Faster and Smarter Funding for First Responders Act of 2003 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to States and eligible regional entities on the basis of the threat to a State or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant State or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Constitutional Amendment - Requires any judge, ambassador, or other officer nominated by the President under the Constitution to be appointed at the time of nomination subject to disapproval by a majority vote of Senators serving at the time of the nomination, except that such disapproval shall be effective only if it occurs during the 120-day period (excluding days on which the Senate is not in session) which begins on the date the Senate receives such nomination.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Government Network Security Act of 2003 - Directs each Federal agency to develop and implement a plan for protecting the security and privacy of Government computers and networks from the risks posed by peer-to-peer file sharing. Requires the Comptroller General to review and report to specified congressional committees on the adequacy of such agency plans.

Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.

Great Lakes Water Protection Act of 2003 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to direct the Secretary of the department in which the Coast Guard is operating to issue, within 30 days after enactment of this Act, a regulation that prohibits any vessel with a ballast water tank from entering the Great Lakes if more than five percent of the capacity of the tank contains ballast water. Requires the master of such a vessel to certify compliance with such prohibition to the Secretary or the Secretary's designee before the vessel's departure from the first lock in the St. Lawrence Seaway.

National Highway Borders and Trade Act of 2003 - Directs the Secretary of Transportation to establish and implement a coordinated border infrastructure program under which the Secretary shall make allocations to border States (i.e., States with a common boundary with Canada or Mexico) for projects within a border region (the portion of a border State located within 100 kilometers of a land border crossing with Canada or Mexico) to improve the efficient and safe movement of people and goods at or across the U.S.-Canadian and U.S.-Mexican borders. Permits allocations to States to be used in a border region only for specified: (1) improvements to transportation and supporting infrastructure that facilitate cross-border vehicle and cargo movement; (2) construction of highways and related safety and safety enforcement facilities; (3) operational improvements; (4) international coordination of planning, programming, and border operation; (5) projects in Canada or Mexico proposed by border States that directly and predominantly facilitate cross-border vehicle and commercial cargo movements; and (6) planning and environmental studies. Directs the Secretary to allocate among border States funds based on a formula which takes into consideration the average annual weight of cargo entering a border State by commercial vehicles across the international borders and the average trade value of all cargo imported and exported. Sets the Federal cost share of projects under this Act at 80 percent. Directs the Secretary to carry out a program to allocate funds to States for coordinated planning, design, and construction of corridors of national significance.

Defines "human person" and "human being" as including each and every member of the species homo sapiens at all stages of life, including, but not limited to, the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

Terrorist Penalties Enhancement Act of 2003 - Amends the Federal criminal code to require any person who, in the course of committing a terrorist offense, engages in conduct that results in the death of a person, to be punished by death or imprisoned for any term of years or life. Includes "terrorist offenses resulting in death" among the aggravating factors for homicide which are used in determining whether a death sentence is justified. Denies Federal benefits to any individual who is convicted of a Federal crime of terrorism, for any term of years or for life.

Beginning Farmers and Ranchers Tax Incentive Act of 2003 - Amends the Internal Revenue Code to exclude from gross income: (1) 100 percent of the gain from the sale or exchange of qualified farm property to a first-time farmer who certifies that the use of such property shall be as a farm for farming purposes for not less than 10 years after such sale or exchange; (2) 50 percent of the gain from the sale or exchange of qualified farm property to any other person who certifies that the use of such property shall be as a farm for farming purposes for not less than 10 years after such sale or exchange; and (3) 25 percent of the gain from the sale or exchange of qualified farm property to any other person for any other use. Limits the amount of any of the above exclusions with respect to any taxable year to $500,000 on a joint return.

Continuity in Representation Act of 2003 - Requires States to hold special elections to fill vacancies in the House of Representatives within 21 days after a vacancy is announced by the Speaker of the House in the extraordinary circumstance that vacancies in representation from the States exceed 100. Waives the 21-day requirement if a regularly scheduled general election for the office involved is to be held at any time within 51 days after the vacancy announcement.

