Amends the Inspector General Act of 1978 to grant Inspectors General the authority to determine: (1) the persons subject to, and the nature, scope, and purposes of, the audits and investigations they conduct relating to the programs administered by their agency, including programs under regulatory statutes; and (2) their authority to conduct those audits and investigations. Prohibits the conduct of such audits or investigations from being construed as carrying out a program operating responsibility.

Foreign Investment Analysis Act of 1990 - Amends the International Investment and Trade in Services Survey Act to direct the President to report to the Congress regarding the status of integrated business data acquired by the Bureau of Economic Analysis from the Bureau of the Census with respect to the range and scope of foreign business ownership interests in the United States. (Presently the two organizations may not share such data with one another.) Amends Federal census law to direct the Bureau of Economic Analysis and the Bureau of the Census to exchange and use data regarding foreign business ownership in the United States ("statistical establishment list information"). Sets forth confidentiality guidelines for such a data exchange and establishes criminal penalties for violations of such guidelines.

Amends rule XXVII of the Rules of the House of Representatives to require the Clerk to cause to be printed in a separate section of the Congressional Record on the first legislative day of each week after a motion to discharge has been filed: (1) a copy of the motion; (2) the name of the Member filing it; and (3) a list of all Members who have signed such motion as of the last legislative day of the preceding week in which the House was in session.

Commends the United Nations Human Rights Commission for extending the mandate of the Cuba Working Group with regard to the human rights situation in Cuba. Condemns the Government of Cuba for engaging in a consistent pattern of human rights violations and harassment of human rights activists. Calls upon the Cuban Government to: (1) honor its guarantees that individuals who testified before the Cuban Working Group would not be subject to reprisals; (2) release all human rights activists and other political prisoners; and (3) meet universally recognized standards of human rights.

Congressional Recycling Act of 1990 - Requires the Clerk of the House of Representatives and the Secretary of the Senate to purchase recycled paper and paper products for use to the greatest extent practicable in the operations of the House and the Senate. Directs the Public Printer to assure that the Government Printing Office uses recycled paper in providing services to the House.

