Student Loan Fairness Act of 2003 - Amends the Higher Education Act of 1965 to revise student aid requirements for consolidation loans. Repeals a prohibition against refinancing consolidation loans. Allows borrowers to select lenders of consolidation loans. Requires lenders and institutions to provide certain information on consolidation loans to applicants. Revises interest rates on consolidated and reconsolidated loans.

Clear Law Enforcement for Criminal Alien Removal Act of 2003 or the CLEAR Act of 2003 - States that: (1) State and local law enforcement personnel are fully authorized to investigate, apprehend, or remove aliens in the United States (including interstate transportation of such aliens to detention centers) in the enforcement of U.S. immigration laws; and (2) a State that does not have a statute permitting enforcement of Federal immigration laws within two years of enactment of this Act shall not receive certain Federal incarceration assistance. Amends the Immigration and Nationality Act with respect to illegal aliens to: (1) establish criminal penalties and forfeiture for aliens unlawfully present in the United States; (2) increase specified criminal and civil penalties for illegal entry and failure to depart violations; and (3) provide for payment of funds from certain civil penalties to State and local law enforcement agencies for apprehension of such aliens. Provides for the listing of immigration violators in the National Crime Information Center database. Requires States and localities to provide the Department of Homeland Security with specified information about apprehended illegal aliens. Eliminates certain Federal incarceration assistance for noncompliance. Directs the Attorney General to make grants to local police agencies for equipment and facilities related to housing and processing illegal aliens. Amends the Act to provide for Federal custody and State or local compensation of State or locally apprehended illegal aliens. Establishes a process for State and local claims against the Federal Government for failure to cooperate in enforcing immigration laws. Directs the Secretary or the Attorney General to establish immigration-related training for State and local personnel. Provides: (1) personal liability immunity for Federal, State, or local personnel enforcing immigration laws within the scope of their duties; and (2) civil rights money damage immunity for Federal, State, or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. States that the Department of Justice and the Department of Homeland Security shall continue to operate the Institutional Removal Program, which shall be expanded to all States.

Prohibits the Secretary of the Interior from claiming title or other rights to water in a State, other than for Indian reservation lands, absent specific direction of law, or from exercising authority so as to abrogate, injure, or otherwise impair any right to the use of any quantity of water: (1) that has been allocated in accordance with provisions of the Department of Justice Appropriations Act relating to suits for the adjudication of water rights by or pursuant to interstate compact and by a decision of the United States Supreme Court; (2) by requiring a change in the nature of use or the transfer of any right to use water or creating a limitation on the exercise of any right to use water; or (3) by modifying the delivery, diversion, nondiversion, allocation, or storage of any water to be delivered by contract.

Scientifically Identifying the Need for Critical Habitat Act - Amends the Endangered Species Act of 1973 to change from mandatory to discretionary the authority of the Secretary of the Interior to designate critical habitat of an endangered or threatened species. Directs the Secretary, when required by the Act to use the best scientific and commercial data available, in evaluating comparable data to give greater weight to such data that is empirical or has been field-tested or peer-reviewed. Specifies requirements for the use of sound science in the listing of endangered or threatened species such as: (1) the establishment of criteria for scientific studies to support the listing; (2) use of data obtained by observation of the species in the field; and (3) use of data from landowners who have observed such species on their land. Requires the use of sound science in the preparation of a recovery plan for an endangered or threatened species. Sets forth requirements for: (1) peer review before certain action can become final with respect to endangered or threatened species; and (2) use of information provided by States affected by such species or their habitat for recovery plans.

