violations of such statutes, and make disclosure statements available; (10) an approved environmental impact statement is completed; (11) the facility is not located within one and a half miles of specified sites, including schools or churches, or of a drinking water source; (12) certain incinerator capacity studies have been completed; and (13) the facility will not have a disproportionate impact on minority or low-income communities. Requires ash from municipal solid waste incinerators to be managed in a monofill that contains only such ash and meets specified design requirements. Prohibits the use of such ash for any purpose. Prohibits the incineration of household hazardous waste, batteries, chlorinated plastics, consumer electronics, and yard waste in such incinerators. Prohibits the issuance of permits or prior approval for the construction or expansion of hazardous waste incinerators unless requirements similar to those for municipal solid waste incinerators have been met. Directs hazardous waste management permit applicants to demonstrate that the State in which the incinerator is located, and each State in which generators of hazardous waste to be incinerated at the facility are located, are implementing toxics use reduction programs. Applies this Act to any facility that burns hazardous waste.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

Amends the Internal Revenue Code to classify certain environmental property used for pollution abatement as five-year depreciation property for purposes of the accelerated cost recovery system and the alternative depreciation system. Excepts such property from depreciation rules for purposes of adjustments in computing alternative minimum taxable income. Repeals the deduction for amortization of pollution control facilities.

Sewer and Water Fee Deductibility Act of 1993 - Amends the Internal Revenue Code to allow a deduction for fees imposed by a State or local government for water or sewer services in the same manner as local real property taxes. Limits such deduction to the extent that such fees exceed one percent of adjusted gross income. Disallows any corporate deduction for payments to the government under environmental settlement agreements or for compensatory damages relating to violations of environmental laws. Prohibits the net operating loss deduction from reducing taxable income to an amount less than such disallowed amount.

Amends the Immigration and Nationality Act to extend preferential admissions treatment to certain children born in the Philippines and fathered by U.S. citizens.