National Health Service Corps Revitalization Amendments of 1990 - Title I: Revisions in General Program for National Health Service Corps - Amends the Public Health Service Act provisions relating to the purpose of the National Health Service Corps to require that the Secretary of Health and Human Services use the Corps to provide primary health services in health manpower shortage areas. Removes a limitation on the dollar amount of pay increases which may be granted to a Corps member during the first 36 months of service. Removes provisions directing the Secretary, in assigning Corps members, to: (1) give priority to meeting Indian Health Service and other indian tribe or tribal organization needs; and (2) provide special consideration to homeless populations who do not have access to primary health care services. Applies certain definitions to provisions relating to Corps scholarship and loan programs as well as to provisions relating directly to the Corps. Requires that a complete descriptive list of health manpower shortage areas be published in the Federal Register by specified deadlines. Includes in the definition of "medical facility": (1) health programs or facilities operated by a tribe or tribal organization; and (2) facilities used in connection with provisions relating to health services for homeless individuals. Allows the Secretary to assign members of the Corps to an entity to provide health services in a health manpower shortage area only if there has been (currently, will be) appropriate and efficient use of Corps members assigned to that entity for the area. Removes certain provisions relating to priorities and considerations in assigning Corps personnel, replacing some such provisions with similarly worded provisions. Sets forth the exclusive factors the Secretary may consider in determining the areas with the greatest shortages. Requires annual publication in the Federal Register of a list of areas that are to be given priority in the assignment of Corps members and, for FY 1991, a list of entities authorized to receive assignments of Corps members. Replaces provisions relating to grants and contracts for programs respecting preparation for practice of individuals subject to a service obligation with provisions: (1) concerning consideration of characteristics of Corps members in making assignments; (2) requiring certain types of counseling of Corps members; (3) requiring assistance to Corps members in establishing local professional relationships; (4) directing the Secretary to provide assistance regarding temporary relief from Corps duties in order to pursue continuing education or other interests, including vacations; and (5) directing the Secretary to carry out activities to determine the characteristics of health professionals who are more likely to remain in shortage areas after completion of Corps service, and to determine the appropriate conditions for the assignment of certified nurse practitioners, certified nurse midwives, and physician assistants. Authorizes appropriations. Title II: Scholarship and Loan Repayment Programs of National Health Service Corps - Replaces measures providing for the establishment of the National Health Service Corps Scholarship Program with similar provisions directing the Secretary to establish such a Scholarship Program to assure, with respect to primary health services, an adequate supply of health professionals. (Current law makes no reference to primary health services.) Requires that an agreement to work as a provider of primary health services in a shortage area (currently, an agreement to work in a shortage area) be a part of the scholarship contract. Alters the priorities in providing contracts under the Scholarship Program to include an individual with characteristics that increase the probability that the individual will continue to serve in a shortage area after completion of obligated service. Changes the required contents of an annual report mandated by current law regarding the Scholarship Program. Replaces measures providing for the establishment of the National Health Service Corps Loan Repayment Program with similar provisions directing the Secretary to establish such a Loan Repayment Program to assure, with respect to the provision of primary health services, an adequate supply of health professionals. (Current law makes no reference to primary health services.) Requires that an agreement to work as a provider of primary health services in a shortage area (currently, an agreement to work in a shortage area) be a part of the loan repayment contract. Changes eligibility procedures for the Loan Repayment Program. Replaces provisions governing priorities in providing loan repayment contracts with provisions directing the Secretary to give priority to an individual who has characteristics that increase the probability that the individual will continue to serve in a shortage area after completion of obligated service. Increases the limit on the amount the Secretary may pay for each year of obligated service. Removes provisions allowing fulfillment of a service obligation in the Indian Health Service or in a program or facility operated by a tribe or a tribal organization. Requires (currently, allows) the Secretary to pay all (currently, part or all) of any increase in Federal income tax liability of an individual which arises as a result of the loan repayments. Changes the required contents of an annual report mandated by current law regarding the Loan Repayment Program. Requires that an annual report concerning the Scholarship Program and the Loan Repayment Program cover the next five years rather than the next three years. Authorizes appropriations, requiring set-asides in certain percentages for new applicants and for applicants in specified fields. Title III: State Offices of Rural Health - Authorizes the Secretary, through the Director of the Office of Rural Health Policy, to make grants to States for improving health care in rural areas through the operation of State offices of rural health. Requires recipient States to agree that such office will be provided with a minimum annual budget. Authorizes appropriations. Prohibits making grants under this program after the aggregate amounts appropriated reach a specified level. Title IV: General Provisions - Specifies the effective dates of provisions of this Act.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide that the definition of "owner or operator" (for purposes of liability) does not include: (1) a designated lending institution which acquires control of a facility pursuant to the terms of a security interest held by the person in such facility or in connection with a lease subject to Federal or State banking authorities; (2) a corporate fiduciary which operates or has legal title to a facility pursuant to the terms of an estate or trust; (3) an individual or institution that serves as an indenture trustee and acquires control of a facility as the result of default on a financing document between the trustee and the issuing entity; and (4) an individual fiduciary who has legal title to a facility for purposes of administering an estate or trust.

Declares that, until the certification required by this Act is made, no national of a European Community (EC) member country shall be eligible to certify compliance of products produced outside the United States with any standard or requirement of specified provisions of the Occupational Safety and Health Act of 1970, the Longshore and Harbor Workers' Compensation Act, or the Contract Work Hours and Safety Standards Act. Requires those restrictions to remain effective until the Secretary of Commerce certifies to appropriate congressional committees that the EC is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with standards and requirements of the EC by laboratories in non-EC member countries.

Amends title XVIII (Medicare) of the Social Security Act to prohibit the implementation of sanctions against a hospital for violating Medicare emergency medical condition screening and treatment requirements until a peer review organization makes a finding as to whether such a violation has occurred.

Rural Nursing Incentive Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to provide direct coverage under part B (Supplementary Medical Insurance) of the Medicare program of nurse practitioner or clinical nurse specialist services furnished in rural areas. Sets the Medicare payment for such services at 80 percent of the lesser of the actual charge or the prevailing charge that would have been recognized had the services been performed by a physician. Requires that such payments be made on an assignment-related basis.