Medicare for the 21st Century Act - Amends title XVIII (Medicare) of the Social Security Act to add a new part D (Voluntary Medicare Outpatient Prescription Drug Discount and Security Program). Directs the Secretary of Health and Human Services to establish a Medicare Outpatient Prescription Drug Discount and Security Program under which an eligible beneficiary who voluntarily enrolls in such program is provided: (1) access to negotiated prices through an eligible entity with a contract under the program that has been selected by the beneficiary; (2) catastrophic coverage under the program; and (3) a prescription drug account and a public contribution into such account. Provides that, in estimating the benefits and administrative costs which will be payable from the Federal Supplementary Medical Insurance Trust Fund for a year for purposes of determining the monthly premium rate under Medicare part B (Federal Supplemental Medical Insurance), the Secretary shall exclude an estimate of any benefits and administrative costs attributable to application of the new part D program. Amends SSA title XIX (Medicaid) to provide for verification of eligibility for benefits under the new part D program.

Enhanced Safety from Wildfire Act of 2003 - Amends the Federal Land Policy and Management Act of 1976 with respect to fires that spread from forested Federal lands onto nonfederal lands and cause injuries or property loss. Assumes Federal responsibility for injuries or property loss resulting from such fires under the Federal Tort Claims Act and other Federal law pertaining to the United States as a defendant in District Court. Provides for exceptions in certain cases, including if: (1) the nonfederal land exceeds 640 acres and is being used for commercial timber production (unless the nonfederal land was being managed to achieve or maintain condition class 1 health status immediately before the fire); (2) the Federal land is a component of the National Wilderness Preservation System; or (3) the Federal land comprises less than 6,400 acres and is not contiguous to other Federal lands.

American Wetland Restoration Act - Amends the Federal Water Pollution Control Act to authorize the Secretary of the Army to issue mitigation bank (specified wetland resource restoration, creation, or enhancement projects or projects consisting solely of preservation of wetlands chartered by the Secretary for purposes of providing mitigation credits to offset wetland losses authorized by permits allowing activities in U.S. waters) charters. Authorizes a mitigation bank, upon receipt of its charter, to offer mitigation credits for sale and to provide compensatory mitigation for activities requiring authorization under the Act or provide required injunctive relief in an enforcement action by the Secretary or the Administrator of the Environmental Protection Agency. Directs the Secretary and the Administrator to establish standards and criteria applicable to the use of on-site mitigation, in lieu fees, and other off-site mitigation as compensatory mitigation that are similar to those applicable to a mitigation bank. Allows a State that operates an approved program regulating the discharge of dredged or fill material into navigable waters to administer a wetland mitigation banking program in accordance with State procedures if such banking program is approved by the Administrator as part of the State's dredged or fill material program.

Fair Tax Treatment for Insurance Agents' Termination Payments Act of 2003 - Amends the Internal Revenue Code to consider a qualified termination payment received from an insurance company by a former insurance salesman for such company as a sale or exchange of a capital asset held for more than 12 months.

United States-Cuba Trademark Protection Act of 2003 - Requires the President to direct the Secretary of State to obtain assurances that the Republic of Cuba will: (1) adhere to specified international agreements for the protection of intellectual property; (2) implement the Joint Recommendation Concerning Provisions on the Protection of Well-Known Marks; and (3) subscribe to dispute resolution procedures approved by the Internet Corporation for Assigned Names and Numbers. Repeals provisions of the Department of Commerce and Related Agencies Appropriations Act, 1999 prohibiting certain transactions, payments, or U.S. court recognition with respect to confiscated marks, trade names, or commercial names. Requires the Director of the Patent and Trademark Office to establish an electronic and publicly accessible registry of U.S. trademarks and well-known marks in Cuba. Amends the Cuban Assets Control Regulations to authorize: (1) specified transactions and proceedings regarding blocked foreign domain and trade names by any person who is not a designated national; (2) the transfer or receipt of any trademark, trade name, or domain name subject to U.S. law in which a designated national has an interest, as well as related proceedings; and (3) the payment of fees to foreign governments for research with respect to blocked foreign trademarks, trade names, and domain names, and related enforcement. Makes conforming amendments to the Trademark Act of 1946. Gives U.S. courts authority to validate any assertion by a designated national of rights in any mark or trade name based on common law rights or registration under specified provisions of the Trademark Act.

