Promoting Health for Future Generations Act of 2007 - Amends the Internal Revenue Code to: (1) increase the tax deduction for contributions to health savings accounts (HSAs); (2) allow Medicare and veterans health care beneficiaries to establish and contribute to HSAs; (3) allow individuals age 50 or older (currently, age 55 or older) to make additional HSA contributions and to increase the allowable amount of such contributions; (4) treat Medicare supplemental insurance premiums as a tax deductible medical expense; (5) allow a new tax deduction for high deductible health plan premiums; (6) allow individual contributions to a Medicare Advantage medical savings account (MSA); (7) allow adult children of holders of HSAs and MSAs to inherit such accounts; and (8) allow MSA funds to be used for wellness and fitness programs. Amends title XVIII (Medicare) of the Social Security Act to allow MSAs to provide preventive care without requiring a deductible for expenses related to such care.

Conservation Reserve Program Tax Fairness Act of 2007 - Amends the Internal Revenue Code and the Social Security Act to treat payments under the Conservation Acreage Reserve Program as rentals from real estate and thus not self employment income subject to employment tax. Transfers from the general fund of the Treasury to specified social security trust funds amounts necessary to cover any reductions in trust fund revenues resulting from this Act.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Comprehensive Coverdell Modernization Act of 2007 - Amends the Internal Revenue Code to: (1) increase from $2,000 to $4,000 the annual contribution limit to Coverdell education savings accounts; and (2) adjust such contribution limit for inflation after 2008. Makes permanent provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to Coverdell education savings accounts and qualified tuition programs.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2007 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Provides that nothing in this Act limits recovery of the full amount of available economic damages. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Protecting Our Children Comes First Act of 2007 - Amends the Missing Children's Assistance Act to reauthorize through FY2013, and revise requirements for uses of, the annual grant to the National Center for Missing and Exploited Children by the Administrator of the Office of Juvenile Justice and Deliquency Prevention.

Disabled Veterans Commissary and Exchange Store Benefits Act - Permits a veteran with any compensable service-connected disability (and the veteran's dependents) to use commissary and exchange stores on the same basis as a member of the Armed Forces entitled to retired or retainer pay.

Endangered Species Compliance and Transparency Act of 2007 - Requires the Administrators of the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to provide: (1) estimates of each customer's share of each Administration's direct and indirect costs for compliance with the Endangered Species Act of 1973 in monthly billing statements; and (2) an annual report estimating such costs (on a project-by-project basis for the Western Area Power Administration and on a system-wide basis for the other Administrations) to the House Committee on Resources and the Senate Committee on Environment and Public Works.

Commends the Director of the National Institutes of Health (NIH) for working with leading scientists and researchers to organize the first NIH conference on hydrocephalus in September 2005 and the Inaugural Cerebellar Development: Bench to Bedside International Conference in November 2006. Expresses the sense of Congress that: (1) the Director of NIH should continue the current collaboration, with respect to Dandy-Walker syndrome, among the National Human Genome Research Institute, the National Institute of Biomedical Imaging and Bioengineering, the National Institute of Child Health and Human Development, the National Institute of Neurological Disorders and Stroke, and the Office of Rare Diseases; (2) further research into such syndrome should be conducted and supported; (3) NIH should take the lead in sponsoring an annual workshop to increase awareness and set national research priorities for such syndrome and hydrocephalus; (4) the Centers for Disease Control and Prevention (CDC) should form a coordinating committee for such syndrome and hydrocephalus research; and (5) public awareness and professional education regarding Dandy-Walker research should increase through partnerships between the federal government and patient advocacy organizations.

Stop Marketing Illegal Drugs to Minors Act - Amends the Controlled Substances Act to impose increased prison terms on individuals who manufacture, create, distribute, or possess with intent to distribute a controlled substance that is flavored, colored, packaged, or otherwise altered in a way that is designed to appeal to a person under 21 years or age (or who attempt or conspire to do so). Provides for enhanced penalties for repeat offenses involving the marketing of methamphetamine to minors.

Condemns the April 2007 murders of the three Christian workers in Turkey. Supports the government of Turkey's efforts to investigate and prosecute those individuals responsible in order to underline the defense of all residents and citizens of Turkey from attacks by Islamic extremists. Urges the government of Turkey to: (1) take further steps to ensure that religious minority groups in Turkey are protected from such acts of terror by Islamic extremists; and (2) promote freedom of speech and peaceful religious expression in Turkey.

Death Tax Repeal Permanency Act of 2007 - Makes the repeal of the estate and generation-skipping transfer taxes under the Economic Growth and Tax Reconciliation Act of 2001 permanent (under the Act, those taxes would be reinstated after December 31, 2010).

