Curriculum Review of Teachings Transparency Act or the CRT Transparency Act This bill requires a local educational agency, in order to receive certain federal education grants, to post on a publicly accessible website the curriculum for each grade level of its elementary and secondary schools.

Finding Federal Savings Committee Resolution This resolution establishes the House Committee on the Elimination of Nonessential Federal Programs to analyze underperforming or nonessential federal programs and recommend actions to modify or eliminate those programs. The resolution also establishes expedited procedures for legislation reported by the committee to eliminate programs or rescind funding. The committee shall cease to exist at the end of the 120th Congress.

Ceasing Age-Based Trucking Restrictions Act This bill exempts drivers who transport goods from a port of entry and another place within the same state from age restrictions and other requirements that apply to federal commercial driver's licenses.

Stop Trying to Obsessively Vilify Energy Act or the STOVE Act This bill prohibits federal agencies from promulgating rules or guidances that restrict or ban the use and purchase of gas-powered stoves, cooktops, ranges, or ovens in the United States.

Social Security Fairness Act of 2023 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2023.

This bill prohibits an individual who is not a U.S. citizen from voting in any elections in the District of Columbia (DC). Federal law bars noncitizens from voting in federal elections; however, the DC Council passed a bill on October 18, 2022, that allows noncitizens who meet residency and other requirements to vote in local elections.

VA Same-Day Scheduling Act of 2023 This bill requires the Department of Veterans Affairs (VA) to ensure that when a veteran enrolled in the VA health care system contacts the VA by telephone to schedule an appointment for care or services at a VA facility, the scheduling for the appointment occurs during that telephone call.

Permitting for Mining Needs Act of 2023 This bill expedites the review of mining projects on federal lands and limits judicial review of mining projects. For example, the bill expands the federal permitting and review processes under the Infrastructure Investment and Jobs Act for critical minerals. Under the act, the Bureau of Land Management (BLM) and the U.S. Forest Service, to the maximum extent practicable, must complete the federal permitting and review processes related to critical mineral mines on federal lands with maximum efficiency and effectiveness. This bill expands this process to include all minerals as defined by the bill, not only critical minerals. The bill also establishes deadlines for completing the review of mining projects under the National Environmental Policy Act of 1969. In addition, the bill also expands the meaning of covered projects under the Fixing America's Surface Transportation (FAST) Act to include (1) certain mineral production projects, and (2) certain actions taken by the Department of Defense. Such projects qualify for expedited environmental review. It also establishes requirements to expedite the review or authorization of certain mineral projects, such as (1) mineral exploration activities with a surface disturbance of no more than five acres of public lands, (2) ancillary mining activities, and (3) uranium projects. Finally, the bill limits judicial review of a permit, license, or approval issued by a lead agency for a mining project by requiring the filing of claims within a certain time period.

Water Supply Permitting Coordination Act This bill makes the Bureau of Reclamation the lead agency for the purpose of coordinating all permitting and related activities required to construct certain new surface-water storage projects. Specifically, Reclamation must identify, notify, and coordinate all Federal agencies that may have jurisdiction over a review, analysis, opinion, statement, permit, license, approval, or decision for a qualifying project. A state where a project is being considered may also choose to participate as a cooperating agency. Reclamation's coordination responsibilities include (1) preparing a unified environmental review document, and (2) maintaining a consolidated administrative record and project data records. Additionally, Reclamation is authorized to accept and expend funds contributed by a nonfederal public entity to expedite the evaluation of a permit for such a project.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion. Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement. A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties—a fine, up to five years in prison, or both. An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations.

Family and Small Business Taxpayer Protection Act This bill rescinds certain unobligated amounts made available to the Internal Revenue Service by the Inflation Reduction Act of 2022 for its enforcement activities and for funding certain Department of the Treasury tax agencies.

Save America’s Valuable Energy Act or the SAVE Act This bill directs the Department of Energy (DOE) to prohibit the sale of petroleum products (e.g., crude oil) from the Strategic Petroleum Reserve (SPR) to certain entities. Specifically, DOE must prohibit the sale of petroleum products from the SPR to entities headquartered in Russia. Further, DOE must prohibit the sale of petroleum products from the SPR to entities headquartered in countries (Belarus, Burma, China, Cuba, Iran, North Korea, Syria, and Venezuela) that are subject to certain prohibitions concerning exports of defense articles and services under the Department of State's International Traffic in Arms Regulations.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

Child Care and Development Block Grant Reauthorization Act of 2022 This bill reauthorizes through FY2027 and expands programs and services under the Child Care and Development Fund. Among other changes, the bill expands eligibility to include families earning not more than 150% of the state medium income if the state provides an appropriate opportunity for families earning not more than 85% of the state median income to receive services.

LNG For Allies Act This bill revises the approval process for applications to export natural gas. Specifically, the bill expedites the approval process for certain U.S. allies, such as Taiwan and Ukraine. However, the Federal Energy Regulatory Commission may not grant expedited approval for applications to export natural gas to any nation that is (1) designated as a state sponsor of terrorism, or (2) designated by acts of Congress from such expedited approval for reasons of national security.

