Gun Violence Prevention and Community Safety Act of 2020 This bill makes various changes to the federal framework governing the sale, transfer, and possession of firearms and ammunition. Among other things, the bill does the following: generally requires individuals to obtain a license to purchase, acquire, or possess a firearm or ammunition; raises the minimum age—from 18 years to 21 years—to purchase firearms and ammunition; establishes new background check requirements for firearm transfers between private parties; requires law enforcement agencies to be notified following a firearms-related background check that results in a denial; creates a statutory process for a family or household member to petition a court for an extreme risk protection order to remove firearms from an individual who poses a risk of committing violence; restricts the import, sale, manufacture, transfer, or possession of semiautomatic assault weapons and large capacity ammunition feeding devices; restricts the manufacture, sale, transfer, purchase, or receipt of ghost guns (i.e., guns without serial numbers); makes trafficking in firearms a stand-alone criminal offense; requires federally licensed gun dealers to submit and annually certify compliance with a security plan to detect and deter firearm theft; removes limitations on the civil liability of gun manufacturers; allows the Consumer Product Safety Commission to issue safety standards for firearms and firearm components; establishes a community violence intervention grant program; and promotes research on firearms safety and gun violence prevention.

Blast Exposure Protection Act of 2020 This bill establishes a Department of Veterans Affairs presumption of service-connection for a veteran's injury or illness associated with a blast exposure during active military, naval, or air service in spite of there being no record of the injury or illness during a period of service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

This resolution commemorates the liberation of the Auschwitz concentration camp and honors survivors of the Holocaust, as well as members of the Allied forces who liberated Auschwitz. The resolution urges the United States to improve efforts to combat anti-Semitism and other forms of bigotry and intolerance.

Campus Fire Safety Education Act of 2020 This bill directs the Department of Education to award grants to institutions of higher education (IHEs), or consortia of such IHEs that are in collaborative partnerships with nonprofit organizations or public safety departments, for (1) initiating, expanding, or improving fire-safety education programs; and (2) increasing fire-safety awareness among enrolled students.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Korean American Vietnam Allies Long Overdue for Relief Act or the Korean American VALOR Act This bill entitles certain veterans who served in the armed forces of the Republic of Korea to hospital and domiciliary care and medical services through the Department of Veterans Affairs (VA). Specifically, the bill entitles those veterans who served in the armed forces of the Republic of Korea in Vietnam between January 9, 1962, and May 7, 1975, or during a time period determined by the VA, and became U.S. citizens after such service.

Migratory Bird Protection Act of 2020 This bill prohibits the incidental taking (e.g., capturing or killing) of migratory birds by commercial activities unless the activity is authorized under a permit or is identified as posing de minimis risk to migratory birds. The Fish and Wildlife Service (FWS) must regulate such incidental taking, including by (1) issuing general permits for certain industries, (2) creating a mitigation fee for any incidental taking of migratory birds, and (3) identifying categories of de minimis risk activities that are exempt from liability for the taking of migratory birds. In addition, the FWS must establish and maintain a research program: (1) to evaluate the impacts of commercial activities on birds, (2) to evaluate the effectiveness of best management practices and technologies to avoid or minimize such impacts, and (3) to develop new or improved best management practices and technologies.

This concurrent resolution directs the President to terminate the use of U.S. Armed Forces in hostilities against Iran unless (1) Congress has declared war or specifically authorized such use in statute, or (2) such use is necessary and appropriate to defend against an imminent armed attack upon the United States.

No War Against Iran Act This bill prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress has either declared war or enacted specific statutory authorization for such use. An exception is made for a presidential exercise of power to introduce Armed Forces into hostilities (or situations where imminent involvement in hostilities is clearly indicated) when there is a national emergency created by an attack upon the United States. The bill further states that no prior authorizations of military force (e.g., against Iraq) may be construed to authorize the use of military force against Iran.

Restoring Tax Fairness for States and Localities Act This bill increases the tax deduction for state and local taxes in 2019 to $20,000 for persons filing a joint tax return. It eliminates the current $10,000 cap on the deduction in 2020 and 2021. The bill increases the top marginal income tax rate to 39.6% beginning in 2020, and reduces the dollar amount at which the increased tax rate begins.

Supporting America's First Responders Act of 2019 This bill allows a deduction from gross income (above-the-line deduction) for expenses of first responders up to $500. Those expenses are for (1) tuition or fees for professional development courses related to service as a first responder, or (2) uniforms used by the first responder. The bill defines "first responder" as any individual who is a law enforcement officer, firefighter, paramedic, or emergency medical technician for at least 1,000 hours during the taxable year.