Medicare Physician Regulation Relief Amendments of 1990 - Amends title XVIII (Medicare) of the Social Security Act to require carriers and peer review organizations to release the medical review screen or the associated screening parameter to a physician before notifying such physician that payment for his or her service has been denied. Permits Medicare reimbursement of a patient's regular physician for services provided to such patient by another physician who occasionally covers for the regular physician. Requires Medicare carriers to provide physicians, upon request and without charge, with carrier-generated information which physicians need to submit a payment claim or respond to a carrier inquiry. Allows a medical society or other professional organization representing physicians to represent a group or class of physicians in Medicare payment determinations, reconsiderations, or appeals. Directs the Secretary of Health and Human Services to appoint, based on nominations submitted by national medical organizations representing physicians, a Practicing Physicians Advisory Council with which the Secretary must consult concerning changes in the Medicare program and proposed changes in regulations and carrier operation policies.

Federal Earthquake Insurance and Reinsurance Act - Creates the Federal Earthquake Insurance and Reinsurance Corporation to make available: (1) earthquake and volcanic eruption insurance for residential property; and (2) property and casualty excess reinsurance for private insurers and private reinsurers for losses associated with earthquake or volcanic eruption. Makes the Corporation, its Residential Property Insurance Fund, its Reinsurance Fund, and its activities, property, and income exempt from all taxation, subject to exception. Directs the Corporation to develop a practical, cost-effective, and workable plan of earthquake loss mitigation.

Expresses the sense of the House of Representatives that: (1) it should be U.S. policy to seek in trade negotiations the adoption and enforcement of equivalent environmental standards among the trading nations of the world; (2) until such policy is implemented, the President should seek, through the Uruguay Round of trade negotiations, and as part of the next round of trade negotiations under the General Agreement on Tariffs and Trade, agreement on mechanisms under which the United States and its trading partners can eliminate or reduce competitive disadvantages resulting from the differing national environmental standards; and (3) any agreement regarding such international environmental standards would not impair the implementation of the Clean Air Act or other U.S. environmental protection law.

Tourism Policy and Export Promotion Act of 1990 - Declares it to be the national goal to increase U.S. export earnings from U.S. tourism and transportation services with an eye toward: (1) the elimination of the travel and tourism export deficit of the United States and the U.S trade deficit; and (2) the achievement of a travel and tourism export surplus. Amends the Trade Act of 1974 to require the United States Trade Representative (USTR) to identify foreign trade barriers to U.S. travel and tourism. Requires the USTR to submit the National Trade Estimate to the President and the Senate Committees on Finance and Commerce, Science, and Transportation. Amends the International Trade Act of 1961 to require each annual tourism trade development plan to focus on those countries in which tourism trade development has the greatest potential for increasing travel and tourism export revenues. Declares that the Congress finds that increased efforts directed at the promotion of rural tourism will contribute to the economic development of rural America. Establishes the Rural Tourism Foundation. Authorizes appropriations.

World War II 50th Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 50th anniversary of World War II by minting and issuing commemorative coins. Directs the Secretary of the Treasury to issue and mint such coins in five dollar, one dollar, and half dollar denominations. Mandates that surcharges received from the sale of such coins be deposited in a coinage profit fund and allocated, upon separate congressional authorization, to the American Battle Monuments Commission to establish a World War II memorial. Directs the Secretary to report semiannually to the Congress regarding implementation of this Act.

Computer Matching Corrections Act of 1990 - Amends the Computer Matching and Privacy Protection Act of 1988 to exempt State and local governments from verification requirements regarding certain information produced by computer matching programs if the information is provided by a Federal source agency. Restores the ten-day period within which the Federal Government and the States must notify recipients of food stamps, Medicaid, supplemental security income and aid to families with dependent children of a reduction or termination of such welfare benefits (currently there is a 30-day period), except in the case of an individual whose records are used in computer matching programs and who receives notice of an adverse action before the enactment of this Act.

