Filipino Veterans Fairness Act - Provides the rate of payment of dependency and indemnity compensation for the surviving spouses of former members of the Philippine Commonwealth Army or new Philippine Scouts who served with U.S. armed forces during World War II and became U.S. citizens or lawfully resided in the United States. Makes such veterans eligible for: (1) payment of compensation ($100 per month) for service-connected disability; (2) hospital and nursing home care and medical services in the United States in the same manner as U.S. veterans; (3) veterans' housing loans made or guaranteed by the Department of Veterans Affairs; and (4) vocational rehabilitation as well as job counseling, training, and placement. Directs the Secretary of Veterans Affairs to furnish outpatient health care at the Manila Outpatient Clinic in the Republic of the Philippines for such veterans residing in the Philippines. Makes spouses of such veterans eligible for veterans' educational assistance. Makes the rate of assistance for such spouses and children residing in the United States equal to the rate for the dependents of U.S. veterans. Makes such spouses and dependents eligible for job counseling, training, and placement benefits. Requires the Secretary to ensure that at least one member of the Advisory Committee on Minority Veterans is a Commonwealth Army veteran or new Philippine Scout.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Flight Attendant Certification Act - Amends Federal taransportation law to require the Administrator of the Federal Aviation Administration to prescribe standards for cabin crew training and certification for individuals working in an aircraft cabin on board a transport category aircraft with twenty or more seats. Requires all new and existing cabin crew members to be certified by the Administrator after successful completion of an air carrier's training program consisting of: (1) initial, indoctrination, and emergency training; (2) air carrier specific training related to aircraft types and operator's certificate; and (3) submission by the air carrier to the Administrator confirming such completion. Declares that the Administrator shall be prohibited from granting an air carrier a waiver of cabin crew training requirements or an exemption from any part of such requirements. Requires a cabin crew member, to qualify for a cabin crew certificate, to successfully: (1) complete the training requirements established by the Administrator, including all initial, indoctrination, emergency, transition, differences, recurrent, and requalification training; (2) complete the cabin security and self-defense training requirements established by the Transportation Security Administrator; and (3) perform the assigned duties of a cabin crew member and complete the approved proficiency check, under the supervision of a certified instructor or supervisor, for not less than five hours of initial operating experience. Requires air carrier training programs to receive the Administrator's approval.

Community College Partnership Act of 2003 - Amends the Higher Education Act of 1965 to establish a community college opportunity program to help students at community or technical colleges to transfer to four-year institutions and complete bachelor's degrees. Directs the Secretary of Education to award program grants to eligible partnerships that include one or more community or technical colleges that award associate's degrees and one or more institutions of higher education that offer a baccalaureate or postbaccalaureate degree not awarded by the partner colleges. Requires funds from such grants to be used for: (1) development of policies to expand opportunities for community or technical college students to earn bachelor's degrees, including promoting the transfer of academic credits between institutions and expanding articulation and guaranteed transfer agreements; (2) support services to students participating in the program, including tutoring, mentoring, academic and personal counseling, and transition facilitation; (3) need-based scholarships to transfer students for their third and fourth years of undergraduate education; (4) academic program enhancements at the community or technical college that increase program quality and the number of student participants in the dual degree program offered in conjunction with a baccalaureate degree granting institution; and (5) programs to identify barriers that inhibit student transfers.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Requires the Secretary to establish a formula for determining the allocation of payments, with priority consideration to the relative unemployment rate, median income, population, and poverty rate. Permits the use of funds received by States and local governments only for: (1) ordinary and necessary maintenance and operating expenses for education; public safety; public health; social services; roads, transportation, and water infrastructure; and housing; and (2) ordinary and necessary capital expenditures authorized by law.

Klamath River Basin Restoration and Emergency Assistance Act of 2003 - Directs the Secretary of the Interior to establish the Klamath River Basin Conservation Area Restoration Program. Requires such program to provide loans, grants, and technical assistance for short- and long-term water conservation projects in the Klamath Basin. Covers projects which: (1) provide incentives for growing crops requiring less water; (2) acquire property interests; (3) restore habitat; and (4) feature tail-water recovery programs, lining of earthen irrigation channels and groundwater recharge and management systems. Prohibits the use of funds to bring newly irrigated lands into agricultural production. Limits the Federal share to 75 percent of costs, permitting in-kind contributions for the non-Federal share. Requires the Secretary to provide emergency financial assistance to persons in northern California and Oregon coastal communities adversely affected by the Klamath Basin salmon kill disaster of 2002. Directs the Secretary to modify the operation of the Klamath Project so that Klamath River flows meet a specified standard. Establishes the Klamath Basin Restoration Task Force. Requires the Secretary to implement the low release requirements for the Trinity River, permitting modifications as specified. Directs the Secretary to study the water supply needs of the wetland habitats within the Klamath Basin National Wildlife Refuges to meet fish and wildlife conservation purposes. Permits the Secretary to store water on the Lower Klamath and Tule Lake National Wildlife Refuges if their habitats are not compromised. Maintains existing tribal fishery, water, and other rights.

