Eliminating Debtor's Prison for Kids Act of 2019 This bill directs the Department of Justice to make grants for states to provide mental and behavioral health services to at-risk youth in any school, secure detention facility, or secure correctional facility in the state. A state that receives a grant must report, for inclusion in a national report, certain information about fines and fees imposed on adults and juveniles in the criminal justice system.

Protecting Access to Wheelchairs Act This bill excludes specified wheelchairs and associated accessories from Medicare's competitive acquisition program (in which rates are set through a competitive bidding program rather than by an established fee schedule).

Water Conservation Rebate Tax Parity Act This bill expands the tax exclusion for energy conservation subsidies provided by public utilities to include certain subsidies for water conservation or efficiency measures and storm water management measures. The bill excludes from gross income subsidies provided (directly or indirectly) (1) by a public utility to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any water conservation or efficiency measure; and (2) by a storm water management provider to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any storm water management measure.

Notario Victim Relief Act This bill eliminates the time limit for an alien to file a motion to reopen removal proceedings where the alien's motion seeks relief based on allegations of certain misdeeds by a representative or a person claiming to be a representative, specifically (1) fraud; (2) negligence; (3) misrepresentation; or (4) extortion by, or attempted, promised, or actual practice of law without authorization on the part of, such representative. Currently, motions to reopen must be filed within 90 days of the entry of a final order of removal, with certain exceptions.

Concentrating on High-value Alzheimer's Needs to Get to an End Act of 2019 or the CHANGE Act of 2019 This bill modifies the requirements under Medicare for diagnosing and treating Alzheimer's disease and other cognitive impairments in older adults. Specifically, the bill expands the cognitive impairment detection benefit during annual wellness visits to require the use of validated detection tools and documentation of the results in the patient's medical record. Further, when a cognitive impairment is detected, the patient must be referred to an appropriate diagnostic service provider and other specified supports. Additionally, the Centers for Medicare and Medicaid Services must implement Medicare policies that increase the identification and response to patients' Alzheimer's disease risk factors and incentivize providers to utilize high-quality cognitive impairment diagnosis practices. The Government Accountability Office also must conduct a study of policies that may accelerate progress in Alzheimer's disease research and enhance the quality of care for individuals diagnosed with Alzheimer's disease.

Conserving Ecosystems by Ceasing the Importation of Large Animal Trophies Act or the CECIL Act This bill addresses international wildlife conservation efforts and trophy hunting. Specifically, this bill restricts (1) the importation or exportation of species that have been proposed to be listed as threatened or endangered species, or (2) the importation of a sport-hunted trophy of a threatened species or endangered species. In addition, the bill abolishes the International Wildlife Conservation Council of the U.S. Fish and Wildlife Service. Finally, the Government Accountability Office must study the effectiveness of trophy hunting in supporting international wildlife conservation efforts.

Bear Protection Act of 2019 This bill prohibits the import, export, and commerce of bear viscera or related products except for limited acts carried out solely to enforce wildlife protection laws.

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, with certain exceptions. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific acts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to provide specific evidence of a need for the restriction, and to narrowly tailor the restriction to meet a compelling government interest. Before imposing a restriction, the President, State Department, and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition, with regular updates. If such reports are not made, the restriction shall immediately terminate.

Northwest California Wilderness, Recreation, and Working Forests Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in Northern California. The bill establishes the South Fork Trinity-Mad River Restoration Area, the Northwest California Public Lands Remediation Partnership, the Trinity Lake and Del Norte County visitor centers, the Horse Mountain Special Management Area, the Elk Camp Ridge National Recreation Trail, and the Sanhedrin Conservation Management Area. The bill designates specified federal lands as components of the National Wilderness Preservation System, the North Fork Wilderness as the North Fork Eel River Wilderness, specified federal lands as potential wilderness areas, and specified segments of certain rivers and creeks and of a specified river estuary as components of the National Wild and Scenic Rivers System. Also, the bill authorizes the utilization of certain forest residues for research and development of bio-based products that result in net carbon sequestration; authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks; requires studies concerning certain visitor accommodations and recreational trails in the Six Rivers, Shasta-Trinity, and Mendocino National Forests, as applicable; authorizes partnerships for trail and campground maintenance, public education, visitor contacts, and visitor center staffing on federal lands in Mendocino, Humboldt, Trinity, and Del Norte Counties; and adjusts the boundaries of the Elkhorn Ridge Wilderness.