General Aviation Small Business Relief Act of 2003 - Amends the Small Business Act to direct the Small Business Administration to make grants to general aviation small business concerns in amounts equal to direct losses sustained since September 11, 2001, as a result of any Federal ground stop order(s) related to the terrorist attacks. Authorizes loans to assist such a business that has suffered, as a result of such attacks, substantial economic injury that is not incidental to the business's revenue and that is not compensated for by insurance or otherwise. Extends the due date for excise tax deposits for general aviation small business concerns.

Parent's Right to Know Act of 2003 - Prohibits making available any funds appropriated for carrying out title X of the Public Health Service Act (Population Research and Voluntary Family Planning Programs) to any family planning project under specified provisions of that title if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) the minor is emancipated; (2) by court direction; (3) the provider has given actual written notice to the custodial parent or guardian five days in advance; or (4) the minor has written consent of a custodial parent or guardian.

Death Tax Repeal Permanency Act of 2003 - Declares that the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 shall not apply to Title V: Estate, Gift, and Generation-skipping Transfer Tax Provisions of such Act. (Makes the repeal of estate and generation-skipping taxes under the Internal Revenue Code, and certain reductions of the gift tax, permanent.)

Rural Veterans Access to Care Act of 2003 - Directs the Secretary of Veterans Affairs to ensure that no less than five percent of the funds made available each fiscal year for the Medical Care appropriation of the Department of Veterans Affairs are used to improve access to medical services for highly rural or geographically remote veterans, including the use of such funds for: (1) acute or chronic sympton management; (2) nontherapeutic medical services; and (3) other appropriate medical services as determined by the director of the geographic service region involved. Provides for the allocation of such funds to such service regions. Requires review of the operation of this Act and, if necessary, recommendation for an adjustment to the percentage of Medical Care funds required for such purpose.

National Monument Fairness Act - Revises Federal law with respect to a presidential proclamation that, during one calendar year, either creates a national monument that is more than 50,000 acres or that adds more than 50,000 acres to an existing national monument. Prohibits the issuance of such a proclamation until 30 days after the President has transmitted the proposed proclamation to the Governor of the State or States in which such acreage is located, soliciting written comment. Makes any such proclamation ineffective two years after its issuance unless Congress has approved it by law. Provides that land subject to a proclamation issued after the enactment of this Act that ceases to be effective shall revert to the land use status it had before the proclamation was issued. Requires the President: (1) to solicit public participation and comment in the development of a monument proclamation; (2) to consult with the Governor and entire congressional delegation of the State or territory in which such lands are located at least 60 days before any national monument proclamation; and (3) before issuing it, to consider any information, including public comments, made available in the development of existing plans and programs for the management of the lands under consideration. Requires any management plan for a national monument developed subsequent to a proclamation made under this Act to comply with the procedural requirements of the National Environmental Policy Act of 1969.

Amends the United Nations Participation Act of 1945 to bar the use of Department of State funds to pay the U.S. share of assessed contributions for the United Nations regular budget in an amount greater than the largest assessed contribution of any other permanent member country of the United Nations Security Council (currently, an amount greater than 22 percent of the total of all assessed contributions).

Reduction in Distribution of Spam Act of 2003 - Prohibits a person from initiating in interstate commerce the transmission of any unsolicited commercial electronic (UCE) mail message unless the message contains: (1) identification as an advertisement or solicitation; (2) notice of an opt-out opportunity, along with a mechanism for doing so; and (3) a valid physical street address of the vendor. Prohibits the transmission of UCE mail: (1) after valid objection; (2) with fraudulent header information; and (3) from illegally harvested email addresses. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal Criminal code to provide criminal penalties for: (1) falsifying the identify of an UCE mail sender; (2) failing to place warning labels on UCE mail containing sexually oriented material; (3) bulk email violations and repeat offenses; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the Attorney General, and State attorneys general. Requires the FTC to issue regulations to implement this Act. Requires the FTC and the Federal Communications Commission to report to Congress: (1) regarding the need to protect the rights of users of email to avoid receiving unwanted commercial email; and (2) a detailed analysis of the effectiveness and enforcement of the provisions of this Act.

