Fisheries Recovery Act of 2001 - Amends the Magnuson-Stevens Fishery Conservation and Management Act regarding avoiding and minimizing bycatch and bycatch mortality. Directs the Secretary of Commerce to report on progress made in implementing requirements regarding standardized reporting methodology and bycatch reduction. Requires a fishery management plan to close an area to a gear or practice that has been shown to adversely affect essential fish habitat unless the Regional Fishery Management Council (council) determines that closure is not necessary and the Secretary finds that the gear or practice will have a minimal adverse impact on habitat and minimal bycatch. Requires observers on commercial fishing vessels to collect data necessary for the conservation and management of the fishery, subject to specified requirements Modifies: (1) the definition of "overfishing" and "overfished" to include jeopardizing the ecological integrity and sustainability of marine ecosystems; (2) conservation and management measure requirements; and (3) fishery management plan requirements to add ecosystem considerations. Requires each fishery management plan to have a fishery impact statement. Directs the Secretary to develop at least one pilot fisheries ecosystem plan. Requires each council to prepare and submit to the Secretary a Fisheries Ecosystem Plan for each major marine ecosystem within its jurisdiction. Reauthorizes appropriations to carry out the Act. Amends the Saltonstall-Kennedy Act to earmark specified funds for direct industry assistance grants and for activities of the National Marine Fisheries Service that are directly related to implementation of the Magnuson Act.

Provides that the program under which Federal agencies may agree to repay student loans of their employees shall apply to employees of the legislative branch (with the exception of Senators, Members of Congress, including Delegates, and the Resident Commissioner to Congress), except that: (1) requirements relating to the exclusion of any employee who occupies a position that is excepted from the competitive service because of its confidential, policy-determining, policy-making, or policy-advocating character shall not apply; and (2) the minimum required period of service shall be one year (rather than three) for a legislative branch employee selected to receive benefits.

Training for Closed Captioners Act of 2001 - Directs the Secretary of Labor to provide grants to no more than 20 eligible entities (approved and accredited court reporting programs) to promote the training of students to become realtime closed captioners. Limits to $1 million the amount of a grant provided to an entity in a fiscal year.

Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

Peopling of America Theme Study Act - Directs the Secretary of the Interior to prepare and submit to Congress a national historic landmark theme study on the peopling of America to identify regions, areas, trails, districts, communities, sites, buildings, structures, objects, organizations, societies, and cultures that: (1) best illustrate and commemorate key events or decisions affecting the peopling of America; and (2) can provide a basis for the preservation and interpretation of the peopling of America that has shaped U.S. culture and society.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Military Pay Raise Act of 2001 - Increases, as of January 1, 2002, the rates of basic pay for military personnel by a percentage increase of 7.3 to 10.5 percent based upon the member's pay grade and years of service, with the highest percentage increase for grade E-9 enlisted personnel. Waives during FY 2002 any required adjustment in such rates in conformance with any adjustment in the General Schedule of compensation for Federal classified employees.

First-time Homebuyer Down Payment Assistance Act - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to exempt from prohibited transaction rules any home equity participation arrangement under which the trustee of a qualified plan, at the direction of the eligible participant, shall acquire an ownership interest (not to exceed $10,000, and repayable in full upon resale or other transfer) in any dwelling unit which within a reasonable period of time is to be used as the principal residence for a first-time homebuyer.

Preservation of Civil Rights Protections Act of 2001 - Amends the Federal Arbitration Act to modify the definition of "commerce" so as to exclude employment contracts from arbitration provisions (currently, employment contracts of seamen, railroad employees, or any other class of workers engaged in foreign or interstate commerce are excluded). Makes arbitration clauses in employment contracts unenforceable, with exceptions for: (1) consent by the involved parties after a claim arises; and (2) enforcement of rights or terms of collective bargaining agreements. Provides that this Act shall apply to existing and future employment contracts.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

College Fire Prevention Act - Authorizes the Secretary of Education to make competitive grants to States, private or public colleges or universities, fraternities, or sororities for up to half the cost of providing fire sprinkler systems in student housing and dormitories. Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

Aircraft Clean Air Act of 2001 - Authorizes crew members or passengers that experience an aircraft air quality incident which results in their reporting a symptom consistent with exposure to neurotoxins or asphyxiants to file a request with the Administrator of the Federal Aviation Administration (FAA) for: (1) the aircraft's mechanical and maintenance records; (2) the filtration media used in the aircraft's air supply system; and (3) the chemical constituents of products used in the maintenance, operation, or treatment of such aircraft to which a crew member or passenger may have been directly exposed. Sets forth a civil penalty for the failure of an air carrier to produce such records, media, or information. Directs the Administrator of the FAA to award a grant for an aeromedical research study to determine what cabin altitude must be maintained to provide sufficient oxygen to ensure that the short- and long-term health of 95 percent of a representative sample of cabin crew and passengers is not adversely affected.

