Eastern European Economic Cooperation and Political Freedom Act of 1990 - Amends the Export Administration Act of 1979 to provide specific guidelines for the export of nonmilitary items to Warsaw Pact countries, in light of glasnost and perestroika. Requires publication of decisions on requests for general exceptions to the International Control List of the Coordinating Committee in order to assure equal access for U.S. exporters to controlled-country markets. Expresses the sense of the Congress that U.S. nationals conducting commercial ventures in a controlled-country should undertake to ensure that: (1) they do not use any article believed to be manufactured by convict or forced labor; (2) the political and religious views, sex, national origin, or involvement of individuals in human rights activities will not prohibit the hiring or affect the terms of employment of such individuals in such commercial ventures; (3) they decline to use, under specified conditions, a building that was previously used for religious activities; (4) methods of production used to meet international standards for occupational safety and that they do not pose environmental risks; and (5) private cooperatives are sought out as potential participants in such commercial ventures.

Designates the week of July 22 to July 29, 1990, as National Week of Recognition and Remembrance for Those Who Served in the Korean War. Authorizes and requests the President to urge that the American flag be flown at half staff on July 27, 1990, in honor of those Americans who died as a result of their service in Korea.

Urges the President and the United States Trade Representative: (1) not to include civil air transport services under the General Agreement on Trade in Services that is being negotiated under the General Agreement on Tariffs and Trade; nor (2) to require future negotiations to include such services under such Agreement.

Human Services Reauthorization Act of 1990 - Extends authorized appropriations from FY 1991 through 1994 to carry out programs under the following Acts: (1) the Head Start Act; (2) the Follow Through Act; (3) the State Dependent Care Development Grants Act; (4) the Community Services Block Grant Act; (5) the Child Development Associate Scholarship Assistance Act; and (6) the Low-Income Home Energy Assistance Act of 1981. Amends the Human Services Reauthorization Act of 1986 to extend authorized appropriations from FY 1991 through 1994 to carry out the grant program relating to demonstration partnership agreements addressing the needs of the poor.

Student Loan Default Reduction Amendments of 1990 - Amends the Higher Education Act of 1965 with respect to reduction of student loan defaults. Requires provision for graduated repayment of student loans under federally insured student loans and the insurance program under the guaranteed student (or Stafford) loan program. Restricts certain institutional promotional activities. Sets forth wage garnishment requirements for collection of student loan repayments. Requires that students admitted on the basis of ability to benefit pass certain tests prior to enrollment. Requires eligible institutions participating in student loan and assistance programs to have certain tuition refund policies.

Amends the Internal Revenue Code to establish an alternative capital gains tax for individuals which takes into account qualified higher education expenses, first-time homebuyer expenses, and expenses for nursing home care of the taxpayer, the spouse, or any dependent of the taxpayer. Provides procedures for the indexing of assets for purposes of determining gain.

Civil Rights Protections Act of 1990 - Amends specified provisions of Federal law relating to equal protection under the law to declare that: (1) the rights protected by those provisions are protected against nongovernmental discrimination as well as against impairment under color of State law; and (2) those provisions afford the same protection against discrimination in the performance, breach, or termination of a contract, or in the setting of the terms or conditions thereof, as it does in the making or enforcement of the contract. Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a seniority system is adopted, an individual becomes subject to it, or a person is injured by the application of the system or a provision thereof, if it was adopted for an intentionally discriminatory purpose, whether or not that discriminatory purpose is apparent on the face of the provision.

Amends the Department of Education Organization Act to establish within the Department of Education an Office of Vocational and Adult Education and Community Colleges, to be administered by the Assistant Secretary of Vocational and Adult Education and Community Colleges. Transfers to such Assistant Secretary all functions of the Assistant Secretary of Postsecondary Education related to community colleges.