Amends the Wild and Scenic Rivers Act to provide that the established use and occupancy of lands and maintenance or replacement of facilities and structures for commercial recreation services at Stub Creek on the Salmon River in Idaho shall continue to be authorized, subject to such reasonable regulation as the Secretary of Agriculture deems appropriate, including rules that would provide for termination for non-compliance and, if terminated, reoffering the site through a competitive process.

National Guard and Reserve Comprehensive Health Benefits Act of 2003 - Makes members of the Selected Reserve and the Individual Ready Reserve eligible for either the Prime or Standard option of the TRICARE Program (a Department of Defense managed health care program), allowing for either self-coverage or self-and-family coverage. Requires the Secretary of Defense to: (1) provide at least one open enrollment period each year for such members; and (2) charge applicable premiums, deductibles, and copayments for such coverage. Directs the Secretary of the military department concerned to pay the applicable premium to continue in force any qualified health plan coverage for a reserve member (and his or her dependents) while the member is serving on active duty pursuant to a call or order issued during a war or national emergency declared by the President or Congress. Requires the continuation of COBRA coverage during such period. Prohibits simultaneous coverage under both the qualified health plan and TRICARE.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Bail Bond Fairness Act of 2003 - Amends the Federal criminal code to prohibit a judicial officer from declaring forfeited a bail bond for violation of specified collateral release conditions other than failing to appear in court. Makes forfeiture of a bail bond for violation of such collateral release conditions unavailable as a sanction. Amends rule 46 of the Federal Rules of Criminal Procedure to provide that if the defendant fails to appear physically before the court (currently, if there is a breach of condition of a bond), the district court shall declare a forfeiture of the bail.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (increasing percentages with full deductibility as of 2008) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts. Treats an exchange of qualified long-term care insurance contracts as a disposition of property for which no gain or loss is recognized.

Minor Use and Minor Species Animal Health Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements.

Export Freedom to Cuba Act of 2003 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Ten Commandments Defense Act of 2003 - Declares the following : (1) that the power to display the Ten Commandments on or within property owned or administered by the several States or their political subdivisions is among the powers reserved to the States respectively (under the Tenth Amendment of the U.S. Constitution); (2) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the rights secured (under the First Amendment) against laws respecting an establishment of religion or prohibiting the free exercise of religion made or enforced by the Federal Government; and (3) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the liberties of which no State shall deprive any person without due process of law made in pursuance of powers reserved to the States respectively.

Tip Tax Fairness Act of 2003 - Amends the Internal Revenue Code to prohibit the Secretary of the Treasury from issuing a notice and demand to an employer for Social Security taxes with respect to tips received by an employee until the Secretary has determined the amount of tips received by the employee.