San Gabriel Mountains Foothills and Rivers Protection Act This bill establishes the San Gabriel National Recreation Area in California as a unit of the National Park System, consisting of 51,107 acres of federal lands and interests in land. The Department of the Interior must (1) cooperate with the Department of Defense (DOD) to develop opportunities for the management of the federal lands under DOD jurisdiction that are included within the recreation area, (2) create a comprehensive management plan for the recreation area, and (3) develop an integrated visitor services plan for the recreation area. The bill establishes (1) the San Gabriel National Recreation Area Public Advisory Council to advise Interior on the development and implementation of the management plan and the visitor services plan, and (2) the San Gabriel National Recreation Area Partnership to coordinate activities of governmental and private entities in advancing the purposes of this bill and to improve management and recreational opportunities within the recreation area. The Department of Agriculture must modify the boundaries of the San Gabriel Mountains National Monument in California to include 109,143 acres of additional, identified National Forest System lands and administer those lands as part of the monument. The bill designates (1) specified areas as components of the National Wilderness Preservation System, and (2) specified river and creek segments as components of the National Wild and Scenic Rivers System.

Central Coast Heritage Protection Act This bill designates specified land within the Bakersfield Field Office of the Bureau of Land Management and in the Los Padres National Forest in California as components of the National Wilderness Preservation System, and as the Black Mountain Scenic Area. The bill designates certain land in the Los Padres National Forest as the Machesna Mountain Potential Wilderness Area, to be incorporated into the Machesna Mountain Wilderness Area; the Fox Mountain Potential Wilderness Area, to be incorporated into the San Rafael Wilderness; the Condor Ridge Scenic Area; and the Condor National Scenic Trail. The bill also designates specified segments of the Indian, Mono, Matilija, Sespe, and Piru Creeks and Sisquoc River in California as components of the National Wild and Scenic Rivers System and requires studies of new trails for recreation opportunities in California. Indian tribes shall be assured access to the wilderness areas, scenic areas, and potential wilderness areas designated by this bill for traditional cultural and religious purposes.

Families, Not Facilities Act of 2019 This bill amends provisions related to the safety of minor aliens who enter the United States unaccompanied by a guardian. When placing an unaccompanied alien child with a proposed custodian, the Department of Homeland Security (DHS) shall not consider the custodian's immigration status. DHS shall not use certain information obtained for placing a child with a custodian to apprehend, detain, or deport certain individuals, including the child, proposed sponsor, or a person living with the sponsor. The Office of Refugee Settlement shall provide services for unaccompanied alien children after they have been released to help them transition into their communities and to connect them with legal representation. Money appropriated to the U.S. Immigration and Customs Enforcement (ICE) for FY2019 shall be redirected to fund such services. Other money appropriated for ICE shall be redirected to various programs to inspect detention facilities and bolster efforts to prevent child trafficking. This bill also establishes the Office of Refugee Resettlement Advisory Committee on Shelters for Unaccompanied Alien Children. The advisory committee may conduct unannounced inspections of Office of Refugee Settlement shelters that hold unaccompanied alien children and shall issue reports on its investigations and recommendations regarding the shelters.

Keeping Our Promises Act This bill expands the list of diseases that are provided a presumption of service-connection for veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.

Menstrual Products Right To Know Act of 2019 This bill prohibits the sale of a menstrual product, such as a menstrual cup, menstrual pad, tampon, or therapeutic vaginal douche apparatus, unless its labeling includes a list of ingredients.