Amends the Earthquake Hazards Reduction Act of 1977 to define "lifeline" to include transportation infrastructure, utilities, and communication facilities. Requires the Director of the Federal Emergency Management Agency (FEMA) to consult with the Director of the Office of Science and Technology Policy before planning and coordinating the national earthquake hazards reduction program. Requires the Director of such Office to report to specified congressional committees on the Office's role in interagency coordination, planning, and operation of the program. Authorizes appropriations to the Director of FEMA to carry out the program for FY 1991 through 1994, with special emphasis on: (1) a program to identify Federal buildings at seismic risk and set seismic standards for new construction; (2) grants to States for programs of seismic safety inspections of critical structures and lifelines; and (3) developing recommended building codes and practices for buildings, lifelines, and other structures in coordination with the National Institute of Standards and Technology and appropriate private organizations. Authorizes appropriations to the Secretary of the Interior for FY 1991 through 1994 for carrying out the responsibilities that may be assigned to the Director of the United States Geological Survey under the Earthquake Hazards Reduction Act, with special emphasis on the establishment and operation of intensive hazardous fault monitoring projects, seismic microzonation studies in areas determined to be of significant earthquake risk, and seismological engineering studies. Extends through FY 1994 the authorization of appropriations to the National Science Foundation and the National Institute of Standards and Technology for their responsibilities under such Act.

Expresses the sense of the Congress that: (1) the U.S. Government should continue its policy of support for democracy and national self-determination in Lithuania; (2) the United States should immediately establish diplomatic relations with the new Government of the Republic of Lithuania; and (3) any military action by the Soviet Union to intimidate or suppress the Lithuanian people's desire for independence should be condemned and will result in congressional action to prohibit U.S. assistance, trade credits, and trade enhancements to the Soviet Government.

Calls for the United States to: (1) continue to give the highest priority to accounting for Americans still missing or unaccounted for in Southeast Asia and to securing the return of Americans still held captive; (2) ensure cooperation with Vietnam and Laos to achieve credible answers for the families of such Americans, including primary-next-of-kin access to all records and information resulting from joint investigations, surveys, and excavations; (3) develop a means of accounting for Americans unaccounted for in Cambodia that is consistent with U.S. efforts to obtain a political settlement to the Cambodian situation; and (4) heighten responsible public awareness of Americans unaccounted for in Southeast Asia through the dissemination of factual data.

Expresses the sense of the Congress that: (1) the United States should support the unified status of Jerusalem and continue to recognize that a unified Jerusalem is an integral part of the State of Israel; (2) efforts of the U.S. Government to achieve peace in the Middle East should take into account the close relationship between the United States and Israel, as well as Israel's legitimate security needs; and (3) efforts to advance the peace process must not call into question the status of Jerusalem.

Amends the Fishermen's Protective Act of 1967 to direct the Secretary of Commerce to certify to the Secretary of the Treasury instances of foreign nationals conducting fishing operations which violate international fishery conservation programs. Prescribes guidelines under which the Secretary of the Treasury shall limit imports into the United States of fish or wildlife products from countries which violate international fishery or endangered species programs. Sets forth exemption guidelines where the Secretary of the Treasury determines that such sanctions would cause unreasonable economic hardship.

Congratulates: (1) the people of Lithuania on their recent multiparty elections; (2) the new Government on its decision to restore Lithuanian independence; and (3) the new Supreme Council of the Republic of Lithuania. Urges the Soviet Government to enter into negotiations with the new Lithuanian Government on an equal basis and to refrain from acts of political and economic intimidation against Lithuania. Urges the President to: (1) strengthen and seek ways to demonstrate his commitment to an independent and democratic Lithuania; (2) take steps toward normalizing diplomatic relations with the Lithuanian Government; (3) seek effective political support among our allies as Lithuania attempts to negotiate credits in Western markets; and (4) seek ways to make appropriate technical assistance available to the Lithuanian people.