Fairness in Nursing Home Arbitration Act This bill prohibits, and nullifies any existing, pre-dispute arbitration agreements with respect to Medicare skilled nursing facilities or Medicaid nursing facilities, home- and community-based services, or home health care services.

Know Your Social Security Act This bill requires the Social Security Administration to provide Social Security account statements by mail to each individual who is 25 or older and who is eligible for, but not currently receiving, Social Security retirement benefits. Individuals may choose to receive their account statements electronically.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Unclaimed Savings Bond Act of 2019 This bill establishes requirements and procedures for the Department of the Treasury to transfer ownership of matured, unredeemed savings bonds and related records to states.

Researching and Ending Disparities by Understanding and Creating Equity Act of 2019 or the REDUCE Act of 2019 This bill requires the Centers for Disease Control and Prevention to implement a Health in All Policies demonstration project. States, territories, tribes, and certain local government entities may apply for grants through the project to establish or enhance collaborative approaches to improve the health of individuals and communities. The grant funds must be used to (1) integrate health considerations in policymaking across sectors; (2) address health, equity, and sustainability; and (3) target a significant proportion of Medicare beneficiaries, Medicare-Medicaid dual eligibles, or long-term care Medicaid recipients. The bill also directs the National Academies of Sciences, Engineering, and Medicine or another appropriate entity to produce a report on eliminating health disparities to improve health equity.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Rebuilding Our Communities by Keeping aggregates Sustainable Act or the ROCKS Act This bill directs the Department of Transportation to establish a working group of federal, state, tribal, and local stakeholders to conduct a study on the regulatory and legislative improvements necessary to preserve access to covered resources and reduce the costs and environmental impacts of infrastructure projects. ( Covered resources are materials used in the construction and maintenance of roads, buildings, and other facilities, including stone, sand, and gravel.)

Superfund Polluter Pays Act This bill reinstates and extends the Hazardous Substance Superfund Financing rate through 2023 and increases the rate to 16.3 cents a barrel, adjusted for inflation beginning after 2019. The bill imposes on corporations a 0.12% tax of the excess of the modified environmental tax taxable income of the corporation over $3.13 million.

Protecting Seniors Through Immunization Act of 2019 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

Incentivizing Offshore Wind Power Act This bill extends the 30 % energy tax credit for offshore wind facilities that begin construction by January 1, 2027, or the year that the United States has increased its offshore wind capacity by not less than 3,000 megawatts as compared to such capacity on January 1, 2020, whichever is later.

Patient Parity Protection Act of 2019 This bill allows certain off-campus departments of providers to be included in the Medicare prospective payment system for hospital outpatient department services. Providers must attest that the department was previously considered on-campus or otherwise met applicable requirements, but is now off-campus due to the provider's forced relocation to meet patient needs.

Better Education and Skills Training for America's Workforce Act This bill amends the Internal Revenue Code to allow tax credits for (1) qualified training expenses paid with respect to U.S.-based positions for job trainees who have been unemployed for at least 90 days before enrolling in a training program and have not been employed by the taxpayer during the two-year period before the trainee was hired, and (2) investment in a qualified job training partnership between a private business and an institution of higher education or a labor organization. The bill defines "qualified training expenses" as an eligible trainee's qualified tuition costs, which may include costs for books and enrollment in a training program at an institution of higher education that may include a single course, multiple courses, or a combination of work training and study and that is reasonably necessary for employment with the taxpayer. It terminates the credit for qualified training expenses of job trainees after December 31, 2030. The bill also (1) requires the Department of the Treasury to establish a Qualified Job Training Partnership program to consider and award certifications for qualified investments eligible for credits to qualified job training partnerships, and (2) authorizes Treasury to make grants to individuals who make an investment in a qualified job training partnership, in lieu of a tax credit.

Home Visiting to Reduce Maternal Mortality and Morbidity Act This bill increases FY2021 and FY2022 funding for the Maternal, Infant, and Early Childhood Home Visiting Program to address high rates of maternal mortality and morbidity and other unmet needs in states, tribes, and territories.

Take Unsafe Limos Off the Road Act This bill directs the Department of Transportation to award grants to states that have enacted and are enforcing laws that require the impoundment or immobilization of stretch limousines if such limousines are found to have certain defects upon inspection.

