Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Do-Not-Call Improvement Act of 2007 - Amends the "Do-Not-Call" Implementation Act to prohibit a specified Federal Communications Commission (FCC) rule from having an expiration date for telephone numbers on the "do-not-call" registry. Prohibits the Federal Trade Commission (FTC), in issuing regulations regarding the "do-not-call" registry of the Telemarketing Sales Rule, from having an expiration date for telephone numbers on that registry.

Gang Prevention, Intervention, and Suppression Act - Amends the federal criminal code to define "criminal street gang" and "gang crime" and to prohibit: (1) the commission of, or an attempt or conspiracy to commit, a gang crime to further the activities of a criminal street gang; and (2) the recruitment of another person to join a criminal street gang. Amends the Controlled Substances Act to impose criminal penalties for murder and other violent crimes committed in the course of a drug trafficking offense. Increases criminal penalties for possession of firearms by repeat criminal offenders. Prohibits the possession of firearms by individuals convicted of a gang-related misdemeanor or in contempt of a gang injunction order. Authorizes the Attorney General to deny the transfer of a firearm or a firearm permit to individuals who may use firearms for terrorist activities. Authorizes the Attorney General to: (1) designate certain areas in states as high intensity interstate gang activity areas and provide assistance to such areas; (2) expand the Project Safe Neighborhoods program to require U.S. attorneys to identify, investigate, and prosecute criminal street gangs operating in their districts; (3) expand the Safe Streets Program of the Federal Bureau of Investigation (FBI) to support criminal street gang enforcement teams; and (4) make grants to states to prevent abductions of children by family members. Establishes a grant program in the Office of Justice Programs of the Department of Justice (DOJ) for crime prevention, research, and intervention services designed for gang members and at-risk youth. Establishes in the U.S. Marshals Service a Short-Term State Witness Protection Section to provide protection for witnesses in state and local trials involving homicide or other violent crimes. Expands the federal witness relocation and protection program to include protection for witnesses against criminal street gangs. Directs the Secretary of Labor to make grants for juvenile offender reintegration projects and for employment programs for young adult gang members to reduce recidivism and promote long-term employability.

Declares that there should be a day known as National Hunting and Fishing Day and that the President should issue a proclamation calling on the people of the United States to observe such a day. Encourages participation in hunting and fishing. Commends the contributions of hunters and fishermen toward the scientific management of wildlife and conservation of the natural environment.

Requires the Secretary of the Treasury to enter into an agreement with the Free File Alliance to provide a forms-based software service for all individual taxpayers to electronically prepare and file their federal income tax returns through the Internal Revenue Service (IRS) website, free of charge, for taxable years beginning after 2007. Requires the Free File Alliance to meet certain standards promulgated by the federal government for business responsibility and commerciality of products or services. Prohibits the Secretary from implementing a return-free tax system for taxable years beginning after 2007, unless authorized to do so by an Act of Congress.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

SMA Treatment Acceleration Act - Requires the Director of the National Institutes of Health (NIH) to upgrade and unify existing spinal muscular atrophy (SMA) clinical trial sites to establish a national clinical trials network for SMA. Requires the Director of NIH to ensure that such network: (1) conducts coordinated, multisite, clinical trials of pharmacological approaches to the treatment of SMA; and (2) rapidly and effectively disseminates scientific findings to the field. Requires the Director of NIH to: (1) establish an SMA data coordinating center; and (2) expand and intensify NIH programs with respect to preclinical translation research and medicinal chemistry related to SMA. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to enhance and provide ongoing support to the existing SMA patient registry to provide for expanded research on the epidemiology of SMA. Directs the Secretary to ensure the collection and analysis of longitudinal data related to individuals of all ages with SMA. Requires the Secretary to establish the Spinal Muscular Atrophy Coordinating Committee to: (1) coordinate activities across NIH and with other federal health programs and activities relating to SMA; and (2) conduct a study to identify barriers to the development of drugs for treating SMA and similar genetic disorders. Requires the Director of NIH to establish a trans-National Institutes of Health cooperative research initiative on SMA to ensure the success of the SMA projects led by the National Institute of Neurological Disorders and Stroke. Requires the Secretary to submit recommendations to Congress to improve and expand on incentives provided under the Orphan Drug Act and related statutes to promote SMA drug development.