Unborn Victims of Violence Act of 2003 or Laci and Conner's Law - Provides that: (1) whoever engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes) and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense; and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Specifies that a violation of such provisions does not require proof that: (1) the person engaging in the conduct had knowledge or should have had knowledge that the victim of the underlying offense was pregnant; or (2) the defendant (or accused) intended to cause the death of, or bodily injury to, the unborn child. Prohibits imposition of the death penalty for an offense under this Act. Bars prosecution under this Act: (1) of any person for conduct relating to an abortion for which the consent of the pregnant woman, or a person authorized by law to act on her behalf, has been obtained or for which such consent is implied by law; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Charitable Giving Act of 2003 - Amends the Internal Revenue Code with respect to charitable giving and charitable organizations to: (1) allow a deduction for a portion of charitable contributions to individuals who do not itemize; (2) allow tax-free distributions from individual retirement accounts for charitable purposes; (3) increase the cap on corporate charitable contributions; (4) provide a special rule for charitable contributions of food inventory; (5) revise certain excise taxes related to private foundations; (6) modify the excise tax on unrelated business taxable income of charitable remainder trusts; (7) extend and expand the charitable contribution for scientific property used for research and for computer technology and equipment used for educational purposes; (8) adjust the basis of S corporation stock for certain charitable contributions; (9) suspend the tax-exempt status of terrorist organizations; (10) revise church tax inquiry provisions; (11) revise declaratory judgment remedy provisions relating to tax-exempt organizations; (12) exclude from gross income certain landowner initiatives programs to conserve endangered habitats or species; (13) repeal the grassroots expenditure limit for charitable organizations; and (14) set forth a private foundation's permitted holdings, including provisions relating to a corporation that is publicly traded and publicly controlled. Amends title IV of the Social Security Act to authorize the Secretary of Health and Human Services to make grants to any private entity that operates a promising social services program (as defined by this Act). Amends the Assets for Independence Act to authorize appropriations for the assets for independence programs. Expresses the sense of Congress encouraging corporate contributions to faith-based organizations. Amends the Runaway and Homeless Youth Act to include maternity group homes (as defined by this Act) within the program for transitional living youth projects for homeless youth. Authorizes FY 2003 and 2004 appropriations for such group homes.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Healthy Forests Restoration Act of 2003 - Permits the Secretary of Agriculture, with respect to National Forest System lands, and the Secretary of the Interior, with respect to public lands administered by the Bureau of Land Management, to plan and conduct hazardous fuels reduction projects (fuels projects) on specified types of Federal lands. Directs the Secretary concerned to give priority to fuels projects that provide for the protection of communities and watersheds. Authorizes the Secretary concerned to make grants: (1) to improve the commercial value of forest biomass to produce electric energy, sensible heat, transportation fuels, or substitutes for petroleum-based products; and (2) to offset the cost of projects to add value to biomass. Amends the Cooperative Forestry Assistance Act of 1978 to permit the Secretary of Agriculture, acting through the Forest Service, to provide assistance to State foresters and officials for the purpose of expanding State forest capacities and activities to address watershed issues on non-Federal forested lands and potentially forested lands. Directs the Secretary concerned to establish an accelerated program to plan, conduct, and promote comprehensive and systematic information gathering on bark beetles. Directs the Secretary of Agriculture to establish the healthy forests reserve program within the Forest Service for the purpose of protecting, restoring, and enhancing degraded forest ecosystems to promote the recovery of threatened and endangered species as well as improve biodiversity and enhance carbon sequestration. Directs the Secretary of Agriculture to carry out a comprehensive plan to inventory, monitor, characterize, assess, and identify forest stands and potential forest stands in specified locations. States that issues to be addressed shall include: (1) the early detection, identification, and assessment of environmental threats; and (2) the loss or degradation of forests.

Medicare Telehealth Validation Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act regarding telehealth services (services furnished via a telecommunication system by a physician to an enrolled individual) to: (1) remove current geographic restrictions on the provision of such services; (2) make eligible for such services an entity that participates in a Federal telemedicine demonstration project approved by or financed through the Secretary of Health and Human Services as of December 31, 2000; (3) add to the facilities authorized to participate in the telehealth program; and (4) direct the Secretary to encourage and facilitate multistate practitioner licensure across State lines to facilitate the program. Directs the Secretary to make grants for expanding access to health care services for individuals in rural areas, frontier areas, and medically underserved areas through the use of telehealth. Requires the Joint Working Group on Telemedicine to ensure that individuals representing the interests of rural and medically underserved areas are members of the Group.

Self-Employed Health Care Affordability Act of 2003 - Amends the Internal Revenue Code to permit as a net earnings deduction the health insurance costs of a self-employed individual.

Directs the Secretary of the Treasury to pay a specified sum to the heirs and assigns of a named individual in satisfaction of all claims of such individual's estate and heirs and assigns against the United States. Limits to ten percent of the specified sum the amount that can be paid to or received by any agent or attorney for services rendered in recovering such sum. Imposes a fine of not more than $1,000 for a violation of such provision.

