Breast Cancer Patient Protect Act of 2016 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Such a plan may not: (1) restrict benefits for any medically necessary hospital stay to less than 48 hours for a mastectomy or breast conserving surgery or less than 24 hours for a lymph node dissection, or (2) require that a provider obtain authorization from the plan for prescribing any such hospital stay. Such a plan must: (1) provide notice to each participant and beneficiary regarding the coverage required under this bill, and (2) ensure that coverage is provided for secondary consultations. Health plans are prohibited from taking specified actions to avoid the requirements of this bill. Health insurers that provide individual health insurance coverage may discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to a condition for which coverage is being claimed.

Preserving HUD's Multifamily Field Offices Act of 2016 This bill prohibits the Department of Housing and Urban Development (HUD) from relocating to any core office of the Office of Multifamily Housing any asset management position (including any account executive, senior account executive, and troubled asset specialist position) that, as of this bill's enactment, is located at a non-core office of that Office. "Core office" is defined as a regional hub office located in Atlanta, Chicago, Fort Worth, New York City, or San Francisco. Upon the occurrence of a vacancy in any asset management position at any non-core office (including any vacancy in existence as of the date of enactment), HUD may newly hire an employee to fill that position only at the same non-core office.

Promoting Life-Saving New Therapies for Neonates Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to award the sponsor of a new drug or biological product for the treatment of newborns a neonatal drug exclusivity voucher upon approval of the medication. A neonatal drug exclusivity voucher is a transferable voucher for a one-year extension of all existing patents and marketing exclusivities for a brand name medication. For a sponsor to be eligible for a voucher, the new medication must: (1) treat a condition identified in the Priority List of Critical Needs for Neonates required under this bill, and (2) have been studied in newborns. A voucher may be revoked if the new medication is not marketed in the United States within one year of approval. A voucher may not be used: (1) to extend the marketing exclusivity period for a drug for which the FDA requires an assessment of the safety and effectiveness in newborns, or (2) on the same product as a priority review voucher. A sponsor intending to use a voucher must notify the FDA at least 15 months before the expiration of the patents or exclusivity to be extended. The Government Accountability Office must study the effectiveness of this voucher program.

Medical Leave for Disabled Veterans Act This bill amends the Family and Medical Leave Act of 1993 (FMLA) to provide eligibility for specified medical/hospital care for an employee who: (1) has a Department of Veterans Affairs (VA) disability rating of between 30% and 50% and at least 833 hours of service with the employer (from whom leave is requested) during the previous eight-month period, or (2) has a VA disability rating of 60% or higher and at least 625 hours of service with such employer during the previous 6-month period. Medical/hospital leave shall also be provided to an employee who is not covered by the above provision but who retired from the Armed Forces by reason of a service-connected disability: (1) rated at between 30% and 50% at retirement and who has at least 833 hours of service with such employer during the previous eight-month period, or (2) rated at 60% or higher at retirement and who has at least 625 hours of service with such employer during the previous 6-month period. (Under current law, employees of an FMLA-covered employer become eligible for medical leave after 12 months on the job and at least 1,250 hours of service with such employer during the previous 12-month period.) A employee must submit a certification to the employer from the VA or the Department of Defense, as appropriate, to be eligible for such adjustment.

Bathrooms Accessible in Every Situation (BABIES) Act This bill requires male and female restrooms in a public building to be equipped with baby changing facilities that the General Services Administration determines are physically safe, sanitary, and appropriate. Such requirement shall be subject to any reasonable accommodations that may be made for individuals in accordance with the Americans with Disabilities Act. Such requirement shall be inapplicable to a restroom in a public building that: (1) is not available for public use, or (2) contains clear and conspicuous signage indicating where a male or female restroom is located within the same section or corridor of such building.

Stop Infant Mortality And Recidivism Reduction Act of 2016 or the SIMARRA Act This bill directs the Bureau of Prisons to establish a pilot program to allow incarcerated women who give birth and children born during such incarceration to reside together in a separate prison housing unit. It sets forth inmate eligibility criteria and program participation requirements.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Prescriber Support Act of 2016 This bill amends the Public Health Service Act to authorize the Department of Health and Human Services (HHS) to award grants to states for systems that help prescribers: (1) treat and manage patient pain; and (2) prevent, identify, and respond to patient substance misuse and substance abuse disorders. In awarding grants, HHS must give priority to states with the greatest need.

