Pacific Northwest Feasibility Studies Act of 2000 - Authorizes the Secretary of the Interior to engage in: (1) the Tulalip Tribes Water Quality Feasibility Study to identify ways to meet domestic and commercial water distribution needs of the Tulalip Indian Reservation on the Eastern Shore of Puget Sound, Washington; and (2) the Lower Elwha Klallam Rural Water Supply Feasibility Study to identify additional groundwater supply sources for the Lower Elwha Indian Reservation on the Olympic Peninsula, Washington. Requires the Secretary to make available to the public, upon request, the results of each feasibility study and to promptly publish in the Federal Register a notice of the availability of those results.

National Monument Accountability Act - Amends the Antiquities Act of 1906 to declare that no land may be designated as a national monument by the same President more than once. Provides that a proclamation of the President that results in the designation of such a monument shall cease to be effective two years after its issuance, unless the monument's designation is approved by Congress.

Business Checking Modernization Act - Amends the Federal Reserve Act, the Home Owners' Loan Act, and the Federal Deposit Insurance Act to repeal the prohibition against the payment of interest on demand deposits by banks or Federal savings associations subject to their supervision.

Urges all contracting parties to the Hague Convention: (1) particularly Austria, Germany and Sweden, to comply fully with their international obligations; (2) to ensure their compliance by enacting effective implementing legislation and educating their judicial and law enforcement authorities; (3) to honor their commitments and return abducted or wrongfully retained children to their place of habitual residence without reaching the merits of any underlying custody dispute and to remove obstacles to the exercise of parental access rights; and (4) to further educate their central authority and local law enforcement authorities regarding the Convention, the severity of the problem of international child abduction, and the need for immediate action when a parent of an abducted child seeks their assistance. Urges the Secretary of State to disseminate to all Federal and State courts the Department of State's annual report to Congress on Convention compliance and related matters.

Repeals a specified section of the Mineral Leasing Act authorizing the export of Alaskan North Slope crude oil. Reimposes a specified section of the Export Administration Act of 1979 prohibiting the export of such oil. Directs the President to exercise the authorities he has under the International Emergency Economic Powers Act to carry out this Act.

Deposit Insurance Funds Merger Act of 2000 - Amends the Deposit Insurance Funds Act of 1996 to: (1) delay the effective date of the merger of the Bank Insurance Fund and the Savings Association Insurance Fund from January 1, 1999, to January 1, 2001; and (2) repeal the prerequisite (Frist Amendment) that such merger take effect on that date only if no insured depository institution is a savings association on that date.

State Bank Examination Fee Repeal Act - Amends the Federal Deposit Insurance Act and the Federal Reserve Act to repeal the authority of the Federal Deposit Insurance Corporation and of the Board of Governors of the Federal Reserve System, respectively, to assess against a State depository institution fees representing expenses incurred in conducting an examination of such institution by Federal examiners.

Genetically Engineered Food Safety Act - Amends the Federal Food, Drug, and Cosmetic Act to include genetically engineered food and related materials in the definition of "food additive." Requires that a petition to the Secretary of Health and Human Services for a regulation prescribing the conditions of safe use of a genetically engineered food additive include all data collected or developed pursuant to safety investigations, including data that does not support the claim of safety. Mandates a fee from petitioners to cover related costs and to provide for a program of basic and applied research on genetic food additive safety.

Directs the Secretary of the Army to conduct studies and carry out ecosystem restoration and other protective measures determined to be feasible within Puget Sound, Washington, and adjacent waters and associated estuary and near-shore habitat. Directs the Secretary: (1) in prioritizing projects for implementation, to consult with public and private entities active in watershed planning and ecosystem restoration in Puget Sound watersheds; and (2) in developing and implementing protective measures, to provide for public review and comment. Sets the non-Federal share of the cost for the protective measures at 35 percent (with an exception) with a $5 million limit for any single measure. Limits to 80 percent the non-Federal share that may be provided in the form of in-kind-contributions. Requires the operation and maintenance of the protective measures to be a non-Federal responsibility. Requires the Secretary to waive the first $200,000 in non-Federal cost share for all studies and projects cosponsored by federally recognized Indian tribes. Authorizes appropriations.