Syria Accountability and Lebanese Sovereignty Restoration Act of 2003 - Declares the sense of Congress that: (1) the Government of Syria should immediately and unconditionally halt support for terrorism, permanently and openly declare its total renunciation of all forms of terrorism, and close all terrorist offices and facilities in Syria, including the offices of Hamas, Hizballah, the Popular Front for the Liberation of Palestine, and the Popular Front for the Liberation of Palestine-General Command; (2) the Government of Syria should take other specified steps to withdraw its armed forces from Lebanon, halt development of certain weapons, halt illegal imports and transshipments of Iraqi oil and illegal sales and supplies of weapons and military-related equipment to Iraq; (3) the Government of Lebanon should deploy the Lebanese armed forces to all areas of Lebanon, including South Lebanon, in accordance with United Nations Security Council Resolution 520 (September 17, 1982) (Security Council Resolution 520); (4) the Governments of Lebanon and Syria should enter into serious unconditional bilateral negotiations with the Government of Israel in order to realize a full and permanent peace; (5) the United States should continue to provide humanitarian and educational assistance to the people of Lebanon only through appropriate private, nongovernmental organizations and appropriate international organizations, until such time as the Government of Lebanon asserts sovereignty and control over all of its territory and borders and achieves full political independence; and (6) being in violation of several key United Nations Security Council resolutions and pursuing policies which undermine international peace and security, Syria should not have been permitted to join the United Nations Security Council or serve as the Security Council's President, and should be removed from the Security Council. Declares that it is U.S. policy: (1) Syria will be held responsible for attacks committed by Hizballah and other terrorist groups with offices or other facilities in Syria, or bases in areas of Lebanon occupied by Syria; (2) the United States shall impede Syria's ability to support acts of international terrorism and efforts to develop or acquire weapons of mass destruction; (3) the Secretary of State will continue to list Syria as a state sponsor of terrorism until it ends support for terrorism, including its support of Hizballah and other terrorist groups in Lebanon and its hosting of terrorist groups in Damascus, and comes into full compliance with U.S. law relating to terrorism and United Nations Security Council Resolution 1373 (September 28, 2001); (4) efforts against Hizballah will be expanded given the recognition that Hizballah is equally or more capable than al Qaeda; (5) the full restoration of Lebanon's sovereignty, political independence, and territorial integrity is in the U.S. national security interest; (6) Syria is in violation of Security Council Resolution 520 through its continued occupation of Lebanese territory and its encroachment upon its political independence; (7) Syria's obligation to withdraw from Lebanon is not conditioned upon progress in the Israeli-Syrian or Israeli-Lebanese peace process but derives from Syria's obligation under Security Council Resolution 520; (8) Syria's acquisition of weapons of mass destruction and ballistic missile programs threaten the security of the Middle East and U.S. national security interests; (9) Syria is in violation of United Nations Security Council Resolution 661 (August 6, 1990) and subsequent relevant resolutions through its continued purchase of oil from Iraq and shipments of weapons and other military equipment to Iraq; (10) Syria will be held accountable for any harm to Coalition armed forces of Operation Iraqi Freedom caused by shipments of military supplies from Syria to Iraq; and (11) the United States will not provide any assistance to Syria and will oppose multilateral assistance for Syria until Syria withdraws its armed forces from Lebanon, halts the development and deployment of weapons of mass destruction and medium and long range surface to surface ballistic missiles, and complies with Security Council Resolution 661 and subsequent relevant resolutions. Sets forth the following penalties against Syria until the President determines and certifies to Congress that Syria meets the requirements of this Act. Directs the President to prohibit the export to Syria of any item, including the issuance of an export license, on the United States Munitions List or Commerce Control List of dual-use items in the Export Administration Regulations. Requires the President, at the same time, to impose two or more of the following sanctions: (1) prohibit the export to Syria of U.S. products (other than food and medicine); (2) prohibit U.S. businesses from investing or operating in Syria; (3) restrict Syrian diplomats in Washington, D.C., and at the United Nations in New York City, to travel only within a 25-mile radius of Washington, D.C., or the United Nations headquarters building, respectively; (4) prohibit aircraft of any air carrier owned or controlled by Syria to take off from, land in, or overfly the United States; (5) reduce U.S. diplomatic contacts with Syria (other than those required to protect U.S. interests or carry out the purposes of this Act); and (6) block transactions in any property in which the Government of Syria has any interest, by any person, or with respect to any property, subject to U.S. jurisdiction. Authorizes the President to waive such sanctions for one or more six-month periods if the President determines that it is in the vital national security interest of the United States to do so and reports his reasons to Congress. Authorizes the President to provide development assistance to Syria and Lebanon under the Foreign Assistance Act of 1961 if he certifies to Congress that: (1) Syria meets the requirements of this Act; (2) substantial progress has been made both in negotiations aimed at achieving a peace agreement between Israel and Syria and in negotiations aimed at achieving a peace agreement between Israel and Lebanon; and (3) the Government of Syria is strictly respecting the sovereignty, territorial integrity, unity, and political independence of Lebanon under the sole and exclusive authority of the Government of Lebanon through the Lebanese army throughout Lebanon, as required under Security Council Resolution 520. Requires annual reports to the appropriate congressional committees on Syria's progress in complying with the requirements of this Act.