Cabin Air Safety Act of 2019 This bill directs the Federal Aviation Administration (FAA) to implement regulations regarding smoke or fume incidents on commercial aircraft (excluding helicopters). Specifically, the bill requires flight attendants, pilots, aircraft maintenance technicians, airport first responders, and emergency response teams to receive annual training on how to respond to incidents involving smoke or fumes on board commercial aircraft; the FAA to develop a standardized form for reporting incidents involving smoke or fumes; the FAA to conduct an investigation after a report is submitted about incidents of smoke or fumes; and commercial air carriers to install and operate onboard carbon monoxide detectors.

Driving America Forward Act This bill expands the tax credit for new plug-in electric drive motor vehicles and extends the tax credit for new fuel cell motor vehicles. (Under current law, taxpayers who purchase a qualified plug-in electric drive motor vehicle are eligible for a tax credit of up to $7,500, which begins to phase out once a manufacturer sells 200,000 qualified vehicles.) The bill allows an additional 400,000 vehicles per manufacturer to be eligible for a credit of up to $7,000 before the credit begins to phase out. The bill also extends the tax credit for fuel cell motor vehicles through 2028. (Under current law, the credit expired after 2017.)

Global Health Security Act of 2019 This bill directs the President to create the Global Health Security Agenda Interagency Review Council to implement the Global Health Security Agenda, an initiative launched by nearly 30 nations to address global infectious disease threats. The council's responsibilities include (1) providing policy recommendations on agenda-related goals, objectives, and implementation; (2) helping federal agencies with implementation; and (3) reviewing the progress and challenges in achieving U.S. commitments, including assistance to help other countries meet agenda targets. The bill also directs the federal agencies involved with the agenda to prioritize its implementation and to take certain steps to achieve that goal.

Keeping Girls in School Act This bill authorizes the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. The USAID shall seek to ensure that such activities meet various requirements related to monitoring and evaluating outcomes, collecting data, and adhering to gender-equality promotion policies. The Department of State shall periodically update and report to Congress a publicly available U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, may serve as the initial version of the strategy. The USAID shall periodically report to Congress on the activities initiated under this bill and efforts to monitor and evaluate such activities.

Guaranteed Refugee Admission Ceiling Enhancement Act or the GRACE Act This bill establishes that the maximum number of refugees admitted each fiscal year shall be no less than 95,000 and that the maximum number shall be treated as the numerical goal for refugee admissions for the applicable fiscal year. The President may set a higher number if it is justified by humanitarian concerns or is otherwise in the national interest. Currently, the number admitted each fiscal year may not exceed 50,000 unless the President determines that a higher number is justified by humanitarian concerns or is otherwise in the national interest. The bill directs the President to take into consideration information from the United Nations High Commissioner for Refugees when establishing the maximum admission number and making certain other related decisions. The President shall report to Congress quarterly on (1) the number of refugees admitted during the preceding quarter, (2) the number of aliens who were security-cleared during the preceding quarter, (3) a plan to reach the numerical goal for admitted refugees for that fiscal year, and (4) other related information.

Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination in the Workplace Act or the BE HEARD in the Workplace Act This bill sets forth provisions to prevent discrimination and harassment in the workplace and raises the minimum wage for tipped employees. Specifically, the bill (1) makes it an unlawful employment practice to discriminate against an individual in the workplace based on sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype; (2) prohibits employers from entering into contracts or agreements with workers that contain certain nondisparagement or nondisclosure clauses; (3) prohibits predispute arbitration agreements and postdispute agreements with certain exceptions, and (4) establishes grant programs to prevent and respond to workplace discrimination and harassment, provide legal assistance for low-income workers related to employment discrimination, and establish a system of legal advocacy in states to protect the rights of workers. Additionally, the bill, among other things requires employers who have 15 or more employees to adopt a comprehensive nondiscrimination policy; requires the Equal Employment Opportunity Commission to provide specified training and resource materials, establish and convene a harassment prevention task force, and establish an Office of Education and Outreach with regard to prohibited discrimination and harassment in employment; requires specified studies, reports, and research on prohibited harassment in employment; and grants employees the right to retain their tips.