Social Security and Medicare Safe Deposit Box Act of 2000 - Provides that the net surplus of any trust fund for part A of Medicare shall not be counted as a net surplus for purposes of the Federal or congressional budgets or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Amends the Congressional Budget Act of 1974 to provide a point of order in the House of Representatives or the Senate against consideration of any concurrent budget resolution or conference report or amendment pertaining thereto that would set forth an on-budget deficit for any fiscal year. Makes it out of order in the House or the Senate to consider any bill, joint resolution, amendment, motion, or conference report if the enactment of the reported bill or resolution, the adoption and enactment of an amendment, or the enactment of a bill or resolution in the form recommended in the conference report would cause or increase an on-budget deficit for any fiscal year. Includes the receipts, outlays, and surplus or deficit in the Federal Old-Age and Survivors and Disability Insurance Trust Funds within the content of the concurrent budget resolution. Authorizes a waiver or suspension in the Senate of points of order under this Act only with a three-fifths majority. Requires the same majority to sustain an appeal on a ruling on such points of order. Prohibits the Federal Government budget submitted by the President from recommending an on-budget deficit for any covered fiscal year. Applies the amendments made by this Act to FY 2001 and subsequent fiscal years.

Postmasters Fairness and Rights Act - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Humanitarian Exports Leading to Peace Act of 2000 - Declares that certain sanctions prohibiting trade with Iraq under the Iraq Sanctions Act of 1990 or any other provision of law shall not apply with respect to the export of any food or other agricultural products (including fertilizer), medicines, medical supplies, medical instruments, or medical equipment, or with respect to travel incident to the sale or delivery of such items, with specified exceptions. Directs the Secretary of Commerce to exercise the authorities of the Export Administration Act of 1979 (as in effect pursuant to the International Emergency Economic Powers Act) to carry out this Act, except that the Secretary may not require a license for the export of humanitarian assistance, but shall require persons to notify the Secretary when exporting such assistance. Expresses the sense of Congress that the U.S. Government should take all necessary steps (including its position as a permanent member of the United Nations Security Council) to end the suffering of innocent populations, primarily children and the elderly, by allowing the free flow of humanitarian aid to Iraq without threat of prosecution. Directs the President to report to Congress with respect to the export of humanitarian assistance to Iraq.

Housing Finance Regulatory Improvement Act - Title I: Housing Finance Oversight Board - Subtitle A: Improvement of Supervision - Amends the Housing and Community Development Act of 1992 to establish the Housing Finance Oversight Board in lieu of the existing Office of Federal Housing Enterprise Oversight of the Department of Housing and Urban Development (HUD), the Federal Housing Finance Board, and specified government sponsored enterprise (enterprises) authority of the Secretary of Housing and Urban Development. Directs the Board to ensure that the enterprises and the Federal home loan banks (banks) operate in a financially safe manner and remain adequately capitalized. (Sec. 103) Provides for public disclosure of information that would increase the efficiency of the secondary mortgage market or the housing finance system. (Sec. 105) Subjects the banks to Board assessment authority. (Sec. 109) Eliminates specified enterprise regulatory authority of HUD. (Sec. 110) Grants the Board prior approval authority over new activities of the banks and enterprises. (Sec. 111) Authorizes the Board to limit enterprise and bank nonmission-related assets. (Sec. 112) Amends the Federal National Mortgage Association Charter Act to establish specified conforming loan limits. Amends the Housing and Community Development Act of 1992 to direct the Board to establish a housing price index. (Sec. 114) Amends the Federal Home Loan Bank Act to subject the banks to Board regulatory authority. Subtitle B: Reduction of Systematic Risk -Amends the Housing and Community Development Act of 1992 to subject enterprises to annual credit determinations. (Sec. 136) Amends the Federal National Mortgage Association Charter Act (Fannie Mae), the Home Loan Mortgage Corporation Act (Freddie Mac), and the Federal Home Loan Bank Act (banks) to eliminate Treasury credit line authority. (Sec. 139) Amends the Federal Home Loan Bank Act to establish the Federal Home Loan Bank Finance Corporation. (Sec. 141) Directs the Federal Deposit Insurance Corporation to study the effects of enterprise failure on depository institutions. Subtitle C: General Provisions - Makes conforming amendments to specified Acts. Title II: Transfer of Functions, Personnel, and Property - Abolishes the (HUD) Office of Federal Housing Enterprise Oversight, and the Federal Housing Finance Board. Sets forth related transfer of personnel and facility and property provisions.