Freeing Alternatives for Speedy Transportation (FAST) Act - Amends Federal highway law to direct the Secretary of Transportation to establish and implement an Interstate System FAST Lanes program under which the Secretary shall permit a State, or a public or private entity designated by the State, to collect fees to finance the expansion of a highway by constructing additional lanes on the Interstate System for the purpose of reducing traffic congestion. Requires the Secretary to conduct a study for a project with an estimated total cost of $50 million or more to determine: (1) if a toll facility for such project is feasible; and (2) if privatizing the construction, operation, and maintenance of the facility is financially advisable (while retaining legal and administrative control of the portion of the Interstate route).

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Agriculture Education Freedom Act - Amends the Internal Revenue Code to exclude from the gross income of an individual any gain from the sale of any animal raised and sold by such individual as part of his or her participation in the 4-H program under the Cooperative State Research, Education, and Extension Service of the Department of Agriculture, the Future Farmers of America, any tax-exempt similar organization, or any program of a tax-exempt educational organization.

Sound Science for Endangered Species Act Planning Act of 2003 - Amends the Endangered Species Act of 1973 to direct the Secretary of the Interior to: (1) give greater weight to scientific and commercial data that is empirical or that has been field-tested or peer-reviewed in determining that a species is an endangered or threatened species; and (2) promulgate regulations that establish criteria for data to be used as the basis of such a determination. Prohibits the Secretary from determining that a species is endangered or threatened unless the determination is supported by field data. Requires the Secretary to include in the rule-making record of such a determination data collected by landowners. Requires the Secretary to publish a description of additional scientific and commercial data that would assist in the preparation of a recovery plan. Directs the Secretary to: (1) solicit recommendations from the National Academy of Sciences and develop a list of qualified reviewers to participate in independent scientific review actions; and (2) appoint from such list three individuals who shall report on the scientific information and analyses on which final action is based. Requires the Secretary, when consulting with a Federal agency to determine whether agency action will jeopardize an endangered or threatened species or destroy the critical habitat of such species, to: (1) consider information provided by affected States; and (2) allow any person who has sought agency authorization or funding for an action to participate in related consultations.

