National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Spouses of Fallen Heroes Scholarship Act - Entitles to educational assistance under the post-9/11 educational assistance program the surviving spouses of members of the Armed Forces who die while serving on active duty on or after September 11, 2001. Allows such spouses 20 years after the member's death to utilize such assistance. Requires individuals entitled to both post-9/11 educational assistance and survivors' and dependents' educational assistance to utilize the post-9/11 educational assistance first.

Gold Star Parents Annuity Act of 2010 - Directs the Secretary of Defense (DOD) to pay a special pension to each person who has received a Gold Star lapel button as a parent of a member of the Armed Forces who died while serving.

MyCAA Act - Directs the Secretary of Defense, as one of the programs established by the Department of Defense (DOD) to assist spouses of members of the Armed Forces serving on active duty, to continue to carry out the current Military Spouse Career Advancement Account (MyCAA) program, under which such spouses may receive up to $6,000 in tuition assistance for education and training courses and licensing and credentialing fees. Requires the Secretary to establish such assistance programs. Prohibits the Secretary from restricting MyCAA program participation to spouses of members serving in particular grades.

Small Business Procurement Integrity Act of 2010 - Amends the Small Business Act to include as a punishable offense the misrepresentation of a business or person as a small business owned and controlled by service-disabled veterans. Includes as small business procurement fraud misrepresentation made for purposes of the award of a grant or cooperative agreement. Subjects those making such misrepresentations to federal regulations prohibiting false claims against the United States. Includes as a punishable offense the use by a contracted small business of an ineligible business to perform a greater percentage of work under such contract. Requires a veteran claiming service-disabled status for purposes of eligibility as a small business owned and controlled by service-disabled veterans to possess a disability rating letter issued by the Department of Veterans Affairs (VA) establishing a disability rating between 0% and 100%, a disability determination from the Department of Defense (DOD), or such other documentation as the Administrator of the Small Business Administration (SBA) may require.

Recognizes the 20th anniversary of the Persian Gulf War, which began on August 2, 1990. Honors the service and sacrifice of the U.S. Armed Forces and armed forces of allied countries that served in the Persian Gulf since 1990 to the present. Encourages all Americans to participate in commemorative activities to pay tribute to Persian Gulf War veterans. Calls upon the President to issue a proclamation recognizing such anniversary. Reaffirms the U.S. commitment to peace and prosperity in the Persian Gulf region.

Veterans Back and Spinal Therapy Act - Directs the Secretary of Veterans Affairs (VA) to establish a two-year pilot program to: (1) provide covered veterans with non-invasive techniques to treat spinal, back, and musculoskeletal injuries and pain; and (2) use an evidence-based medicine framework to assess the effectiveness of such techniques. Includes as a covered veteran one who: (1) has a service-connected spinal, back, or musculoskeletal injury; or (2) is eligible for VA hospital or nursing home care or medical services by reason of active duty in a theater of combat operations during a period of war after the Persian Gulf War. Requires the Secretary, in selecting program participants, to give a preference to veterans who served in Operations Enduring Freedom, Iraqi Freedom, or New Dawn.

Restoring Congressional Oversight and Strengthening Military Jointness Act - Prohibits the Secretary of Defense (DOD) from effecting or implementing the disestablishment, closure, or realignment of the United States Joint Forces Command, or conducting any civilian workload reductions at such Command, until: (1) 30 legislative or 60 calendar days have passed since the Secretary has notified the congressional defense committees of a proposed disestablishment, closure, or realignment; and (2) the Comptroller General has submitted to such committees an independent assessment of such proposal.

Seniors Protection Act of 2010 - Directs the Secretary of the Treasury to disburse a $250 payment to recipients of Social Security, SSI (Supplemental Security Income under title XVI of the Social Security Act), railroad retirement benefits, and veterans disability compensation or pension benefits if no cost-of-living adjustment is payable in 2011.

Declares that: (1) it is Congress's responsibility to determine the regulatory authority of the Federal Communications Commission (FCC) with respect to broadband Internet services; and (2) the FCC should suspend any further action on its proceeding to extend its traditional communications regulatory authority to include such services until Congress delegates such authority to the FCC.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

Truth in Spending Act of 2010 - Requires the President's annual budget request to Congress to include the most recent reports of the Director of the Office of Management and Budget (OMB) regarding the difference between the actual costs and the estimated costs of direct spending legislation, including proposed legislative language, if any, in such reports. Requires OMB to submit annually for inclusion in the President's budget request reports (with follow-up reports every five fiscal years) on the total estimated cost and total actual cost of direct spending legislation for the then budget year and four outyears. Requires the President, within seven days after receiving an OMB report, to submit proposed legislative language, if any, set forth in the report to both chambers. Prescribes the procedure for fast track consideration of the legislation in both chambers.

Military Personnel Readiness Act of 2010 - Authorizes a state agency with jurisdiction over the operation of a high occupancy vehicle (HOV) facility to: (1) permit vehicles operated by active duty members of the Armed Forces, law enforcement officers, or emergency response personnel to use HOV lane highways; and (2) take necessary action to implement these exceptions, including establishing eligibility requirements for such operators and providing for the badging of vehicles. Directs the Comptroller General to study, and report to Congress on, the effects of traffic congestion on military readiness in metropolitan areas with high concentrations of military personnel.
