American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Specifically, the bill directs the Election Assistance Commission's (EAC's) Standards Board and Local Leadership Council to issue voluntary considerations for states about various aspects of election administration. Additionally, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote; requires states to provide designated congressional election observers with full access to observe the administration procedures of federal elections; prohibits federal agencies from using funds made available for salaries and expenses to solicit or enter into agreements with nongovernmental organizations to conduct voter registration or voter mobilization activities on the agency's property or website; prohibits federal funds for election administration for states that allow ballot harvesting, with exceptions; establishes various requirements for elections in the District of Columbia; makes various changes to the EAC; and prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda. The bill also establishes the Twentieth Amendment Section Four Panel, which must recommend to Congress model legislation to resolve any vacancy created by the death of a candidate in a contingent presidential or vice-presidential election. The bill makes changes to campaign finance, including by (1) repealing limits on coordinated party expenditures, and (2) prohibiting federal funds from being used to make payments in support of a congressional election campaign. It also makes changes to the Federal Election Commission.

Public Health Guidance Transparency and Accountability Act of 2023 This bill establishes certain standards and requirements for guidance documents that are issued by the Centers for Disease Control and Prevention (CDC). The bill specifies that CDC guidance documents may not create, restrict, or revoke any right of any person, may not be treated as having the force and effect of law, are not binding on the public or state or local agencies, and may not require an individual to take or refrain from an action. The bill also requires the CDC to develop guidance documents with input from the public, including with respect to emerging public health situations. The CDC must post a list of all its guidance documents on its website and provide for an appeals process to address complaints about any violations of the bill's requirements.

Parity for Tribal Law Enforcement Act This bill treats certain tribal law enforcement officers as federal law enforcement officers under specified circumstances. Specifically, the bill authorizes the law enforcement officers of any Indian tribe that has contracted or compacted any or all federal law enforcement functions through the Indian Self-Determination and Education Assistance Act to enforce federal law within the tribe's jurisdiction if those officers meet certain qualifications. These qualifications include completing training and passing an adjudicated background investigation. Further, the bill deems a tribal law enforcement officer who is acting under an authorized contract or compact as a federal law enforcement officer for the purposes of certain federal laws, including for injury and death, retirement, and pension benefits. The Department of the Interior must (1) develop procedures for credentialing tribal officers to confirm these officers meet minimum certification standards and training requirements for Indian country peace officers, and (2) promulgate guidance to implement this bill. The bill also requires the Department of Justice to coordinate and provide oversight for its functions and programs to ensure a coordinated approach for public safety in Indian communities.

IDEA Full Funding Act This bill provides permanent, mandatory funding for the grant program that assists states and outlying areas in providing special education and related services to children with disabilities.

Unauthorized Spending Accountability Act This bill reduces budgetary levels for certain federal programs that are funded through the annual appropriations process and do not have an authorization of appropriations. Under the bill, budgetary levels are spending allocations provided to the congressional appropriations committees by a congressional budget resolution or a deeming resolution. The allocations are provided under the Congressional Budget Act of 1974 and are often referred to as 302(a) allocations. The bill applies to programs included in the Congressional Budget Office's (CBO's) annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. If a program is listed in the CBO report, the bill requires specified reductions to be implemented over a three-year period and terminates the unauthorized programs at the end of the third unauthorized year.