HSA Improvement and Expansion Act of 2007 - Amends Internal Revenue Code provisions relating to health savings accounts (HSAs) to: (1) allow HSAs to incorporate flexible spending and health reimbursement arrangements; (2) increase the annual HSA contribution limitation; (3) permit the use of HSAs to purchase health insurance; (4) allow the payment of certain medical expenses incurred before the establishment of an HSA; (5) allow veterans eligible for service-connected disability benefits to establish an HSA; and (6) allow spouses to make increased catch-up contributions to a single HSA.

Strengthening America's Innovation and Competitiveness Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award competitive grants to local educational agencies (LEAs) and public or private entities to recruit and train individuals outside of the elementary and secondary education system who have expertise in core academic subjects, particularly mathematics, science, and critical foreign languages, to serve as adjunct secondary school teachers of such subjects. Revises the Advanced Placement Incentive grant program to: (1) require nonprofit grantees to partner with educational agencies; (2) give priority to applicants that increase mathematics, science, or critical foreign language programs or target rural schools; and (3) require grantees to cover two-thirds of program costs and provide salary incentives for AP mathematics, science, or critical foreign language teachers. Establishes Math Now programs awarding competitive grants to states, high-need LEAs, and rural educational service agencies to improve mathematics instruction for students in elementary and middle schools. Replaces the Robert C. Byrd Honors Scholarship program with the Robert C. Byrd Mathematics and Science Honors Scholarship program awarding funds to a private nonprofit organization to administer, through a public-private partnership, such program for postsecondary and graduate students who commit to five consecutive years of service in a science, engineering, or mathematics field. Authorizes the Secretary to cover the student loan interest obligations of mathematics, science, or engineering professionals and elementary and secondary school teachers who make such an obligation. Amends the Higher Education Act of 1965 to authorize the Secretary to award grants to institutions of higher education to establish, in partnership with LEAs, articulated programs of critical-need foreign language studies enabling successful students to advance from elementary school through college and achieve superior proficiency in such languages. Expresses the sense of the Congress that female students should be encouraged to participate in this Act's grant programs.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Directs the Secretary of the Interior, acting through the Director of the National Park Service, to authorize the stocking of fish in lakes in the North Cascades National Park, Ross Lake National Recreation Area, and Lake Chelan National Recreation Area. Requires the Secretary to: (1) stock fish only with the concurrence of and in coordination with the State of Washington; and (2) only select lakes to be stocked from the 91 lakes that have historically had fish stocking. Instructs the Secretary to only stock fish that are native to the watershed or that are functionally sterile.

Puget Sound Watershed Comprehensive Conservation Project Act of 2007 - Requires the Secretary of Agriculture to: (1) carry out a competitive grant program for the Puget Sound area to provide comprehensive conservation planning to address water quality; and (2) enter into cooperative agreements with state and local governments, Indian tribes, or non-governmental entities with a history of working with agricultural producers to carry out projects under the program. Authorizes the Secretary to: (1) provide project demonstration grants, provide technical assistance, and carry out information and education programs to improve water quality in the area by reducing soil erosion and improving sediment control; and (2) provide a priority for projects and activities that directly reduce soil erosion or improve water quality.

Sex Offender Internet Prohibition Act of 2007 - Amends the federal criminal code to impose a mandatory minimum prison term of five years and a maximum term of 20 years on individuals required to register as sex offenders who knowingly access a website with the intent to communicate with a child under the age of 18 years who is unaware that such individual is a registered sex offender.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

