Children First SCHIP Improvement Act of 2002 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to provide for: (1) extending the availability through FY 2003 of SCHIP allotments for FY 1998 through 2000; and (2) SCHIP coverage of children whose family income exceeds the Medicaid applicable income level for eligible States.

Sunset of Helms-Burton Act of 2002 - Terminates the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (Helms-Burton Act) on, and prohibits bringing any action under that Act with respect to trafficking on or after, March 31, 2003. Terminates denials of visas and exclusions from the United States (pursuant to that Act) of aliens who have confiscated property of U.S. nationals or who traffic in such property. Requires the names of all persons subject to such denials or exclusions to be removed from any lists or other records used by the Secretary of State or the Attorney General to enforce that Act. Requires the Secretary of State to notify all persons subject to such denials or exclusions of such expiration and removal.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Pancreatic Islet Cell Transplantation Act of 2002 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness.

Anton's Law - Directs the Secretary of Transportation to initiate a rulemaking proceeding to establish a safety standard for booster seats used in passenger motor vehicles as a form of child restraint. Directs the Secretary to complete a rulemaking proceeding to amend certain Code of Federal Regulations motor vehicle safety standards in order to: (1) require each seat belt assembly in the rear seats of a passenger motor vehicle to be a lap and shoulder belt assembly; and (2) apply such requirement to passenger motor vehicles beginning after the production year in which such regulations are prescribed in compliance with the implementation of a certain phase-in schedule. Amends the Transportation Equity Act for the 21st Century to extend the occupant protection incentive grants program for a two-year period. Amends Federal transportation law to authorize the Secretary to make: (1) a basic grant to any State that enacts a child restraint law by October 1, 2003; and (2) a supplemental grant to any such State if the child restraint law is an enhanced child restraint law. Sets forth certain grant requirements.

Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to require that funds collected from National Forest System and Bureau of Land Management Lands payments and reserved for County Projects (search, rescue, and emergency services, community service work camps, easement purchases, forest related educational opportunities, fire prevention and county planning, and community forestry) shall not be treated as amounts received (and so deducted) in calculating Federal payments to counties for national entitlement land.

Recognizes September 11 as both a day to remember those taken from their families and a day for Americans to recommit to the Nation, to their freedom, and to each other. Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Internet Radio Fairness Act - Declares that the July 8, 2002, determination by the Librarian of Congress of rates and terms for the digital performance of sound recordings and ephemeral recordings shall not apply to transmissions and ephemeral recordings by a small business, small organization, or small governmental jurisdiction (small entities). Declares further that the first determination of terms and rates of royalty payments made after enactment of this Act shall apply to transmissions made by small business concerns during the period between the enactment of the Digital Millennium Copyright Act and the date provided for in that determination. Requires the copyright arbitration royalty panel to establish rates and terms in accordance with specified objectives. Amends Federal copyright law to declare that, except in the case of a motion picture or other audiovisual work, it is not a copyright infringement for a transmitting organization entitled to transmit to the public a performance or display of a work, under a license or transfer of the copyright, or for a broadcast radio station licensed by the Federal Communications Commission that makes a broadcast transmission of a sound recording in a digital format on a nonsubscription basis, to make one or more copies or phonorecords of that work, if each copy or phonorecord is: (1) retained and used solely by the transmitting organization that made it; and (2) used solely for the purpose of making the transmitting organization's own transmissions or for purposes of archival preservation or security.

National Forest Fire Prevention Act - Authorizes the Secretary to treat additional timber within or outside existing cutting units for National Forest System timber sales and within related analysis areas to reduce insect infestation or fire hazard by: (1) modifying contracts; or (2) offering additional timber sales within such areas. Sets forth treatment priority criteria.

Plant Breeders Equity Act of 2002 - Amends Federal patent law to declare that no plant patent application shall be denied, nor shall any issued plant patent be invalidated, on the grounds that the invention was described in a printed publication in this or a foreign country or in public use or on sale in this country, more than one year before the date of the U.S. patent application, unless the invention was described in a printed publication in this or a foreign country more than ten years before the date of the U.S. patent application.

Rural Health Training Incentive Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Director of the Office of Rural Health Policy, to award grants to accredited schools of medicine or nursing for demonstration programs to encourage more health professionals to practice in rural areas. Makes grants available on a matching basis for three years to five schools. Requires grants to address youth recruitment, training, and the expansion of the network of rural training tracks in the health professions. Earmarks one grant for a program for physicians in family medicine that includes a regional consortium of family medicine residency programs with a residency rural training program and one grant for nurses. Gives priority to schools with on-site rural training residencies or rotations and rural recruitment and placement programs.