Return to Prudent Banking Act of 2019 This bill generally separates the activities of commercial banks and investment banks. Specifically, the bill prohibits an insured depository institution from affiliating with any person or firm engaged principally in, among other things, issuing or selling stocks, bonds, notes, or other securities. Officers, directors and employees of securities firms are prohibited from simultaneously serving as an officer, director, or employee of a depository institution, except in specified circumstances. No entity issuing or selling stocks, bonds, or other securities may engage in the business of receiving deposits, which includes the establishment and maintenance of transaction accounts. The bill declares that Congress ratifies the interpretation by the Supreme Court in Investment Company Institute v. Camp (ICI) of specified statutory language regarding permissible activities of banks and securities firms. It further declares that the reasoning of the Court in that case shall continue to apply to the limitations placed upon security affiliations as enacted by this bill. No federal banking agency or federal court shall issue an interpretation regarding such security affiliations that is narrower than that of the Court in ICI.

Home Health Care Planning Improvement Act of 2019 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant. Currently, coverage is provided only for services ordered by a physician.

Metastatic Breast Cancer Access to Care Act This bill exempts individuals with metastatic breast cancer from certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Motorsports Fairness and Permanency Act of 2019 This bill modifies the requirements for calculating taxable income to make permanent the accelerated depreciation (seven-year recovery period) of motorsports entertainment complexes.

This resolution states that it is U.S. policy to (1) commemorate the Armenian Genocide, the killing of 1.5 million Armenians by the Ottoman Empire from 1915 to 1923; (2) reject efforts to associate the U.S. government with efforts to deny the existence of the Armenian Genocide or any genocide; and (3) encourage education and public understanding about the Armenian Genocide.

This bill reauthorizes through FY2025 and revises the Energy Efficiency and Conservation Block Grant Program. Under the program, the Department of Energy provides grants to local governments, states, and Indian tribes for energy efficiency and conservation projects and programs. This bill expands the allowable uses of grant funds to include the deployment of energy distribution technologies that significantly expand access to alternative fuels.

Preventing Opportunities for Teen E-Cigarette and Tobacco Addiction Act or the PROTECT Act This bill requires the Centers for Disease Control and Prevention (CDC) to implement a campaign to reduce and prevent the use of electronic cigarettes and emerging tobacco products among youth and young adults. As part of this process, the CDC must conduct research about the types and patterns of use of such products and the corresponding health impacts of their use. The CDC also must provide grants to state agencies, local health departments, and nonprofits to further reduce the use of electronic cigarettes among young people.

Access to Contraception for Servicemembers and Dependents Act of 2019 This bill addresses the access of military personnel and dependents to contraception and family planning information. The bill revises coverage of women's health services under the TRICARE program to (1) prohibit the imposition of cost-sharing for care related to the prevention of pregnancy, whether provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program; and (2) include all methods of contraception approved by the Food and Drug Administration, contraceptive care, sterilization procedures, and patient education and counseling. The Department of Defense (DOD) must furnish to sexual assault survivors at military medical facilities clear and comprehensible information about all methods of approved emergency contraception, notification of the survivor's right to confidentiality, and, upon request, emergency contraception or a prescription for emergency contraception. DOD shall also establish a uniform standard curriculum for use in programs of family planning education during the first year of a member's service, when a member is in training to assume command, and when an enlisted member becomes a senior enlisted member.