International Voluntary Family Planning Assistance Act of 1990 - Authorizes appropriations for international population planning assistance. Earmarks a specified amount of such funds for the United Nations Population Fund if: (1) the Fund maintains such funds in a separate account, without commingling; (2) none of the funds are made available for China; and (3) any agreement to obligate such funds expressly states that the full amount granted by the agreement will be refunded to the United States if U.S. funds are used for family planning in China or abortions in any country. Prohibits any funds appropriated under this Act from being used for abortions.

Child Care Opportunity Act of 1990 - Amends the Internal Revenue Code to permit businesses a 33 percent investment tax credit in connection with certain depreciable property used to provide a child care facility for employees' children. Provides an additional deduction for employers for employer-provided child care services. Increases the corporate tax rate to offset costs of such investment credit and additional deduction.

Antarctic Protection and Conservation Act of 1990 - Makes it unlawful to engage in, finance, or provide assistance to, any Antarctic mineral resource activity. Directs the Under Secretary of Commerce for Oceans and Atmosphere to promulgate regulations to minimize and prevent any adverse impact by tourist expeditions to the Antarctic by training and establishing qualifications for tour guides and implementing safety standards for vessel and air transportation in such area. Prohibits the financing or conducting of any tourist activity in Antarctica if such regulations are not promulgated. Applies environmental impact assessment requirements of the National Environmental Policy Act of 1969 to Antarctica activities of Federal agencies or entities receiving Federal assistance. Amends the Antarctic Marine Living Resources Convention Act of 1984 to make it unlawful to engage in commercial fishing in Antarctica, except in compliance with a fishery management plan approved under the Fishery Conservation and Management Act of 1976. Requires the Secretary of State to enter into negotiations with the Antarctic Treaty Consultative Parties to conclude an agreement to: (1) permanently ban Antarctic mineral resource activities; and (2) permanently conserve and protect Antarctica's environment and ecosystems. Prescribes civil and criminal penalties for violations of this Act. Authorizes appropriations.

National Forest-Dependent Rural Communities Economic Diversification Act of 1990 - Authorizes the Secretary of Agriculture, upon a rural community's request, to establish a rural forestry and economic diversification action team to develop a plan to promote economic diversification and enhance local economies dependent upon national forest resources. Authorizes the Secretary to make loans to economically disadvantaged rural communities for related purposes.

Comprehensive Services Program for Homeless Veterans Act of 1990 - Directs the Secretary of Veterans Affairs to establish a comprehensive services program to address fully the needs of homeless veterans through housing, medical care, vocational rehabilitation, transportation, and social services provided through this Act and other programs administered by the Department of Veterans Affairs. Requires each director of a medical center of the Department to carry out jointly with the veterans' benefits director of the region concerned an assessment concerning the number of homeless veterans in the area and current services provided. Requires joint preparation, for each of FY 1991 through 1994, of a plan for meeting the needs of homeless veterans in the area, to be submitted to the Secretary. Provides funding from the Secretary to the directors for such assessment and plans. Authorizes appropriations for FY 1991 through 1994. Directs the Secretary to provide for the establishment of outreach service centers in areas where there are significant numbers of homeless veterans. Outlines staffing and services of such centers. Directs the Secretary to provide mobile support teams to assist in the provision of benefits through medically-equipped vans in areas high in homeless veterans and in rural areas lacking adequate access to Department medical facilities. Expands the current veterans' benefits available to homeless veterans to include dental, optometric, and podiatric services. Requires the director of each medical center of the Department to use funds provided by the Secretary for homeless veterans assistance to make monthly assistance available for housing for homeless veterans and their families, under specified conditions. Prohibits such assistance for longer than one year for each homeless veteran. Requires a homeless veteran receiving such assistance to be employed at least 18 hours a week or to be involved in a compensated work therapy program administered by the Department. Requires each director to establish a program for the provision of housing owned or leased by the Department in which veterans with chronic mental illness or veterans recovering from alcohol or drug abuse may reside. Outlines program requirements similar to housing assistance program requirements. Requires each director to establish a revolving fund to make loans for the cost of establishing programs for the provision of housing to mentally ill veterans or veterans recovering from alcohol or drug abuse. Outlines loan conditions and guidelines. Directs the Secretary, for each of FY 1991 through 1994, to carry out evaluations of the programs established under this Act and to make specified congressional reports. Authorizes the Secretary to accept donations of services and equipment in furtherance of the purposes of this Act.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.