Condemns the repressive anti-Baha'i policies and actions of the Government of Iran. Continues to hold such Government responsible for upholding the rights of all its nationals in a manner consistent with Iran's obligations under the Universal Declaration of Human Rights (UDHR) and other international agreements guaranteeing the civil and political rights of its citizens. Expresses concern that individual Baha'is continue to suffer from severely repressive and discriminatory government actions, including executions and death sentences, solely on account of their religion. Urges the Government of Iran to: (1) permit Baha'i students to attend and Baha'i faculty to teach at Iranian universities, return property confiscated from the Baha'i Open University (OU), free imprisoned faculty members of OU, and permit OU to continue to function; (2) implement fully the conclusions and recommendations on the emancipation of the Iranian Baha'i community made by the United Nations (UN) Special Rapporteur on Religious Intolerance, Professor Abdelfattah Amor, in his March 1996 report to the UN Commission of Human Rights; and (3) extend to the Baha'i community the rights guaranteed by UDHR and the international covenants of human rights. Calls upon the President to continue to: (1) assert the U.S. Government's concern regarding Iran's violations of the rights of its citizens, including members of the Baha'i community, along with expressions of its concern regarding the Iranian Government's support for international terrorism and its efforts to acquire weapons of mass destruction; (2) emphasize that the United States regards the Iranian Government's human rights practices, particularly its treatment of such community and other religious minorities, as a significant factor in the development of the U.S. Government's relations with the Government of Iran; (3) emphasize the need for the UN Special Representative for Human Rights to be granted permission to enter Iran; (4) urge the Iranian Government to emancipate the Baha'i community by granting rights guaranteed by UDHR and the international covenants on human rights; and (5) encourage other governments to continue to appeal to the Iranian Government, and to cooperate with other governments and international organizations, including the UN, in efforts to protect the religious rights of the Baha'is and other minorities through joint appeals and other appropriate actions.

Thomas Navarro FDA Patient Rights Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Services from placing a clinical hold on an investigation of a drug on the basis that the Secretary has determined that: (1) there is another drug (including another investigational drug) that is or may be a safe and effective therapy for the disease or condition involved; or (2) there is a comparable or satisfactory alternative therapy available for a patient who is receiving or will receive the drug as a clinical subject in the investigation, subject to exception.

2002 Winter Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue five dollar gold coins and one dollar silver coins emblematic of the participation of American athletes in the 2002 Olympic Winter Games. Mandates that coin design be selected by the Secretary after consultation with: (1) the Commission of Fine Arts; (2) the United States Olympic Committee; and (3) Olympic Properties of the United States-Salt Lake 2002 (created and owned by the Salt Lake Organizing Committee). States that all surcharges from the coin sales ($35 for a $5 coin and $10 for a $1 coin) shall be distributed by the Secretary to: (1) Salt Lake Organizing Committee for the Olympic Winter Games of 2002; and (2) the United States Olympic Committee.

Save Our Surplus for Debt Reduction Act of 2000 - Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report if the enactment of the bill or resolution as reported, the adoption and enactment of the amendment, or the enactment of the bill or resolution in the form recommended in the conference report would cause a decrease in the on-budget surplus for FY 2000. Makes such point of order inapplicable to any such legislation or motion if it reduces revenues or implements structural social security or Medicare reform. Waives or suspends the point of order under this Act in the Senate only by an affirmative three-fifths majority vote. Requires the same majority to sustain an appeal of the ruling of the Chair on such point of order. Terminates this Act on October 1, 2000.

