Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Defines "bid shopping" as the practice of a contractor, after submitting a bid, pressuring for or accepting lower subcontractor bids without passing resulting savings to the Government. Requires any invitation to bid or request for proposal issued by the Government with respect to a contract to include a clause explicitly prohibiting such practice and specifying penalties which may include debarment or suspension for multiple violations.

Small Business Liability Protection Act

Small Business Liability Protection Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide (with exceptions) that persons shall be liable for response costs at a National Priorities List (NPL) facility as non-owners or operators only if the total of material containing a hazardous substance that the business arranged for disposal, transport, or treatment of, or accepted for transport, was greater than 110 gallons of liquid material or 200 pounds of solid material. Applies this exemption only to activities taking place before April 1, 2001. Exempts a person from liability for response costs (with exceptions) at a NPL facility for municipal solid waste (MSW) as a non-owner or operator if the person is an owner, operator, or lessee of residential property from which all of the person's MSW was generated, or a certain small business or small charitable tax-exempt organization that generated all its MSW, with respect to the facility concerned. Makes nongovernmental entities that commence a contribution action liable to the defendant for all reasonable costs of defending the action if the defendant is not liable based on the above-described exemptions. Adds to the list of parties eligible for de minimis final settlements certain persons and businesses that demonstrate an inability or limited ability to pay response costs. Revises conditions of eligibility for such settlements for de minimis parties.

Energy Independence Act of 2001 - Directs the Secretary of Energy to: (1) develop and transmit to Congress a strategic plan to ensure that the United States is energy self-sufficient by the year 2011; and (2) develop a program for the acquisition of certain commercially available fuel cell power plants and power generated therefrom for use at federally owned or operated facilities. Directs the President, in coordination with designated Secretaries, to establish: (1) a demonstration program for fuel cell proton exchange membrane technology for commercial, residential, and transportation applications (including buses) within the Secretaries' respective areas of responsibility; and (2) a comprehensive proton exchange membrane fuel cell bus demonstration program to address hydrogen production, storage, and use in transit bus applications. Requires each Federal agency that maintains a motor vehicle fleet to develop a plan for fleet transition to vehicles powered by fuel cell technology. Directs the Secretary of Energy to establish a fuel cell technology grant program for State or local government to meet their energy requirements, including such technology as a motor vehicle power source.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Tibetan Policy Act of 2001 - Sets forth congressional declarations, including that it: (1) reaffirms that Tibet is an occupied country under the established principles of international law; (2) commends the Republic of India and the kingdom of Nepal for providing asylum and humanitarian care to the Dalai Lama and Tibetans in exile; (3) expresses concern over incidents of ill treatment of transiting Tibetans in border areas; and (4) urges continued cooperation with the Office of the United Nations High Commissioner for Refugees in Kathmandu. Expresses the sense of Congress that the President and the Secretary of State (as well as U.S. and European parliamentarians in the United States-European Interparliamentary Group) should initiate steps to encourage the Government of the People's Republic of China to enter into negotiations with the Dalai Lama or his representatives leading to an agreement on Tibet. Establishes within the Department of State a United States Special Coordinator for Tibetan Issues who shall promote substantive dialogue between the Government of China and the Dalai Lama or his representatives. Directs the U.S. executive director of each international financial institution, including the Export-Import Bank of the United States, the Overseas Private Investment Corporation, and the Trade and Development Agency, to support projects in Tibet consistent with specified principles. Sets forth provisions with respect to: (1) the release of, and access by humanitarian organizations to, Tibetan prisoners detained in China because of their political or religious beliefs; (2) the establishment of a U.S. branch office in Lhasa, Tibet; (3) Tibetan language training to U.S. foreign service officers assigned to the consulate in China; (4) U.S. promotion of economic development, cultural preservation, health care, and education and environmental sustainability for Tibetans inside Tibet; (5) Tibet considerations at the United Nations; and (6) the end of religious persecution in Tibet.

