National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Mathematics and Science Proficiency Partnership Act of 2001 - Requires the Director of the National Science Foundation (NSF) to establish a demonstration program under which grants are awarded to eligible local educational agencies (LEAs) for: (1) developing programs that build or expand mathematics, science, and information technology curricula; (2) purchasing equipment necessary to establish such programs; and (3) providing professional development to enhance teacher quality in those subject areas. Makes eligible for grants LEAs that provide assurances that they have executed conditional agreements for private sector participation, including: (1) the donation of technology tools; (2) the establishment of internship and mentoring opportunities; and (3) the donation of scholarship funds. Requires the Director to study and report to Congress on the effectiveness of activities under this Act in improving student performance in mathematics, science, and information technology at the precollege level and in stimulating student interest in pursuing undergraduate studies in these fields.

Focus On Committed and Underpaid Staff for Children's Sake Act - FOCUS Act - Establishes: (1) the Child Care Provider Retention and Development Grant Program; and (2) the Child Care Provider Scholarship Program. Authorizes the Secretary of Health and Human Services to allot funds to eligible States (and Indian tribes and tribal organizations) for distribution directly, or at State option, through local governments, to pay the Federal share of the cost of making grants to eligible child care providers under both such programs.

Recognizes the unique obstacles that women face in ensuring retirement security and survivor and disability stability and the essential role that Social Security plays in guaranteeing inflation-protected financial stability for women throughout their entire old age. Expresses the sense of the House of Representatives that the Congress and the President should take these factors into account when considering proposals to reform the Social Security system.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible historically black colleges and universities, to make a grant (out of funds authorized by this Act) for a building or structure listed on, or eligible for listing on, the National Register of Historic Places only if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 30 percent of the total cost of the project for which the grant is provided.

America's Red Rock Wilderness Act of 2001 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin wilderness areas; (2) Zion and Mojave Desert wilderness areas; (3) Grand Staircase-Escalante wilderness areas; (4) Moab-LaSal Canyons wilderness areas; (5) Henry Mountains wilderness areas; (6) Glen Canyon wilderness areas; (7) San Juan-Anasazi wilderness areas; (8) Canyonlands Basin wilderness areas; (9) San Rafael Swell wilderness areas; and (10) Book Cliffs and Uinta Basin wilderness areas. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

Access to Cancer Therapies Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to extend Medicare coverage to all oral drugs prescribed for use as an anticancer agent for a medically accepted indication.

Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing a lease for the exploration, development, or production of oil, natural gas or any other mineral in the following planning areas: (1) eastern Gulf of Mexico; (2) Straits of Florida; or (3) South Atlantic, extending from the Straits of Florida planning area to the border between the States of Florida and Georgia. Conditions the sale of an option to enter into an oil and gas lease (except in the case of a plan for natural gas production and transportation) upon an environmental impact statement and a State consistency certification. Authorizes the Secretary to purchase rights to oil and gas development and production covered by specified leases outstanding in the Gulf of Mexico.

Environmental Justice in Federally Assisted Housing Act - Establishes the Advisory Commission on the Proximity of Hazardous Waste Sites to Federally Assisted Housing which shall conduct a study and report regarding: (1) the extent and proximity of federally assisted housing to hazardous waste sites; and (2) related health risks and illness histories.

Internet Freedom and Broadband Deployment Act of 2001 - Amends the Communications Act of 1934 to define "high speed data service" as a service capable of transmitting electronic information at a rate generally not less than 384 kilobits per second in at least one direction. Prohibits the Federal Communications Commission (FCC) and each State from regulating the rates, charges, terms or conditions for, or entry into the provision of, any high speed data service or Internet access service, or to regulate the facilities used in the provision of such service. Prohibits the FCC from requiring an incumbent (established) local exchange carrier to: (1) provide unbundled access to any network elements used in the provision of any high speed data service, other than those elements described in FCC regulations; or (2) offer for resale at wholesale rates any high speed data service. Requires each incumbent local exchange carrier to provide: (1) Internet users with the ability to subscribe to and have access to any Internet service provider that interconnects with such carrier's high speed data service; (2) any Internet service provider with the right to acquire necessary facilities and services to facilitate such interconnection; and (3) any Internet service provider with the ability to collocate equipment in order to achieve such interconnection. Includes high speed data service or Internet access service within the definition of "incidental interLATA services" permitted for a Bell operating company.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Voter Registration Protection Act of 2001 - Declares that no State may prohibit any individual from registering to vote for an election for Federal office, or from voting in an election for Federal office, on the grounds that the individual has been convicted of a Federal crime, except for individuals remaining in Government custody or supervision.