John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury: (1) to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth; and (2) in cooperation with the Legacy Fund of the Library of Congress, to develop and implement a marketing program to promote and sell the coins. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) supporting historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Government Accountability and Streamlining Act of 2003 - Requires the Comptroller General, to the extent practicable, to prepare for public bills and joint resolutions (measures) reported by congressional subcommittees or committees, and submit to such subcommittees or committees, determinations of whether: (1) new Federal entities, programs, or functions are authorized by the measure; and (2) an existing entity or program carries out functions that are similar to those authorized by the measure and such existing entity or program may more effectively and efficiently perform the functions and carry out the purposes of the measure than the proposed entity or program. Requires such statements to accompany reports on legislation.

Great Lakes Controlled Data Collection and Monitoring Act - Amends the Federal Water Pollution Control Act to direct the Great Lakes National Program Office of the Environmental Protection Agency to develop and implement a set of science-based indicators of water quality and related environmental factors in the Great Lakes, including accumulated toxic pollutants. Requires continued monitoring and data collection to help identify emerging problems.

Overtime Compensation Protection Act of 2003 - Amends the Fair Labor Standards Act of 1938 (FLSA) to prohibit the Secretary of Labor from promulgating any regulation that has the effect of exempting from FLSA overtime compensation requirements (which limit maximum hours at regular compensation) any employee who is not otherwise exempted under regulations in effect on the date of enactment of this Act. Provides that such prohibition does not bar the Secretary from reducing the number of employees who are exempt from such overtime compensation requirements.

United States Agricultural Products Market Access Act of 2003 - Amends the Trade Act of 1974 to direct the United States Trade Representative (USTR) to identify those foreign countries that: (1) deny fair and equitable market access to U.S. agricultural products or apply standards for the importation of U.S. agricultural products that are not related to public health concerns or cannot be substantiated by reliable analytical methods; and (2) are determined by the USTR to be priority foreign countries. Limits the identification of priority foreign countries to those that engage in the most onerous or egregious acts which have the greatest adverse impact on the relevant U.S. products. Provides that if available information indicates that such action is appropriate, the USTR may at any time: (1) revoke the identification of any foreign country as a priority foreign country; or (2) identify any foreign country as a priority foreign country. Provides funding for additional staff for the Office of the Assistant U.S. Trade Representative for Agricultural Affairs and Office of the Assistant U.S. Trade Representative for Monitoring and Enforcement. Requires the U.S. Trade Representative to initiate an investigation (without waiting for a petition by an interested person) regarding any act, policy, or practice of a priority foreign country identified under this Act.

Condemns the recent terrorist attacks perpetrated by Hamas and other terrorist organizations that intentionally sought to thwart the efforts of the United States and the world community to move toward peace in the Middle East at the summit in Aqaba, Jordan. Urges the European Union to classify Hamas as a terrorist organization, enabling it to take further action to prohibit any funding from Europe to Hamas. Urges the Palestinian Authority to combat terrorism by establishing itself as the sole armed entity within the Palestinian territories as soon as possible. Stands in solidarity with Israel as it takes necessary steps toward peace and toward providing security to its people.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Millennium Challenge Account Authorization and Peace Corps Expansion Act of 2003 - Authorizes the President, acting through the Chief Executive Officer of the Millennium Challenge Corporation, to provide assistance to eligible low income and lower middle income countries to support policies and programs that advance their progress in: (1) achieving lasting economic growth and poverty reduction; and (2) promoting specified objectives fostering democratic societies, human rights, the rule of law, investment in education and health infrastructure and systems, economic freedom, broad-based economic growth, and free market systems. Requires recipient contries to enter into a Millenium Challenge Compact with the United States establishing a multi-year plan for achieving shared development objectives. Specifies conditions for suspension or termination of assistance. Establishes the Millenium Challenge Corporation to carry out such assistance program, and a Millenium Challenge Advisory Council. Sets forth elements of a framework for U.S. economic assistance. Reauthorizes the Peace Corps through FY 2007. Makes the Peace Corps responsible for recruiting all of its volunteers. Urges the Director to utilize the services of returned Peace Corps volunteers and former Peace Corps staff who have relevant language and cultural experience and may have served previously in countries with substantial Muslim populations, in order to open or reopen Peace Corps programs in such countries. Requires the Director to expand the training program for Peace Corps volunteers in the areas of education, prevention, and treatment of infectious diseases prevalent in host countries in order to ensure that the Peace Corps increases its contribution to the global campaign against such diseases. Urges the Director to designate a Peace Corps officer or employee located in the United States to coordinate all HIV/AIDS activities within the Peace Corps.