Energy Storage Tax Incentive and Deployment Act of 201 9 This bill allows tax credits for (1) energy storage technologies, and (2) battery storage technology. The bill expands the tax credit for investments in energy property to include equipment that (1) receives, stores, and delivers energy using batteries, compressed air, pumped hydropower, hydrogen storage (including hydrolysis), thermal energy storage, regenerative fuel cells, flywheels, capacitors, superconducting magnets, or other technologies identified by the Internal Revenue Service; and (2) has a capacity of at least five kilowatt hours. The bill also expands the tax credit for residential energy efficient property to include expenditures for battery storage technology that (1) is installed on or in connection with a dwelling unit located in the United States and used as a residence by the taxpayer, and (2) has a capacity of at least three kilowatt hours.

Access Technology Affordability Act of 2019 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. "Qualified access technology" is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2020 and terminates after five years.

This bill recognizes service in the U.S. Cadet Nurse Corps during World War II as active military service. Individuals who served in the corps are eligible for specified honors and burial benefits but shall not be entitled by reason of such service to veterans' benefits generally.

Pink Tax Repeal Act This bill prohibits product manufacturers or service providers from selling substantially similar products at different prices based on the gender of the intended purchaser. If, for example, the only difference between two products is the color, they are substantially similar.

Colorado River Drought Contingency Plan Authorization Act This bill requires the Department of the Interior to carry out the Colorado River Drought Contingency Plan which was submitted to Congress on March 19, 2019, by Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming. Interior must execute the plan without delay and operate applicable Colorado River System reservoirs accordingly.

Electric Credit Access Ready at Sale Act of 2019 or the Electric CARS Act of 2019 This bill modifies and extends several tax credits related to electric cars. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2029. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2029 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Community Health Center and Primary Care Workforce Expansion Act of 2019 This bill reauthorizes through FY2024 the Community Health Center Fund, which provides enhanced funding for community health centers and the National Health Service Corps.

Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Expanding Care for Veterans Act This bill requires the Department of Veterans Affairs (VA) to develop a plan to expand the scope of research and education on and delivery of complementary and integrative medicine services (products and practices that are not currently part of mainstream, conventional medical practice) for veterans. The bill also requires the VA to define in regulations the meaning of complementary and integrative medicine . The VA must implement a three-year program at not fewer than 15 VA medical centers to assess the feasibility and advisability of integrating the delivery of complementary and integrative medicine services for veterans with mental health conditions, chronic pain conditions, and other chronic conditions. The bill requires the VA to contract with a qualified independent entity to conduct studies of the barriers encountered by veterans in receiving (and administrators and clinicians in providing) complementary and integrative medicine services. The National Research Advisory Council must review the results of the studies and submit findings to the VA. Finally, the VA must implement a three-year grant program awarding grants to public or private nonprofit entities to assess the feasibility and advisability of using wellness programs to complement the provision of mental health care to veterans and family members who are eligible for readjustment counseling from the VA.

Berta Caceres Human Rights in Honduras Act This bill prohibits U.S. assistance to the police or military of Honduras. The Department of the Treasury shall instruct U.S. representatives of multilateral development banks to vote against providing loans to the Honduran police or military. The prohibition shall be lifted if the Department of State certifies to Congress that various conditions have been met, including that the Honduran government has (1) pursued all legal avenues to reach verdicts in specified crimes, such as the killings of indigenous land-rights activist Berta Caceres and of 100 small-farmer activists in the Aguan Valley; (2) investigated and prosecuted members of the military and police who have violated human rights; and (3) taken effective steps to establish the rule of law.

This resolution recognizes the accomplishments and example of Cesar Estrada Chavez. The resolution also encourages the people of the United States to commemorate his legacy and to always remember his rallying cry, "Si, se puede!" (which means "Yes, we can!").

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Stop Harmful and Abusive Telecommunications Expression Act of 2019 or the Stop HATE Act of 2019 This bill requires the National Telecommunications and Information Administration to report on and make recommendations to address the role of telecommunications in violent acts and hate crimes against individuals or groups on the basis of race, gender and gender identity, religion, disability, sexual orientation, ethnicity, color, or national origin.
