Promoting Responsible Oversight To Eliminate Communist Teachings for Our Kids Act or the PROTECT Our Kids Act This bill prohibits federal education funding for any elementary or secondary school that (1) has a partnership in effect with a cultural or language institute funded by the Chinese government, including a Confucius Institute; (2) operates a learning center supported by the Chinese government (commonly referred to as a Confucius Classroom); or (3) receives support from an individual or entity acting on behalf of the Chinese government, including support in the form of teaching materials, personnel, funds, or other resources. The bill directs the Department of Education to provide notice of the bill's requirements to schools, as well as guidance for achieving compliance with the requirements.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.

A Stronger Workforce for America Act This bill reauthorizes through FY2030 and modifies various programs under the Workforce Innovation and Opportunity Act (WIOA). Specifically, the bill reauthorizes through FY2030 the Job Corps program for low-income youth ages 16 to 24, as well as grant programs for states to provide employment and training services for youth, adults, and dislocated workers through a One-Stop delivery system. It also requires state plans for the grant programs to (1) describe how the state will use real-time labor market information to assess economic conditions and workforce trends, and (2) include an analysis of any gaps in service for applicable youth. Additionally, the bill reauthorizes through FY2030 the Adult Education and Family Literacy Act (AEFLA) programs, which provide educational services at or below the secondary level and English language training for out-of-school adults. It also specifies that the primary performance indicator for these programs includes the percentage of program participants who exit the program during the program year and complete an integrated education and training program. Finally, the bill integrates within the One-Stop delivery system career services that are funded under the Wagner-Peyser Act Employment Service (ES) program (a nationwide system of public employment offices). Bipartisan Workforce Pell Act This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grant Program. The bill also places conditions on certain private educational institutions. Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible workforce programs. Eligible programs are those that provide at least 150 clock hours (but less than 600 clock hours) of instruction during a minimum of 8 weeks (but less than 15 weeks). A state workforce development board must first make a determination that the program (1) provides education aligned with the requirements of high-skill, high-wage, or in-demand industry sectors or occupations; (2) meets the hiring requirements of potential employers; and (3) satisfies any applicable educational prerequisite requirement for professional licensure or certification in the state or states in which the program is offered. Furthermore, an eligible program must lead to a recognized postsecondary credential that is portable across multiple employers and accepted toward requirements for a certificate or degree, as determined by an accrediting agency or association recognized by ED. Next, ED must determine if a program meets verified completion and job placement rates. ED must also collect and publish information regarding eligible workforce programs. The bill also places certain conditions on private educational institutions that are subject to an excise tax (also known as the endowment tax) on their net investment income. For example, the bill prohibits these institutions from awarding federal student loans to eligible students.

Protecting Military Servicemembers' Data Act of 202 3 This bill prohibits businesses that collect consumer personal information from selling lists containing the personal information of members of the Armed Forces to North Korea, China, Russia, or Iran. The bill provides enforcement authority to the Federal Trade Commission and state attorneys general.

Semiquincentennial Congressional Time Capsule Act This bill requires the Architect of the Capitol to create a congressional time capsule in honor of the 250 th anniversary of the Declaration of Independence to be buried on the west lawn of the Capitol on or before July 4, 2026. Congressional leadership will determine the contents of the time capsule, and the time capsule shall be sealed until July 4, 2276.

Israel-Hamas War Crimes Deterrence and Accountability Act This bill requires the President to report to Congress on (1) U.S. government efforts to collect, analyze, and preserve evidence and information related to war crimes and other atrocities committed during Hamas' attack on Israel that began on October 7, 2023; (2) media, public diplomacy, and information operations to identify and prosecute those responsible for such atrocities; and (3) the process for domestic and international courts to request information from the United States related to war crimes or other atrocities committed during the attack.

This resolution strongly condemns any instances of antisemitism occurring at colleges and universities in the United States. The resolution also encourages higher education leaders (e.g., presidents, deans, and administrators) to publicly condemn speech that incites or celebrates violence against any people based on religious beliefs, national origin, or ancestry; and encourages institutions of higher education to engage with Jewish student organizations and ensure that Jewish students, faculty, and staff can pursue their academic and personal aspirations without fear.

Reporting on Investments in Foreign Adversaries Act or the RIFA Act This bill requires private institutions of higher education (IHEs) with specified assets or investments to file annual investment disclosure reports. The bill applies to a private IHE with (1) assets in excess of $6 billion, or (2) certain investments in excess of $250 million. Specifically, the bill requires such a private IHE to file a disclosure report with the Department of Education (ED) for a year in which the IHE purchases, sells, or holds one or more investments of concern. Investment of concern means any specified interest (e.g., stock or debt) with respect to a foreign country of concern (e.g., North Korea, China, Russia, or Iran) or a foreign entity of concern (e.g., a foreign entity that is designated as a foreign terrorist organization). Additionally, the bill requires ED to (1) establish and maintain a publicly available and searchable database with these disclosure reports, and (2) transmit copies of these disclosure reports to certain federal agencies. The bill authorizes ED to investigate possible violations of this bill and outlines the various penalties for each violation.