Death Tax Repeal Permanency Act of 2003 - Declares that the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 shall not apply to Title V: Estate, Gift, and Generation-skipping Transfer Tax Provisions of such Act. (Makes the repeal of estate and generation-skipping taxes under the Internal Revenue Code, and certain reductions of the gift tax, permanent.)

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Calls for the coins to be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date (2006 will mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize). Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Rural Veterans Access to Care Act of 2003 - Directs the Secretary of Veterans Affairs to ensure that no less than five percent of the funds made available each fiscal year for the Medical Care appropriation of the Department of Veterans Affairs are used to improve access to medical services for highly rural or geographically remote veterans, including the use of such funds for: (1) acute or chronic sympton management; (2) nontherapeutic medical services; and (3) other appropriate medical services as determined by the director of the geographic service region involved. Provides for the allocation of such funds to such service regions. Requires review of the operation of this Act and, if necessary, recommendation for an adjustment to the percentage of Medical Care funds required for such purpose.

Postmasters Equity Act of 2003 - Amends Federal law to authorize an organization (other than an organization representing supervisors) that represents at least 20 percent of certain postmasters to participate directly in the planning and development of pay policies and schedules, and fringe benefit programs, and other programs relating to supervisory and other managerial employees. Grants the postmasters and postmasters' organizations the same consultation and other rights afforded to supervisors and supervisors' organizations. Provides that if two or more postmasters' organizations exist such organizations shall: (1) be treated as if they constituted a single organization and in accordance with such arrangements as the organizations shall mutually agree to; and (2) in the case of any fact-finding panel convened by the Federal Mediation and Conciliation Service at the organizations' request, be jointly and severally liable for the cost of such panel, apart from the portion to be borne by the Service. States that for purposes of the Employee Thrift Advisory Council's membership: (1) each of such two or more postmasters' organizations shall be treated as a separate organization; and (2) any determination of the number of individuals represented by each of those respective organizations shall be made in a manner consistent with this Act's purposes.

Highway Funding Equity Act of 2003 - Revises Federal highway funding minimum guarantee provisions. Requires the Secretary of Transportation, for each of FY 2004 through 2009, to allocate among the States amounts sufficient to ensure that: (1) the percentage for each State of the total apportionments for the fiscal year for the National Highway System (NHS), the high priority projects program, the Interstate maintenance program, the surface transportation program, metropolitan planning, the highway bridge replacement and rehabilitation program, the congestion mitigation and air quality improvement program, the recreational trails program, the Appalachian development highway system, and the basic minimum guarantee equals or exceeds 95 percent of the ratio that the estimated tax payments to the Highway Trust Fund (HTF) (other than the Mass Transit Account) attributable to highway users in the State bears to such payments attributable to highway users in all States (with a specified exception for any State having a population density of less than 50 individuals per square mile); and (2) when HTF allocations (other than from the Mass Transit Account, for such programs, emergency relief, and the discretionary minimum guarantee) for the fiscal year have been identified, the percentage for each State of all of those allocations for the fiscal year equals or exceeds the percentage that is equal to 95 percent of such tax payments ratio. Sets forth provisions regarding: (1) the programmatic distribution of NHS funds exceeding $2.8 billion; (2) the apportionment of the remainder of funds to the States; and (3) required adjustments where the sum of State percentages exceeds 100.

Recognizes and affirms the efforts of the Governors of the Great Lakes States of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin and the Premiers of the Canadian Provinces of Ontario and Quebec in developing a common standard for decisions relating to the withdrawal of water from the Great Lakes. Urges that the management authority over such waters should remain vested with such Governors and Premiers.