Supports immigration legislation that: acknowledges that immigrants and their families have inherent dignity and are deserving of human rights; restores immigration system fairness by updating the definition of "aggravated felony"; restores discretion to immigration judges to waive grounds of inadmissibility and deportability based on family and community equities, humanitarian considerations, other individualized circumstances, or because it is in the public interest; restores judicial review of case decisions to protect due process; eliminates mandatory detention and prolonged detention for immigrants and preserves the Department of Homeland Security's authority to exercise detention discretion; repeals programs that permit local law authorities to enforce federal immigration laws; and repeals the 3-year, 10-year, and permanent bars and other unnecessary barriers to legal immigration.

Fair Chance at Housing Act of 2016 This bill amends the Quality Housing and Work Responsibility Act of 1998 to replace the definition of "drug-related criminal activity" with "covered criminal activity" in connection with federally assisted housing, meaning any: criminal activity that threatens the health, safety, or right to peaceful enjoyment of the premises by other tenants, employees, or the housing owner or a public housing agency (PHA); or violent criminal activity off the premises by a tenant or any member of the tenant's household that poses risk of future harm to other tenants, employees, or the PHA or owner. The bill requires a PHA or owner, when screening of applicants for federally assisted housing, to conduct an individualized review of the totality of the circumstances regarding an applicant's criminal background, including disability-related offenses, before denying a housing application. A PHA or owner: may not deny an application based on previous evictions or inconclusive evidence, and must give an applicant household the option to remove a culpable member before denying an application. The bill prohibits suspicionless drug and alcohol testing, and applies requirements similar to those for screening applicants to termination of tenancy and assistance for covered criminal activity. The Department of Housing and Urban Development (HUD) shall require annual reports from PHAs and owners on the disposition of applications, especially denials. The United States Housing Act of 1937 is amended, with respect to administrative procedures for a grievance concerning an eviction or termination of tenancy, to eliminate reference to drug-related criminal activity and specify only covered violent criminal activity. A PHA may neither require nor request an applicant for admission to public housing to authorize the PHA to receive information from a drug abuse treatment facility. A PHA may prohibit visitation of a public housing dwelling unit by a non-tenant on the basis of the non-tenant's criminal activity only if it is covered criminal activity, and other criteria are met. The bill revises project-based and voucher assistance requirements for termination of tenancy and selection for section 8 (voucher) rental assistance to reflect only covered criminal activity and eliminate reference to drug-related activity. The Department of Agriculture shall revise regulations for applicant screening and tenancy termination in specified rural housing programs to become substantially similar to HUD regulations for housing assistance programs. The McKinney-Vento Homeless Assistance Act is amended, with respect to the continuum of care program, to require a grant recipient's plan to describe how the recipient will collaborate with local criminal justice systems and the coordinated entry system to create pathways to housing for those cycling between homelessness and incarceration. The bill authorizes bonuses or other incentives to collaborative applicants and PHAs whose applications propose innovative solutions for providing pathways to housing for formerly incarcerated individuals.

Investing in Opportunity Act This bill amends the Internal Revenue Code to authorize the designation of opportunity zones in low-income communities and to provide tax incentives for investments in the zones, including deferring the recognition of capital gains that are reinvested in the zones. Governors may submit nominations for a limited number of opportunity zones to the Department of the Treasury for certification and designation. Governors must give particular consideration to areas that: are currently the focus of mutually reinforcing state, local, or private economic development initiatives to attract investment and foster startup activity; have demonstrated success in geographically targeted development programs such as promise zones, the new markets tax credit, empowerment zones, and renewal communities; and have recently experienced significant layoffs due to business closures or relocations. Treasury must designate zones if a governor fails to submit nominations within a specified period of time. The bill defines opportunity funds as any investment vehicle organized as a corporation or a partnership to invest in opportunity zones that holds at least 90% of its assets in opportunity zone assets. Taxpayers may temporarily defer the recognition of capital gains that are invested in opportunity zones or opportunity funds. Investments that are held for at least five years are eligible for capital gains tax reductions or exemptions, depending on how long the investment is held. Treasury must report to Congress on the opportunity zone incentives enacted in this bill, including an assessment of opportunity fund investments at the national and state levels.

Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 This bill permanently reauthorizes the Emmett Till Unsolved Civil Rights Crime Act of 2007 (Emmett Till Act) and expands the responsibilities of the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) to include the investigation and prosecution of criminal civil rights statutes violations that resulted in a death, regardless of when the violations occurred. (Currently, the Emmett Till Act is scheduled to expire at the end of FY2017 and such investigations are limited to violations that occurred before 1970.) The bill expresses the sense of Congress that all authorities with jurisdiction should: (1) coordinate information sharing; (2) hold accountable individuals who were perpetrators of, or accomplices in, unsolved civil rights murders; and (3) comply with Freedom of Information Act requests. In investigating a complaint, DOJ may coordinate activities with entities that DOJ determines to be appropriate. DOJ shall reopen and review cases closed without an in-person investigation conducted by DOJ or the FBI. DOJ must establish a task force to conduct a thorough investigation of Emmett Till Act cases. In an annual report to Congress, DOJ must indicate: (1) the number of cases referred by a civil rights organization, an institution of higher education, or a state or local law enforcement agency; (2) the number of such cases that resulted in federal charges; (3) the date any such charges were filed; (4) whether DOJ has declined to prosecute or participate in an investigation of a referred case; and (5) any activity on reopened cases. DOJ may award grants to civil rights organizations, institutions of higher education, and other eligible entities for expenses associated with investigating offenses under the Emmett Till Act.

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

2016 Tax Day Floods Supplemental Funding Act This bill makes supplemental appropriations for FY2016 for the Army Corps of Engineers for construction for flood control and storm damage reduction projects in areas affected by flooding in Houston, Texas, that have received a major disaster declaration pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Appropriated funds shall remain available through FY2026 and shall be designated as being for disaster relief under the Balanced Budget and Emergency Deficit Control Act of 1985.

China Market Economy Status Congressional Review Act This bill amends the Tariff Act of 1930 to bar revocation of a determination by the administering authority (the Secretary of Commerce or any other U.S. officer) that the People's Republic of China is a nonmarket economy country unless: the administering authority determines and reports to Congress that China no longer meets the requirements of a nonmarket economy country; and Congress, within 45 days after the receipt of such a report, enacts a joint resolution of approval.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Expresses support for the goals and ideals of National Sexual Assault Awareness and Prevention Month. Calls for recognition of: (1) national and community organizations and private sector supporters for their work in promoting awareness about sexual assault, providing information and treatment to survivors of sexual assault, and increasing the number of successful prosecutions of perpetrators of sexual assault; and (2) public safety, law enforcement, and health professionals for their hard work and innovative strategies to increase the percentage of sexual assault cases that result in the prosecution and incarceration of its perpetrators. Urges national and community-based organizations, private businesses, colleges and universities, and the media to promote, through such Month, awareness of sexual violence, resources for its survivors and their friends and family members, and strategies to decrease the incidence of sexual assault.

Risk Management and Homeowner Stability Act of 2016 This bill amends the Congressional Budget Act of 1974 to prohibit the chairs of the congressional budget committees from counting increases to guarantee fees as offsets for budget enforcement purposes. The bill includes an exception for legislation that increases guarantee fees to finance reforms to the secondary mortgage market. (Guarantee fees are charged by enterprises, such as the Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac], to guarantee the payment of principal and interest on loans. This bill prevents the fees from being used to offset provisions that increase the deficit in determining whether a budget point of order applies to legislation.)

Santa Monica Mountains National Recreation Area Boundary Adjustment Study Act This bill directs the Department of the Interior to conduct a special resource study of the lands, waters, and interests of the coastline and specified areas adjacent to the Santa Monica Bay in California to evaluate a range of alternatives for protecting the study area's resources, including: expanding and redesignating the Santa Monica Mountains Recreation Area as the "Santa Monica Mountains and Coastal Recreation Area," or creating a new coastal recreation area designated as the "Los Angeles Coastal Recreation Area."