Court and Law Enforcement Officers Protection Act of 2007 - Amends the federal criminal code to: (1) impose mandatory minimum terms of imprisonment for homicide, manslaughter, and kidnapping crimes against federal judges and law enforcement officers; (2) allow federal judges, U.S. attorneys, and Justice Department employees to carry firearms; (3) increase penalties for assaults against U.S. employees and officers and impose mandatory minimum terms of imprisonment for assaults against federal judges or law enforcement officers; and (4) impose mandatory minimum penalties for retaliating against a federal judge or law enforcement officer on account of the performance of official duties by murdering, kidnapping, assaulting, or threatening a family member. Places limits on the award of civil damages and attorney's fees against judicial officers for injuries incurred by an individual during the commission of a felony or crime of violence. Police Officer Daniel Faulkner Act of 2007 - Amends the federal judicial code to place limits on habeas corpus petitions for review of a state conviction for the murder of a public safety officer or judge engaged in the performance of official duties. Requires the Director of the Bureau of Prisons to make rules allowing correctional officers of the Bureau to carry firearms to and from work and to store them at work.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Rural Health Services Preservation Act of 2007 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to require Medicare Advantage organizations to provide for a payment rate for critical access hospital services and rural health clinic services that is: (1) at least the applicable payment rate established under Medicare part A (Hospital Insurance) or part B (Supplementary Medical Insurance) for such services; or (2) 103% of the otherwise applicable payment rate, if the critical access hospital or the rural health clinic determines appropriate.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Yellow Ribbon Reintegration Program Act of 2007 - Directs the Secretary of Defense to establish a national combat veteran reintegration program (to be known as the Yellow Ribbon Reintegration Program) to provide National Guard members and their families with information, services, referral, and outreach opportunities throughout the entire deployment cycle. Requires the Program to consist of informational events and activities for such members, their families, and community members through the following phases of the deployment cycle: (1) pre-deployment; (2) deployment; (3) demobilization; and (4) post-deployment-reconstitution. Requires the: (1) National Guard Bureau to establish the Office for Reintegration Programs to administer state National Guard reintegration programs; and (2) Bureau Chief to establish a Center for Excellence in Reintegration.

Internet Radio Equality Act - Declares to be ineffective: (1) the March 2, 2007, Determination of Rates and Terms of the U.S. Copyright Royalty Judges regarding rates and terms for the digital performance of sound recordings and ephemeral recordings; (2) the April 17, 2007, modification of that determination by an order denying motions for rehearing; and (3) any subsequent modification by the Copyright Royalty Judges published in the Federal Register. Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Military Pay Improvement Act of 2007 - Waives, during FY2008, the basic military pay adjustment tied to increases in the Employment Cost Index. Increases, effective January 1, 2008, such basic pay by 3.5%.

Medicaid Access Project through Information Technology (MAP IT) Act - Directs the Secretary of Health and Human Services to establish a two-year project to demonstrate the impact of health information technology on chronic disease management under the Medicaid program of title XIX of the Social Security Act.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Congratulates: (1) the residents of Jerusalem and the people of Israel on the 40th anniversary of the reunification of that historic city; and (2) the people of Israel on the 59th anniversary of their independence. Believes that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected as they have been by Israel during the past 40 years. Calls upon the President and Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain the undivided capital of Israel. Urges: (1) the President to discontinue the waiver contained in the Jerusalem Embassy Act of 1995 and begin the process of relocating the U.S. Embassy in Israel to Jerusalem; and (2) U.S. officials to refrain from any actions that contradict U.S. law on this subject. Reaffirms Israel's right to take necessary steps to prevent any future division of Jerusalem.

Timber Revitalization and Economic Enhancement (TREE) Act of 2007 - Amends the Internal Revenue Code to: (1) allow a tax deduction for 60% of qualified timber gains; (2) exempt deductible timber gains from the excise tax on the undistributed income of real estate investment trusts (REITs); (3) provide for the treatment of timber gains as qualifying REIT income and for mineral royalty income as qualifying income for timber REITs; and (4) provide special rules relating to income limitations and prohibited transactions for timber REITs.