Declares that the President violated the good faith of Congress and ignored or disregarded the concerns and objections of citizen stakeholders and State and local governments by declaring the Grand Canyon-Parashant National Monument, the Agua Fria National Monument, and the California Coastal National Monument, and expanding the Pinnacles National Monument on January 12, 2000. Calls upon the President and the Secretary of the Interior to: (1) disclose immediately to the public any plans for additional national monument declarations; and (2) seek formal input from all stakeholders, State and local governments, and Congress before declaring any national monument, including the Sequoia National Monument, in a manner that is consistent with H.R. 1487 (national monument declarations) as passed by the House of Representatives and reported favorably by the Senate Committee on Energy and Natural Resources in the106th Congress.

General Aviation Access Act - Prohibits the Secretaries of the Interior or of Agriculture from taking any action or inaction, including neglect, which would permanently close or render or declare as unserviceable any aircraft landing strip, unless: (1) the Administrator of the Federal Aviation Administration (FAA) and the head of the aviation department of each State in which the aircraft landing strip is located have approved such action; (2) notice of the proposed action has been published in the Federal Register; (3) a 90-day public comment period on the action has been provided; and (4) any comments received during the comment period have been taken into consideration by the Secretaries, as the case may be, the FAA Administrator, and the head of the aviation department of each State in which the affected aircraft landing strip is located. Directs the Secretaries to: (1) adopt a nationwide policy in accordance with this Act for governing general aviation issues related to the management of Federal land under their jurisdiction; and (2) require regional managers to adhere to it. Declares that a policy affecting access to an aircraft landing strip located on Federal land (including any national policy required under this Act) shall not take effect unless certain conditions are met, including that the FAA has the sole authority to control aviation and airspace over the United States.

Partial-Birth Abortion Ban Act of 2000 - Amends the Federal criminal code to prohibit any physician from knowingly performing a partial-birth abortion in or affecting interstate or foreign commerce, unless it is necessary to save the mother's life that is endangered by a physical disorder, illness, or injury. Prescribes penalties. Defines a "partial birth abortion" as an abortion in which the person performing the abortion deliberately and intentionally: (1) vaginally delivers some portion of an intact living fetus until the fetus is partially outside the body of the mother, for the purpose of performing an overt act that the person knows will kill the fetus while the fetus is partially outside the mother's body; and (2) performs the overt act that kills the fetus while the intact living fetus is partially outside the mother's body. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Amends the Higher Education Act of 1965 to revise requirements, under part A (Strengthening Institutions) of title III (Institutional Aid), for grant applications and awards under programs for: (1) American Indian Tribal Colleges and Universities; and (2) Alaska Native and Native Hawaiian-serving institutions. Requires regulations to prescribe a simplified and streamlined format for such program grant applications that takes into account the limited number of institutions that are eligible for assistance. Prohibits any Tribal College or University or Alaska Native or Native Hawaiian-serving institution that receives such program funds from concurrently receiving funds under other provisions of part A or part B (Strengthening Historically Black Colleges and Universities). Exempts such program grantees from a two-year wait-out-period requirement for eligibility for an additional grant. Directs the Secretary of Education, in awarding such grants, to ensure maximum and equitable distribution among all eligible institutions.