Prenatally Diagnosed Condition Awareness Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through either the Director of the National Institutes of Health (NIH), the Director of the Centers for Disease Control and Prevention (CDC), or the Administrator of the Health Resources and Services Administration (HRSA), to authorize and oversee certain activities relating to Down syndrome or other prenatally diagnosed conditions, including the awarding of grants, contracts or cooperative agreements to: (1) collect, synthesize, and disseminate current scientific information; and (2) coordinate the provision of, and access to, supportive services for patients affected, which shall include a telephone hotline, an information clearinghouse, peer-support programs, and registries of families willing to adopt children affected by such conditions. Requires the Secretary, acting through the Director of CDC, to provide assistance to state and local heath departments to integrate the results of prenatal testing into state-based vital statistics and birth defects surveillance programs. Directs the Secretary to ensure that a provider is only able to participate in activities under this Act if it provides assurances that it will provide a patient receiving a positive result from a prenatal test with certain information, including: (1) up-to-date scientific information concerning the life expectancy, clinical course, and intellectual and functional development and treatment options for a fetus diagnosed with, or a child born with, such conditions; and (2) referrals to supportive service providers. Requires the Government Accountability Office (GAO) to submit a report to Congress concerning the effectiveness of current health care and family support programs serving as resources for the families of children with disabilities.

Condemns the United Nations Human Rights Council for ignoring severe human rights abuses in other countries while choosing to unfairly target Israel. Urges the Council to: (1) remove Israel from its permanent agenda; and (2) hold special sessions to address other countries where human rights abuses are being committed and adopt real reform as was intended when the Council replaced the United Nations Commission on Human Rights. Urges the United States to: (1) make every effort in the U.N. General Assembly to ensure that the Council lives up to its mission to protect human rights around the world; and (2) work with the General Assembly to ensure that only countries who have a well-established commitment to protecting human rights serve on the Council.

Patient and Pharmacy Protection Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act, as amended by the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, to limit to Controlled Substances Act schedule II narcotics the use of tamper-resistant prescription pads required under the Medicaid program for payment of amounts expended for covered outpatient drugs.

Public Land Communities Transition Assistance Act of 2007 - Authorizes appropriations for FY2008-FY2012 for the making of payments to units of general local government in which entitlement lands are located. Sets forth provisions for the making of transition payments for FY2008-FY2012 to eligible states, U.S. territories, and counties previously receiving payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Sets forth special requirements with regard to transition payments for FY2008-FY2011 applicable to the states of California, Oregon, and Washington and eligible counties in those states in lieu of the payments that otherwise would have been made under the above transition payment provisions. Directs the Secretaries of the Interior and Agriculture to promulgate regulations to establish new fees or fee increases for commercial activities on federal lands, National Forest System lands, and National Grasslands administered by the respective Secretary.

Social Security Number Privacy and Identity Theft Prevention Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and display to the general public of Social Security account numbers (SSNs) by governmental entities; (2) prohibit the display of SSNs (or any derivatives) on checks issued for payment by such entities; (3) prohibit governmental entity display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by governmental entities; (5) prohibit the selling, purchasing, or displaying of SSNs (with certain exceptions) to the general public, or the acquisition or use of any individual's SSN to locate or identify such individual with the intent to physically injure or harm him or her, or to use the individual's ID for any illegal purpose by any person; (6) provide for uniform standards for truncation of an SSN; and (7) establish new criminal penalties for the misuse of SSNs. Amends SSA title XI to provide for the application of civil monetary penalty to specified offenses involving SSNs or Social Security cards. Establishes: (1) new criminal penalties for employees of the Social Security Administration who knowingly and fraudulently issue Social Security cards or SSNs; and (2) enhanced penalties in cases of terrorism, drug trafficking, crimes of violence, or prior offenses. Amends SSA title XI with respect to regulatory and enforcement authority with respect to misuse of SSNs. Directs the Commissioner of Social Security to enter into an arrangement with the National Research Council to study and report to the Commissioner and Congress on: (1) the extent of the use of SSNs as a primary means of authenticating identity or for verification in commercial transactions; and (2) the feasibility of a prohibition on such use. Requires the study also to examine possible alternatives to SSNs for such uses.

Veterans Claims Processing Innovation Act of 2007 - Directs the Secretary of Veterans Affairs to establish a work credit system for evaluating regional offices of the Veterans Benefits Administration (VBA) with respect to veterans' claims processing. Requires the Secretary to: (1) develop and maintain a system for processing veterans' disability compensation claims using artificial intelligence that utilizes medical and military service data to generate disability rating recommendations; and (2) maintain a regional office at which all such claims are processed exclusively electronically. Provides that if a veteran who is a claimant dies before completing the submission of a claim for benefits, the person who would receive any accrued benefit(s) due to such veteran shall be treated as the claimant for purposes of completing submission of the claim. Directs the Secretary to contract with a private entity to evaluate the training and assessment programs for VBA employees.