Ending Homelessness Act of 2016 This bill amends the McKinney-Vento Homeless Assistance Act to make additional FY2017-FY2021 appropriations available for: (1) emergency relief grants to address the unmet needs of homeless populations in jurisdictions with the highest need, (2) rental assistance under the United States Housing Act of 1937 for persons and households who are homeless, and (3) homeless outreach and coordination services. Beginning in FY2017, the bill also provides annual additional funds for: (1) the Housing Trust Fund to provide grants to states for use to increase homeownership and the supply of rental housing for extremely low- and very low-income families, including homeless families; and (2) incremental project-based voucher or rental assistance under the Federal Housing Enterprises Financial Safety and Soundness Act of 1992. When the Department of Housing and Urban Development (HUD) allocates grants to states from the Housing Trust Fund for rental housing, the dwelling units must be subject to legally binding commitments to ensure that the residing family's contribution toward rent does not exceed 30% of the family's adjusted income. The bill provides funding to HUD to expand the Healthcare and Housing (H2) Systems Integration Initiative by assisting states and localities in coordinating policies among Medicaid programs, behavioral health providers, housing providers, and finance support services for homeless persons. The bill also makes permanent: (1) certain housing assistance programs under the Homeless Assistance Act, and (2) the U.S. Interagency Council on Homelessness.

American Dream Employment Act of 2016 This bill amends the Consolidated Appropriations Act, 2016 to permit the compensation of congressional employees who have been issued employment authorization documents under the Department of Homeland Security's Deferred Action for Childhood Arrivals Program. The program enables many unlawfully present aliens who came to the United States as children to be granted deferred action (a type of relief from removal which does not confer immigration status) and work authorization.

Food Deserts Act of 2016 This bill establishes a Department of Agriculture program to provide grants to states for revolving funds to support the establishment and operation of grocery stores in underserved communities. An underserved community is a community that has: (1) limited access to affordable, healthy foods, including fresh fruits and vegetables, in grocery retail stores or farmer-to-consumer direct markets; and (2) a high rate of hunger or food insecurity or a high poverty rate. States must use the funds to make loans to support grocery stores in underserved communities, including for: opening a store (excluding new construction), supporting an existing store, purchasing an existing store, or supporting a store located in a community that would be underserved without the store. States may only make loans for qualified grocery stores that: emphasize unprocessed, healthful foods; provide staple foods and a variety of raw fruits and vegetables; have a plan to keep the foods in stock; and charge prices at or below municipal averages. States must prioritize loan applications from entities that meet criteria, including: hiring workers from the underserved community, providing classes or educational information about a healthful diet, sourcing food from local urban farms and gardens, not selling alcohol or tobacco products, or demonstrating existing supply chain relationships or expertise in the grocery industry.

Volunteer Income Tax Assistance (VITA) Act This bill directs the Internal Revenue Service to establish a Community Volunteer Income Tax Assistance Matching Grant Program (VITA grant program) for the development, expansion, or continuation of volunteer tax preparation programs to assist low-income taxpayers and members of underserved populations. The bill establishes the National Center to Promote Quality, Excellence, and Evaluation in Volunteer Income Tax Assistance. The Center shall: (1) promote the adoption of a universally accessible volunteer training platform for the preparation of federal income tax returns, (2) provide technical assistance to tax return preparation program managers, (3) identify and disseminate best practices related to tax site management, (4) support outreach and marketing efforts, and (5) provide evaluation of programs and activities funded under this Act.