Expresses the sense of Congress that each registered voter in the United States should have the right: (1) to vote and have his or her vote accurately counted; (2) to cast a vote if he or she is in line when the polls are closing; (3) to ask for and receive assistance in voting; (4) if he or she has voted in error, to at least 3 successive opportunities to correct that error through replacement ballots; (5) to an explanation if his or her registration is in question; (6) if his or her registration is in question, to cast a provisional ballot; (7) to prove his or her identity by signing an affidavit if election officials doubt that identity; (8) to written instructions to use when voting, and, upon request, oral instructions in voting from elections officers; (9) to vote free from coercion or intimidation by elections officers or any other person; and (10) to vote on a voting machine that is in working condition and that will allow votes to be accurately cast.

Rural Teachers Recruitment Act of 2001 - Authorizes the Secretary of Education to make grants to eligible rural local educational agencies to recruit and retain qualified teachers for elementary and secondary schools. Includes among authorized uses of such teacher incentive program funds: (1) salary increases; (2) reimbursement for teacher certification and relocation expenses; and (3) assistance to pay college and graduate school tuition and training expenses.

Child Care Quality Incentive Act of 2001 - Amends the Child Care and Development Block Grant Act of 1990 to establish a program of incentive grants to States to improve the quality of, and access to, child care by increasing child care payment rates. Sets the maximum Federal share of activity costs at 75 percent. Authorizes the Secretary of Health and Human Services to make an annual payment to an eligible State only if: (1) the Secretary determines that the State has made progress, through the assisted activities, in maintaining increased payment rates; and (2) the State updates an initial child care services market rate survey at least once every two years. Requires an eligible State that receives such a grant to make priority use of its funds to increase significantly (up to the 100th percentile of the market rate survey) the rate of reimbursement to providers for subsidized child care.

Amends the Foreign Assistance Act of 1961 to authorize the Administrator of the U.S. Agency for International Development (AID), in providing assistance for the prevention and control of HIV/AIDS and tuberculosis in connection with health programs for developing countries, to provide education and related services to law enforcement and military personnel of such foreign countries to prevent and control HIV/AIDS and tuberculosis. Sets forth certain conditions for the provision of such services.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Reaffirms the deepest sympathies of Congress to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for: (1) the people of India; (2) continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies for recovery from the earthquake to not less than $100 million; (3) providing future economic assistance; and (4) the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

Leave No Child Behind Act of 2001 - MediKids Health Insurance Act of 2001 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2001 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Children's Health Insurance Accountability Act of 2001 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Early Learning Linkages Act of 2001 - Repeals the Early Learning Opportunities Act to replace it with a program of grants by the HHS Secretary to State and Local Councils to provide funds to early childhood learning providers to: (1) increase the number of full-day full-year Head Start programs, and the number of children served by Early Head Start and State prekindergarten education programs; and (2) develop linkages among such programs within a community and between them and health care services for young children in ways that facilitate greater access to such programs. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. America's Better Classroom Act of 2001 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships for child opportunity zone family centers. Tax Relief for Working Families Act of 2001 - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act of 2001 - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act of 2001 - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2001 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Amends SSA title IV part B (Child and Family Services) for expansion of the promoting safe and stable families program. Social Services Block Grant Restoration Act of 2001 - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to direct the HHS Secretary to award grants for programs to encourage domestic violence models using multisystem partnerships to address the needs of children exposed to domestic violence. Directs the Secretary to make grants to States to address the mental health and developmental needs of young children. Revises the 21st Century Community Learning Centers Act. Younger Americans Act - Establishes a national youth policy, an Office of National Youth Policy in the Executive Office of the President, and a Council on National Youth Policy. Establishes grants for State and community programs to encourage and assist State agencies, community boards, and area agencies on youth to assure that all youth have access to the full array of core resources. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Juvenile Justice and Accountability Act - Amends the JJDPA to establish grants to States for juvenile accountability block grants. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Calls on the President to continue to delay granting Mexico-domiciled motor carriers authority to operate in the United States beyond the commercial zone until: (1) the President and the Secretary of Transportation certify to Congress, among other specified things, that such carriers (buses and trucks) will comply with U.S. motor carrier safety, driver safety, vehicle safety, and environmental laws and regulations, that the United States is able to enforce such laws and regulations at the U.S.-Mexico border and in each State, and that granting such operating authority will not endanger the health, safety, and welfare of U.S. citizens; and (2) the Administrator of the Environmental Protection Agency (EPA) certifies to Congress that all necessary steps have been taken to ensure that the manufacturer, owner, and operator of Mexico-domiciled trucks operating outside a commercial zone comply with any Clean Air Act notice, certification, disclosure requirements, or environmental standards to the same extent that such requirements or standards apply to any heavy-duty truck or heavy-duty engine regulated by the EPA. Calls on the Governments of Mexico and the United States to: (1) agree to uniform application to U.S.- and Mexico-domiciled motor carriers and drivers of the highest standards regarding safety, environmental protection, and driver competency, licensing, and hours of service; (2) improve truck and bus inspection and enforcement programs and their coverage; and (3) consider truck and bus safety to be of paramount importance to the relationship between the United States and Mexico.

