American Dream and Promise Act of 2023 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the alien applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS and DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. DHS may not use information from applications filed under this bill or for Deferred Action for Childhood Arrivals status for immigration enforcement purposes. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

United States-Taiwan Initiative on 21st-Century Trade First Agreement Implementation Act This bill expresses the approval of Congress for the June 1, 2023, agreement regarding trade between the United States and Taiwan. The bill also imposes requirements on the negotiations of certain further trade agreements between the United States and Taiwan. (The June 1, 2023, agreement, which addresses issues such as customs administration and regulatory practices, is the first of several expected agreements under the United States-Taiwan Initiative on 21st-Century Trade.) The June 1, 2023, agreement may enter into force no earlier than 30 days after the President certifies in writing to Congress that Taiwan has taken measures necessary to comply with the agreement. The bill also imposes requirements on the negotiation of further agreements under the United States-Taiwan Initiative on 21st-Century Trade, such as requiring the U.S. Trade Representative (USTR) to (1) share any U.S. negotiating texts with Congress prior to sharing the text with Taiwan or any parties outside of the executive branch, (2) share any negotiating texts from Taiwan within three days of receipt, and (3) provide daily briefings to certain Members of Congress during negotiating rounds. A further agreement shall not take effect unless (1) the President, at least 60 days before entering into the further agreement, makes the text publicly available on a USTR website; and (2) a bill is enacted into law expressly approving the further agreement.

Fair and Open Skies Act This bill amends the policy considerations the Department of Transportation (DOT) must take into account when issuing a foreign air carrier permit. (This allows foreign air carriers to operate in U.S. air space.) DOT must consider preventing the undermining of labor standards when determining whether the foreign air transportation will be in the public interest. Further, the bill amends the requirements for the Department of State and DOT in formulating U.S. international air transportation policy. Under current law, the State Department and DOT must develop a negotiating policy emphasizing the greatest degree of competition compatible with a well-functioning international air transportation system and include specific considerations; this is amended to also include preventing the undermining of labor standards.

Airline Employee Assault Prevention Act This bill modifies the requirements for the Employee Assault Prevention and Response Plans that must be submitted by air carriers. Specifically, the bill requires that, within 90 days of enactment, commercial air carriers submit an Employee Assault Prevention and Response Plan to the Transportation Security Administration (TSA) for review and acceptance. Currently, air carriers must submit the plan only to the Federal Aviation Administration (FAA). (These plans must include certain protocols for reporting verbal or physical assaults and for the notification of law enforcement.) The FAA, in consultation with the TSA, must submit a report to Congress on all of the Employee Assault Prevention and Response Plans submitted by commercial air carriers. The plans must be listed by each air carrier. The bill also specifies that current protections against interference with federal, airport, or air carrier employees who have airport security duties include employees performing ticketing, check-in or baggage claim, or boarding functions.

This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

This resolution calls on the United States to immediately provide Army Tactical Missile Systems to Ukraine in sufficient quantity to hasten Ukraine's victory against Russia while still maintaining U.S. military readiness. The resolution also calls on U.S. allies and partners to transfer similar systems to Ukraine.

Neighborhood Homes Investment Act This bill allows a business-related tax credit for certain development costs for the acquisition, rehabilitation, or remediation of qualified real property (i.e., real property affixed on a permanent foundation and comprised of four or fewer residential units, a condominium unit, or a house or apartment owned by a cooperative housing corporation). The bill also provides for the exclusion from gross income, for income tax purposes, of the value of any subsidy provided to a taxpayer by any state energy office for purposes of improvements made to a qualified residence.

Reduce Excessive Decibels and Unwanted Commotion and Emissions to Heighten Enforcement and Limitation of Intrusive Chopper Operations to Protect Towns and Enhance Residents from Noise Act of 2023 or the REDUCE HELICOPTER Noise Act of 2023 This bill directs the Federal Aviation Administration (FAA) to establish and maintain a database for the Aircraft Noise Ombudsman to receive, collect, and provide access to information regarding helicopter noise complaints. Under the bill, an owner or operator of a helicopter that receives any complaint from an individual must submit the information to the ombudsman within 48 hours. The submission must include a description of any action the owner or operator is taking or plans to take to address the complaint (to the extent that the owner or operator is the subject of the submitted complaint). Individuals may also directly submit a helicopter noise complaint to the ombudsman. Within 48 hours of receiving a noise complaint submission, the ombudsman must (1) determine which owner or operator is the subject of the complaint, (2) determine whether the complaint is meritorious, and (3) input meritorious complaints into the database. In the case of a complaint not submitted by an owner or operator of a helicopter that is the subject of the complaint, the bill establishes requirements for FAA notification and owner or operator response. A violation of the database requirements is subject to civil penalties. The bill also requires any individual or entity that has registered a helicopter or that has at least a 10% ownership interest in a registered helicopter to submit specific information to the FAA to be verified. The bill also includes additional verification requirements for the issuance of dealers' certificates of registration.

