High-Quality Charter Schools Act This bill establishes a federal tax credit for 75% of the qualified contributions of cash or market securities made by an individual to an eligible charter school organization to create or expand the charter schools operated or managed by the organization. (Limitations apply.) The bill limits the tax credit to the greater of $5,000 or 10% of the individual’s adjusted gross income. The tax credit is not refundable, but any amount of the tax credit that exceeds an individual’s tax liability for the tax year may be carried forward for up to five tax years. Further, the bill establishes an annual $5 billion volume cap (which must be increased under certain circumstances) from which $10 million must be distributed to each state for allocation of the tax credit to individuals residing in the state. The remaining amount of the volume cap must be allocated to individuals on a first-come, first-serve basis. The bill requires the Internal Revenue Service (IRS) to develop a system for tracking qualified contributions in real time. Under the bill, an eligible charter school organization generally is required to spend all of the qualified contributions (less reasonable administrative expenses) within a certain amount of time. If the IRS determines that an organization has failed to meet such spending requirements, the tax credit is not allowed for contributions to the organization for one year after the date of the determination.

Moab UMTRA Project Transition Act of 2025 This bill allows the Department of Energy (DOE) to convey the Moab site to Grand County, Utah, at no cost when it finishes cleaning up uranium mill tailings (i.e., radioactive waste) at the site. (The Moab site is a uranium milling site located approximately three miles northwest of Moab, Utah.) DOE must retain certain water rights that are necessary to carry out its responsibilities, such as maintaining access to wells and the associated surface footprint of the wells if the remediation of groundwater is ongoing at the time of the conveyance. The conveyance of the site must include a provision that prohibits Grand County from reconveying to a private entity or nonprofit organization any portion of the land conveyed to the county.

Parental Rights Over The Education and Care of Their Kids Act or the PROTECT Kids Act This bill requires public elementary and middle schools, as a condition of receiving certain federal funds for elementary and secondary education, to obtain parental consent before changing a student's gender on school forms or changing a student's sex-based accommodations. Specifically, an elementary school or a school consisting of only grades 5-8 must obtain parental consent before changing a minor student's (1) gender markers, pronouns, or preferred name on any school form; or (2) sex-based accommodations, including locker rooms or bathrooms.

Say No to Indoctrination Act This bill prohibits the use of federal elementary and secondary education funds to teach or advance concepts related to gender ideology as defined by Executive Order 14168. This executive order, titled Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government , was published on January 20, 2025.

Mental Health in Aviation Act of 2025 This bill requires the Federal Aviation Administration (FAA) to review and update its regulations and policies on mental health for pilots and air traffic controllers. The FAA must update regulations and take any other actions necessary to implement the recommendations of (1) the Aviation Workforce Mental Health Task Group, and (2) the Mental Health and Aviation Medical Clearances Aviation Rulemaking Committee (the ARC). The FAA must also annually review and update, as appropriate, the applicable regulations and policies on mental health-related special issuance for pilots and air traffic controllers. As background, an Authorization for Special Issuance of a Medical Certificate is a discretionary document from the FAA which allows an airman with a disqualifying medical condition to fly under a restricted medical certificate. Among other things, the review and update must reclassify and approve additional medications that may be safely prescribed to airmen to treat mental health conditions, delegate additional authority to aviation medical examiners (AMEs) consistent with the ARC recommendations, and improve the special issuance process for pilots and air traffic controllers. The bill authorizes the FAA to take actions to recruit and train additional AMEs. The bill also authorizes an FAA public information campaign or education efforts to (1) destigmatize individuals in (or interested in joining) the aviation industry who seek mental health care, (2) broaden awareness of available supportive services, and (3) establish trust with pilots and air traffic controllers.

Stop Antisemitism on College Campuses Act This bill prohibits an institution of higher education (IHE) that participates in federal student aid programs from authorizing, facilitating, providing funding for, or otherwise supporting any event that promotes anti-Semitism on the IHE's campus.

John W. Walsh Alpha-1 Home Infusion Act of 2025 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Fair Access In Residency Act of 2025 or the FAIR Act of 2025 This bill requires hospitals that receive graduate medical education (GME) payments under Medicare to report certain information about the composition of their medical residency training programs. Specifically, hospitals must provide to the Centers for Medicare & Medicaid Services (CMS) (1) the number of applicants for residencies who are from osteopathic medical schools and from allopathic medical schools, (2) the number of applicants who are accepted from each of these types of medical schools, and (3) an affirmation that the hospital considers applicants from each of these types of medical schools and accepts specified related examination results, as appropriate. Hospitals that do not provide this information are subject to a 2% reduction in their GME payments. The CMS must post the information it receives on a public website.