Antisemitism Awareness Act of 2023 This bill provides statutory authority for the requirement that the Department of Education’s Office for Civil Rights take into consideration the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

United States-Taiwan Expedited Double-Tax Relief Act This bill establishes special rules for the taxation of residents of Taiwan with income from sources within the United States. This includes the reduction of the rate of withholding of taxes, the application of permanent establishment rules, treatment of income from employment, and the determination of the residency of citizens of Taiwan.

This bill terminates the presidential waiver of certain sanctions on Iran and the licenses issued by the Department of the Treasury that allowed for the transfer of previously blocked Iranian funds (namely, the approximately $6 billion of Iranian funds that the Biden Administration permitted to be transferred from restricted accounts in South Korea to restricted accounts in Qatar to facilitate the release of five U.S. citizens detained in Iran). Furthermore, the President may not exercise waiver authority related to certain accounts belonging to Iran.

Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions Act or the DETERRENT Act This bill expands oversight and disclosure requirements related to foreign sources and institutions of higher education (IHEs). Specifically, the bill requires an IHE to annually disclose to the Department of Education (ED) any year in which the IHE receives a gift from a foreign country of concern (e.g., China or Russia) or foreign entity of concern of any dollar amount; receives a gift or contract from a foreign source (other than a foreign country of concern or foreign entity of concern) that is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts within a calendar year (current disclosure threshold is $250,000 or more), or which has an undetermined monetary value; enters into a contract with a foreign country of concern or foreign entity of concern after receiving a waiver for such contract; or is substantially controlled by a foreign source. Additionally, the bill prohibits IHEs from entering into contracts with a foreign country of concern or with a foreign entity of concern without obtaining a waiver, requires certain IHEs to disclose gifts or contracts between faculty members and foreign sources, and requires private IHEs with specified assets or investments to file annual investment disclosure reports. The bill authorizes ED to investigate possible violations of this bill and outlines the various penalties for each violation.

Drone Research and Innovation for Law Enforcement Act of 2023 This bill directs the Federal Aviation Administration (FAA) to study, and create an approval process for, nonlethal de-escalation unmanned aircraft (i.e., drones). Under the bill, nonlethal de-escalation unmanned aircraft means an unmanned aircraft that is equipped with one or more nonlethal weapons or devices and is used by law enforcement personnel in scenarios (1) that present significant risk to human life, and (2) in which the suspected criminal is in a position to potentially escalate the situation and expose human life to a high level of risk. Specifically, the FAA must initiate a pilot research program to study the potential use of nonlethal de-escalation unmanned aircraft by law enforcement agencies. As part of the study, the FAA must enter into interagency agreements with various federal, state, and local agencies. The FAA must submit a report on the results of the research program to Congress. The report must include a plan outlining a proposed FAA application process for law enforcement to seek permission to operate nonlethal de-escalation unmanned aircraft. Within 90 days of submitting the report, the FAA must initiate rulemaking to create a process through which the FAA may provide approval to operate these unmanned aircraft.

Airport and Airway Extension Act of 2023 This bill temporarily extends specific Federal Aviation Administration (FAA) programs and activities through December 31, 2023. For example, the bill extends the FAA Unmanned Aircraft Systems (UAS) pilot programs (e.g., the UAS Test Site Program and the UAS remote detection and identification pilot program), weather reporting programs, Remote Tower Pilot Program, and Essential Air Service Program. The bill also extends the authorization for the Airport Improvement Program (AIP). (This program provides grants for planning, development, and noise compatibility projects at or associated with certain public-use airports.) Further, the bill extends through December 31, 2023, the FAA's authority for expenditures from the Airport and Airway Trust Fund (AATF) and to collect various taxes and fees to fund the AATF, including taxes on aviation fuel and airline tickets. (The AATF is the primary funding source for all major FAA accounts that fund federal aviation programs, with the remainder coming from general fund appropriations.)

Collision Avoidance Systems Act of 2023 This bill allows for the use of a pulsating light system for vehicle braking. Specifically, Federal Motor Vehicle Safety Standard Number 108 (Standard 108) must be deemed to allow for the use of a pulsating light system on covered vehicles (i.e., passenger cars, multipurpose passenger vehicles, trucks, buses, trailers, and motorcycles). The Department of Transportation must issue regulations to update Standard 108 to (1) include performance-based standards for pulsating light systems, and (2) allow for the use of the systems on motor vehicles. As background, Standard 108 regulates all automotive lighting, signaling, and reflective devices. Under the bill, a pulsating light system includes a system for a high-mounted stop lamp in which the lamp pulses rapidly no more than four times and for no more than 1.2 seconds when the brake of the vehicle is applied and then converts to a continuous light (as a normal stop lamp) until the brake is released.