State and Local Multiobjective River Corridor Assistance Act of 1989 - Amends the Outdoor Recreation Act of 1963 to direct the President to establish a Multiobjective River Corridor Council which shall: (1) review Federal policies and programs affecting rivers and river corridors and make recommendations to improve their effectiveness; and (2) develop Federal guidelines for multiobjective river corridor efforts in planning, coordination, and management. Authorizes the Secretary of the Interior, acting through the National Park Service's Rivers and Trails Technical Assistance Program, to provide matching grants and technical assistance to State, local, and regional government agencies and nonprofit organizations to develop comprehensive multiobjective plans for rivers and their adjacent lands. Specifies types of projects to be funded under this Act. Requires the Council to create a National River Register recognizing rivers which exemplify multiobjective river corridor values. Directs Federal agencies with membership in the Council to provide technical assistance to State and local governments and nonprofit organizations in the preparation of multiobjective river plans. Requires the Secretary of Agriculture, as part of the outdoor recreation component of the Resources Planning Act assessment, to collect information from demonstration projects funded under this Act and develop a geographic information system. Requires each member agency to consider the concerns of private landowners in implementing river corridor programs. Declares that the Congress shall consider recommendations of the Council to establish a national clearinghouse for multiobjective river corridor planning and management information. Authorizes appropriations.

Homeownership and Opportunity for People Everywhere Act of 1990 - Title I: HOPE Grants - Subtitle A: HOPE for Public and Indian Housing Homeownership - Amends the United States Housing Act of 1937 to authorize planning and implementation matching grants for public and Indian housing homeownership. Authorizes appropriations. Subtitle B: HOPE for HUD Multifamily Homeownership - Authorizes technical assistance, planning, and implementation matching grants for multifamily housing. Authorizes appropriations. Subtitle C: HOPE for Homeownership through Nonprofit Organizations - Authorizes implementation matching grants to private nonprofit organizations to carry out homeownership programs. Authorizes appropriations. Title II: Preservation of Low-Income Housing and Resident Homeownership - Retitles title II of the Emergency Low Income Housing Preservation Act of 1987 as the "Low-Income Housing Preservation and Resident Homeownership Act of 1990." Revises mortgage prepayment provisions. Authorizes approval of resident homeownership plans. Sets forth related conditions. Title III: Other HOPE Programs - Amends the Stewart B. McKinney Homeless Assistance Act to establish the shelter plus care program to provide specified rental assistance in connection with related support services to homeless persons who are seriously mentally ill or who have chronic alcohol or drug problems. Authorizes appropriations. Establishes a demonstration program to test the effectiveness of combining housing vouchers and support services to assist frail elderly persons to continue to live independently. Amends the United States Housing Act of 1937 to establish the Operation Bootstrap program to promote the development of local strategies to coordinate certificate and voucher program assistance with public and private resources to enable eligible families to achieve economic independence. Authorizes appropriations. Title IV: Housing Opportunity Zones - Authorizes the Secretary of Housing and Urban Development to designate Housing Opportunity Zones and approve Barrier-Removal Plans for cities and urban counties in order to remove legislative and administrative barriers to new and rehabilitated housing production.

Affordable Housing and First Home Buyer Assistance Act of 1990 - Title I: First Home Ownership Accounts - Amends the Internal Revenue Code of 1986 to permit a personal deduction for specified contributions to a first home ownership account. Treats such account as an individual retirement account upon a first home purchase. Title II: Repeal of Taxation of Gain on Sale of Principal Residence - Amends the Internal Revenue Code of 1986 to repeal the taxation of gain on the sale of a principal residence. Title III: Mortgage Bonds and Credit Certificates - Amends the Internal Revenue Code to extend through 1993 the issue period for qualified mortgage bonds. Title IV: Mortgage Insurance - Amends the National Housing Act with regard to adjustable rate single family mortgages to: (1) increase maximum interest adjustments; and (2) repeal the aggregate fiscal year limit on such insured mortgages and loans. Authorizes a first-time homebuyer downpayment insurance demonstration program. Amends the Federal National Mortgage Association Charter Act to provide a secondary market for downpayment loans. Amends the National Housing Act to authorize insurance for downpayment loans. Amends the National Housing Act to establish minimum Mutual Mortgage Insurance Fund reserves. Title V: Study Regarding Shared Equity Reserves - Directs the Secretary to study and report to the Congress on shared equity mortgages for first-time homebuyers. Authorizes appropriations.
