Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

COMPETE Act

Competitive and Open Markets that Protect and Enhance the Treatment of Entrepreneurs Act, or the COMPETE Act - Amends the Sarbanes-Oxley Act of 2002 regarding the management assessment of internal controls in the annual report of each issuer of registered securities to require certain rules of the Securities and Exchange Commission (SEC) to permit a small public company to elect voluntarily not to provide in its annual report an assessment of (or a related public accounting firm attestation concerning) the effectiveness of its internal control structure and financial reporting procedures, if it meets specified size criteria. Includes among such criteria: (1) total market capitalization of less than $700 million; (2) total product revenue of less than $125 million; and (3) fewer than 1500 record beneficial holders. Requires SEC rules to provide for random audits after the first year for which an attestation and report of such a small public company is made by a registered public accounting firm. Directs the SEC and the Public Company Accounting Oversight Board (Board) to: (1) alter the standard for review from a remote likelihood standard for noting weaknesses to a 5% de minimus material weakness criterion (based on 5% of net profits); (2) establish specific guidelines for measuring certain terms; and (3) modify independence rules to allow prudent interaction between registered public accounting firms performing such assessments and internal consultants. Directs the SEC and the Board to: (1) jointly study and report to Congress on the principles-based Turnbull Guidance under the securities laws of the United Kingdom; and (2) compare and contrast such principles to the implementation of Sarbanes-Oxley requirements.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Establishes within the JCS an Assistant to the Chairman of the Joint Chiefs of Staff for Reserve Matters. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general.

Communities Building Access Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to public or nonprofit private entities to carry out demonstration projects for the purpose of making health care coverage available, on a cost-sharing basis, to: (1) employees through employers that have not contributed to health care benefits for employees during the prior 12 months; and (2) self-employed individuals who have been without such coverage during the prior 12 months. Requires the Secretary to make matching grants to public or nonprofit private entities to carry out demonstration projects for the purpose of forming and maintaining networks composed of health care specialists who volunteer health services to eligible individuals. Directs the Secretary to make an award of a grant or contract for the establishment and operation of a clearinghouse for information on demonstration projects under this Act and similar projects that are community initiated. Allows the Secretary to carry out a program to encourage public and private entities that plan or operate such projects to submit information to the clearinghouse.

Executive Branch Reform Act of 2006 - Requires recording and filing by each executive branch official with the Office of Government Ethics on any significant contact made between that official and any private party relating to an official government action. Outlines the authorities and responsibilities of the Director of the Office of Government Ethics with regard to such reports. Sets prohibitions on covered executive branch officials who are entering or leaving government service. Amends the Office of Federal Procurement Policy Act to modify provisions relating to procurement officials. Sets a prohibition on the personal and substantial involvement by certain former contractor employees in the award or administration of government contracts. Sets a prohibition on unauthorized expenditure of funds for publicity or propaganda purposes. Requires an advertisement or other communication paid for by an executive agency to disclose that such advertisement or communication is paid for by that agency. Directs each federal agency to submit to the Archivist of the United States and specified congressional committees a report describing the use of "pseudo" classification designations. Requires the Archivist to: (1) report on the use of "pseudo" classification designations; and (2) promulgate regulations banning "pseudo" classification designations. Prohibits an employee or applicant for employment of a covered agency from being discriminated against as a reprisal for disclosing covered information to an authorized Member of Congress or to an authorized official of an executive agency, the Department of Justice, or the Inspector General of the employee's employing covered agency.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Great Lakes Collaboration Implementation Act