Freedom to Travel to Cuba Act of 2002 - Prohibits the President from regulating or prohibiting, directly or indirectly, travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Expresses the sense of the House of Representatives that: (1) the Pledge of Allegiance, including the phrase "One Nation, under God," reflects the historical fact that a belief in God permeated the founding and development of our Nation; (2) the Ninth Circuit Court of Appeals's ruling is inconsistent with the U.S. Supreme Court's First Amendment jurisprudence that the Pledge and similar expressions are not unconstitutional expressions of religious belief; (3) such phrase should remain in the Pledge; and (4) the Ninth Circuit should agree to rehear this ruling en banc in order to reverse this constitutionally infirm and historically incorrect ruling.

Securing America's Freedom through Enforcement Reform Act of 2002 (SAFER Act) - Sets forth provisions, and amends specified Acts, with respect to: (1) prevention and punishment of alien smuggling, and transporting and harboring of aliens; (2) border patrol increases; (3) use of the military along the border; (4) visas, including the visa waiver program, and consular interviews of applicants; (5) alien terrorist removal, deportability, and asylum requests; (6) alien criminal removal; (7) alien human rights violator removal, deportability, and bar to status adjustment, including criminal penalties for reentry and aiding human rights violators to enter the United States; (8) document security (birth certificates, drivers licenses, social security cards); (9) employment eligibility verification; (10) increased Immigration and Naturalization Service (INS) investigative personnel, (11) expedited exclusion; (12) criminal and civil penalties for improper entry of aliens; (13) voluntary departure; (14) detention facilities; (15) removal proceedings; (16) establishment of a Federal election-related Citizenship Verification Program; (17) establishment of an Office of Citizenship; (18) treatment of nationals of state sponsors of terrorism; (19) refugee admissions, and extended family and employment preferences; (20) elimination of diversity immigrant program; (21) temporary protected status; (22) designation of foreign terrorist organizations; (23) foreign students; (24) INS attorneys; (25) alien proof of identity; and (26) information on foreign crimes.

Cancer Survivorship Research and Quality of Life Act of 2002 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to: (1) study the health challenges associated with cancer survivorship and carry out projects and interventions; and (2) make grants for the monitoring and evaluation of cancer care and survivorship.

Spokane Tribe of Indians of the Spokane Reservation Grand Coulee Dam Equitable Compensation Settlement Act - Establishes in the Treasury the Spokane Tribe of Indians Settlement Fund Account. Requires the payment of compensation to the Spokane Tribe for the use of their lands for the generation of hydropower from the Grand Coulee Dam project. Bases such payments on the settlement paid to the Confederated Tribes of the Colville Reservation, pursuant to the Confederated Tribes Act, adjusted for inflation. Directs the Secretary of the Treasury to make an initial payment in satisfaction of Spokane Tribe claims from June 29, 1940, through November 2, 1994. Requires the Administrator of the Bonneville Power Administration to make subsequent payments, including one for six years only and annual payments. Requires the Secretary to transfer settlement funds to the Spokane Business Council, at their request. Requires 75 percent of such funds to be used for programs for resource development, credit, scholarship, and economic development. Subjects such funds to tribal control and audit. Entitles the Bonneville Power Administration to a deduction from interest otherwise payable to the Secretary for a percentage of payments made to the Spokane Tribe on a comparable basis to that allowed for payments to the Confederated Tribes of the Colville Reservation. States that payments under this Act constitute full satisfaction of Spokane Tribe claims against annual hydropower revenues of the Grand Coulee Dam project.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Amends Federal bankruptcy law to disallow a claim to which an objection has been raised to the extent that it is a nonmalignant asbestos related claim (including a claim for pleural plaques, asymptomatic pleural thickening, asbestosis, fear of cancer, emotional distress, and medical surveillance). Allows a nonmalignant asbestos related claim, however, for: (1) permanent breathing impairment; or (2) a survivor claim where the decedent's death was caused by exposure to asbestos or asbestos-containing products. States that when and if a person develops a subsequent asbestos related claim that is allowable, then a previously disallowed claim may proceed as an allowable demand against either the reorganized debtor, or against a trust set up as part of a reorganization case for holders of allowable asbestos related claims and asbestos related demands.

