Sound Science Saves Species Act of 2002 - Amends the Endangered Species Act of 1973 to require a petition to add or remove a species from either the endangered or threatened species list to contain: (1) evidence of the species' known and historic ranges, the most recent population estimates and trends, and the reason that the petitioned action is warranted, including known or perceived threats; (2) a bibliography of scientific literature on the species; and (3) a description of all available data on the species' historical and current range, population, and distribution, an explanation of the methodology used to collect such data, and an identification of the location where it can be reviewed. Requires the Secretary to make specified notifications after receiving such a petition. Sets forth requirements for the independent scientific review of petitions and findings regarding petitions and jeopardy opinions. Limits re-petitions for adding to such lists.

Amends the Endangered Species Act of 1973 (the Act) to authorize any owner of record of privately owned land, or the Governor of any State, to submit to the Secretary of the Interior a request for specified information regarding the application of the Act to that land, including: (1) a description of the location where the species is known to occur; (2) the presence or absence of species listed or proposed for listing; (3) any regulations or restrictions that may apply under the Act; (4) the impact that any pending proposal to list a species as endangered or threatened could have on the land's use and management; (5) the impact of a designation as critical habitat; (6) a response as to whether any action specified in the request constitutes a prohibited taking of a species and actions that must be taken to avoid such a taking; (7) a description of what other actions relating to the land will constitute a taking; and (8) any other information that could affect the land's use or management. Directs the Secretary to provide a response in writing to the owner or Governor within 90 days. Prohibits the Secretary from enforcing the Act with respect to actions occurring on the land that is the subject of the request unless the Secretary has provided that information. Makes public hearings requirements under the Administrative Procedure Act applicable to hearings under the Act.

Immediate Helping Hand Prescription Drug Assistance Act of 2002 - Amends the Social Security Act (SSA) to establish an outpatient prescription drug assistance entitlement program for low-income Medicare (SSA title XVIII ) beneficiaries under a new title XXII (Outpatient Prescription Drug Assistance Program). Allows States, in lieu of using the funding provided under this new title, to provide assistance to such beneficiaries through a State plan under SSA title XIX (Medicaid) or through Medicare part C (Medicare+Choice). Amends SSA title XIX to provide for expanded coverage of low-income Medicare beneficiaries under Medicaid. Amends SSA title XVIII to provide for: (1) coverage of low-income Medicare beneficiaries in Medicare+Choice; and (2) low-income Medicare beneficiaries to elect to suspend Medicare supplemental (Medigap) insurance.

Peace With Security Act - Prohibits U.S. assistance to the Palestinian Authority (or any instrumentality of the Palestinian Authority). Authorizes the President to waive such prohibition if it is in the national security interests of the United States.

Expresses the sense of Congress that: (1) the members of American Gold Star Mothers, Inc., and Blue Star Mothers of America, Inc. should be recognized for their sacrifices and for their dedicated and patriotic support of the United States; (2) during the period in which the armed forces are engaged in the war on terrorism, members of the immediate family of individuals serving in the armed forces should be encouraged to display a service flag approved by the Secretary of Defense in the window of their place of residence and to wear a service lapel button approved by the Secretary; and (3) the President should issue a proclamation calling on such members to take such actions.

Pipeline Infrastructure Protection to Enhance Security and Safety Act - Amends Federal transportation law "one-call notification system" provisions concerning notification to underground facility operators of excavations to: (1) require participation by government operators; and (2) encourage the adoption of the "Common Ground" report. Revises pipeline safety provisions to require the Secretary of Transportation: (1) when assessing the security and safety of pipeline facilities, to assess the vulnerabilities of such facilities to terrorist attacks; (2) when prescribing minimum safety standards for pipeline transportation and for pipeline facilities, to include in such standards a requirement that pipeline facility operators participate in a public safety program; and (3) to establish pipeline public education and safety standards. Directs the Secretary of Transportation, in coordination with the Secretary of Energy, to develop and implement a cooperative program of research, development, and demonstration to ensure the integrity of pipeline facilities. Requires the establishment of a Pipeline Integrity Technical Advisory Committee to develop a cooperative pipeline facility integrity program. Establishes a pipeline controller certification qualification program. Requires a pipeline facility operator to provide: (1) geospatial data appropriate for use in the National Pipeline Mapping System; (2) identification of the person with primary operational control; (3) develop and implement terrorism security programs; and (4) with a condition deemed potentially unsafe condition to take necessary corrective actions. Authorizes to pipelines: (1) technical assistance; and (2) security recommendations. Requires a coordinated environmental review process for pipeline repair and rehabilitation projects. Permits withholding from the public certain pipeline information that could reveal the systemic vulnerability of a pipeline to attack.