Impact Aid Reauthorization Act of 2000 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize and revise title VIII Impact Aid programs. (Sec. 2) Adds as program purposes: (1) promotion of local educational agency (LEA) control of the assisted educational services for federally connected children; and (2) special construction assistance to LEAs as a result of their inability to tax Federal property. Eliminates the purpose of providing financial assistance to LEAs that experience sudden or substantial increases or decreases in enrollments because of military realignments. (Sec. 3) Revises the program of payments to LEAs relating to Federal acquisition of real property (which makes that property non-taxable) with respect to: (1) fiscal years in which insufficient funds are appropriated; (2) special payments; (3) additional assistance for certain LEAs; and (4) data requirements for preliminary and final payments. (Sec. 4) Revises the program of payments for eligible federally connected children. Includes under such program's LEA payment formula, as eligible children who resided on Federal property and had a parent on active duty in the uniformed services military personnel, those children who: (1) would have resided in housing on Federal property except that such housing was undergoing renovation or rebuilding for not more than two fiscal years (current law only refers to renovation); or (2) reside in housing initially acquired or constructed under the military Build-to-Lease program housing, if such property is within the fenced security perimeter of a military facility, with appropriate reductions in such payments with respect any such housing which is not federally-owned and which is subject to State or local taxation. (Sec. 5) Establishes a separate (rather than the current additional) program of basic support payments for LEAs heavily impacted by the presence of federally connected children in their schools. Prohibits an LEA from receiving a basic support payment under both the standard and the heavily impacted programs. Sets forth: (1) eligibility requirements for continuing and for new heavily impacted LEAs; and (2) maximum payment amounts for regular and for large heavily impacted LEAs. Sets forth a revised formula for computing each LEA's learning opportunity threshold (LOT), a factor used in determining actual amounts of basic support payments when sufficient funds are not available to pay the maximum amounts, in the case of LEAs with total enrollments of less than one thousand students and per-pupil expenditures less than their State average. (Sec. 6) Provides for basic support payments for certain LEAs affected by removal of Federal property, if such property is transferred to a non-Federal entity so that it is subject to State or local taxation and if such LEAs meet specified additional requirements. (Sec. 7) Repeals provisions for additional payments to LEAs with high concentrations of children with severe disabilities. (Sec. 8) Prohibits the Secretary of Education from accepting or approving any LEA application for Impact Aid filed more than 60 days after the Secretary sends written notice to the LEA. (Sec. 9) Repeals provisions for payments for sudden and substantial increases in attendance of military dependents. (Sec. 10) Revises requirements for eligibility for and allocation of school construction and renovation payments to certain categories of LEAs, including those receiving basic support payments and impacted by military dependent children or children living on Indian lands. Requires that 70 percent of specified funds be used for such construction payments, with the remaining 30 percent to be used for school facility modernization grants for specified types of LEAs. Sets forth award criteria for such grants, including certain emergency grants. (Sec.11) Revises provisions relating to Federal administration. (Sec. 12) Revises certain deadlines with respect to administrative hearings and judicial review. (Sec. 13) Includes under the definition of Federal property, as a basis of eligibility for Impact Aid payments, affordable housing assisted under the Native American Housing Assistance and Self- Determination Act of 1996. (Sec. 14) Extends the authorization of appropriations for Impact Aid programs, including: (1) payments for Federal acquisition of real property; (2) basic support payments for LEAs and for heavily impacted LEAs; (3) payments for children with disabilities; (4) construction; (5) facilities maintenance; and (6) additional assistance for certain LEAs impacted by Federal property acquisition. Repeals the authorization of appropriations for Impact Aid payments for increases in military children.

Rural Local Broadcast Signal Act - Amends the Rural Electrification Act of 1936 to authorize the Administrator of the Rural Utilities Service to make loan guarantees (through a specified date) to providers of multichannel video services, including direct broadcast satellite licensees, to improve access to local television broadcasting to all households desiring such service in unserved and underserved rural areas. Requires loan guarantee approval by the National Telecommunications and Information Administration. Sets forth satellite carrier loan guarantee qualifications. Authorizes appropriations. Sets forth conditions under which a borrower shall be obliged to carry local broadcast signals without charge.

Dr. Martin Luther King, Jr., Commemorative Coin Act - Directs the Secretary of the Treasury to issue five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the inspirational life and works of Dr. Martin Luther King, Jr. Mandates prompt payment of all surcharges received from the coin sales to the Dr. Martin Luther King, Jr., Legacy Fund of the Library of Congress for the purpose of securing the personal papers of Dr. Martin Luther King, Jr., for the Library of Congress.

Timber and Agriculture Environmental Fairness Act - Amends the Federal Water Pollution Control Act to prohibit the Administrator of the Environmental Protection Agency from requiring a national pollutant discharge elimination system permit for discharges composed entirely of agricultural stormwater discharges or for discharges from silviculture operations. Excludes discharges of stormwater runoff from silvicultural operations from the definition of "point source."