Farm Workforce Modernization Act of 2023 This bill addresses issues relating to visas for farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying non-U.S. national ( alien under federal law) who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to June 23, 2023; (2) on that date was inadmissible, deportable, or under a grant of deferred enforced departure or temporary protected status; and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. The applicant's spouse or children may receive CAW dependent status. A CAW applicant may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW status recipient (and dependents) may apply for lawful permanent resident status (sometimes known as a green card) after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. The bill also makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, (4) making the program available for agricultural work that is not temporary or seasonal, and (5) reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS must also establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Promoting Access to Treatments and Increasing Extremely Needed Transparency Act of 2023 or the PATIENT Act of 2023 This bill expands hospital price transparency requirements and establishes additional reporting requirements with respect to prescription drugs and pharmacy benefit managers (PBMs). The bill also extends funding for various programs such as the Teaching Health Center Graduate Medical Education program, Community Health Center program, and National Health Service Corps. Specifically, the bill provides statutory authority for the requirement that hospitals publish an annual list of shoppable services they provide, including specified pricing information. Beginning in 2025, a hospital may not use an internet-based price estimator tool to meet the publication requirement for shoppable services. The bill also modifies the health insurance plan disclosure requirements to include the rates for certain in-network services and prescription drug payment information. The bill further requires providers of diagnostic laboratory tests under Medicare to publish online certain price information. Medicare Advantage (MA) organizations must report information about payments made to providers in which the MA organization has an ownership interest. Medicare prescription drug plan sponsors must report certain price information for covered drugs. Additionally, the bill requires health insurance plan issuers (or the PBM providing services on behalf of the plan) to report to the plan sponsor specified information about prescription drugs dispensed under the plan. This includes rebates, fees, alternative discounts, or other remuneration the plan receives from drug manufacturers. Finally, the bill requires pass-through pricing models, and prohibits spread-pricing, for payment arrangements with PBMs under Medicaid.

Spectrum Auction Reauthorization Act of 2023 This bill addresses auctions of, and other matters related to, portions of the electromagnetic spectrum allocated for federal use. In particular, the bill extends various authorities granted to the Federal Communications Commission (FCC) to auction spectrum and specifies the distribution of proceeds from auctions. Further, it increases funding available to the FCC for reimbursing communications services providers for replacing equipment or services that pose national security risks. It also expands permitted uses and other aspects of the Spectrum Relocation Fund (SRF), a funding mechanism through which federal agencies can recover certain costs for spectrum relocation or sharing. For example, it (1) provides SRF funding to the National Telecommunications and Information Administration for implementing incumbent informing capabilities that enable federal spectrum users to alert nonfederal users about where and when federal systems are operating to manage harmful interference in shared spectrum, and (2) directs the Department of Defense to report more extensively about its use of SRF funding. Additionally, the bill requires activities to (1) expand nonfederal use, shared use, or a combination of those uses of spectrum currently allocated for federal use; and (2) update a memorandum of understanding and otherwise increase coordination to promote efficient and effective use of spectrum allocated for federal use. The bill also establishes grants for (1) next generation 9-1-1 systems (interoperable Internet Protocol-based systems for receiving 9-1-1 calls); and (2) expanding broadband access through historically Black colleges or universities, tribal colleges or universities, or other minority-serving institutions.

Donut Dollies Congressional Gold Medal Act This bill awards a Congressional Gold Medal to members of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program, also known as the Donut Dollies , who served honorably during the Vietnam conflict. The bill also authorizes the Speaker of the House and the President pro tempore of the Senate to make arrangements for presenting the medals.

Wounded Warrior Bill of Rights Act of 2023 This bill requires each military department to maintain authority over and responsibility for any of member of the Armed Forces under its jurisdiction while a medical evaluation board is considering the member or during any other part of the Integrated Disability Evaluation System (IDES). The Department of Defense (DOD) must also modify its policies and procedures for the IDES to ensure appeals made by wounded warriors (i.e., members of the Armed Forces being processed for potential medical separation at any point in the IDES) include, at the demand of the member, a full and fair hearing on the determination conducted in a timely manner by the military department concerned. DOD must brief Congress on the implementation of the modified responsibilities related to the IDES and medical evaluations.

Housing Promotes Livelihood and Ultimate Success Act of 2023 or the Housing PLUS Act of 2023 This bill modifies the requirements under which the Department of Housing and Urban Development (HUD) must award grants under the Continuum of Care Program, which provides funding for nonprofit providers and state and local governments to quickly rehouse homeless individuals and families. Specifically, the bill bars HUD from prohibiting, limiting, or restricting Continuum of Care grants to recipients that (1) require program participants to receive supportive services, (2) require program participants to be sober or drug-free, or (3) are faith-based organizations. The bill also requires that at least 30% of Continuum of Care grant funds be set aside for eligible grant recipients that provide or offer access to wraparound services.