Amends the Federal Transportation Code to increase the Federal Government's share of allowable costs of development projects approved after September 30, 2001, at certain qualifying airports with certain exceptions. Stipulates a maximum of 93.75 percent for the Federal Government's share of the cost of any project.

National Aviation Capacity Expansion Act - Directs the Administrator of the Federal Aviation Administration to implement the redesign and reconstruction of Chicago O'Hare International Airport in Cook and DuPage Counties, Illinois, in accordance with a specified runway redesign plan, and the development of a south suburban airport in the Chicago metropolitan region, by facilitating approval, funding, construction, and implementation of such plan and suburban airport. Requires all environmental reviews, analyses, and opinions related to issuance of permits, licenses, or approvals relating to such plan or airport to be conducted on an expedited basis. States that approval by the Administrator of an airport layout plan submitted by Chicago that includes the runway redesign plan shall: (1) provide that any runway located more than 2500 feet south of existing runway 9R-27L shall not begin construction before January 2011; and (2) be subject to the condition that noise impact of aircraft operations at O'Hare after the year in which the first new runway is first used will be less than that in 2000. Prohibits the consideration of such a plan unless it includes public roadway access through the western boundary of O'Hare to passenger terminal and parking facilities. Directs the Administrator to give priority consideration to a letter of intent application submitted by the State of Illinois (or a political subdivision thereof) for construction of the suburban airport. Sets forth requirements regarding the construction of the runway redesign plan as a Federal project on or after July 1, 2004. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Amends the Food Security Act of 1985 respecting the conservation reserve program to: (1) permit State committees to allow grazing, harvesting, or other commercial forage use of conservation reserve land in response to drought, wildfire, flood, or other similar emergency; and (2) revise the Secretary of Agriculture's authority regarding such use.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Consolidation Student Loan Flexibility Act of 2001 - Amends the Higher Education Act of 1965 to allow student loan borrowers to choose a lender for loan consolidation. (Eliminates the requirement that: (1) the consolidation loan lender must already hold an outstanding student loan of the borrower; or (2) the borrower must certify to having sought and been unable to obtain a consolidation loan with income-sensitive repayment terms from any holders of the outstanding loans selected for consolidation.)

Recognizes and commends the efforts of State and local governments and community, religious, and charitable organizations to support military and civilian personnel engaged in the war on terrorism. Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Secure Transportation for America Act of 2001 - Amends Federal transportation law to establish in the Department of Transportation (DOT) the Transportation Security Administration, to be headed by an Under Secretary of Transportation for Security responsible for security in all modes of transportation, including: (1) civil aviation security; and (2) security responsibilities over nonaviation modes of transportation that are exercised by Administrations of DOT (other than the Federal Aviation Administration (FAA)). Requires the Under Secretary to assume responsibility for the screening of passengers and property on passenger aircraft in air transportation that originates in the United States or intrastate air transportation. Sets forth provisions requiring: (1) airport operators to establish air transportation security programs that also provide for a military presence at each airport, including at locations where passengers are screened; (2) the application of certain employment standards and training requirements to airport security personnel, including screeners of passengers and property; (3) the deployment of Federal air marshals on selected passenger flights; (4) specified enhanced aviation-related security measures, including allowing pilots to carry firearms in the cockpit of an aircraft; and (5) submission of passenger manifests from air carriers and foreign air carriers in foreign transportation. Establishes the Transportation Security Oversight Board to review and approve regulations issued by the Under Secretary with respect to transportation security matters. Authorizes airport operators to conduct threat assessments with regard to passenger vehicles parked within 300 feet of an airport terminal.