Change of Ownership and Conversion Improvement Act This bill revises the application and review process for institutions of higher education (IHEs) to change ownership or for a proprietary (i.e., for-profit) IHE to convert to public or other nonprofit status. Specifically, the bill (1) establishes a pretransaction review application, and (2) requires an IHE to pay an administrative fee to the Department of Education (ED) for change in ownership or conversion transactions or pretransaction reviews. In the case of a for-profit IHE seeking conversion or a pretransaction review for conversion, ED must remit 50% of the administrative fee to the Internal Revenue Service (IRS) to determine whether the IHE is exempt from tax and is otherwise in compliance with the applicable requirements of the Internal Revenue Code of 1986 (IRC). The bill establishes time frames for ED to approve or deny applications. The bill also includes various reporting requirements. An IHE that has been approved for conversion by ED must be subject to a five-year monitoring period and must also pay an annual fee for this monitoring. ED must remit 50% of the annual fee to the IRS for monitoring the IHE's compliance with the IRC. The Government Accountability Office must report on the implementation of this bill's provisions.

Physician Led and Rural Access to Quality Care Act This bill expands flexibilities for physicians and physician-owned hospitals under the Stark law (i.e., the Physician Self-Referral Law). The Stark law generally prohibits physicians from referring patients to receive services that are payable under Medicare or Medicaid from entities in which the physician or an immediate family member has a financial relationship. The bill allows physicians or their immediate family members to have financial interests in rural hospitals that are located more than 35 miles (or 15 miles in certain mountainous areas or areas with only secondary roads) from a hospital or critical access hospital. The Stark law also generally prohibits physician-owned hospitals from expanding the number of operating rooms, procedure rooms, or beds beyond the number in existence as of March 23, 2010, in order to be excepted under the Stark law. The bill removes this restriction.

Preserving Patient Access to Home Infusion Act This bill specifically includes pharmacy services and home infusion drugs that are administered without a pump as part of covered home infusion therapy under Medicare. The bill also allows nurses and physician assistants to establish and review the plan of care for home infusion therapy, and it specifies that payment may be made regardless of whether a practitioner is physically present in the home at the time the drug is administered.

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Crucial Communism Teaching Act This bill directs the Victims of Communism Memorial Foundation to develop a civic education curriculum and oral history resources for high school students to promote understanding of certain political ideologies (e.g., communism and totalitarianism) that conflict with principles of U.S. democracy.

Anti-CBDC Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar). Further, the Board of Governors of the Federal Reserve System is prohibited from using a central bank digital currency to implement monetary policy or from testing, studying, creating, or implementing a central bank digital currency, with exceptions as provided by the bill.

Foreign Agricultural Restrictions to Maintain Local Agriculture and National Defense Act of 2025 or the FARMLAND Act of 2025 This bill expands federal authority and oversight over foreign investments in the U.S. agricultural industry. The bill expands the authority of the Committee on Foreign Investment in the United States (CFIUS) to include the review of land transactions (involving foreign entities) that exceed $5 million or 320 acres of land over the preceding three years. This applies to land that is primarily used for agriculture, the extraction of energy sources, or the extraction of critical precursor materials for biological technology industries, information technology components, or national defense technologies. Further, the bill adds the Secretary of Agriculture and the Commissioner of Food and Drugs to CFIUS membership. As background, CFIUS is an interagency committee that oversees the national security risks of certain foreign direct investment in the U.S. economy, including by reviewing certain real estate transactions. Further, the bill expands enforcement of the Agricultural Foreign Investment Disclosure Act (AFIDA). The Department of Agriculture (USDA) must appoint a Chief of Operations of Investigative Actions to (1) monitor AFIDA compliance, and (2) conduct investigations on efforts to steal agricultural knowledge and technology and to disrupt the U.S. agricultural base. The bill prohibits foreign persons who own or operate land from participating in Farm Service Agency programs and establishes penalties for violators. The bill also requires USDA and the Department of Homeland Security to jointly develop a database of agricultural land owned by foreign persons.

TAP Promotion Act This bill requires that pre-separation counseling under the Transition Assistance Program include a presentation that promotes the benefits available to veterans from the Department of Veterans Affairs (VA). The bill also requires the VA to annually report on the presentation to (1) identify veterans service organizations that participate, (2) provide the number of members of the Armed Forces who attend, and (3) provide any recommendations for changes to the presentation.

Federal Firearms Licensee Protection Act of 2025 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes fines on individuals for soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine.

Truck Parking Safety Improvement Act This bill directs the Department of Transportation (DOT) to provide competitive grants for projects that provide public parking for commercial motor vehicles and improve the safety of commercial motor vehicle drivers. States, metropolitan planning organizations, tribal governments, and local governments are eligible for these grants. The grants must be used for projects on federal-aid highways or a facility with reasonable access to such a highway or a freight facility. A grant recipient may not charge a fee to a commercial motor vehicle driver to access a public parking facility that is constructed, opened, maintained, or improved with a grant under this program. In providing grants, DOT must determine that there is a shortage of commercial motor vehicle parking capacity in the project's corridor; the eligible entity has consulted motor carriers, commercial motor vehicle drivers, public safety officials, and private providers of commercial motor vehicle parking regarding the project; the project will likely increase the availability or utilization of commercial motor vehicle parking, facilitate the efficient movement of freight, or improve highway safety, traffic congestion, and air quality; and the eligible entity has demonstrated the ability to provide for the facility's maintenance and operation. To the maximum extent practicable, DOT must select grant projects that maximize the geographic dispersion of new commercial motor vehicle parking capacity across the United States.