National Forest Protection and Restoration Act of 2001 - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Make Every Vote Count Act - Authorizes the Federal Election Commission (FEC) to award matching grants to encourage States and local voting areas to modernize applicable voting systems and enhance voter participation. Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person absent from a State in compliance with military or naval orders shall not, solely by reason of that absence, be deemed to have: (1) lost a residence or domicile in that State; (2) acquired a residence or domicile in any other State; or (3) become resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to require each State to: (1) permit absent uniformed services voters to use absentee registration procedures and to vote by absentee ballot in general, special, primary, and run-off elections for State and local offices; and (2) accept and process, with respect to any such election, any otherwise valid voter registration application from an absent uniformed services voter if the application is received by the appropriate State election official not less than 30 days before the election.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible entities in order to increase the number of nurses. Establishes a fast-track nursing school faculty training program. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Amends the Internal Revenue Code to provide for the exclusion from gross income of accounts received under the National Nursing Service Corps Scholarship Program. Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs.

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Get Arsenic Out of Our Drinking Water Act - Provides that effective on the date of enactment of this Act, the rule establishing a maximum contaminant level (MCL) and MCL Goal for arsenic in drinking water published by the Administrator of the Environmental Protection Agency on January 22, 2001, shall have the force and effect of law.

Directs the Secretary to report to Congress a plan for the near- and long-term reduction of the backlog of claims for benefits pending at the Bay Pines, Florida, veterans benefits office.

Hunger to Harvest Resolution: A Decade of Concern for Africa - Expresses the sense of Congress that: (1) the United States should declare "A Decade of Concern for Africa" and commit to increased levels of effective, poverty-focused development assistance to sub-Saharan Africa until significant progress is made toward reversing current levels of hunger and poverty; (2) the President should work with the heads of other advanced industrial and sub-Saharan African countries, and with United States and sub-Saharan African private voluntary and other civic organizations, to increase development assistance to sub-Saharan Africa; (3) Congress should undertake a multi-year commitment with other donors to provide the resources necessary to cut hunger by one-half in that region; (4) such funding should support both bilateral and multilateral poverty-focused development efforts; and (5) the Administrator of the United States Agency for International Development should annually submit to Congress a progress report.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Directs the Secretary of Veterans Affairs to furnish one appropriate Government headstone or marker, other than for replacement, to mark the graves of veterans. (Currently, such a headstone or marker is required only for unmarked graves of veterans.) Makes such provision effective with respect to applications received by the Secretary for individuals dying on or after November 1, 1990.

Payday Borrower Protection Act of 2001 - Amends the Truth in Lending Act with respect to any deferred deposit loan (payday loan) in which credit is extended by a payday lender, for a specified period of time, upon the lender's receipt of: (1) a check made by the borrower for the amount of the credit extended, the presentment or negotiation of which will be deferred by agreement of the parties for such specified period; or (2) authorization from the borrower for the payday lender to initiate an electronic fund transfer at the end of the specified period from the borrower's account for the amount of the credit extended. Prohibits the business of making payday loans in any State unless expressly authorized by State law meeting the requirements of this Act. Amends the Federal Deposit Insurance Act to prohibit insured depository institutions from making: (1) payday loans except in full compliance with State law and at an interest rate less than 36 percent; or (2) any loan to a payday lender to finance payday loans unless that lender is in full compliance with specified Federal and State law. Sets forth State licensing and regulatory procedure requirements for payday loans, including the provision of civil and criminal penalties for violations.

Responsible Fatherhood Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to prescribe parameters for block grants to States and territories to implement at their option media campaigns promoting responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Cuban Internal Opposition Assistance Act of 2001 - Instructs the President to: (1) use specified funds to implement assistance for victims of the most extreme political repression and to assist independent nongovernmental opposition organizations inside Cuba; (2) ensure that such funds reach their destination; and (3) authorize issuance of licenses to independent nongovernmental organizations to send monetary remittances to independent nongovernmental opposition organizations to implement specified activities under the Cuban Liberty and Democratic Solidarity Act of 1996.

Global Health Act of 2001 - Amends the Foreign Assistance Act of 1961 to mandate that activities supported in connection with health programs include activities to improve the capacity of developing nations to conduct disease surveillance and prevention programs, and to respond promptly and effectively to disease outbreaks. Authorizes additional appropriations for FY 2002 and for each subsequent fiscal year for specified allocations, including the health and nutrition of children and pregnant women and mothers, voluntary family planning, and the prevention and control of HIV/AIDS and other infectious diseases. Expresses the sense of Congress that the President, acting through the Administrator of the United States Agency for International Development, should coordinate with specified Federal departments and agencies to ensure that U.S. funds available for population planning and health programs in developing nations are used effectively.