Business Retained Income During Growth and Expansion Act of 2001 or the BRIDGE Act of 2001 - Amends the Internal Revenue Code to permit an eligible small business to elect to pay its tax in four equal installments. Limits the maximum amount of tax which may be paid in installments for any taxable year to whichever of the following is the least: (1) the tax imposed for the taxable year; (2) the amount contributed by the taxpayer into a BRIDGE Account during such year; or (3) the excess of $250,000 over the aggregate amount of tax for which an election was made by the taxpayer for all prior taxable years. Limits the above provisions to taxes imposed for taxable years beginning after enactment and before January 1, 2006. Sets forth provisions: (1) defining an eligible small business; (2) setting dates for installment payments and interest payments; (3) establishing BRIDGE accounts; and (4) providing for a study and report.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Amends the Internal Revenue Code to make certain rate reductions effective after December 31, 2000 (currently June 31, 2001). Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to make the individual income rate reductions set forth in such act permanent (removes the sunset requirement).

General Aviation Small Business Relief Act of 2001 - Amends the Small Business Act to direct the Small Business Administration to make grants to general aviation small business concerns in amounts equal to direct losses sustained since September 11, 2001, as a result of any Federal ground stop order(s) related to the terrorist attacks. Authorizes loans to assist such a business that has suffered, as a result of such attacks, substantial economic injury that is not incidental to the business's revenue and that is not compensated for by insurance or otherwise. Extends the due date for excise tax deposits for general aviation small business concerns.

Prohibits cargo transported by commercial motor vehicle (including cargo transported by vessel) from entering the United States from Canada or Mexico unless the Customs Service or other appropriate U.S. officer or employee has inspected such cargo to ensure that it complies with U.S. laws.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Anti-Terrorism Act of 2001 - Declares that no Federal agency shall prohibit a pilot, copilot, or navigator of an aircraft, or any law enforcement personnel specifically detailed for the protection of such aircraft, from carrying a firearm.

Sound Science for Endangered Species Act Planning Act of 2001 - Amends the Endangered Species Act of 1973 to direct the Secretary of the Interior to: (1) give greater weight to scientific and commercial data that is empirical or that has been field-tested or peer-reviewed in determining that a species is an endangered or threatened species; and (2) promulgate regulations that establish criteria for data to be used as the basis of such a determination. Prohibits the Secretary from determining that a species is endangered or threatened unless the determination is supported by data obtained by observation of the species in the field. Requires the Secretary to accept, acknowledge receipt of, and include in the rulemaking record of such a determination data collected by landowners through observation of the species on the land. Requires the Secretary to publish with the notice of a proposed regulation a description of additional scientific and commercial data that would assist in the preparation of a recovery plan, invite any person to submit such data, and describe the steps for acquiring additional data. Directs the Secretary: (1) to solicit recommendations from the National Academy of Sciences and develop a list of qualified reviewers to participate in independent scientific review actions; (2) before any proposed action becomes final, to appoint from such list three individuals who shall report on the scientific information and analyses on which such action is based; and (3) to include such report in the official record of the proposed action. Requires the Secretary, in consulting with each Federal agency and the affected States to insure that any agency action is not likely to jeopardize any endangered or threatened species or destroy the species' habitat, to: (1) consider information provided by such States; and (2) provide any person who has sought authorization or funding from a Federal agency for an action the opportunity to submit, discuss, and receive information relevant to the draft biological opinion.

Clean Water Users Protection Act - Amends the Federal Water Pollution Control Act to require, in citizen lawsuits under the Act, the filing of a bond or equivalent security by the plaintiff in an amount equal to: (1) the defendant's estimated costs of litigation; and (2) the defendant's estimated losses resulting from a temporary restraining order or preliminary injunction granted by the court.

