Protecting Pre-Existing Conditions and Making Health Care More Affordable Act of 2019 This bill revises various requirements for private health insurance plans and associated plan-holder cost sharing. Specifically, the bill increases premium assistance for low-income households and specifies that the coverage affordability requirements for employer-sponsored plans extend to family members of employees based on the employee's required contribution as a percentage of the employee's income. Further, the bill prohibits specified agency actions that would weaken the requirements of the Patient Protection and Affordable Care Act (PPACA) with respect to (1) association health plans; (2) short-term, limited-duration health insurance plans; and (3) state applications to waive certain PPACA provisions. The bill also increases the minimum coverage requirements for private health insurance plans and requires the Department of Health and Human Services (HHS) to promote the availability of such plans. The health coverage navigator program also is revised to prioritize community and consumer-focused nonprofits and facilitate enrollment in federally supported insurance programs such as Medicaid. The bill establishes a fund for the Centers for Medicare & Medicaid Services to provide cost assistance to individuals who are enrolled in qualified health plans. Additionally, the bill provides new and additional grant funding for states to (1) plan and establish health insurance exchanges, (2) provide consumer assistance about available health insurance plans and coverage, and (3) increase health insurance plan enrollment. HHS also must report on the annual expenditure of user fees collected through federally facilitated exchanges.

Ending Homelessness Act of 2019

Ending Homelessness Act of 2019 This bill provides additional funding for, and otherwise addresses, assistance to homeless individuals and families. The funding provided by the bill is designated as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides additional FY2020-FY2024 funding for the Department of Housing and Urban Development (HUD) to (1) award emergency relief grants to address unmet needs of homeless populations in jurisdictions with the highest need, and (2) provide additional incremental rental voucher assistance for individuals and families who are homeless. The bill also provides FY2020-FY2024 funding for HUD to award grants to provide outreach and coordinate services for individuals and families who are homeless or formerly homeless. Further, the bill provides additional annual funding beginning in FY2019 for the Housing Trust Fund (dedicated to affordable housing for extremely low-income and very low-income families) and incremental project-based voucher and rental assistance. During the first five fiscal years in which such additional funding is available, HUD must ensure that priority for occupancy in assisted units is given to individuals and families who are homeless. Further, units receiving such assistance may not require families to contribute more than 30% of their adjusted income towards rent. Additionally, the bill provides funding for HUD to provide technical assistance to states, local governments, and nonprofit organizations to integrate and coordinate homeless assistance with federal health care programs. Finally, the bill permanently reauthorizes certain homeless assistance grants and makes permanent the U.S. Interagency Council on Homelessness.

International Human Rights Defense Act of 2019 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

Healthy Families Act

Healthy Families Act This bill provides for paid and unpaid sick leave for employees to meet their own medical needs and those of their families. It requires employers with 15 or more employees to provide their employees with at least one hour of earned paid sick leave for every 30 hours worked, up to a maximum of 56 hours of paid sick leave in a year. An employer with fewer than 15 employees may also provide the same amount of paid sick leave, but may opt out of such requirement, in which case such employer must provide its employees at least 56 hours of unpaid leave in a year. An employee may use sick leave for absences (1) resulting from a physical or mental illness, injury or medical condition; (2) resulting from obtaining professional medical diagnosis or care, or preventive medical care; (3) to care for a child, parent, spouse, a domestic partner, or other blood or close relative; and (4) resulting from domestic violence, sexual assault, or stalking. The bill makes it unlawful for any employer to interfere with, restrain, or deny the exercise of an employee's right to accrue sick leave as provided by this bill. An employee may take legal action to enforce the right to sick leave granted by this bill and the Department of Labor must investigate complaints of violations of the requirements of this bill. Labor is authorized to conduct a public awareness campaign to educate and inform the public of the requirements for paid sick leave provided by this bill.

