Requires the Secretary of Veterans Affairs, if in any year the maximum annual rate of pension for an eligible veteran is less than the applicable baseline income level (125 percent of the poverty income level) for that veteran, to apply the baseline income level in lieu of such maximum annual rate in determining such veteran's annual rate of pension.

Cancer Testing, Education, Screening, and Treatment Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to qualifying health centers for programs providing cancer information, education, screening, counseling, and treatment. Targets service populations with significant numbers of low-income minority individuals who are at-risk for cancer, requiring programs to provide outreach and culturally sensitive services (including same language) to such populations. Requires the Secretary to designate the type(s) of cancer covered by a grant.

Afghan Women and Children Relief Act of 2001 - Authorizes the President, subject to specified conditions, to provide educational and health care assistance for the women and children living in Afghanistan and as refugees in neighboring countries. Directs the President to report biennially to specified congressional committees on the condition and status of women and children in Afghanistan and the persons in refugee camps while U.S. aid is given to displaced Afghans.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Fairness in Antitrust in National Sports (FANS) Act of 2001 - Amends the Clayton Act to provide that the conduct, acts, practices, or agreements (conduct) of persons in the business of organized professional major league baseball directly relating to or affecting the elimination or relocation of a major league baseball franchise are subject to the antitrust laws to the same extent that such conduct would be subject to such laws if engaged in by persons in any other professional sports business affecting interstate commerce. Declares that: (1) no court shall rely on the enactment of this Act as a basis for changing the application of the antitrust laws to any other conduct; and (2) this Act does not create, permit, or imply a cause of action by which to challenge under the antitrust laws, or otherwise apply the antitrust laws to, any conduct that does not directly relate to or affect the elimination or relocation of a major league baseball franchise. Grants standing to bring action under this Act based on such violation to any person (including any major league or minor league baseball player; any Federal, State, or local government, and any stadium authority) injured by a violation of this Act.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Declares that the House of Representatives: (1) recognizes the grave humanitarian crisis that existed in Afghanistan before the terrorist attacks on the United States on September 11, 2001, and that has since been exacerbated; (2) commends the heroic work of organizations led by Afghan women that have persevered during this time of crisis to assist vulnerable Afghan women and their families; (3) urges the Secretary of State to support, and the United Nations to provide funding to, these organizations in order to strengthen their ability to deliver services during this humanitarian crisis and to enhance their role in fostering a more civil society; (4) urges the President to direct the international coalition engaged in combating terrorism in Afghanistan to protect women's rights as it attempts to provide humanitarian relief to the Afghani people; and (5) urges the President to encourage any new government established in Afghanistan to include women as leaders and as full and active participants.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) make private for-profit medical facilities (including hospitals and long-term care facilities) eligible for Federal disaster assistance (currently limited to non-profits); (2) revise the definition of "emergency preparedness" to include under measures to be undertaken in preparation for anticipated hazards the preparation of private nonprofit and for-profit medical facilities to withstand major disasters; (3) include the preparation of such medical facilities to withstand such disasters within emergency preparedness for purposes of the Federal Emergency Management Agency's contribution to States; and (4) define the term "long-term care facility" to mean any skilled nursing facility, any nursing facility, and any other long-term care facility, such as an intermediate care facility for the mentally retarded.

Anthrax Victims Assistance Act - Directs the Attorney General to expand the September 11th Victim Compensation Fund of 2001 (title IV of the Air Transportation Safety and System Stabilization Act) to include individuals diagnosed with anthrax between September 11, 2001, and December 31, 2001.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on August 1, 2001, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on August 1, 2001; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before August 1, 2001. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on August 1, 2001. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on August 1, 2001. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on August 1, 2001. Requires establishment of a model schedule of fines for violations of this Act.

TANF Reauthorization Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to revise and extend the TANF program through FY 2008, with changes made to: (1) work and various other specified requirements and prohibitions; (2) penalties; (3) studies and reports; (4) minimum benefit rules; and (5) child care.

Directs the Secretary of Transportation to issue regulations directing the Department of Transportation (DOT), agencies within DOT, and private companies contracted to provide aviation-related security to give first priority in hiring airport and aircraft security employees to individuals who: (1) were employed before September 11, 2001, in a security-related position at an airport, by an air carrier, at a facility near to an airport, in providing transportation to or from an airport, or in other employment directly related to commercial aviation; (2) have been laid off, terminated, released, or otherwise lost their jobs as a result of the terrorist attacks of September 11, 2001; and (3) are qualified for those positions or for training programs needed to qualify for such positions.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001 terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Port and Maritime Security Act of 2001 - Establishes a Port Security Task Force to advise the Secretary of Transportation with respect to coordinating programs to enhance the security and safety of U.S. seaports against crime and terrorism. Directs the Secretary to develop standards and procedures for conducting seaport vulnerability assessments. Directs the Secretary to initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism from or to vessels in maritime transportation originating or terminating in a U.S. seaport, as well as to maritime or intermodal infrastructure associated with coastal, intercoastal, and inland marine terminals. Requires each port authority and marine terminal operator, or other entity connected with maritime commerce, for which a port security vulnerability assessment has been done to establish, subject to approval of the Captain-of-the-Port, a maritime transportation security program. Directs the Secretary to initiate a rulemaking to establish a program under which a port authority or marine terminal operator may access the Integrated Automated Fingerprint Identification System for employees first hired after implementation of such program who may have access to ocean manifests in the scope of their employment. Directs the Secretary to establish seaport security committees to: (1) review seaport security vulnerability assessments; and (2) conduct an exercise periodically to verify the effectiveness of each seaport authority and marine terminal security plan. Sets forth requirements calling for: (1) the development of voluntary security guidance to serve as a benchmark for the review of security plans; (2) the adoption of such guidance and development of seaport security standards by other countries; and (3) the development of standards for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to authorize the Secretary to make loan guarantees and provide grants for seaport security infrastructure improvements for eligible U.S. seaports. Reauthorizes specified tonnage duties.

Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area. Allows the Administrator to waive certain size standards that would otherwise preclude a business concern from being an eligible recipient of such a loan.

Home Equity Loss Prevention and Economic Recovery Act of 2001 - Amends the Internal Revenue Code of 1986 to allow a personal interest deduction (up to $10,000, adjustable for inflation) for individuals. Repeals restrictions on the deduction for education loans.

Displaced Workers Relief Act of 2001 - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

I Love New York Tax Deduction Act of 2001 - Amends the Internal Revenue Code to: (1) increase from 50 to 80 percent the business meal and entertain expenses deduction for such expenses in New York City; and (2) permit a 50 percent (up to $500 or $1,000, on a joint return) personal deduction for meal, entertainment, and lodging expenses in New York City.

September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Alaska Rainforest Conservation Act of 2001 - Designates: (1) specified public lands in the Chugach National Forest, Alaska, as National Wilderness Preservation System components; and (2) specified public lands in the Tongass National Forest, Alaska, as wilderness areas or System components. Provides with respect to specified public lands in the Tongass National Forest, Alaska, for: (1) a wilderness designation study; (2) designation as Land Use Designation II lands; (3) designation as restoration lands; and (4) designation as special management areas. Amends the Wild and Scenic Rivers Act to designate, or study for designation, as wild, scenic, and recreational rivers specified waters in the Chugach and Tongass National Forests, Alaska.

Expresses the sense of Congress that the children who lost one or both parents or a guardian in the September 11, 2001, World Trade Center and Pentagon tragedies, including the aircraft crash in Somerset County, Pennsylvania, should be provided with all necessary services and benefits, including foster care assistance, adoption assistance, and medical, nutritional, and psychological care. Urges each responsible Federal agency to put the highest priority on providing such assistance, services, and benefits within 60 days of the determination of the death of the child's parent or guardian.

National Weather Service Flexible Work Scheduling Act - Provides an overtime hourly rate of pay of one and one-half times the hourly rate of basic pay and provides that all such pay is premium pay for an employee of the National Weather Service who occupies a nonmanagerial position in GS-14 or under: (1) the duties of which are critical to the immediate daily operation of the forecast and warning responsibilities of the Service and directly affect public and aviation safety; (2) in which overtime work is usually unscheduled due to the vicissitudes of severe weather; and (3) in which overtime work is therefore unusually taxing. Exempts such an employee from the limitation on aggregate pay, including premium pay, for a pay period. Provides for a National Weather Service employee, who works during a regularly scheduled eight-hour period of service a part of which is performed on Sunday, to be paid at his or her basic pay rate, plus premium pay at a rate equal to 25 percent of his or her basic pay rate with respect to that portion of such period of service which is performed on Sunday.

Amends the Child Care and Development Block Grant Act of 1990 to require that each State plan (as part of application requirements for grants) demonstrate the manner in which the State will meet the specific child care needs of families that have children with disabilities. Includes services for children with disabilities among priority items for the State to provide. Directs States receiving grant funds for a fiscal year after FY 2001 to use not less than five percent of the total for activities designed to increase the availability of quality child care for children with disabilities, including for specified training and technical assistance, and for recruitment and retention of staff. Directs the Secretary of Health and Human Services to make grants and low-interest loans to public agencies and nonprofit organizations for projects that increase the availability of one or more of the following: (1) inclusive child care programs (i.e., programs that serve children with disabilities and children without disabilities together in a setting where not more than half of those enrolled are children with disabilities); (2) child care for infants; and (3) child care during evenings and weekends. Requires reports by States receiving grants to include information regarding the disability status of children receiving assistance.

Medically Underserved Access to Care Act of 2001 - Directs a managed care organization offering a managed care plan to establish and maintain adequate arrangements with a sufficient number, mix, and distribution of health care professionals and providers to assure that covered items and services are available and accessible to each plan enrollee in the organization's service area at a variety of sites within reasonable proximity to the enrollee, and in a manner that accounts for enrollee needs and reasonably assures care continuity. Treats as meeting such requirements any managed care organization serving a medically underserved area that has similar arrangements with health care professionals and providers having a history of serving such areas. Directs the Secretary of Health and Human Services to establish a program in the Office of Minority Health of the Department of Health and Human Services to award competitive grants to enable eligible nongovernmental agencies to develop outreach programs with regard to medically underserved areas. Requires a study to examine the participation of African-American and other minority physicians in managed care organizations and steps that can be taken to increase such participation.