National Science Foundation Authorization Act of 2002 - Authorizes appropriations to the National Science Foundation (NSF) for FY 2003 through 2005, with specific allocations for: (1) Research and Related Activities; (2) Education and Human Resources; (3) Major Research Equipment and Facilities Construction; (4) Salaries and Expenses; and (5) the Office of the Inspector General. Sets a limitation on the obligation of Major Research Equipment and Facilities Construction funds. Requires the Director of NSF to submit to specified congressional committees annual plans for the allocation of funds authorized by this Act, including information on how the allocation for Research and Related Activities will affect research grants, trends in research support, and research opportunities in science, mathematics, and engineering. Requires the Director to: (1) develop, submit to the National Science Board for approval, and report annually to Congress on a list indicating the relative priority for funding under the Major Research Equipment and Facilities Construction account of each project the Board has approved for inclusion in a future budget request; and (2) include in the plan for construction and repair of national research facilities covered in the NSF annual budget request full life-cycle cost information. Prohibits the management of any national research facility project by an NSF temporary appointee. Directs: (1) NSF to assess and report to Congress on the Major Research Instrumentation Program; and (2) NSF and the National Aeronautics and Space Administration (NASA) to establish an Astronomy and Astrophysics Advisory Committee.

Renewable Fuel Equity Act - Amends the Internal Revenue Code to expand the renewable resources credit to include geothermal and solar energy, incremental hydropower and biomass (other than closed-loop biomass). Sets forth qualifying dates of service for facilities using such means to produce electricity. Expands the investment tax credit to include equipment used to produce electricity from certain renewable resources. Increases, from 10 to 20 percent, the "energy percentage" used to determine the energy credit in the case of energy property having a total installed electrical generating capacity of less than one megawatt that is placed in service before January 1, 2007.

Directs the Secretary of the Army to credit toward the non-Federal share of the cost of the feasibility study for the project for flood control in the vicinity of Sprague, Lincoln County, Washington, costs associated with technical and related support work carried out by the non-Federal interest before the execution of the feasibility cost share agreement, if the Secretary determines that such work is integral to the feasibility study. Authorizes the Secretary to accept from the non-Federal interest funds provided through a rural business opportunity grant from the Department of Agriculture.

Directs the Secretary of the Interior to study the Rathdrum Prairie/Spokane Valley Aquifer for the purpose of preparing a model of the aquifer and establishing for the States of Idaho and Washington a mutually acceptable understanding of the aquifer as a groundwater resource.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes encouraging the U.S. Agency for International Development (AID) to develop, assess, and implement effective outreach methods and tools to ensure that at least 50 percent of all microenterprise assistance authorized under such Act for developing countries be used to assist the poorest of the poor, that is, those persons living in the bottom 50 percent below the poverty line or whose average daily living expenses are equal to, or less than, the equivalent of one dollar per day. Directs the Administrator of AID to take certain actions to increase the involvement of the Peace Corps in microenterprise initiatives to assist the poorest of the poor. Amends the Foreign Assistance Act of 1961 to require that, in carrying out sustainable poverty-focused microenterprise development grant assistance programs under the Act, 50 percent of all microenterprise resources be targeted to very poor entrepreneurs. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance.

Methamphetamine Protective Equipment and Training Partnership Grant Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to make matching grants to States, local governments, and Indian tribes to provide to law enforcement officers protective equipment and training for investigating and responding to offenses related to methamphetamine clandestine drug laboratories. Authorizes the Director to give preferential consideration to an application from a jurisdiction that: (1) has the greatest need and a methamphetamine clandestine drug laboratory-related seizures per capita rate at or above the national average; or (2) has consolidated local law enforcement effort by creating multi-jurisdictional law task forces. Requires funds to be awarded to each qualifying local government with fewer than 100,000 residents.

Nullifies discretionary spending limit adjustments made by the Director of the Office of Management and Budget pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to the highway category and to the Transportation Equity Act for the 21st Century (which limits obligation levels for such category) when the President submitted the budget for FY 2003.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act of 2002 - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Federal Deposit Insurance Reform Act of 2002 - Mandates the merger of the Bank Insurance Fund and the Savings Association Insurance Fund into the Deposit Insurance Fund. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act to: (1) increase the amount of deposit insurance coverage; (2) couple such increase with an inflation adjustment; and (3) double the amount of deposit insurance for certain retirement accounts. Amends the FDIA to increase the amount of deposit insurance coverage for municipal deposits. Expands the range of authorized investments for the Federal Deposit Insurance Corporation (FDIC) to include Federal agency obligations or comparable obligations authorized by the Secretary of the Treasury. Repeals: (1) independent treatment of each deposit insurance fund with respect to assessments and designated reserve ratio; (2) minimum risk-based assessments for certain at-risk deposit insurance funds; (3) limitations on assessments on deposit insurance funds that fail to meet the designated reserve ratio; and (4) the special rule for recapitalizing undercapitalized funds. Instructs the FDIC Board of Directors to establish annually a designated reserve ratio that falls within a prescribed range. Replaces refund guidelines with rebates to insured depository institutions that are predicated upon DIF balances in excess of specified percentages. Instructs the FDIC to establish a Deposit Insurance Fund Restoration Plan to ensure adequate reserves whenever the actual ratio in the DIF falls below certain criteria. Directs the Comptroller General to study and report to Congress on FDIC administrative structure, expenses, and certain activities, and further possible changes to the deposit insurance system.