Equal Protection School Finance Act - Provides for a system to help equalize funding for education within States. Makes a State ineligible for Federal funds administered by the Department of Education to support elementary and secondary education unless the coefficient of variation of per pupil expenditures in local educational agencies statewide for elementary and secondary education is greater than ten percent. Authorizes the Secretary of Education to provide such funding to a noncompliant State if that State submits a plan which the Secretary determines will bring the State into compliance within five years. Sets forth procedures for compliance reporting, certification, and challenges. Directs the Secretary to reallocate to compliant States, and States developing or implementing compliance plans, any funds that are not distributed to noncompliant States.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

No Taxation Without Representation Act of 2001 - States that notwithstanding any other provision of law, the community of American citizens who are residents of the District constituting the seat of government of the United States shall have full voting representation in the Congress. Amends the Internal Revenue Code to provide a tax exemption to District of Columbia residents for years during which such residents do not have full voting representation in the Congress.

Makes it unlawful to: (1) import, export, or transport in interstate commerce conventional steel jawed leghold traps and articles of fur derived from animals trapped in such traps; or (2) sell or acquire such a trap transported in violation of such provision. Prescribes criminal penalties for violations. Directs the Secretary of the Interior to reward persons (other than Government employees performing official duties) for information leading to a conviction under this Act. Empowers enforcement officials to detain, search, and seize suspected containers or merchandise and any accompanying documents, to make arrests without warrants with probable cause, and to execute warrants. Subjects seized merchandise to forfeiture.

Comprehensive Tuberculosis Elimination Act of 2001 - Amends the Public Health Service Act to provide for the ongoing operation of a committee to be known as the Committee on Interagency Collaboration for Tuberculosis Elimination. Requires the Committee to: (1) provide advice on coordinating the activities of the Public Health Service and other Federal agencies that relate to such disease and on efficiently utilizing Federal resources; (2) make recommendations on the development and implementation of a national plan; and (3) make recommendations for the development and implementation of a plan to guide the involvement of the United States in global tuberculosis-control activities. Revises provisions concerning preventive health services regarding tuberculosis by: (1) renaming such provisions national program for tuberculosis elimination; (2) revising the authorities of the Secretary of Health and Human Services under such provisions; and (3) authorizing appropriations through FY 2006. Revises provisions concerning tuberculosis with respect to the activities of the: (1) National Heart, Lung, and Blood Institute; (2) National Institute of Allergy and Infectious Diseases; and (3) the John E. Fogarty International Center for Advanced Study in the Health Sciences.

Stop Tuberculosis (TB) Now Act - Amends the Foreign Assistance Act of 1961 to declare that a major objective of the U.S. foreign assistance program is to control tuberculosis (TB) and that consequently Congress expects the agency primarily responsible for the administration of TB control health programs to: (1) coordinate with the World Health Organization and other designated health organizations toward the development and implementation of a comprehensive TB control program, including expanding the use of the strategy of directly observed treatment, short course (DOTS) and strategies to address multi-drug resistant TB (MDR-TB) where appropriate at the local level, particularly in countries with the highest TB rate; and (2) set as a goal the cure of at least 85 percent of TB cases detected by focusing efforts on the use of DOTS strategy or other internationally accepted primary TB control strategies in those countries in which the agency has established development programs, and the reduction of TB -related deaths by 50 percent, by December 31, 2010.

Equal Protection of Voting Rights Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to outline requirements for equal protection of voting rights in Federal elections and voting rights in State and local elections. Establishes a grant program to provide equal protection of voting rights with regard to States and localities. Creates the Commission on Voting Rights and Procedures to study and report to the President and Congress on specified issues with respect to elections for Federal, State, and local office, including alternative voting methods, ballot designs, ballot uniformity, and absentee voting, in order to develop specific recommendations of best practices in voting and election administration.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Legal Immigrant Children's Health Improvement Act of 2001 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to grant States the option of covering certain categories of eligible women and child resident aliens under the Medicaid and SCHIP programs.

Requires the Secretary of Veterans Affairs to furnish to a veteran such drugs and medicines as may be ordered on prescription of a duly licensed physician in the treatment of any illness or injury of such veteran. (Currently, other requirements must be met before such veterans will be furnished drugs and medicines on private practitioner prescriptions.)

United Nations Population Fund (UNFPA) Funding Act of 2001 - Authorizes appropriations for FY 2002 and 2003 for U.S. voluntary contributions to the United Nations Population Fund. Withholds from the U.S. voluntary contribution to the UNFPA amounts allocated by the UNFPA for the country program in China, if the Secretary of State certifies to the appropriate congressional committees that the UNFPA country program in China does not: (1) focus on improving the delivery of voluntary family planning information and services; (2) conform with the human rights principles affirmed at the International Conference on Population and Development with the support of 180 nations including the United States; (3) operate only in counties of China where all quotas and targets for the recruitment of program participants have been abolished and the use of coercive measures has been eliminated; (4) operate in consultation with and under the oversight and approval of the UNFPA executive board, including the U.S. representative; (5) subject itself to regular, independent monitoring to ensure compliance with the principles of informed consent and voluntary participation; and (6) suspend operations in project counties found to be in violation of program guidelines.