Support for Harbor Investment Program Act - Amends the Internal Revenue Code to repeal the harbor maintenance tax. Amends the Water Resources Development Act of 1986 to authorize appropriations for activities formerly funded with revenues from the Harbor Maintenance Trust Fund, including eligible operations and maintenance costs: (1) of those portions of the Saint Lawrence Seaway operated and maintained by the Saint Lawrence Seaway Development Corporation; and (2) assigned to commercial navigation of all harbors and inland harbors within the United States.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Department of Defense-Department of Veterans Affairs Health Resources Access Improvement Act of 2001 - Urges the Secretaries of Defense and Veterans Affairs to commit their departments to exploring new ways for significantly improving health resources sharing and to building supportive organizational cultures. Directs such Secretaries to: (1) conduct a demonstration project at five qualifying sites to identify advantages of providing integrated management of military treatment facilities and veterans' health care facilities in the same geographic area; and (2) provide for a unified management system for such facilities at each site. Authorizes each Secretary to waive administrative regulations or policies to implement the demonstration project. Terminates the project on September 30, 2006. Directs the Secretaries to: (1) submit to the appropriate congressional committees a prospectus for construction of a new joint medical facility for their departments; (2) enter into a joint contract for an independent, comprehensive review to identify opportunities for joint funding for an integrated graduate medical education program; and (3) develop and implement a common affiliation agreement or contract for graduate medical education purposes at project locations. Requires (current law authorizes) the Secretary of Veterans Affairs to share health care resources with the Secretaries of the military departments. Repeals current Department of Veterans Affairs hospital bed limits.

Agricultural Credit Act of 2001 - Amends the Consolidated Farm and Rural Development Act to exclude from "debt forgiveness": (1) loan rescheduling, consolidation, deferral, or reamortization; (2) a write-down due to natural disaster or family medical condition; or (3) a write-down as part of the resolution of a discrimination complaint against the Secretary of Agriculture. Increases the number of occasions of permitted loan or loan guarantee debt forgiveness per borrower from one to two. Includes as an exception to such limitation an operating loan or loan guarantee to an individual whose payments are current under a specified reorganization plan. Permits excess funds obligated for socially disadvantaged farmers to be reallocated for such use in another State (currently limited to intrastate reallocation). Permits direct operating loans and loan guarantees to be made to persons in areas: (1) affected by a natural disaster or designated emergency; or (2) determined to be suffering from an economic emergency. Revises (shared appreciation arrangement) recapture percentage provisions.

Calls upon Secretary of State Colin Powell to lead the U.S. delegation to South Africa for the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR). Urges the Bush Administration to: (1) increase U.S. support for WCAR by providing financial assistance commensurate with the U.S. financial commitment to the United Nations Fourth World Conference on Women and other similar fora; and (2) adopt policy positions at WCAR that seek to advance an enlightened understanding of both the historic and contemporary factors contributing to current-day problems of racism and related intolerance.

Posthumous Citizenship Restoration Act of 2001 - Amends the Immigration and Nationality Act to extend until two years after the later of the date of enactment of this Act or the date of the person's death the deadline for the Attorney General to approve a request to grant posthumous citizenship to individuals who die while on active-duty military service.

Round II EZ/EC Flexibility Act of 2001 - Authorizes appropriations to: (1) the Secretary of Housing and Urban Development for specified urban empowerment zones; and (2) the Secretary of Agriculture for specified rural empowerment zones and rural enterprise communities. Permits: (1) use of such funds for zone or community strategic plan implementation; and (2) use of Federal funds to pay matching fund requirements. States that an empowerment zone or enterprise community shall not loses Federal funding because of reclassification as a renewal community.

Elie Wiesel Youth Leadership Congressional Fellowship Act of 2001 - Establishes the Elie Wiesel Youth Leadership Congressional Fellowship Program, under which each Member of the House of Representatives may hire for the month of July in any year one additional employee who meets specified eligibility criteria to serve as the Elie Wiesel Youth Leadership Congressional Fellow for the Member's office. Requires the Chief Administrative Officer of the House to make arrangements for supervised housing and transportation to and from the District of Columbia for such Fellows.

Declares that Congress mourns the loss of life caused by several days of civil unrest in July 2001 in Kingston, Jamaica. Urges the Government of Jamaica to encourage a process of reconciliation to help resolve the crisis and to conduct an investigation of the events leading up to the civil unrest that is fair, open, timely, and transparent and that provides every segment of the Jamaican population an opportunity to be heard. Urges the President to: (1) provide, upon the request of the Jamaican Government, technical advice that would help such Government in its investigation of the events leading up to the unrest; (2) continue to cooperate with such Government to halt the illegal transport of firearms and ammunition from the United States to Jamaica; and (3) support the continuation of the democratic process and rule of law in Jamaica.