Installment Tax Correction Act of 2000 - Amends the Internal Revenue Code (as amended by the Ticket to Work and Work Incentives Improvement Act of 1999) to repeal revisions to the Code (made by the Act) which repealed the use of the installment method of accounting for accrual method taxpayers and modified the pledge rules of installment obligations.

Agricultural Market Access and Development Act of 2000 - Amends the Agricultural Trade Act of 1978 to increase FY 2000 through 2002 funding caps for the market access program. Authorizes and sets forth the conditions under which unexpended Commodity Credit Corporation export enhancement program funds may be used for market access or development programs. Establishes FY 2000 through 2002 minimum funding amounts for the foreign market development cooperator program.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member of such member. Repeals a provision prohibiting coverage under the Civilian Health and Medical Program of the Uniformed Services for persons entitled to hospital insurance benefits under part A of title XVIII (Medicare) of the Social Act.

Safe Pipelines Act of 2000 - Amends Federal pipeline safety law (the Act) to revise Federal minimum safety standards for gas and hazardous liquid pipeline facilities to require pipeline operators to be: (1) tested for qualification to perform enumerated activities related to the installation, testing, and maintenance of a pipeline; and (2) certified as qualified by the Secretary of Transportation to perform such activities. (Sec. 3) Directs the Secretary to require an operator of a pipeline facility that: (1) has an instrumented internal inspection device (smart pig) to test the pipeline once every five years for corrosion and anomalies and make test results available to the public; and (2) is not covered by a certain certification under a State pipeline safety program or by a State pipeline safety agreement to test the pipeline hydrostatically once every five years to redetermine its maximum allowable operating pressure of the pipeline and make test results available to the public. Authorizes the Secretary, upon the request of an operator of a non-high-risk pipeline, to approve an alternative method of testing the pipeline, including inspection by smart pig, for structural weaknesses instead of hydrostatic testing if the Secretary first provides notification in the Federal Register and to interested State and local governments and other persons of the proposed approval and provides for public comment. Directs the Secretary to establish a list of high-risk pipelines (that have had a specified number of leaks over a certain period of time). (Sec. 4) Requires pipeline operators to report to the Secretary hazardous liquid spills of more than 40 gallons and ruptures to pipelines. (Sec. 6) Directs the Secretary to make available on the Internet maps of the location of all pipeline facilities subject to the Act. (Sec. 7) Directs the Governor of each State desiring to administer its own pipeline safety standards for interstate pipelines to submit to the Secretary a complete description of its proposed program. Prohibits a State program from containing standards that are less stringent than those established by Federal law. (Sec. 8) Directs the Secretary to study and report to Congress on the effectiveness of: (1) external leak detection systems (including hydrocarbon sensor cables) for the purpose of improving pipeline leak detection; and (2) double-walled pipelines for the purpose of preventing ruptures and leaks. (Sec. 9) Directs the Secretary to complete cost-benefit analyses of all recommendations made by the National Transportation Safety Board to the Secretary that the Board classifies as being "open". (Sec. 10) Directs the Secretary to study and report to Congress on the optimal minimum burial depth of underground pipelines for the purpose of preventing the release of hazardous materials in the air.

Pope John Paul II Congressional Gold Medal Act - Authorizes the presentation of a gold medal to Pope John Paul II in recognition of his contributions to peace and religious understanding. Authorizes appropriations. Mandates that proceeds from duplicate bronze medal sales be deposited in the Numismatic Public Enterprise Fund.

Religious Broadcasting Freedom Act - Prohibits the Federal Communications Commission (FCC) from establishing, expanding, or otherwise modifying requirements relating to the service obligations of noncommercial educational television stations except by means of Federal agency rulemaking procedures. Terminates the additional guidance contained in the FCC's memorandum opinion and order in WQED Pittsburgh (FCC 99-393), except as such guidance is prescribed in accordance with the above rulemaking procedures.