Community Banks Serving Their Communities First Act, or the Communities First Act - Revises regulatory requirements for community banks, including amendments to: (1) the Federal Deposit Insurance Act to permit certain insured depository institutions to submit a short form report of condition; (2) the Sarbanes-Oxley Act of 2002 to exempt certain small-sized depository institutions from annual management assessment of internal controls requirements; (3) the Securities Investor Protection Act of 1970 to exempt certain small-size community banks from its prohibition against advances for customers' net equity claims; (4) the Federal Reserve Act to increase the asset size of banks exempt from the limitation on extensions of credit to executive officers, directors, and principal shareholders; and (5) the Securities Exchange Act of 1934 to increase the shareholder registration threshold. Amends the Truth in Lending Act to direct the Federal Reserve Board to prescribe regulations authorizing a consumer to waive the right of rescission as to certain transactions when the creditor is an insured depository institution. Seasoned Customer CTR Exemption Act of 2007 - Instructs the Secretary of the Treasury to prescribe regulations to exempt a depository institution from filing a currency transaction report (CTR) in the case of certain qualified customers. Amends additional Acts, including: (1) the Gramm-Leach-Bliley Act to exempt specified community banks from furnishing a mandatory privacy notice; (2) the Fair Credit Reporting Act to require a consumer's written consent before a consumer reporting agency may furnish a consumer report upon request from another creditor; and (3) the Federal Reserve Act to limit loans to executive officers. Amends the Internal Revenue Code with respect to specified tax provisions for long-term certificates of deposit, loans secured by agricultural real property, qualified small issue bonds, Federal Deposit Insurance Corporation-insured limited liability companies, and young savers accounts. Repeals the individual alternative minimum tax for individuals and community banks. Reduces the tax rates for community banks. Revises certain Subchapter S requirements for tax treatment of small businesses. Amends the Small Business Act with respect to: (1) reduced fees for specified loans; and (2) a low documentation loan program.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Endangered Salmon Predation Prevention Act - Amends the Marine Mammal Protection Act of 1972 to authorize the Secretary of Commerce to issue one-year permits for the lethal taking of California sea lions if the Secretary determines that alternative measures to reduce sea lion predation on threatened or endangered salmonid stocks in the Columbia River do not adequately protect the salmonid stocks from such predation. Limits the cumulative annual taking of California sea lions to one percent of the annual potential biological removal level of such sea lions. Requires the Secretary to determine whether alternative measures to reduce sea lion predation on salmonid stocks will adequately protect such stocks. Expresses the sense of Congress that: (1) nonlethal means of preventing sea lion predation of salmonid stocks in the Columbia River is preferable to lethal means; (2) permit holders exercising lethal removal authority should be trained in wildlife management; and (3) the federal government should continue to fund, research, and support effective nonlethal alternative measures for preventing such predation.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Agricultural Business Security Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow a retailer of agricultural products and chemicals or a manufacturer, formulator, distributor, or transporter of certain pesticides a business tax credit for 30 percent of costs for or related to the protection of such chemicals or pesticides, including employee security training and background checks, installation of security equipment, and computer network safeguards. Sets a $2 million annual limit on such credit and a per facility limitation of $100,000 (reduced by credits received for the five prior taxable years). Terminates such credit after 2010.

Small Business Expensing Expansion and Permanency Act of 2007 - Amends the Internal Revenue Code to: (1) increase the expensing allowance (i.e., a tax deduction in the current taxable year) for small business assets to $200,000 and make such allowance permanent; (2) increase the threshold for phaseout of such allowance to $800,000 (cost basis of property placed in service); (3) allow an inflation adjustment to the expensing and threshold amounts beginning after 2007; (4) make permanent the right of a taxpayer to revoke an election to expense; and (5) make permanent the inclusion of certain computer software as property eligible for expensing.

Rural Wind Energy Development Act - Amends the Internal Revenue Code to allow: (1) a tax credit for the installation of wind energy property; and (2) an accelerated depreciation allowance for such property.

Workforce Health Improvement Program Act of 2007 - Amends the Internal Revenue Code to exclude from the gross income of employees: (1) the value of any on-premises employer-provided athletic facility; and (2) fees, dues, or membership expenses paid to an athletic or fitness facility by an employer for its employees, but not exceeding $900 per employee per year. Allows employers a tax deduction for fees, dues, or membership expenses paid to an athletic or fitness facility. Limits the amount of such deduction to $900 per employee per year.

MedPAC Rural Representation Act - Amends title XVIII (Medicare) of the Social Security Act to require that the proportion of members of the Medicare Payment Advisory Commission (MEDPAC) who represent the interests of health care providers and Medicare beneficiaries located in rural areas be no less than the proportion of the total number of Medicare beneficiaries who reside in such areas.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a single gold medal of appropriate design in honor of the passengers and crew members, collectively, on board United Airlines Flight 93 in recognition of their heroic service to the Nation. Requires the gold medal, after such award, to be given to the Flight 93 National Memorial located in Stonycreek Township, Somerset County, in Pennsylvania, to be displayed as appropriate and made available for research.

Amends the Reclamation Safety of Dams Act of 1978 to: (1) authorize the Secretary of the Interior to make modifications to preserve the site security of Bureau of Reclamation dams and related facilities; and (2) provide for the reimbursement of all costs incurred for post-September 11, 2001 building and site security activities. Requires: (1) dam safety and site security costs allocated to irrigation, municipal, and industrial water service for the Central Valley Project, California, to be collected by the Secretary exclusively through inclusion of such costs in operation and maintenance rates, capital water rates, or both; and (2) reimbursable operation and maintenance costs to be repaid annually. Authorizes the Secretary to develop policies and procedures to provide for agreements with project beneficiaries for the return of reimbursable costs of site security activities. Authorizes appropriations for: (1) the modification of structures resulting from new hydrologic or seismic data or changes in the state-of-the-art criteria deemed necessary for safety purposes, with obligations exceeding a prescribed limit subject to a reporting requirement; and (2) post-September 11, 2001, building and site security activities. Requires the Secretary to: (1) report annually to specified committees on building and site activities undertaken; and (2) include in required reports the Secretary's response when a modification is the result of new data or criteria changes deemed necessary for safety purposes.