Peace and Tolerance in Palestinian Education Act This bill requires the Department of State to report on the curriculum (including textbooks, leaflets, pamphlets, magazines, and other instructional materials) used in schools in areas controlled by the Palestinian Authority or located in Gaza and controlled by any other entity. Among other topics, the report must address (1) whether the materials used encourage violence or intolerance toward other nations or ethnic groups, (2) the steps the Palestinian Authority is taking to reform such materials, and (3) whether U.S. foreign assistance is used to fund the dissemination of the offending materials. The State Department must make such reports publicly available.

Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act This bill imposes sanctions pertaining to Iran's missile program. The President must impose visa- and property-blocking sanctions on foreign persons (i.e., foreign individuals, entities, and states) that are knowingly involved with Iran or Iran-aligned entities in certain missile-related activities, such as (1) acquiring, possessing, developing, transporting, transferring, or deploying missiles or related items and technology that are covered by the Missile Technology Control Regime (MTCR), or (2) developing missile or drone technologies. (The MTCR is an informal political understanding among states that seek to limit missile proliferation.) The President must also impose sanctions on (1) certain adult family members of those who are subject to the sanctions discussed above, and (2) foreign persons who knowingly provide significant support to or engage in a significant transaction with those subject to the sanctions discussed above. The bill also requires the Department of State to report to Congress on various topics, including (1) a diplomatic strategy to renew international restrictions on certain missile-related activities set forth in Annex B of U.N. Security Council Resolution 2231, which concerns restrictions on arms transfers to and from Iran; (2) the identities of foreign persons engaging in restricted activity under Annex B; and (3) an analysis of the foreign and domestic supply chains that facilitate Iran's missile or drone programs.

Military Housing Transparency and Accountability Act This bill modifies requirements for the complaint database for military housing that the Department of Defense must establish. The bill specifies that complaints may be made by a member of the Armed Forces or dependent that resides in a covered dwelling unit (i.e., a unit of accompanied family housing, unaccompanied housing, or barracks in which a member resides but does not own). The Office of the Assistant Secretary of Defense for Energy, Installations, and Environment must annually report to Congress with a summary of the data collected by the complaint database and any actions taken to remedy complaints.

Special Envoy for the Abraham Accords Act This bill establishes the position of Special Envoy for the Abraham Accords within the Department of State. (The Abraham Accords are agreements to normalize or improve relations between Israel and four members of the Arab League: the United Arab Emirates, Bahrain, Morocco, and Sudan.) The Special Envoy shall serve as the primary advisor to the U.S. government for expanding and strengthening the Abraham Accords. The duties of the Special Envoy include (1) encouraging counties without diplomatic relations with Israel to establish formal diplomatic, economic, security, and people-to-people ties; (2) expanding and strengthening existing relationships between Israel and Muslim-majority countries; and (3) coordinating efforts across the US government and engaging diplomatically with foreign governments, nongovernmental organizations, and other stakeholders to expand and strengthen the Abraham Accords. The Special Envoy shall have the rank and status of ambassador.

Town Halls for Veterans Act This bill requires the Department of Veterans Affairs (VA) to provide for quarterly town hall meetings for veterans at each of its medical centers. The meetings must include (1) the director (or director's designee) of the medical center, (2) the director (or director's designee) of the Veterans Integrated Service Network the medical center is located in, and (3) other VA employees the VA determines are appropriate.

This resolution expresses support for recognizing National Police Week. The resolution further recognizes law enforcement officers across the United States in the pursuit of preserving safe and secure communities; the need to ensure that such officers have the equipment, training, and resources necessary to protect their health and safety while they are protecting the public; and the law enforcement community for acts of sacrifice and heroism. The resolution expresses condolences and appreciation to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.

Save Our Sequoias Act This bill provides for the conservation of giant sequoia trees ( Sequoiadendron giganteum ) in California. Specifically, it provides statutory authority for the Giant Sequoia Lands Coalition and outlines the coalition's duties. The coalition must submit a Giant Sequoia Health and Resiliency Assessment and annually update it. The information from the assessment must be made available so the information can be integrated into certain other plans. The coalition must also create and maintain a website that contains the assessment, educational materials, searchable information about individual giant sequoia groves, and a searchable database to track the status and costs of reforestation and rehabilitation activities. In addition, the bill declares an emergency on certain public lands and allows officials to carry out protection plans during the emergency to respond to the threat of wildfires, insects, and drought. The emergency expires after seven years. The Department of the Interior must develop and implement a Giant Sequoia Reforestation and Rehabilitation Strategy. Finally, the bill establishes a variety of programs and funds to support the conservation of giant sequoias.