Chimpanzee Health Improvement, Maintenance and Protection Act - Amends title IV of the Public Health Service Act to direct the Secretary of Health and Human Services to provide for the establishment and operation of a national sanctuary system for all surplus federally owned chimpanzees that are no longer needed in research conducted or supported by the National Institutes of Health, the Food and Drug Administration, or other Federal agencies. Mandates that any surplus chimpanzee that is not owned by the Federal Government be accepted into the system if the owner transfers title to the chimpanzee to the sanctuary system. Provides for standards for permanent retirement of chimpanzees into the system. Requires such standards to empower the Secretary to authorize imposition of a fee (except in certain circumstances) for accepting a non-Federal chimpanzee into the system. Directs the Secretary to contract with a nonprofit private entity to establish and operate the system. Provides for funding. Authorizes the Secretary to make grants or contracts for the operation of facilities that provide for the retirement of chimpanzees in accordance with the same standards that apply to the sanctuary system.

Residential Loan Servicing Clarification Act - Amends the Fair Debt Collection Practices Act to exempt a servicer of federally related mortgage loans secured by first liens from certain debt collection disclosure and debt validation requirements if such servicer is a debt collector whose primary function is servicing such loans. Sets forth servicer-consumer validation statement requirements.

Credit Cost Reduction Act of 1999 - Amends the Fair Debt Collection Practices Act to exclude from the definition of "communication" civil procedural actions taken pursuant to either Federal or State law or to a nonjudicial foreclosure. Permits continuation of collection and communications activities during the period of initial notice of debt unless the consumer requests cessation of such activities. Expands the scope of debt collector's civil liability for noncompliance to include any series of class actions arising out of the same violations by the same debt collector. Adds to the mandatory factors for court consideration of debt collector's liability for noncompliance the amount of actual damages awarded. Shields a debt collector from liability for a violation resulting from good faith compliance with either Federal or State rules of civil procedure or a nonjudicial foreclosure proceeding. Prescribes guidelines under which a servicer of a federally related mortgage loan secured by a first lien is exempt from requirements pertaining to: (1) certain false or misleading representations to the consumer in connection with debt collection; or (2) debt validation activities. Requires such servicer to provide to the consumer, at least 30 days before an acceleration of the debt, a validation statement or a notice of the consumer's right to receive a validation statement.

Urges the Government of Germany to: (1) uphold its commitments to take effective measures to prevent and eliminate discrimination against individuals or communities on the grounds of religion or belief' and to foster a climate of mutual tolerance and respect between believers of different communities as required by the Organization on Security and Cooperation in Europe's Vienna Concluding Document of 1989; and (2) enter into a constructive dialogue with minority groups subject to government discrimination based on religion or belief. Declares that the House of Representatives continues to hold the Government of Germany responsible for protecting the right of freedom of religion or belief of U.S. citizens who are living, performing, doing business, or traveling in Germany. Calls upon the President to assert the concern of the U.S. Government to the Government of Germany regarding government discrimination in Germany.

Genetically Engineered Food Right to Know Act - Amends the Federal Food, Drug, and Cosmetic Act (FDCA), Federal Meat Inspection Act (FMIA), and the Poultry Products Inspection Act (PPIA) to deem a food misbranded if it contains or was produced with a genetically engineered material unless its labeling contains statements meeting specified requirements. Excludes, in all three Acts, food: (1) served in restaurants; or (2) prepared primarily in a retail establishment, ready for human consumption, but not offered for sale for immediate consumption in the establishment. Excludes, for the FDCA, a medical food as defined in the Orphan Drug Act. Subjects violators to civil monetary penalties. Exempts from the penalties: (1) any person (recipient) who establishes a guaranty or undertaking signed by the person (residing in the United States) from whom the recipient in good faith received the food to the effect that the food does not contain or was not produced with a genetically engineered material; and (2) for the FDCA, an agricultural producer of a food that does not contain and was not produced with a genetically engineered material if the food becomes contaminated with a genetically engineered material (including by mingling the two), so long as the contamination was neither intentional nor negligent.

Authorizes the American Battle Monuments Commission to place within the Vietnam Veterans Memorial a plaque to honor those Vietnam veterans who died after service in the Vietnam War, but as a direct result of such service, and whose names are not otherwise eligible for placement on the Memorial wall.