Amends Federal patent law to provide that a process of making a product shall not be considered obvious (and shall thus be patentable) if an essential material used in the process is novel and nonobvious. Amends the Tariff Act of 1930 to declare as an unlawful trade practice the importation into the United States of articles made or processed by means of a biotechnological material infringing on an enforceable U.S. patent.

Urgent Assistance for Democracy in Panama Act of 1990 - Title I: Panama - Authorizes funds to Panama for: (1) economic assistance programs; (2) certain guaranteed assistance relating to housing and trade credit insurance programs; and (3) certain law enforcement assistance (including military assistance). Provides for the resumption of U.S. assistance to Panama under the Foreign Assistance Act of 1961 and certain trade benefits under the Generalized System of Preferences and the Caribbean Basin Economic Recovery Act because of such country's cooperation in controlling narcotics trafficking. Title II: Eastern Europe and Yugoslavia - Authorizes the use of certain funds under the Foreign Assistance Act of 1961 relating to the economic support fund to support the democratization in East European countries and Yugoslavia.

Expresses the sense of the Congress that: (1) the right of self-determination should be restored to the people of Lithuania through free and fair elections conducted under the auspices of an international commission; and (2) the withdrawal of all non-Lithuanian military forces and political, administrative, and police personnel from Lithuania prior to the February 24, 1990, scheduled elections will enhance the prospects that the elections will be free and fair.

Harvest of Peace Resolution - Expresses the sense of the Congress that the United States should establish as a primary foreign and domestic policy objective the achievement of common security by: (1) negotiating agreements with the Soviet Union and urging other nations to reduce military forces and spending with the goal of halving worldwide military spending by the year 2000; (2) reducing military assistance and arms sales to developing nations; (3) encouraging the peaceful settlement of conflicts; (4) providing increased assistance to developing nations to overcome hunger and poverty, reduce debt burdens, promote human rights, ensure sustainable development, and protect the environment; (5) increasing support domestically for programs that address human needs; (6) helping defense industries and their employees convert to productive nondefense work; and (7) reducing the Federal deficit.

Rape and Incest Victims' Choice Resolution - Expresses the sense of the House of Representatives that Federal Medicaid (title XIX of the Social Security Act) funding should be available for the abortion of pregnancies resulting from rape or incest if such acts, considering the physical and mental state of the women involved, are reported promptly.

National Environmental Strategy Act of 1990 - Establishes the National Environmental Institute Commission to: (1) make recommendations to the President and the Congress for the establishment of a National Environmental Institute, a Bureau of Environmental Information and Statistics, and an organization to examine public environmental policies; and (2) identify areas of research which require long-term efforts to mitigate serious risk to the environment. Requires the Commission to recommend the design of the Institute to accommodate the following functions: (1) developing a National Environmental Research Strategy; (2) evaluating the state of the environment; (3) coordinating Federal, State, and private sector efforts to perform needed research and the performance, or provision of support for, necessary research which has not been performed; and (4) serving as a focus for international solutions to global environmental problems. Authorizes appropriations.

Medicare Benefit Improvements Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers up to 80 hours of annual in-home respite care furnished to an individual who has incurred expenses equal to a specified Medicare Part B (Supplementary Medical Insurance) cost-sharing limit and, for the preceding three months, has been unable to perform at least two specified daily living activities without the assistance of an uncompensated primary caregiver with whom he or she resides. Covers nursing care and home health aide services as home health services if such services are needed less than seven days each week or are needed for up to 38 consecutive days. Amends part A (Hospital Insurance) of the Medicare program to create an extension period of hospice care for terminally ill beneficiaries which is to follow the two 90-day periods and the subsequent 30-day period of hospice care coverage currently provided in an individual's lifetime. Increases the Medicare part B premium.