Scientific Integrity Act

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. The bill prohibits specified federal employees and contractors of an agency that funds, conducts, or oversees scientific research from engaging in scientific or research misconduct or manipulating communication of scientific or technical findings. A covered individual may disseminate scientific or technical findings by (1) participating in scientific conferences; and (2) seeking publication through peer-reviewed, professional, or scholarly journals. The bill specifies the kinds of scientific community activities covered individuals may participate and engage in, including the reviewing of public statements and responding to media interview requests. Each covered agency must develop, adopt, and enforce a scientific integrity policy and also must submit it to the Office of Science and Technology Policy (OSTP) and Congress; appoint a Scientific Integrity Officer; and adopt and implement an administrative process and administrative appeal for dispute resolution and a training program that, among other things, provides regular scientific integrity and ethics training to employees and contractors. OSTP must collate, organize, and publicly share all information it receives under each scientific integrity policy on its website.

Jaime's Law This bill establishes background check requirements for the sale and transfer of ammunition. Specifically, the bill prohibits a licensed importer, manufacturer, or dealer from transferring ammunition to an unlicensed individual prior to submitting a background check through the National Instant Criminal Background Check System. It also establishes penalties for violations. (Currently, background checks are required under these circumstances for the transfer of firearms, but not for ammunition.) Additionally, it prohibits an ammunition transfer between private parties (i.e., unlicensed individuals) unless a licensed importer, manufacturer, or dealer first takes possession of the ammunition to conduct a background check. However, this prohibition does not apply to certain ammunition transfers, such as a gift between spouses in good faith.

Cancer Drug Parity Act of 2019 This bill requires health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medications that are (1) approved by the Food and Drug Administration; (2) medically necessary for the cancer treatment; and (3) clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, health plans may not, with respect to anticancer medications (1) change or replace benefits to increase out-of-pocket costs, (2) reclassify benefits to increase costs, or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Stop Militarizing Law Enforcement Act

Stop Militarizing Law Enforcement Act This bill restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies property such as controlled firearms, ammunition, bayonets, grenades or grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary for disaster or rescue purposes or for another purpose where life and public safety are at risk. As a condition for a transfer of allowable property, DOD must require the federal or state agency that receives the property to return the property if the agency is investigated by the Department of Justice for civil liberties violations or is otherwise found to have engaged in widespread abuses of civil liberties. DOD must also periodically submit certain transfer-related information and certifications to Congress. Furthermore, as a condition for transfer, the recipient must receive the approval of its local governing body, provide specified notice to the local community, and submit specified information and certifications to DOD. A federal or state agency that receives controlled property under such a transfer may never take ownership of the property. The bill also eliminates the requirement for DOD to give preference to transfers of property that will be used in counter-drug, counterterrorism, or border security activities.

Carried Interest Fairness Act of 201 9 This bill modifies the tax treatment of carried interest, which is compensation that is typically received by a partner of a private equity or hedge fund and is based on a share of the fund's profits. (Under current law, carried interest is taxed as investment income rather than at ordinary income tax rates.) This bill includes provisions that set forth a special rule for the inclusion in gross income of partnership interests transferred in connection with the performance of services, treat as ordinary income the net capital gain with respect to an investment services partnership interest except to the extent such gain is attributable to a partner's qualified capital interest, exempt income from investment services partnership interests from treatment as qualifying income of a publicly traded partnership, exempt certain family partnerships from the application of this bill, increase the penalty for underpayments of tax resulting from failure to treat income from an investment services partnership interest as ordinary income, and include income and loss from an investment services partnership interest for purposes of determining net earnings from self-employment and applicable self-employment taxes. The bill defines "investment services partnership interest" as any interest in a partnership held by a person who provides services to a partnership by (1) advising the partnership about investing in, purchasing, or selling specified assets; (2) managing, acquiring, or disposing of specified assets; or (3) arranging financing with respect to acquiring specified assets.