Constitutional Amendment - Declares that marriage in the United States shall consist only of the union of a man and a woman. Prohibits the Constitution or any State constitution, or State or Federal law from being construed to require that marital status or its legal incidents be conferred upon unmarried couples or groups.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Commends: (1) President Bush, Secretary of Defense Rumsfeld, and U.S. Central Command commander General Franks for their planning and execution of successful military campaigns in Operations Enduring Freedom and Iraqi Freedom; (2) the members of the U.S. armed forces who participated in such operations; and (3) Department of Defense civilian employees, civilian contractors, and defense contractor personnel whose skills made possible the equipping of the armed forcesr. Expresses: (1) the Nation's gratitude to the 21 allies in Operation Enduring Freedom and to the 49 coalition members in Operation Iraqi Freedom; and (2) sympathy and condolences to the families and friends of the members of U.S. and coalition forces who have been injured, wounded, or killed during those operations. Calls upon communities across the Nation to prepare appropriate ceremonies to honor and welcome home the members of the armed forces participating in such operations and to recognize their contributions to U.S. homeland security and to the Global War on Terrorism. Recommits the United States to ensuring the safety of the U.S. homeland, to preventing weapons of mass destruction from reaching the hands of terrorists, and to helping the people of Iraq and Afghanistan build free democratic societies.

Pledge Protection Act of 2003 - Amends the Federal judicial code to deny jurisdiction to any court established by Act of Congress to hear or determine any claim that the recitation of the Pledge of Allegiance violates the first amendment of the Constitution.

Unborn Victims of Violence Act of 2003 or Laci and Conner's Law - Provides that: (1) whoever engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes) and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense; and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Specifies that a violation of such provisions does not require proof that: (1) the person engaging in the conduct had knowledge or should have had knowledge that the victim of the underlying offense was pregnant; or (2) the defendant (or accused) intended to cause the death of, or bodily injury to, the unborn child. Prohibits imposition of the death penalty for an offense under this Act. Bars prosecution under this Act: (1) of any person for conduct relating to an abortion for which the consent of the pregnant woman, or a person authorized by law to act on her behalf, has been obtained or for which such consent is implied by law; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Healthy Forests Restoration Act of 2003 - Permits the Secretary of Agriculture, with respect to National Forest System lands, and the Secretary of the Interior, with respect to public lands administered by the Bureau of Land Management, to plan and conduct hazardous fuels reduction projects (fuels projects) on specified types of Federal lands. Directs the Secretary concerned to give priority to fuels projects that provide for the protection of communities and watersheds. Authorizes the Secretary concerned to make grants: (1) to improve the commercial value of forest biomass to produce electric energy, sensible heat, transportation fuels, or substitutes for petroleum-based products; and (2) to offset the cost of projects to add value to biomass. Amends the Cooperative Forestry Assistance Act of 1978 to permit the Secretary of Agriculture, acting through the Forest Service, to provide assistance to State foresters and officials for the purpose of expanding State forest capacities and activities to address watershed issues on non-Federal forested lands and potentially forested lands. Directs the Secretary concerned to establish an accelerated program to plan, conduct, and promote comprehensive and systematic information gathering on bark beetles. Directs the Secretary of Agriculture to establish the healthy forests reserve program within the Forest Service for the purpose of protecting, restoring, and enhancing degraded forest ecosystems to promote the recovery of threatened and endangered species as well as improve biodiversity and enhance carbon sequestration. Directs the Secretary of Agriculture to carry out a comprehensive plan to inventory, monitor, characterize, assess, and identify forest stands and potential forest stands in specified locations. States that issues to be addressed shall include: (1) the early detection, identification, and assessment of environmental threats; and (2) the loss or degradation of forests.

Commends the members of the Navy and Marine Corps who serve on the USS Abraham Lincoln (a Nimitz-class nuclear-powered aircraft carrier based at Naval Station Everett in Washington) and welcomes them home from their recent mission abroad (a deployment of nearly ten months in support of Operations Iraqi Freedom, Enduring Freedom, and Southern Watch).