Expresses the sense of Congress that the President should open a dialogue with the Government of Canada to discuss: (1) the smuggling from Canada into the United States of large quantities of pseudoephedrine, a necessary ingredient in the production of methamphetamines; and (2) methods to restrict the quantity of pseudoephedrine that Canadian manufacturers can package in a single container.

Pipeline Infrastructure Protection to Enhance Security and Safety Act - Amends Federal transportation law "one-call notification system" provisions concerning notification to underground facility operators of excavations to: (1) require participation by government operators; and (2) encourage the adoption of the "Common Ground" report. Revises pipeline safety provisions to require the Secretary of Transportation: (1) when assessing the security and safety of pipeline facilities, to assess the vulnerabilities of such facilities to terrorist attacks; (2) when prescribing minimum safety standards for pipeline transportation and for pipeline facilities, to include in such standards a requirement that pipeline facility operators participate in a public safety program; and (3) to establish pipeline public education and safety standards. Directs the Secretary of Transportation, in coordination with the Secretary of Energy, to develop and implement a cooperative program of research, development, and demonstration to ensure the integrity of pipeline facilities. Requires the establishment of a Pipeline Integrity Technical Advisory Committee to develop a cooperative pipeline facility integrity program. Establishes a pipeline controller certification qualification program. Requires a pipeline facility operator to provide: (1) geospatial data appropriate for use in the National Pipeline Mapping System; (2) identification of the person with primary operational control; (3) develop and implement terrorism security programs; and (4) with a condition deemed potentially unsafe condition to take necessary corrective actions. Authorizes to pipelines: (1) technical assistance; and (2) security recommendations. Requires a coordinated environmental review process for pipeline repair and rehabilitation projects. Permits withholding from the public certain pipeline information that could reveal the systemic vulnerability of a pipeline to attack.

Rural Equity Payment Index Reform Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a minimum geographic cost-of-practice index value for physicians' services furnished under the Medicare program.

Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund Act of 2001 - Directs the Secretary of the Treasury to enter into negotiations with the International Bank for Reconstruction and Development to establish an Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund at the Bank to aid rural development in and create sustainable food production for Afghanistan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. Directs that grants from the Fund will go to assist nongovernmental organizations carrying out the following activities in those countries: (1) restocking seed; (2) replacing breeding livestock; (3) restoring basic irrigation systems; (4) providing access to credit for food production, processing or marketing enterprises through rural microenterprise loan programs; and (5) technical assistance. Places human rights and other conditions on the government of Afghanistan for projects to be funded in Afghanistan.

National Aviation Capacity Expansion Act - Directs the Administrator of the Federal Aviation Administration to implement the redesign and reconstruction of Chicago O'Hare International Airport in Cook and DuPage Counties, Illinois, in accordance with a specified runway redesign plan, and the development of a south suburban airport in the Chicago metropolitan region, by facilitating approval, funding, construction, and implementation of such plan and suburban airport. Requires all environmental reviews, analyses, and opinions related to issuance of permits, licenses, or approvals relating to such plan or airport to be conducted on an expedited basis. States that approval by the Administrator of an airport layout plan submitted by Chicago that includes the runway redesign plan shall: (1) provide that any runway located more than 2500 feet south of existing runway 9R-27L shall not begin construction before January 2011; and (2) be subject to the condition that noise impact of aircraft operations at O'Hare after the year in which the first new runway is first used will be less than that in 2000. Prohibits the consideration of such a plan unless it includes public roadway access through the western boundary of O'Hare to passenger terminal and parking facilities. Directs the Administrator to give priority consideration to a letter of intent application submitted by the State of Illinois (or a political subdivision thereof) for construction of the suburban airport. Sets forth requirements regarding the construction of the runway redesign plan as a Federal project on or after July 1, 2004. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.