Agroterrorism Prevention Act of 2001 - Amends the Federal criminal code to prohibit plant enterprise terrorism. Enhances penalties for animal enterprise terrorism and establishes penalties for plant enterprise terrorism. Prohibits the use of explosives or arson against the enterprise. Provides for the death penalty under specified circumstances. Authorizes restitution for any economic damage resulting from the violation (currently limited to the reasonable cost of repeating any experimentation that was interrupted or invalidated as a result of the offense, and the loss of food production or farm income reasonably attributable to the offense, and currently applicable only to animal enterprise terrorism). Makes animal and plant enterprise terrorism a predicate offense under the Racketeer Influenced and Corrupt Organizations Act. Requires the Director of the National Science Foundation to establish and maintain a national clearinghouse for information on incidents of crime and terrorism committed against or directed at any: (1) animal or plant enterprise; (2) commercial activity because of the perceived impact of such activity on the environment; or (3) person because of such person's perceived connection with or support of any enterprise or activity. Requires the Director to: (1) award grants on a competitive basis to colleges and universities for technical assistance, threat and risk assessments, and other activities related to improving security at individual research universities; and (2) develop a comprehensive security report for universities, colleges, and nonprofit organizations which examines the threat posed by animal and plant enterprise terrorism on research activities and includes strategies for reducing such threat.

Stop Westward Aquatic Threats Act - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to direct the Secretary of the Interior to: (1) provide the public with information and education on the threat of zebra mussels and other aquatic nuisance species and how to prevent their westward advance; (2) work with States that contain aquatic nuisance species (including zebra mussels) that threaten western States to develop and implement a prevention action plan that includes inspections of vessels at boat launches and elsewhere (including vessels involved in the Lewis and Clark Bicentennial Expedition); and (3) prevent westward movement of aquatic nuisance species by monitoring and preventing westward movement of zebra mussels and other aquatic nuisance species beyond the 100th meridian, monitoring water bodies, educating boaters leaving waters infected by aquatic nuisance species, and providing rapid response capacity in North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, and Texas. Authorizes the Director of the of the Aquatic Nuisance Species Task Force to make grants to States to develop management plans which identify those areas or activities within the State for which assistance is needed to eliminate or reduce the environmental, public health, and safety risks associated with aquatic nuisance species, particularly the zebra mussel.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Rural America Protection Act of 2001 - Amends the Federal Water Pollution Control Act to prohibit the Secretary of the Army or a State from issuing a permit to a governmental entity for the discharge of dredged or fill material into navigable waters where Act compliance is based on a permit condition requiring mitigation of adverse impacts to wetlands through the acquisition of private property if the property is: (1) being acquired by condemnation; and (2) located outside a certain U.S. Geological Survey cataloging unit in which the wetland is located. Allows issuance of such a permit upon payment of compensation equaling or exceeding the property's fair market value or the average fair market value of a parcel the size of the property in the cataloging unit in which the wetland is located.

Medicare Telehealth Validation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act regarding telehealth services (services furnished via a telecommunication system by a physician to an enrolled individual) to: (1) remove current geographic restrictions on the provision of such services; (2) make eligible for such services an entity that participates in a Federal telemedicine demonstration project approved by or financed through the Secretary of Health and Human Services as of December 31, 2000; (3) add to the facilities authorized to participate in the telehealth program; and (4) direct the Secretary to encourage and facilitate multistate practitioner licensure across State lines to facilitate the program. Directs the Secretary to make grants for expanding access to health care services for individuals in rural areas, frontier areas, and medically underserved areas through the use of telehealth. Requires the Joint Working Group on Telemedicine to ensure that individuals representing the interests of rural and medically underserved areas are members of the Group.

National Uniformity for Food Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit any State or political subdivision from establishing or continuing in effect as to any food in interstate commerce any requirement for food that is not identical to specified FDCA provisions. Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Nursing Shortage Response Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, upon determining that a significant number of public and nonprofit private hospitals have shortages of tertiary-care nurses, to accept such nurses as National Health Service Corps members and provide for their participation in the Scholarship and Loan Repayment Programs. Authorizes the Secretary, in establishing criteria for the designation of health professional shortage areas, to: (1) include tertiary-care nurses in determining the number of health professionals; and (2) establish criteria for otherwise considering such nurses in designating health professional shortage areas.

Commercial Driver's License Devolution Act of 2001 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle and has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including the passing of a written and driving test, who operate intrastate.