Health Care Access and Rural Equity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to make a variety of changes with regard to rural health care and such matters as: (1) urban and rural standardized payment amounts under the Medicare inpatient hospital prospective payment system (PPS); (2) disproportionate share hospital (DSH) adjustment for rural hospitals; (3) adjustment to the Medicare inpatient hospital PPS wage index to revise the labor-related share of such index; (4) treatment of certain sole community hospitals to limit the decline in payment under the PPS for hospital outpatient department services; (5) the critical access hospital program; and (6) permanent treatment of certain physician pathology services under Medicare. Amends the Public Health Service Act to give the Secretary the authority to make and guarantee loans from the loan fund to any rural entity for projects for capital improvements. Amends SSA title XVIII to provide for a five-year extension of the authorization for appropriations for certain Medicare rural grants.

Universal Service Fairness Act of 2003 - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC), in calculating Federal universal service support for eligible telecommunications carriers that serve rural, insular, and high cost areas, to revise its support mechanism for high cost areas to provide support to each wire center in which the incumbent local exchange carrier's average cost per line for such center exceeds 3.75 times the national average cost per line. Requires the FCC to provide support for each State equal to the greater of the amount calculated under the FCC's current support mechanism for high cost areas or the amount calculated above. Limits per State support and total support for all States. Requires the Comptroller General to report to Congress on the need to reform the high cost support mechanism for rural, insular, and high cost areas. States that nothing in this Act shall affect the support provided to rural telephone companies.

Land Reinvestment Act - Amends the Land and Water Conservation Fund Act of 1965 to provide for the maintenance of certain Federal lands and waters. Eliminates instances in which certain appropriations from the Land and Water Conservation Fund can be used for: (1) acquisition; or (2) preacquisition work. Withdraws authorization for the Secretary of the Interior to make certain types of minor revisions to the boundaries of the National Park System. Strikes authorization for the Secretary to enter into contracts for: (1) the acquisition of lands and waters within the National Park System, the National Forest System, and the National Wildlife Refuge System; and (2) options to acquire land and waters in the National Park System. Sets forth requirements for the Bureau of Land Management, the United States Fish and Wildlife Service, the Forest Service, and the National Park Service to reduce backlogged maintenance. Requires such agencies to prioritize Federal lands under their respective jurisdictions according to contributions to the success of agency programs.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Parental Notification and Intervention Act of 2003 - Prohibits any person or organization from performing, permitting facilities to be used to perform, or assisting in the performance of an abortion on an unemancipated minor under age 18, without: (1) clear and convincing evidence of physical abuse of the minor by the parent and the provision of written notification to the parents; (2) compliance with a 96-hour waiting period after notice has been received by the parents; and (3) compliance with judicial intervention procedures. Prescribes penalties of up to ten years' imprisonment and/or a $1 million fine for violating such prohibition. Provides for an exception where a physician without principal responsibility for making the decision to perform the abortion determines that: (1) a medical emergency exists due to a grave, physical disorder or disease that would cause the minor's death if an abortion is not performed; (2) parental notification is not possible as a result of the emergency; and (3) certifications and determinations to that effect have been entered in the minor's medical records. Requires parental notification through certified mail or personal delivery. Authorizes a notified parent to bring an action in Federal district court which shall enjoin the abortion: (1) until the court's judgment is final; or (2) permanently unless the court determines that granting such relief would be unlawful.

Requires the imposition of a cash deposit of estimated countervailing duties in the amount of 80 percent ad valorem on all imports of dynamic random access memory (DRAM) semiconductors produced by Hynix Semiconductor, South Korea, whenever the administering authority makes an affirmative determination with respect to a countervailing duty investigation or issues a countervailing duty order.

Condemns the Earth Liberation Front and its adoption of terrorist tactics that destroy private property and endanger the lives of private property owners, government officials, law enforcement, and firefighters. Urges the Attorney General and the Director of the Federal Bureau of Investigation to: (1) seek to investigate and punish the actions of the Earth Liberation Front and its supporters; (2) pursue Earth Liberation Front as a terrorist organization and work closely with State and local law enforcement to combat it and its destruction of private property; and (3) continue to exhaust all resources in the fight against all forms of terrorism, foreign and domestic.