Voting Rights Protection Act of 2001 - Amends the National Voter Registration Act of 1993 to prohibit States from removing a registrant from the official list of eligible voters for Federal elections by reason of criminal conviction unless the State provides the registrant with a notice of removal containing: (1) a statement that the State intends to make the removal; (2) a description of the reasons for it; and (3) a statement that the registrant may obtain a review of the removal from an appropriate election official of the State in accordance with specified guidelines.

Amends Federal aviation law with respect to the air traffic control contract program to authorize the Secretary of Transportation to provide grants to an airport sponsor for: (1) the construction or improvement of a nonapproach control tower (effectively eliminating eligibility of Level I air traffic control towers for such grants); and (2) the acquisition and installation of air traffic control equipment to be used in a nonapproach control tower to assist in sustaining or improving the safe and efficient movement of air traffic. Revises eligibility requirements with respect to such grants.

Racial Profiling Prohibition Act of 2001 - Directs the Secretary of Transportation to withhold specified apportionments of Federal-aid highway funds for a State that has failed to: (1) adopt and enforce standards that prohibit the use of racial profiling; and (2) maintain and allow public inspection of specified statistical information on each motor vehicle stop made by a law enforcement officer on a Federal-aid highway in the State.

Cultural Heritage Assistance Partnership Act of 2001 - Directs the Secretary of the Interior to establish a Cultural Heritage Assistance Partnership Program in the National Park Service. Requires the Secretary to: (1) gather specified information on cultural heritage resources and activities and make it available on an Internet site and by nonelectric means; and (2) establish a program for designing and making awards to persons, including Indian tribes, Federal agencies, and State or local governments, to recognize exemplary projects or programs that carry out the purposes of the Partnership Program. Establishes the: (1) Cultural Heritage Citizens Advisory Committee; and (2) the Federal Cultural Heritage Coordinating Council. Authorizes the Secretary to make competitive grants for up to 50 percent of the total cost of a project to States, Indian tribes, local governments, and nonprofit organizations for projects to carry out the Program's purposes.

Energy Independence Act of 2001 - Directs the Secretary of Energy to: (1) develop and transmit to Congress a strategic plan to ensure that the United States is energy self-sufficient by the year 2011; and (2) develop a program for the acquisition of certain commercially available fuel cell power plants and power generated therefrom for use at federally owned or operated facilities. Directs the President, in coordination with designated Secretaries, to establish: (1) a demonstration program for fuel cell proton exchange membrane technology for commercial, residential, and transportation applications (including buses) within the Secretaries' respective areas of responsibility; and (2) a comprehensive proton exchange membrane fuel cell bus demonstration program to address hydrogen production, storage, and use in transit bus applications. Requires each Federal agency that maintains a motor vehicle fleet to develop a plan for fleet transition to vehicles powered by fuel cell technology. Directs the Secretary of Energy to establish a fuel cell technology grant program for State or local government to meet their energy requirements, including such technology as a motor vehicle power source.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Middle East Peace Commitments Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Veterans Housing Fairness Act of 2001 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Expresses the sense of Congress that it: (1) condemns election procedures that result in minority vote dilution and disfranchisement and any person acting under color of law or otherwise engaged in intimidating or denying any eligible person from voting; (2) recognizes the significance of the 15th Amendment, which guarantees American citizens the right to vote; and (3) reaffirms its commitment to the Voting Rights Act of 1965. Expresses the sense of Congress that the United States Commission on Civil Rights should compile data on and investigate reports of voting irregularities arising out of the November 7, 2000, presidential election, and report on them to Congress and the Department of Justice. Expresses the sense of Congress that the President, Attorney General, and Department of Justice should: (1) make the elimination of minority vote dilution and disfranchisement a top priority of the U.S. Government; (2) take all necessary steps and resources to thoroughly investigate all charges of election irregularities, minority vote dilution, and disfranchisement; (3) enforce the Voting Rights Act of 1965 by bringing suit in Federal court against racially discriminatory practices, and Federal criminal charges for voting fraud or intimidation involving racial bias in local or State elections; and (4) explore all options to prevent such disfranchisement in future elections.