Stop Tax Haven Abuse Act This bill authorizes the Department of the Treasury to impose restrictions on foreign jurisdictions or financial institutions to counter money laundering and efforts to significantly impede U.S. tax enforcement. The bill amends the Internal Revenue Code to expand reporting requirements for certain foreign investments and accounts held by U.S. persons, establish a rebuttable presumption against the validity of transactions by institutions that do not comply with reporting requirements under the Foreign Account Tax Compliance Act, treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes, treat swap payments sent offshore as taxable U.S. source income, require reporting of United States beneficial owners of foreign-owned financial accounts, impose additional requirements for third party summonses used to obtain information in tax investigations that do not identify the person with respect to whose liability the summons is issued (i.e., John Doe summons), and modify the rules for the taxation of inverted corporations (U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States). The bill amends the Securities Exchange Act of 1934 to (1) require corporations to disclose certain financial information on a country-by-country basis, and (2) impose penalties for failing to disclose offshore holdings. The bill makes investment advisers and persons engaged in forming new business entities subject to new anti-money laundering requirements.

No Tax Breaks for Outsourcing Act This bill modifies the tax treatment of the foreign source income of domestic corporations. The bill includes provisions that eliminate an exemption for certain returns from tangible investments made overseas, eliminate deductions for a domestic corporation's foreign-derived intangible income and global intangible low-taxed income, repeal a provision that excludes foreign oil and gas extraction income from the tested income of a controlled foreign corporation, limit the tax deduction for the interest expenses of a U.S. corporation that is a member of a financial reporting group (i.e., a group that prepares consolidated financial statements according to generally accepted accounting principles or international financial reporting standards), modify the rules for the taxation of inverted corporations (U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States), and treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes.

The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.

Physician Assistant Higher Education Modernization Act of 2019 This bill assists qualified individuals in receiving the education and training needed to become a physician assistant. Graduate students enrolled in physician assistant education programs are eligible for (1) increased Unsubsidized Stafford Loan limits, and (2) loan forgiveness programs for those who serve in areas of national need upon graduation. The Department of Education (ED) must provide historically Black colleges and universities and predominantly Black institutions with grants to fund physician assistant studies at the masters level, prioritize the awarding of grants for physician assistant education programs at the postbaccalaureate level that will benefit Hispanics and low-income students, and provide grants to prepare certified physician assistants to become faculty members in accredited graduate-level physician assistant education programs. In addition, ED is authorized to award grants to rural-serving institutions of higher education for (1) increasing enrollment and graduation rates of students from rural areas in postbaccalaureate physician assistant education programs, and (2) training physician assistants in rural areas through the creation and expansion of physician assistant education programs in rural areas. ED may also award grants to physician assistant education programs for enhancing the programs and improving patient safety by supporting the purchase of new infrastructure and technology.

American Dream and Promise Act of 2019

American Dream and Promise Act of 2019 This bill cancels and prohibits removal proceedings against certain aliens and provides such aliens with a path toward permanent resident status. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. The bill imposes various qualification requirements, such as the alien being continuously physically present in the United States and being enrolled in or having completed certain educational programs. Aliens who were eligible for Deferred Action for Childhood Arrivals (DACA) status and not disqualified for renewal also qualify. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. This bill also repeals a restriction that bars states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or Deferred Enforced Departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply, DHS shall grant permanent residence status. When DHS eliminates temporary protected status for nationals of a foreign country, it shall report to Congress its reasons for doing so.

Guatemala Rule of Law Accountability Act This bill directs the President to impose visa- and property-blocking sanctions on certain foreign persons that have engaged in corruption, money laundering, or other specified activities in Guatemala. Specifically, the sanctions shall apply to a current or former Guatemalan official, or a foreign person acting in cooperation with such an official, that knowingly (1) committed or facilitated acts of significant corruption, money laundering, or narcotics trafficking; (2) obstructed investigations into any of those acts; (3) misued equipment provided by the Department of State or Department of Defense to Guatemala's military or national police for the purpose of combating drug trafficking or securing Guatemala's border; or (4) disobeyed rulings of the Guatemalan Constitutional Court. The President shall report to Congress on the implementation of such sanctions. In agreements to transfer equipment to Guatemala's military or national police, the State Department shall include a provision allowing the United States to recover such equipment if it is used in a way that violates an end-use agreement.