United States-Israel International Development Cooperation Act of 2023 This bill increases and extends the authorization to finance cooperative projects among the United States, Israel, and developing counties that identify and support local solutions to sustainability challenges related to water resources, agriculture, and energy storage. The U.S. Agency for International Development shall report to Congress on the feasibility and advisability of expanding development projects to include multilateral cooperation among the United States, Israel, and regional Arab partners.

Spotted Lanternfly Research and Development Act This bill includes combatting the spotted lanternfly (Lycorma delicatula) as a Department of Agriculture (USDA) high-priority research and extension area. The bill specifically allows grants for developing and disseminating research-based tools and treatments to combat the spotted lanternfly, which is an invasive species native to China that feeds on a wide range of crops and plants (e.g., grapes, apples, hops, walnuts, and hardwood trees). Further, the bill reauthorizes USDA grants to support competitive specialized research and extension activities, including high-priority areas, through FY2028. The bill also specifically reauthorizes through FY2028 the Pulse Crop Health Initiative; the Comprehensive Food Safety Training Network; pollinator protection research and extension grants; increased USDA capacity and infrastructure to address and conduct research on colony collapse disorder and other pollinator issues; and a USDA-conducted nationwide honey bee pest, pathogen, health, and population status surveillance program.

Office of Small Farms Establishment Act of 2023 This bill requires the Department of Agriculture (USDA) to establish the Office of Small Farms within the farm production and conservation mission area. The office must coordinate, review, and implement various programs and activities related to small farms, ranches, and forest operations. Under the bill, a small farm, ranch, or forest operation (1) is less than 180 acres or meets another USDA-determined, acreage-based definition of small; and (2) has an annual gross cash farm income of less than $350,000. Activities of the office related to small farms, ranches, and forest operations must include coordinating USDA efforts to improve support for these operators; reviewing and recommending changes to USDA statutory, regulatory, and administrative provisions, guidance, and policies that disadvantage these operators; providing or coordinating technical assistance for these operators for USDA grant, cost-share, and loan programs; and providing grants of not more than $25,000 to these operators directly or through cooperative agreements with other entities for areas including equipment and infrastructure repairs and upgrades, uninsured losses, business planning, and conservation practice adoption.

Firefighter Cancer Registry Reauthorization Act of 2023 This bill reauthorizes through FY2028 the National Firefighter Registry for Cancer. This is a voluntary registry maintained by the National Institute of Occupational Safety & Health that collects relevant health and occupational information to better understand and reduce cancers among firefighters.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Retail Revitalization Act of 2023 This bill amends tax rules for real estate investment trusts (REITs). It increases (1) the share of equity investments a distressed retail tenant may receive from a REIT from 10% to 50%, and (2) the equity share for regular tenants from 10% to 30%. The bill also allows taxable REIT subsidiaries to accept equity in a retail tenant's businesses as a form of rent, subject to certain restrictions.

Mental Health Services for Students Act of 2023 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Access Technology Affordability Act of 202 3 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats usable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2024 and terminates after 2028.

Financing Our Energy Future Act This bill expands the types of partnerships that qualify for treatment as publicly traded partnerships instead of as corporations for tax purposes. Under current law, partnerships that meet certain gross income requirements (i.e., at least 90% of the partnership's gross income in a taxable year consists of qualifying income) are excepted from being treated as a corporation for tax purposes. This bill expands the sources of income that are considered qualifying income and make a partnership eligible for such an exception. Specifically, the bill provides that income derived from the generation of specified alternative energy, alternative fuel projects, or the associated property, storage, or transportation for such projects (e.g., the conversion of renewable biomass into renewable fuel or the storage or transportation of such fuel) is considered qualifying income.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Stop Taxation of Overburdened People from New Jersey by Correcting Obnoxious New Gimmick and Ensuring the Stability of Transportation Infrastructure from Obstinate Neighbors Act or the STOP NJ CONGESTION Act This bill requires the Department of Transportation (DOT) to withhold 50% of National Highway Performance Program funds and Surface Transportation Block Grant program funds from each state that implements a congestion pricing system similar to that described in the environmental assessment titled Final Environmental Assessment and Draft Finding of No Significant Impact (FONSI) for Central Business District (CBD) Tolling Program, Manhattan, New York . The bill also prohibits the implementation of projects under a DOT value pricing pilot program unless the project sponsor receives the consent of each affected state. Value pricing (also called congestion pricing) involves charging drivers on congested roadways during peak periods.