Military Spouses Memorial Act of 2007 - Authorizes the Military Spouse Legacy Association, Inc., to establish a commemorative work on federal land in the District of Columbia and its environs to honor all those who have put their country first as military spouses throughout our Nation's history. Prohibits the use of federal funds to pay any expense of the establishment of the commemorative work. Makes the Military Spouse Legacy Association, Inc., solely responsible for acceptance of contributions for, and payment of the expenses of, the establishment of such work.

Amends title XVIII (Medicare) of the Social Security Act to create an exception to the 60-day limit on Medicare reciprocal billing arrangements in the case of arrangements between two physicians over a longer continuous period during all of which one of them is ordered to active duty as a member of a reserve component of the armed forces.

Independent Health Record Trust Act of 2007 - Directs the Federal Trade Commission (FTC) to prescribe standards for the establishment, certification, operation, and interoperability of independent health record trusts (IHRTs). Establishes a fiduciary duty requiring an IHRT to act for the benefit and interest of participants and of the IHRT as a whole. Sets forth penalties for any knowing or reckless breach of such duty. Sets forth permitted uses for an electronic health record, including: (1) a primary use for purposes of the individual's self-care or care by health care professionals; and (2) a secondary use for purposes of public health research or related activities. Directs that participation in an IHRT, or authorizing access to information from such trust, is voluntary. Prohibits any person from requiring that an individual participate in, or authorize access to information from, an IHRT. Authorizes an IHRT to generate revenue to pay for operations through: (1) charging participants account fees; (2) charging authorized IHRT data users for accessing electronic health records; (3) the sale of information; and (4) any other activity determined appropriate by the FTC. Prohibits an IHRT from charging a fee for the transmittal of information from a health care provider to be included in an independent electronic health record. Requires the Secretary of Health and Human Services to establish an Interagency Steering Committee to coordinate the implementation of this Act. Requires the National Committee for Vital and Health Statistics to serve as an advisory committee for IHRTs.

Expresses support for the goals and ideals of National Night Out. Requests that the President: (1) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the Administration to make crime reduction an important priority; and (2) coordinate the efforts of the Federal Emergency Management Agency (FEMA), the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Global Resources and Opportunities for Women to Thrive Act of 2007 or GROWTH Act of 2007 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; (7) Millennium Challenge Account assistance; and (8) indigenous women's organizations. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations, such as indigenous nongovernmental organizations, community-based organizations, and regulated financial intermediaries; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade.

Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Wheat Counter-Cyclical Payments Enhancement Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture to consider national average market price variations for different classes of wheat when determining wheat producer eligibility for 2007 counter-cyclical payments. States that in calculating a separate effective price for a class of wheat the effective price shall equal the sum of: (1) the higher of the national average market price received by producers during the 12-month marketing year, or the national average loan rate during that period; and (2) the direct wheat payment rate.

Health Care Access and Rural Equity (H-CARE) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) hold harmless provisions for small rural hospitals and sole community hospitals under the Medicare prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of rural area interests on the Medicare Payment Advisory Commission (MEDPAC); and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and the disregarding of certain hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for qualified health information technology systems; (2) direct the Secretary to establish a Rural Health Quality Advisory Commission; (3) provide for Delta Region rural disparities and health systems development, as well as small rural health care provider quality improvement grants; and (4) provide for expanded application of the 340B program of limited drug prices to drugs provided in rural hospitals, including hospital provision to states of Medicaid credits on certain inpatient drugs. Directs the Secretary to encourage and facilitate the adoption of telehealth provisions allowing for multistate practitioner access across state lines.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.

National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Tax Increase Prevention Act of 2007 - Repeals the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001 (i.e., December 31, 2010), thus making the tax reductions enacted by that Act permanent. Repeals the termination date for provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing income tax rates on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax deduction for state and local sales taxes; (2) the tax deduction for tuition and related expenses; (3) the increased expensing allowance for small business assets and related provisions; and (4) the tax credit for increasing research activities. Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.