Federal Prison Oversight Act This bill establishes an inspections regime for the Bureau of Prisons (BOP). The Department of Justice (DOJ) Office of the Inspector General must conduct risk-based evaluations of BOP facilities. An inspection of a facility may be announced or unannounced. Higher risk facilities must receive more frequent inspections. The bill (1) provides for the establishment in DOJ of an Ombudsman who may receive complaints, make inquiries, and recommend actions, and decline to investigate or take action, as specified; and (2) prohibits BOP retaliation against any person or entity that has instituted or caused to be instituted any proceeding, investigation, or inspection under this bill. The ombudsman shall coordinate with the BOP to educate incarcerated people, their representatives, and the public about the existence and functions of the ombudsman.

Maritime Architecture and Response to International Terrorism In the Middle East Act of 2023 or the MARITIME Act of 2023 This bill requires the Department of Defense (DOD) to seek to develop an integrated maritime domain awareness and interdiction capability for the Middle East to protect against specified maritime threats in the region. DOD must also submit to Congress (1) a strategy for achieving this capability in cooperation with regional partners and allies; and (2) a study on the feasibility and advisability of establishing a fund to support this effort, including an assessment of contributions that could be made by allies and partner countries.

Responsible Borrower Protection Act of 2023 This bill prohibits the Federal Housing Finance Agency, the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from implementing their January 2023-announced changes to the single-family pricing framework for fees on purchase, rate-term refinance, and cash-out refinance loans. The changes revise the fee charts that provide percentage adjustments based on a borrower's credit score and other factors.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Limit, Save, Grow Act of 2023 This bill increases the federal debt limit and decreases spending. It also repeals several energy tax credits, modifies the permitting process and other requirements for energy projects, expands work requirements for the Supplemental Nutrition Assistance Program (SNAP) and other programs, and nullifies regulations for the cancellation of federal student loan debt. Specifically, the bill suspends the debt limit through March 31, 2024, or until the debt increases by $1.5 trillion, whichever occurs first; establishes discretionary spending limits for FY2024-FY2033 that include decreases in discretionary spending; rescinds certain unobligated funds that were provided to address COVID-19 and to the Internal Revenue Service; nullifies certain executive actions and regulations for cancelling federal student loan debt and implementing an income-driven repayment plan for student loans; repeals or modifies tax credits for renewable and clean energy, energy efficient property, alternative fuels, and electric vehicles; establishes new work requirements for Medicaid and expands the work requirements for SNAP and the Temporary Assistance for Needy Families (TANF) program; and requires major federal rules (e.g., rules likely to result in an annual economic effect of at least $100 million) to be approved by Congress before they take effect. The bill also includes various provisions related to the development of energy resources such as oil, natural gas, and minerals. For example, the bill requires additional federal oil and gas leasing, reduces or eliminates certain royalties and fees, and expedites the permitting process for various energy projects.

Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.

Electronic Health Record Program Restructure, Enhance, Strengthen, and Empower Technology Act of 2023 or the EHR Program RESET Act of 2023 This bill establishes within the Veterans Health Administration a program to modernize the electronic health record and other relevant health information technology systems of the Department of Veterans Affairs (VA). The bill also establishes the Electronic Health Record and Health Information Technology Modernization Program Management Office and a position of Deputy Chief Information Officer for Electronic Health Record and Health Information Technology to implement the program. The VA must exceed or meet certain standards at its facilities that are using the Oracle Cerner product before it may initiate new deployments of the product. The bill requires additional information to be included in the quarterly updates on the Electronic Health Record Modernization Program, such as data on retention, morale, and turnover at sites using the new electronic health record. Within 275 days after the enactment of this bill, the VA must terminate all of its contracts with Oracle Cerner for training and change management related to electronic health record modernization and cease to issue task orders for such activities from Oracle Cerner or its subcontractors. The VA must designate one senior official (GS-15 or higher) as the lead negotiator on all current and future contracts relating to the new electronic health record. The Chief Acquisition Officer of the VA must contract with an entity to independently verify and validate the modernization efforts of certain VA programs (e.g., the Electronic Health Record Modernization Program).