Original National Domestic Violence Awareness Month Resolution of 2022 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

Stop the Sexualization of Children Act This bill prohibits the presentation of sexually oriented materials to children under the age of 10. The bill defines sexually oriented material as any (1) depiction or description of sexual activity; (2) lewd or lascivious depiction or description of human genitals; or (3) topic involving gender identity, gender dysphoria, transgenderism, sexual orientation, or related subjects. Specifically, the bill prohibits (1) the use of federal funds to develop, implement, facilitate, or fund any sexually oriented program, event, or literature for children under the age of 10; and (2) the use of federal facilities or properties to host or promote such programs, events, or literature. The bill grants a parent or guardian a private right of action against a government official, government agency, or private entity that violates this bill. Additionally, the bill prohibits federal agencies from disbursing federal funds to a government agency or private entity for three fiscal years if the agency or entity has received two or more injunctions for violations of the bill in a five-year period.

Create Accountability and Liability Against Lifeline Attacks Act of 2022 or the CALL Act of 2022 This bill establishes a new criminal offense for intentionally impeding the 9-8-8 Suicide & Crisis Lifeline (including the Veterans Crisis Line). Specifically, the bill prohibits an individual from making a wire communication or an electronic communication to the lifeline with the intent to impede the provision of services through or the operation of the lifeline. A violator is subject to criminal penalties—a fine, a prison term of up to six months, or both.

Protecting Access for Hunters and Anglers Act of 2022 This bill bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing. The bill makes exceptions for specified existing regulations and where the applicable department determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

TCJA Permanency Act This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent reductions in individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction for charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and limits the deduction for moving expenses to active duty members of the Armed Forces. Additionally, the bill expands the types of elementary and secondary school expenses eligible for payment from qualified tuition programs (529 programs); lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; reinstates after 2023 the exclusion of income from the gross income of student loan borrowers for loan debt discharged due to death or total and permanent disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Expanding Possibilities and Opportunities to Reinvigorate Trade Act of 2022 or the EXPORT Act of 2022 This bill exempts certain money transmitters from specified capital and margin requirements that otherwise apply to counterparty swaps. Specifically, these money transmitters must (1) only enter into swaps for the purpose of offsetting risks from foreign currency contracts with a non-end user, and (2) have annual assets of $1 billion or less.

Protect Children's Innocence Act This bill places restrictions on the provision of gender affirming care. Gender affirming care includes performing surgery, administering medication, or performing other procedures for the purpose of changing the body of an individual to correspond to a sex that differs from the individual's biological sex. Specifically, the bill makes it a felony to perform any gender affirming care on a minor and it permits a minor on whom such care is performed to bring a civil action against each individual who provided the care. Additionally, the bill prohibits the use of federal funds for gender affirming care or for health insurance that covers such care. Such care may not be provided in a federal health care facility or by a federal employee. The bill also prohibits qualified health plans from including coverage for gender affirming care. Further, plans that include coverage for such care are not eligible for federal subsidies. Finally, the bill prohibits institutions of higher education from offering instruction in gender affirming care. It also makes any non-U.S. national ( alien under federal law) who performs gender affirming care on a minor deportable and inadmissible to the United States. The restrictions under this bill do not apply to the provision of care under certain circumstances such as when an individual does not have normal sex chromosome structure, sex steroid hormone production, or sex steroid hormone action.

Trafficking Survivors Relief Act of 2022 This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The bill directs the Government Accountability Office to assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The bill permits certain grants for legal representation to be used to seek post-conviction relief. Finally, the bill establishes a rebuttable presumption that certain offenses were induced by duress if the defendant establishes by clear and convincing evidence that he or she was a victim of human trafficking at the time of the offense.

Raising Expectations with Child Opportunity Vouchers for Educational Recovery Act or the RECOVER Act This bill directs local educational agencies to use certain federal COVID-19 relief funds to address student learning loss by distributing direct financial assistance (i.e., Child Opportunity Scholarships) to the parent or guardian of an eligible student for certain qualified educational expenses (e.g., educational materials, tutoring, or private school tuition). Eligible student refers to a child who is a member of a household with an income that is not more than 300% of the federal poverty level.

Responsible Education Assistance through Loan Reforms Act This bill makes various changes to the federal student loan system, including by (1) limiting the authority of the Department of Education to issue regulations, (2) establishing a new income-based repayment plan, (3) repealing the Public Service Loan Forgiveness program for new borrowers, and (4) allowing certain workforce development programs to be eligible for Pell Grants.

Access to Safe Contraception Act of 2022 This bill prohibits states from banning any form of contraception that is approved by the Food and Drug Administration. The bill does not preempt state laws that protect the right of any entity to opt out of providing contraception due to the entity's religious or moral beliefs.

This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Allowing Greater Access to Safe and Effective Contraception Act This bill requires the Food and Drug Administration to prioritize review of supplemental applications for over-the counter oral contraceptives that are intended for routine use. It also removes certain limitations in relation to such products and health savings accounts, flexible spending arrangements, and other arrangements (e.g., limitations on the number of items that may be purchased).

Justice for American Victims Of Terrorism Act of 2022 This bill requires certain funds seized from Da Afghanistan Bank pursuant to a February 11, 2022, executive order to be transferred to the U.S. Victims of State Sponsored Terrorism Fund, which provides compensation to certain U.S. persons injured in acts of international state-sponsored terrorism.