Perinatal Workforce Act This bill establishes programs and requires research to diversify the perinatal workforce and advance respectful maternal care delivery models. Specifically, the Department of Health and Human Services (HHS) must award grants to education and training programs to grow and diversify the professions that make up the perinatal workforce. HHS must also disseminate guidance on respectful maternal care delivery. This guidance must cover, among other topics, recruiting and retaining maternity care providers from diverse backgrounds and incorporating trained midwives and other perinatal health workers into maternity care teams. In addition, the National Institutes of Health must study best practices for culturally and linguistically congruent maternity care. This is care that is in agreement with the preferred cultural values, beliefs, languages, worldview, and practices of health care consumers and other stakeholders. The Government Accountability Office must also report on certain aspects of perinatal health care professions. The report must focus on barriers to entering those professions for low-income and minority women.

Bicycle Commuter Act of 2023 This bill reinstates and expands the tax exclusion for employer-provided fringe benefits for bicycle commuting. It allows employees a bicycle commuting benefit equal to 30% of parking fringe benefits. The bill repeals the suspension period (2018-2025) applicable to such tax exclusion and revises definitions applicable to bicycle commuting benefits to make electric bicycles and certain scooters eligible for the tax exclusion.

Walter Patterson and Werner Foerster Justice and Extradition Act This bill directs the President to report annually to Congress on fugitives and other individuals with respect to whom the United States is seeking extradition from other countries. The report shall contain information on the number of such individuals, U.S. diplomatic efforts to secure their return, and the factors that have prevented the resolution of outstanding cases.

This resolution calls for the immediate extradition or rendering of convicted criminals William Morales, Joanne Chesimard, and others receiving safe harbor in Cuba to the United States. The resolution also urges the Secretary of State, Attorney General, and international community to continue to press for the immediate return of all fugitives from justice to the United States.

Youth Workforce Readiness Act of 2023 This bill requires the Department of Labor to award grants to certain national youth-serving organizations for comprehensive workforce readiness programs that are provided to youth and take place before or after school, during summer vacation or a holiday, or on the weekend (i.e., out-of-school-time programs). Such grants must be used to develop and implement nationwide youth workforce readiness programs, including for activities such as on-the-job training and leadership development opportunities, internships, and other supportive services. The bill also requires local workforce development boards to establish youth councils as subgroups of the boards.

National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.

Maternal Health for Veterans Act This bill requires the Department of Veterans Affairs (VA) to report annually through FY2028 on its activities relating to the coordination of maternity health care. The reports must also include (1) data on the maternal health outcomes of veterans who receive medical care or services from the VA or a non-VA provider that is authorized to provide care or services under VA programs, and (2) VA recommendations to improve the maternal health outcomes of veterans. The reports must be made publicly available. The bill also authorizes funding through FY2028 for VA programs relating to the coordination of maternity health care.

Protect Lifesaving Anesthesia Care for Veterans Act of 2023 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Maternal Vaccination Act This bill includes a focus on pregnant and postpartum individuals in existing public health activities to increase vaccination rates. First, the Centers for Disease Control and Prevention must incorporate a focus on pregnant and postpartum individuals, including by disseminating information to obstetric health care providers, into its existing public awareness campaign about the importance of vaccinations. The bill also reauthorizes this campaign through FY2028. Second, the bill expressly allows certain project grants for preventive health services to be used for activities to increase vaccination rates of pregnant and postpartum individuals (and their children).