Energy Security Act - Mandates : (1) a review and report by certain Federal agencies regarding whether rights-of-way for transportation across Federal lands of energy supplies or transmission of electricity can be authorized for new or additional capacity: (2) an inventory review of the energy production potential of Federal lands with respect to wind, solar, coal, and geothermal power production; (3) Federal agency review of regulations to determine barriers for emerging energy-efficient technologies; and (4) establishment of an administrative interagency task force to develop an interagency agreement to expedite environmental review and permitting of natural gas pipeline projects. Royalty Relief Extension Act of 2001 - Mandates: (1) use of a specified bidding system for certain oil and gas lease sales located in the Western and Central Planning Area of the Gulf of Mexico; and (2) a Federal assessment of existing Gulf of Mexico oil and natural gas resources, including recommendations for their increased production. Federal Oil and Gas Lease Management Improvement Demonstration Program Act of 2001 - Mandates a study of regulatory impediments to oil and natural gas leases and operations on Federal onshore lands, including the elimination of restrictions on such lease issuance and operations. Amends the Outer Continental Shelf Lands Act to authorize granting requests for the suspension of lease operations in order to further drilling objectives pertaining to offshore subsalt development. Prescribes guidelines for: (1) the payment in kind of oil and gas royalties to the United States; (2) the establishment of regional United States Geological Survey Oil and Gas Technology Centers; (3) royalty rate reductions for certain oil and gas wells production declines in order to spur marginal well production incentives. Amends the Mineral Leasing Act and the Geothermal Steam Act of 1970 to mandate Federal reimbursement of costs incurred by private entities to comply with documentation requirements of the National Environmental Policy Act of 1969. Amends the Geothermal Steam Act of 1970 to: (1) prescribe royalty reductions; and (2) shield certain geothermal energy leases from royalty requirements (including certain leases for development and utilization of low temperature geothermal resources). Opens public lands under military jurisdiction for geothermal steam and associated resources development and utilization without the need for further Federal action. Mandates a Federal report to Congress on: (1) the applicability of moratoria and withdrawals from leasing in connection with geothermal resource areas; and (2) increasing the electric power production capability of existing facilities. Authorizes Federal installation of a powerformer at the Bureau of Reclamation Folsom power plant in Folsom, California. Prescribes implementation guidelines for: (1) a pump replacement program; (2) increased operational efficiencies in hydroelectric power projects; and (3) a shift of electric power consumption loads to off-peak periods. Arctic Coastal Plain Domestic Energy Security Act of 2001 - Prescribes implementation guidelines for the Secretary of the Interior to establish a competitive oil and gas leasing program for the exploration and production of oil and gas resources of the Arctic Coastal Plain.

Outfitter Policy Act of 2001 - Prohibits unauthorized outfitters from conducting commercial outfitted activities on Federal land. Requires the Secretaries of Agriculture and the Interior to establish criteria for granting outfitter permits. Sets forth procedures for granting permits and describes permit requirements Requires fees for outfitter authorizations. Requires authorized outfitters to defend and indemnify the United States for costs or expenses associated with injury, death, or damage to any person or property caused by negligence or wanton disregard for persons or property arising out of an outfitter's activities. Requires outfitter permits to include a principal allocation of outfitter use and authorizes temporary permits to include such allocation. Authorizes the Secretary to adjust an allocation of use. Permits temporary allocations of use for up to two years and the renewal, transfer, or extension of such allocations. Requires the Secretary to: (1) develop a process for annual evaluation of the performance of authorized outfitters; and (2) renew an authorization at the outfitter's request, under appropriate conditions. Makes outfitter permits transferable to qualified transferees under specified conditions. Sets forth recordkeeping requirements for authorized outfitters. Requires the Secretary to: (1) grant authorized outfitters full access to administrative remedies; and (2) establish an expedited procedure for consideration of appeals. Entitles outfitters that hold existing permits, contracts, or other authorizations to issuance of permits under this Act if their recent performance was determined good, satisfactory, or acceptable, or the equivalent.

Endangered Species Consolidation Act of 2001 - Transfers all functions with respect to anadromous species and catadromous species under the Endangered Species Act of 1973 that were vested in the Secretary of Commerce or the National Marine Fisheries Service immediately before the enactment of this Act to the Secretary of the Interior.