Veterans Earn and Learn Act - Adjusts the Montgomery GI Bill veterans' educational assistance entitlement charges for each month that an eligible veteran is paid a job training assistance allowance through the Department of Veterans Affairs. Increases such charge for any month in which the veteran fails to complete 120 hours of such training. Directs the Secretary of Veterans Affairs to pay a lump-sum incentive payment to an individual who successfully completes a full-time program of job apprenticeship before his or her assistance allowance is exhausted, under the educational assistance programs for: (1) the post-Vietnam era; (2) survivors and dependents; and (3) the Selected Reserve. Increases the assistance payable under such programs for each month in which an individual pursuing a full-time program of apprenticeship or other on-job training is also enrolled in a course of classroom instruction related to such training. Directs the Secretary, when determining the period of a competency-based program of apprenticeship, to consider the approximate program term in registered apprenticeship program standards recognized by the Secretary of Labor. Requires the sponsor of any job training to notify the Secretary upon the successful completion of that program by the veteran or other eligible person. Directs the Secretary to conduct a pilot program of up to three years for training Department employees to become qualified adjudicators of claims for veterans' compensation, dependency and indemnity compensation, and pensions. Requires the Secretary of Defense to furnish to the Secretary, at the time of a member's discharge, pertinent information concerning each registered apprenticeship pursued by such member during his or her service.

Limits the duration of such assistance to an 18-month period, except that a grant recipient may extend such assistance for an additional six-month period with respect to any minor, adult, or dependent who has been unable to acquire permanent housing despite a good-faith effort to do so.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Fair Pay Act of 2003

Fair Pay Act of 2003 - Amends the Fair Labor Standards Act of 1938 to prohibit discrimination in the payment of wages on account of sex, race, or national origin. (Allows payment of different wages under seniority systems, merit systems, systems that measure earnings by quantity or quality of production, or differentials based on bona fide factors that the employer demonstrates are job-related or further legitimate business interests.) Prohibits the discharge of or any other discrimination against an individual for opposing any act or practice made unlawful by this Act, or for assisting in an investigation or proceeding under it. Directs courts, in any action brought under this Act for violation of such prohibition, to allow expert fees as part of the costs awarded to prevailing plaintiffs. Allows any such action to be maintained as a class action. Directs the EEOC to: (1) undertake studies and provide information and technical assistance to employers, labor organizations, and the general public concerning effective means available to implement this Act; and (2) carry on a continuing program of research, education, and technical assistance with specified components related to the purposes of this Act. Makes conforming amendments relating to congressional and executive branch employees to the Congressional Accountability Act of 1995 and the Presidential and Executive Office Accountability Act.

Predatory Mortgage Lending Practices Reduction Act

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing mortgage lending services for either a subprime federally related mortgage loan or for mortgage brokerage services for such a loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Pension Benefits Protection Act of 2003

Pension Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 (the Code) to protect pension benefits of employees in defined benefit (DB) plans, and to ensure that age discrimination laws are applied to conversions to cash balance plans and other such plans that are hybrids of DB's and defined contribution plans. Requires ERISA, the Code, and the Age Discrimination Act of 1967 to be applied and administered without regard to certain proposed regulations of the Secretary of the Treasury that relate to reductions of accruals and allocations because of the attainment of any age, and to application of nondiscrimination cross-testing rules to cash balance plans. Amends ERISA and the Code to protect certain DB plan participants from forced conversions to hybrid DB plans by plan amendments which change the way the accrued benefit to participants or beneficiaries are expressed and which reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) DB plan shall be treated as wearing away accrued benefits.