Reuniting Families Act This bill amends the Immigration and Nationality Act (INA) to establish the fiscal year worldwide level of employment-based immigrants at 140,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2015. The bill establishes the fiscal year worldwide level of family-sponsored immigrants at 480,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2015. The bill redefines "immediate relative" to: mean a child, spouse, permanent partner, or parent of a U.S. citizen or the child or spouse of a lawful permanent resident, except that in the case of parents such citizens shall be at least 21 years old; permit a widow or widower of a U.S. citizen or resident to seek permanent resident status if married at least two years at the time of the citizen's or resident's death or, if married less than two years, by showing through a preponderance of the evidence that the marriage was entered into in good faith and not solely to obtain an immigration benefit; and include an alien who was the child or parent of a U.S. citizen or resident at the time of the citizen's or resident's death if the alien files a petition within two years after such date or prior to reaching 21 years old. The bill increases immigration visas for: (1) unmarried sons and daughters of U.S. citizens, and (2) brothers and sisters of U.S. citizens. The bill also: establishes an 80,640 visa allocation for the unmarried sons and daughters of permanent resident aliens, increases annual per country (10% of annual total) and dependent area (5% of annual total) limits for employment-based and family-sponsored immigrant visas, and expands specified family-unity exceptions to unlawful presence-based inadmissibility. An alien shall be inadmissible for willful misrepresentation of citizenship. (Under current law inadmissibility is based on false representation of citizenship.) The bill specifies relief for orphans and spouses regarding: (1) petitions for immediate relative status, (2) parole eligibility, (3) permanent resident status adjustment, and (4) processing of immigrant visas. Filipino Veterans Family Reunification Act Children of naturalized Filipino World War II veterans shall be exempt from worldwide or numerical immigrant limitations. The bill makes a minor child of an alien fiancee/fiance or of an alien spouse of a U.S. citizen eligible for derivative K-visa status, provided certain requirements are met. The Department of Homeland Security (DHS) or the Department of Justice may adjust the status of a finacee/fiance or alien spouse and any minor children (K-visa) to conditional permanent resident status if the alien marries the petitioner within three months after U.S. admission. The definition of "child" for purposes of titles I and II of the Act shall include a stepchild under 21 years old. The INA is amended to include a "permanent partner" within its scope. The bill revises requirements regarding: (1) priority date retention; and (2) waiver eligibility for widows, widowers, and orphans. "Permanent partner" shall mean any individual 18 or older who is: in a committed, intimate relationship with another individual age 18 or older in which both individuals intend the commitment to be lifelong; financially interdependent with the other individual, unless DHS or the Department of State has determined, on a case-by-case basis, that this requirement is unreasonable; not married to, or in a permanent partnership with, anyone other than the individual; unable to contract with the other individual a marriage cognizable under this Act; and not a first, second, or third degree blood relation of the other individual. "Alien permanent partner" is defined as the individual in a permanent partnership who is being sponsored for a visa.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Child Care Access Means Parents in School Reauthorization Act or the CCAMPIS Reauthorization Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to revise and permanently reauthorize the Child Care Access Means Parents in School grant program. The Department of Education's Office of Postsecondary Education must report to Congress on plans to better serve postsecondary students with dependents.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

Credit for Caring Act of 2016 This bill amends the Internal Revenue Code to allow an eligible caregiver a new tax credit for 30% of the cost of long-term care expenses that exceed $2,000, up to $3,000 in a taxable year. The bill defines "eligible caregiver" as an individual who pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs and who has earned income for the taxable year in excess of $7,500.

Clarification of Federal Employment Protections Act This bill revises personnel management and merit system requirements that protect certain federal employees against discrimination to include a provision that prohibits personnel actions from being made on the basis of sexual orientation or gender identity.

Fair Day in Court for Kids Act of 2016 This bill amends the Immigration and Nationality Act (INA) authorize the Department of Justice (DOJ) to appoint or provide counsel at government expense to aliens in removal proceedings. The Department of Homeland Security (DHS) shall provide an alien in removal proceedings with all relevant documents in its possession, unless the alien has knowingly waived the right to such documents. In the absence of a waiver a removal proceeding may not proceed until the alien has received, and had time to review, the documents. DOJ may appoint or provide counsel to aliens in any INA proceeding. DHS shall ensure that aliens have access to counsel inside all immigration detention and border facilities. DOJ shall appoint counsel, at government expense if necessary, for an unaccompanied alien child or a particularly vulnerable individual. If DOJ has consolidated any such alien's case with that of any other alien, and that other alien does not have counsel, then the appointed counsel shall be appointed to represent the other alien as well. DHS shall: (1) facilitate access to counsel for all aliens detained in facilities under the supervision of U.S. Immigration and Customs Enforcement or of U.S. Customs and Border Protection (CBP); and (2) establish procedures to ensure that legal orientation programs are available for all detained aliens, including aliens held in CBP facilities. DOJ shall develop and administer a two-year pilot program at not fewer than two immigration courts to grant access to legal information to non-detained aliens with pending asylum claims. DHS shall establish a pilot program to increase the court appearance rates of unaccompanied alien children and particularly vulnerable individuals by contracting with nongovernmental, community-based organizations to provide such aliens with case management services. The pilot program shall not be used to monitor individuals designated as unaccompanied alien children under the Homeland Security Act. If DOJ fails to appoint counsel for an unaccompanied alien child or vulnerable person: (1) no limitation pertaining to the filing of any motion to reopen the removal proceeding shall apply, and (2) the filing of such a motion shall stay the removal of the alien.