Safety, Accountability, and Federal Enforcement of Limos Act of 2019 or the SAFE Limos Act This bill establishes safety standards for stretch limousines. Among other requirements, the bill requires safety belts to be installed in stretch limousines with a gross vehicle weight rating greater than 8,500 pounds at each designated seating position, including on side-facing seats; the Department of Transportation (DOT) to develop and issue guidelines, best practices, and recommendations to assist stretch limousine alterers develop and administer a vehicle modifier plan; DOT to complete research into side impact protection, roof crush resistance, and air bag systems for the protection of occupants in stretch limousines given alternative seating positions or interior configurations, including perimeter seating arrangements; stretch limousine operators to disclose (1) the date of the most recent inspection of the limousine required under state or federal law, (2) the results of the inspection, and (3) any corrective actions taken to ensure the limousine passes inspection; and the use of event data recorders in stretch limousines.

End the Limo Loophole Act This bill revises the definition of commercial motor vehicle to include vehicles that are designed to transport 9 or more passengers including the driver (currently, at least 16 passengers including the driver) and requires the Federal Motor Carrier Safety Administration to finalize a rulemaking to require states to implement an annual inspection program for commercial passenger-carrying vehicles.

High Rise Fire Sprinkler Incentive Act of 2019 This bill amends the Internal Revenue Code to classify any automatic fire sprinkler system retrofit property as 15-year property for purposes of accelerated depreciation.

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

Helping Seniors Afford Health Care Act This bill alters eligibility standards and related processes for several programs that provide premium and cost-sharing assistance to low-income Medicare beneficiaries. Among other things, the bill expands income eligibility for the Qualified Medicare Beneficiary Program and the Specified Low-Income Medicare Beneficiary Program to up to 135% and 200% of the federal poverty level (FPL), respectively, and provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) to state Medicaid programs for expenditures related to the expansion. The bill also repeals the Qualifying Individual Program (which currently provides premium assistance to beneficiaries with incomes between 120% and 135% of the FPL).

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Promoting Tourism to Enhance our Economy Act of 2019 This bill establishes a nonimmigrant visa for qualified Canadian citizens. The Department of Homeland Security may admit as a visitor a Canadian citizen who (1) is at least 55 years old, (2) maintains a residence in Canada, (3) owns a U.S. residence or has signed a rental agreement for the duration of the stay, (4) is not inadmissible or deportable under various provisions, (5) will not engage in U.S. employment, and (6) will not seek U.S. assistance or benefits. Such visitors may be admitted for up to 240 days out of any single 365-day period.

This resolution urges the United Kingdom (UK) and the European Union (EU) to support continued peace on the island of Ireland and the commitments of the Good Friday Agreement in the event that the UK leaves the EU. The resolution also expresses opposition to the reintroduction of a hard border between the Republic of Ireland and Northern Ireland. (The island of Ireland is divided between Northern Ireland, which is part of the UK, and the Republic of Ireland, an EU member state. There is currently an open border between them, but there is discussion that the UK's exit from the EU may require the reintroduction of a hard border.)

Eric Garner Excessive Use of Force Prevention Act of 2019 This bill modifies the criminal civil rights statute that prohibits the deprivation of rights under color of law. Currently, the second prong of the prohibition bars the application of different punishments, pains, or penalties based on an individual's alien status, color, or race. This bill specifies that the application of any pressure to a person's throat or windpipe which may prevent or hinder breathing or reduce intake of air (e.g., a chokehold) constitutes a punishment, pain, or penalty.

Office of Technology Assessment Improvement and Enhancement Act This bill renames and revises the functions and duties of the Office of Technology Assessment which, composed of a Technology Assessment Board and a director, provides Congress with assessments of probable technology application impacts. Specifically, the bill renames the office the Congressional Office of Technology, and it requires the office to undertake additional duties, such as providing to Members of Congress (1) certain information without the need for board review, (2) certain technical assistance on legislation related to science and technology without the need for board review, and (3) objective policy options on how Members may achieve goals with respect to science and technology policy. The bill authorizes Members of Congress to submit to the board a request that the office undertake an assessment activity. Additionally, the bill requires the Congressional Research Service and the Government Accountability Office to coordinate technology assessment activities with the office to avoid duplication or overlapping of research activities. The office may temporarily appoint specified technical and professional personnel to work for the office, and the office must also make the findings of completed analyses publicly available. The bill also (1) revises the appointment of board members, (2) requires the board to hold an annual meeting at which Members of Congress may appear and present information regarding technology assessment activities, and (3) requires the board to report annually on the activities of the office.

Stop the Wait Act This bill eliminates the 5-month waiting period that applies to the payment of certain Social Security Disability Insurance (SSDI) benefits for workers and surviving spouses and the 24-month waiting period that applies to Medicare coverage for workers who are eligible for SSDI benefits. In addition, the National Academy of Medicine must study disabling conditions that can be delayed or prevented if individuals access health care services and coverage before the condition reaches disability levels.