Unemployment Benefits Extension Act

Unemployment Benefits Extension Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to: (1) extend the TEUC program; (2) provide for additional weeks of TEUC benefits; (3) revise unemployment rate triggers for TEUC benefit periods; and (4) provide for regular unemployment compensation for certain individuals based on part-time work or an alternative base period. Extends the TEUC program through weeks of unemployment ending before December 28, 2003. Provides a phaseout period for individual payments up to weeks beginning after July 31, 2004. Increases to 26 weeks an eligible individual's TEUC payments. Provides for an additional seven weeks of payments, for a total of 33 weeks, for individuals in high-unemployment States (TEUC-X). (Current law provides 13 weeks of regular TEUC payments, with an additional 13 and total 26 in TEUC-X States.) Revises requirements for determining TEUC-X States, using certain triggers based on insured unemployment rates and on total unemployment rates. Establishes a program of payments to States to provide regular unemployment compensation benefits for individuals who otherwise would be ineligible because: (1) the base period does not count wages earned in the most recently completed calendar quarter; or (2) the individuals seek or are available for less than full-time work.

College Fire Prevention Act

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, or sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Requires grant priority to be given eligible entities that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least ten percent for eligible entities that are historically Black colleges and universities, Hispanic-serving institutions, and Tribally Controlled Colleges and Universities; and (2) at least ten percent for eligible entities that are social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and an eligible entity under this Act).

Teacher Mentoring Act

Teacher Mentoring Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to authorize the Secretary of Education to make competitive three-year grants to local educational agencies (LEAs) to establish or implement teacher mentoring programs to guide and assist new teachers and improve teacher quality. Requires such programs to provide: (1) training and stipends for mentors; (2) mentoring programs for teachers in their first year of teaching; and (3) regular and ongoing opportunities for mentors and mentees to observe each other's teaching methods in classroom settings during the school day. Requires such programs to establish: (1) minimum qualifications for mentors; and (2) an evaluation and accountability plan for, and report on, program activities. Requires LEAs, in using such program grants, to prioritize funding for mentoring activities at elementary and secondary schools which the LEA identifies under ESEA as failing to make adequate yearly progress. Directs the Secretary to: (1) award at least 50 percent of such grants to low-income LEAs; and (2) report to Congress on program results, including impact on teacher retention rates.

National Rail Infrastructure Program Act

National Rail Infrastructure Program Act - Directs the Secretary of Transportation to establish a National Rail Infrastructure Program to provide grants for projects addressing railroad infrastructure and systems deficiencies. Makes eligible for such grants projects to: (1) maintain and increase track and intermodal yard capacity; (2) acquire rights-of-way for future expansion; (3) separate railroad and road crossings and make other railroad and road interface improvements; (4) separate rail-to-rail crossings; (5) integrate railroad systems; and (6) construct, repair, and rehabilitate track and related supporting structures. Prohibits the use of grant funds for operating expenses, acquisition of rolling stock, payment of debt, or construction or repair of maintenance facilities, passenger facilities at stations, or other ancillary railroad business structures. Requires at least 20 percent of project costs to be provided by State, local, and other non-Federal public sources. Amends the Internal Revenue Code to impose an excise tax of: (1) five percent on the sale of any specified railroad equipment by the manufacturer, producer, or importer; (2) five percent of the amount paid for taxable rail transportation of any person by commuter rail, and of ten percent in any other case; and (3) one percent of the amount paid inside or outside the United States for the taxable rail transportation of property. Establishes in the Treasury a National Rail Infrastructure Program Trust Fund, consisting of amounts equivalent to: (1) specified excise taxes received with respect to fuel used in a train, and the excise tax under this Act on railroad locomotives and rolling stock; (2) ten percent of all customs duties received after September 30, 2003; and (3) ten percent of all royalties attributable to the removal of oil or gas from Federal lands. Makes amounts in the Trust Fund available only for grants under this Act.

Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under part A of title I of the Elementary and Secondary Education Act of 1965 (as amended by the No Child Left Behind Act of 2001).

Realizing the Spirit of IDEA Act - Amends the Individuals with Disabilities Education Act (IDEA) to establish a method to provide outcome-based funding increases to States. Modifies and increases IDEA funding for: (1) assistance for education of children with disabilities; (2) preschool grants; (3) infants and toddlers with disabilities; (4) State program improvement grants for children with disabilities; (5) research and innovation to improve services and results for children with disabilities; (6) personnel preparation to improve services and results for children with disabilities; (7) improved early intervention, educational, and transitional services; (8) technology development, demonstration, and utilization; and (9) media services. Directs the Secretary of Education to provide, in addition to such funding assistance for education of children with disabilities, outcome-based bonus payments to States for their use for special education and other educational services for children with disabilities, including subgrants to local educational agencies. Includes among outcome-indicators for such children: (1) academic achievement, as measured on adequate yearly progress assessments; and (2) rates of attendance, not-dropping-out, graduation, and postsecondary employment and education.