Water Conservation Rebate Tax Parity Act This bill amends the Internal Revenue Code to allow an exclusion from gross income of the value of any water conservation and efficiency measure or water runoff management improvement (or any subsidy, rebate, or other amount for such a measure or improvement) received from a water department. A "water department" means any entity (including a public or private utility, the federal government, or a state or local government) engaged in the provision of water to the public through pipes or other conveyances or in the collection, treatment, management, or disposal of storm water or waste water generated by the public.

Justice for All Reauthorization Act of 2016 This bill amends the federal criminal code to require a defendant, as a mandatory condition of supervised release, to pay court-ordered restitution. It amends the Justice for All Act of 2004, the Victims of Crime Act of 1984, the DNA Sexual Assault Justice Act of 2004, and the Innocence Protection Act of 2004, to: reauthorize grants for victims assistance programs; reauthorize crime victims notification grants; give preference to Sexual Assault Forensic Exam Program grant applicants that use funds for forensic nurse examiner programs in rural or underserved areas; reauthorize DNA research and development demonstration grants, DNA programs and activities at the Federal Bureau of Investigation, and DNA technology grants to identify missing persons; reauthorize the Capital Litigation Improvement Grant Program; reauthorize the Kirk Bloodsworth Post-Conviction DNA Testing Grant Program; and direct the National Institute of Justice to establish best practices for evidence retention. The Department of Justice must allocate specified funds for testing and auditing backlogged rape kits. The bill amends the Prison Rape Elimination Act of 2003 to: narrow the scope of grant program funds subject to a reduction for a state's failure to comply with national prison rape standards, revise and expand requirements with respect to adopting national prison rape standards, and require background checks for compliance auditors. It amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize the Paul Coverdell Forensic Science Improvement Grants Program. Effective Administration of Criminal Justice Act of 2015 This bill requires an application for Edward Byrne Memorial Justice Assistance Grant Program funds to include a statewide strategic plan to improve the administration of criminal justice.

Expresses the sense of the House of Representatives that: the trial and conviction of 50 African-American sailors for mutiny in connection with their service at the Port Chicago Naval Magazine in Concord, California, during World War II were wrongfully pursued because of racial prejudice; and Congress should publicly exonerate the 50 sailors to further aid in healing the racial divide that continues to exist in the United States.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Federal Adjustment of Income Rates Act or the FAIR Act This bill increases the rates of basic pay for federal employees under the statutory pay systems (relating to the General Schedule, the U.S. Foreign Service, and the Veterans Health Administration) and for prevailing rate employees by 3.9% for FY2017. The percentage adjustment for locality-based comparability payments for calendar year 2017 shall be an increase of 1.4%.

100 Years of Women in Congress Act This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to designate as Jeannette Rankin Women and Minorities in STEM Fields Program Grants the current research and extension grants to increase participation by women and underrepresented minorities from rural areas in the fields of science, technology, engineering, and mathematics (STEM).

Gas Pump Access Act of 2016 This bill declares that it shall be a prohibited form of discrimination against individuals with disabilities in a place of public accommodation under the Americans with Disabilities Act of 1990 for a gas station or convenience store to fail to clearly display at each self-service gas pump a decal that includes its telephone number and the words "Call for Assistance." A gas station or convenience store that is open for business to the public with at least two attendants on duty must provide gas pumping assistance to a qualified individual with a disability who makes a request for such assistance. But it shall not be considered discrimination for a gas station or convenience store with one attendant on duty to fail to provide such requested gas pumping assistance if such attendant notifies the individual that assistance cannot be provided because there is only one attendant on duty. The Department of Transportation and the Department of Justice must promulgate regulations necessary to ensure compliance with this bill and make graphics for the decals publicly available on their websites.

Underground Gas Storage Safety Act This bill directs the Department of Transportation (DOT) to prescribe minimum safety standards, meeting specified requirements, for underground gas storage facilities. A state authority may, however, adopt additional or more stringent safety standards for intrastate underground gas storage facilities. Until final standards are prescribed, all underground natural gas storage facilities shall comply with certain minimum requirements, including those in depleted hydrocarbon reservoirs and aquifer reservoirs and those in solution-mined salt caverns. DOT shall make grants for research and development activities relating to: (1) improved underground gas storage safety, or (2) an odorant additive for gas that is both detectable and nontoxic. A user fee shall be imposed on each operator of an underground gas storage facility to which specified safety requirements apply.