Great Lakes Collaboration Implementation Act - National Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements, measurable numeric ballast water discharge standards, and civil and criminal penalties for violations; (3) require federal agencies to restrict the importation of live aquatic organisms of species not in trade that have a high or moderate probability of undesirable impacts; and (4) declare importation of such species to be unlawful and prescribe civil and criminal penalties for violations. Directs the Assistant Secretary of the Army for Civil Works to: (1) upgrade and make permanent the Chicago sanitary and ship canal dispersal barrier in Chicago, Illinois; and (2) construct dispersal barriers as necessary. Renames the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as the Nonindigenous Aquatic Invasive Species Prevention and Control Act of 1990. National Invasive Species Council Act - Prohibits federal agencies from authorizing, funding, or carrying out any action that would promote the introduction or spread of invasive species unless the benefits of the action outweigh the harm. Establishes the National Invasive Species Council (NISC) as an independent entity in the executive branch to lead and coordinate efforts to minimize the negative effects caused by invasive species and to reduce the threat of further invasions. Requires NISC to develop a National Invasive Species Management Plan and to establish an Invasive Species Advisory Committee. Reauthorizes and modifies the Great Lakes Fish and Wildlife Restoration Act of 1990. Amends the Federal Water Pollution Control Act to: (1) authorize the Administrator of the Environmental Protection Agency (EPA) to provide funding for wastewater assistance to certain municipalities and small publicly-owned treatment works; (2) authorize states to provide additional subsidization to benefit certain municipalities or state agencies that already receive assistance from the water pollution control revolving fund or to implement certain alternative techniques; (3) replace each reference to "navigable waters of the United States" with a reference to "waters of the United States"; (4) require the Great Lakes National Program Office to provide grants to reduce the quantity of mercury in the Great Lakes; and (5) require the President include a joint Great Lakes research plan in the annual budget submitted to Congress. Requires: (1) the National Oceanic and Atmospheric Administration (NOAA) to provide grants for Great Lakes research and monitoring activities; (2) the President to establish a system that detects and predicts changes in the ocean, coastal, and Great Lakes environment that impact certain U.S. systems; and (3) the National Ocean Research Leadership Council to establish an interagency program office to be known as OceanUS to be responsible for program planning and coordination of such observing system. Amends the Federal Water Pollution Control Act to require the Program Office to develop specified science-based indicators of water quality and related environmental factors in the Great Lakes. Authorizes the Secretary to: (1) provide financial assistance for certain restoration or remediation projects; and (2) restore and remediate waterfronts and related areas. Establishes: (1) the Great Lakes Interagency Task Force, as established by Executive Order 13340, as a task force within EPA; (2) a Great Lakes Regional Collaboration Executive Committee to hold meetings and make recommendations and reports on Great Lakes restoration goals and progress; and (3) the Great Lakes Regional Collaboration to develop a restoration and protection strategy for use in Great Lakes program implementation and funding decisions, to serve as a forum for addressing regional issues relating to ecosystem restoration and protection of the Great Lakes, and to establish an oversight forum to coordinate and enhance implementation of Great Lakes programs. Provides funding for a variety of Great Lakes programs.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Prevention of Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to revise certain aquatic invasive species prevention requirements to, among other things: (1) apply them to certain U.S. vessels and to certain foreign vessels (or a structure being towed by a vessel) that are en route to, or have departed from, a U.S. port; and (2) establish ballast water exchange and treatment and sediment management standards for vessels of the armed forces. Prohibits an operator of a vessel from uptaking or discharging ballast water or sediment, except in specified circumstances, from a U.S. vessel operating in U.S. or non-U.S. waters. Requires a vessel to conduct all its ballast water management operations in accordance with an aquatic invasive species plan designed to minimize the discharge of aquatic invasive species. Requires a vessel, before discharging ballast water into U.S. waters, to conduct ballast water treatment so that the discharged ballast water will contain no more than a specified level of living organisms or microbes. Prohibits an operator of a vessel, until the vessel conducts such treatment, from discharging ballast water except after certain ballast water exchange and ballast water treatment requirements are met. Sets forth civil penalties for violations of this Act. Urges the Secretary to negotiate with foreign countries to develop and implement an international program for preventing the unintentional introduction and spread of aquatic invasive species. Establishes a priority pathway management program that, among other things: (1) identifies pathways that pose the highest risk for the introduction of aquatic invasive species unless further managed; and (2) develops recommendations for management strategies for those high-risk pathways. Implements a national system of ecological surveys for rapid early detection and monitoring of aquatic invasive species.

Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Revises the goals of FWS programs related to the Great Lakes fish and wildlife resources to include restoring and maintaining self-sustaining fish and wildlife resources. Requires the Great Lakes Coordination Office to: (1) ensure that information acquired under such Act is made available to the public; and (2) report to the FWS Director of Region Three, Great Lakes Big Rivers. Includes within the responsibilities of the Lower Great Lakes Fishery Resources Office and the Upper Great Lakes Fishery Resources Offices FWS operational activities related to fishery resource protection, restoration, maintenance, and enhancement in the offices' respective regions. Requires the Director to: (1) submit annual reports to the eight Great Lakes States and Indian Tribes; and (2) conduct a comprehensive study of the status, assessment, management, and restoration needs of the fish and wildlife resources of the Great Lakes Basin. Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian governing authority that denounces and combats terrorism, upholds human rights for all people, and has agreed to recognize Israel as an independent Jewish state. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined: (1) that no PA ministry, agency, or instrumentality is controlled by a foreign terrorist organization and no member of a foreign terrorist organization serves in a PA ministry, agency, or instrumentality; (2) that the PA has publicly acknowledged Israel's right to exist as a Jewish state, and is adhering to all previous agreements and understandings with the government of the United States, the government of Israel, and the international community; and (3) that the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Prohibits during a period in which a certification is is not in effect with respect to the PA.: (1) assistance to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human health needs from such limitation.); (2) U.S. contributions to the United Nations intended for U.N. agencies providing assistance directly to the PA; (3) visa issuance to any PA official or affiliated person (with a case-by-case exemption for U.S. security needs); (4) travel outside of a 25-mile radius of the U.N. headquarters building for officials and representatives of the PA and of the Palestine Liberation Organization (PLO) who are stationed at the United Nations in New York City; and (5) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA or the PLO. Requires the President to direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA during any such period. Directs the Secretary of State to audit and report respecting duplicative entities and functions of: (1) the United Nations Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization and the Palestinian Authority; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories; and (6) any other entity the Secretary determines results in duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues. Withholds specified U.S. contributions to the United Nations for such entities until the report's recommendations are implemented. Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. Prohibits funds to be used by any U.S. officer or employee to negotiate, attend official meetings, or have official contacts with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization, until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Requires the head of each federal agency to establish an oil usage baseline and develop a specified plan to reduce oil consumption. Directs the Postmaster General to report to Congress on annual fleetwide fuel savings and cost savings associated with eliminating Saturday mail delivery. Directs the Secretary of Energy to conduct a national media campaign to decrease domestic oil consumption. Amends federal transportation law to set forth a national tire efficiency program. Amends the Internal Revenue Code (IRC) to establish an idling reduction tax credit. Directs the Secretary of Transportation to conduct a research and development program for electric drive transportation technology. Directs the Secretary of Energy (Secretary) to establish a lightweight material research and development program. Amends the Energy Policy Act of 2005 to direct the Secretary to accelerate hybrid technology improvements by using loan guarantees that target automobile manufacturers and suppliers. Amends the IRC to allow: (1) an advanced technology motor vehicles manufacturing credit; and (2) a qualified flexible fuel hybrid and plug-in hybrid motor vehicle credit. Terminates the limitation on the number of qualified hybrid and advanced lean burn technology vehicles eligible for alternative motor vehicle credit. Directs the Secretary to issue regulations requiring each federal agency to achieve by FY2015 at least a 20% reduction in its fleet petroleum consumption. Amends the IRC to: (1) establish a fuel-efficient tax credit for private fleets; and (2) subject heavy vehicles to the depreciation limitation imposed upon certain luxury automobiles. Prescribes: (1) a production schedule for passenger cars that are either fuel choice enabling motor vehicles, or alternative fuel automobiles; and (2) calculations for flexible fuel vehicle economy. Requires the Secretary to transmit an action plan to Congress to ensure: (1) an increasing supply by non-oil fuels of the total domestic ground transportation fuel demand; and (2) nationwide inclusion of at least 10 % ethanol in the domestic ground transportation fuel supply by December 31, 2015. Amends the IRC to increase the alternative fuel vehicle refueling property credit. Amends federal transportation law to establish the Alternative Fueling Infrastructure Trust Fund. Amends the Clean Air Act to prescribe the minimum quantity of renewable fuel derived from cellulosic biomass for specified calendar years. Amends federal transportation law to direct the Secretary of Transportation to designate Transit-Oriented Development Corridors in certain urbanized areas. Amends the Energy Policy Act of 2005 to: (1) repeal the geographical limitation on the Sugar Cane Ethanol Program; (2) authorize preprocessing and harvesting demonstration grants for transportation fuel produced from biomass (in lieu of ethanol production); (3) direct the Secretary to establish a loan guarantee program for conversion of municipal solid waste into transportation fuel produced from biomass (in lieu of ethanol); and (4) instruct the Administrator to fund demonstration projects for producing transportation fuel produced from biomass (in lieu of ethanol).