Employee Rights Act This bill generally addresses employer obligations related to unionized workplaces. This bill provides that an employer may be considered a joint employer in relation to an employee under federal labor law only if such employer directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline. The bill also requires a workplace election to approve or reject a union to be conducted by secret ballot. Further, the bill requires an employer to provide limited employee information to union representatives to facilitate a workplace election. An employer that mishandles or fails to provide such information according to the bill's requirements may be liable for an unfair labor practice (i.e., labor law violation). Additionally, the bill requires an employee to authorize in writing any use of the employee's labor organization dues or other contribution for a purpose other than collective bargaining or contract administration. Such authorization must be made upon 35 days' notice and expires after one year. Finally, the bill exempts Indian Tribes, including Indian Tribe enterprises and institutions, from the collective bargaining rights and related provisions of federal labor law.

FEMA Loan Interest Payment Relief Act This bill directs the Federal Emergency Management Agency (FEMA) to provide financial assistance to a local government or electric cooperative as reimbursement for interest paid on a loan used for emergency or disaster recovery activities later paid for by FEMA assistance.

Transparent Prices Required to Inform Consumer and Employers Act or the Transparent PRICE Act This bill revises the hospital price transparency requirements and the health plan price transparency requirements. Specifically, the bill provides statutory authority for the requirement that hospitals publish specified pricing information for each item or service the hospital provides. It also requires the Centers for Medicare & Medicaid Services (CMS) to implement a standard method and format for hospitals to disclose such pricing information. The method and format may be similar to any template already established by the CMS. The bill requires the CMS to regularly monitor the accuracy of such pricing information and establishes civil penalties for violations of the requirements. The CMS also must establish and maintain on its website a list of each hospital that is not in compliance with the requirements (including whether it has been issued a warning or civil penalty) and a list of each hospital that is in compliance. Additionally, the bill requires health insurance plans to report every three months certain rate and payment information for in-network services, out-of-network services, and prescription drugs available under the plan. The bill requires the Government Accountability Office to report on the compliance with, and enforcement of, the requirements of this bill.

Respond, Innovate, Succeed, and Empower Act or the RISE Act This bill establishes requirements for institutions of higher education (IHEs) concerning students with disabilities. Specifically, the bill requires IHEs to allow students to use certain documents, such as individualized education programs, to establish their disabilities. In addition, IHEs must make the process for determining the eligibility for accommodations transparent. Finally, IHEs must submit key data related to their undergraduate students with disabilities for inclusion in federal postsecondary institution data collection efforts.

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.

Expanding Veterans' Options for Long Term Care Act This bill requires the Department of Veterans Affairs (VA) to implement a three-year pilot program to assess the effectiveness of providing assisted living services to eligible veterans, including by assessing the satisfaction of veterans participating in the pilot program. Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA. The Inspector General of the VA must report to Congress on the pilot program, and the VA must submit a follow-up plan to address any deficiencies that are identified in the report.

VA Emergency Transportation Act This bill requires the Department of Veterans Affairs (VA) to reimburse a veteran for the reasonable value of emergency transportation by a non-VA provider (1) to a facility for emergency treatment, or (2) from a non-VA facility where the veteran was treated to a VA or other federal facility for additional care.

Northwest Energy Security Act This bill requires Federal Columbia River Power System (FCRPS) operations to be consistent with a specified decision. The system includes dams in the Columbia and Snake rivers in the Pacific Northwest. Specifically, the Bureau of Reclamation, the Bonneville Power Administration, and the U.S. Army Corps of Engineers must operate the FCRPS consistent with the Columbia River System Operations Environmental Impact Statement Record of Decision dated September 2020. The preferred alternative outlined in that decision would allow specified dams in the lower Snake River to remain in place. The decision may be amended if each agency determines that (1) changes are necessary for public safety or electrical grid reliability, or (2) certain requirements in the decision are no longer necessary. Further, the bill requires statutory authorization for any structural modification, action, study, or engineering plan that (1) restricts FCRPS hydroelectric dam generation; or (2) limits navigation on the Snake River in Washington, Oregon, or Idaho.