Kira Johnson Act This bill establishes various grants for establishing or expanding programs to advance maternal health equity. Specifically, the Department of Health and Human Services (HHS) must award grants for community-based programs to improve maternal health outcomes for demographic groups with elevated rates of maternal mortality and morbidity, maternal health disparities, and other adverse outcomes; training for health care providers and others who work in maternity care settings on reducing and preventing racism, bias, and discrimination; and programs in hospitals, health systems, and other maternity care settings to establish processes to identify and address instances of racism or evidence of bias in maternity care (i.e., respectful maternity care compliance programs). HHS must contract with the National Academies of Sciences, Engineering, and Medicine to study issues related to the training programs, and the Government Accountability Office must study issues related to the respectful maternity care compliance programs.

Data to Save Moms Act This bill expands data collection and research on maternal morbidity and mortality among racial and ethnic minority groups. Specifically, the bill adds requirements to certain grants awarded by the Centers for Disease Control and Prevention (CDC) for maternal mortality review committees. To the extent practicable, grant-funded committees must use the most up-to-date indicators of severe maternal morbidity; review deaths caused by suicide, overdose, or other behavioral health conditions attributed to or aggravated by pregnancy or childbirth; and consult with representatives of communities disproportionately affected by adverse maternal outcomes about nonclinical factors that may contribute to those outcomes. The CDC may also award grants to committees to increase their engagement with local communities, such as by bringing on community representatives as committee members. Additionally, the Centers for Medicare & Medicaid Services and the Agency for Healthcare Research and Quality must consult with stakeholders to review maternal health data collection processes and quality measures and make recommendations to improve them. The Department of Health and Human Services must also support studies on adverse maternal health outcomes among American Indian and Alaska Native populations and other racial and ethnic minority groups.

Social Determinants for Moms Act This bill requires the Department of Health and Human Services (HHS) to establish a task force and a grant program to address social determinants of maternal health. These are nonmedical factors that impact maternal health outcomes, such as transportation, food security, and economic security. The task force, composed of federal and nonfederal stakeholders, must develop strategies and coordinate efforts to eliminate preventable maternal mortality, severe maternal morbidity, and maternal health disparities. Additionally, HHS must award grants to community-based organizations, nonprofits, tribal organizations, public health departments, or consortia of these entities to address social determinants of maternal health and eliminate disparities in maternal health outcomes.

Innovative Maternal Payment and Coverage To Save Moms Act or the IMPACT to Save Moms Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program to test alternative payment models under Medicaid and the Children's Health Insurance Program (CHIP) for maternity care. The CMS may consider payment models that include or are designed to address certain areas, such as improved maternal health outcomes for at-risk demographic groups, consideration of social determinants of health, or incorporation of diverse maternity care teams or settings. The CMS must evaluate the program's impact on maternal health outcomes, spending, patient experience, and other relevant areas.

Maternal Health Pandemic Response Act This bill addresses data collection, public education, workplace safety, and other matters related to maternal health during public health emergencies. Specifically, the bill supports (1) various programs and initiatives carried out by the Centers for Disease Control and Prevention (CDC) to collect data about maternal health, including racial, ethnic, and other demographic data; and (2) research activities of the National Institute of Child Health and Human Development. Additionally, the CDC and the Centers for Medicare & Medicaid Services must make publicly available and periodically update pregnancy and postpartum data that is collected through federal surveillance systems during public health emergencies. The data must be disaggregated by factors such as race, ethnicity, insurance status, and location. Further, the CDC must carry out a program to educate pregnant individuals, their employers, and their health care providers about maternal and infant health risks during public health emergencies. The bill also requires the Department of Health and Human Services to convene a task force to develop recommendations on the provision of maternity care during public health emergencies with a particular focus on communities of color and rural populations.

Protecting Moms and Babies Against Climate Change Act This bill establishes requirements and grants that address risks associated with climate change, particularly for vulnerable individuals (i.e., members of racial and ethnic minority groups, pregnant or postpartum individuals, and children younger than age three). Specifically, the Department of Health and Human Services (HHS) must establish a program to award grants to partnerships of community-based organizations and other entities to identify and address climate-change-related risks to these individuals at a county level. HHS must also establish a program to award grants to health professional schools for developing—and integrating into their curriculums—education and training on identifying risks associated with climate change for vulnerable individuals. In addition, the National Institutes of Health (NIH) must establish the Consortium on Birth and Climate Change Research. The consortium must coordinate research on such risks conducted and supported by various NIH institutes and offices. The Centers for Disease Control and Prevention must also develop a strategy to designate areas that have a high risk of adverse maternal and infant health outcomes among vulnerable individuals due to risks associated with climate change.