Science Education for the 21st Century Act - Authorizes the Director of the National Science Foundation (NSF Director) to make awards to institutions of higher education to: (1) provide scholarships to assist students and graduates of baccalaureate degree programs in science, mathematics, or engineering to fulfill the academic requirements necessary for certification as science, mathematics, or technology teachers at the elementary or secondary school level (science teachers); and (2) improve their undergraduate education and in-service professional development. Authorizes awards to State or local educational agencies (LEAs) to implement a plan for development and use of master science teachers for kindergarten through grade eight. Authorizes the NSF Director and the Secretary of Education to establish a research program to determine the most effective educational uses of information technologies in elementary and secondary schools. Authorizes the NSF Director to provide assistance for the creation and support of regional centers for the utilization of educational technologies. Authorizes additional appropriations for the National Science, Mathematics, Engineering, and Technology Education Digital Library for precollege education collections and support services for science teachers. Authorizes the agencies in the Next Generation Internet program to provide broadband Internet connections to elementary and secondary schools for science, mathematics, and technology education. Requires the NSF Director to make mathematics and science proficiency partnerships demonstration grants to LEAs. Getting Our Girls Ready for the 21st Century Act (Go Girl Act) - Authorizes the NSF Director to make grants to, and contracts and cooperative agreements with, LEAs to provide subgrants to elementary and secondary schools for services that prepare girls to pursue undergraduate and graduate degrees and careers in science, mathematics, and technology. Requires the NSF Director to: (1) to give priority for outreach grants under the Scientific and Advanced-Technology Act of 1992 to proposals involving secondary schools with a majority of students from groups underrepresented in the science, mathematics and engineering workforce; (2) arrange for an independent review by the National Research Council of Federal programs supporting elementary and secondary science and mathematics education; and (3) convene the first annual conference for kindergarten through the 12th grade science, mathematics, engineering, and technology education stakeholders. Requires the Director of the Office of Science and Technology Policy to: (1) establish an interagency committee to coordinate Federal programs supporting elementary and secondary science and mathematics education; and (2) prepare a plan for such programs.

MediKids Health Insurance Act of 2002 - Amends the Social Security Act (SSA) to allow certain eligible individuals born after December 31, 2002, who have not attained age 23, to enroll in the MediKids Program under new SSA title XXII established by this Act for entitlement to benefits specified by the Secretary of Health and Human Services (HHS). Includes among such benefits early and periodic screening, diagnostic services, and treatment services under Medicaid (SSA title XIX), and prescription drugs and biologicals. Provides for: (1) cost-sharing; (2) a payment schedule for covered benefits; (3) a monthly MediKids premium and the means for payment of it; and (4) a reduction in premium for certain low-income families. Creates in the Treasury the MediKids Trust Fund for collected premiums, appropriated amounts, and other revenues for use in funding the coverage provided under the MediKids Program and maintaining its financial solvency. Authorizes the Secretary to implement a care coordination services program including specified elements under which eligible individuals may elect to have health care services covered under SSA title XXII managed and coordinated by a designated care coordinator. Amends SSA title XVIII (Medicare) to increase the membership of the Medicare Payment Advisory Commission, with the initial terms of additional members staggered. Amends the Internal Revenue Code to: (1) impose a MediKids premium tax in the case of any taxpayer (with certain exceptions) required to pay a premium under the MediKids Program for an eligible individual; and (2) provide for a refundable tax credit for 50 percent of cost-sharing expenses under the MediKids Program. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the MediKids Program as the number of enrollees grows in the out-years.

Regulates frequency and cost sharing. Prohibits related denial of coverage, incentives to individuals, restrictions on provider-patient communications, and provider penalties. Allows State laws providing greater detection or prevention benefits. Amends the Public Health Service Act to apply the above requirements to coverage offered in the individual market.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Clean Money, Clean Elections Act - Amends the Federal Election Campaign Act of 1971 (FECA) to: (1) prescribe eligibility and qualifying contribution requirements, seed money provisions, and benefits of clean money financing of House election campaigns; (2) set forth requirements applicable to clean money candidates; (3) direct the Federal Election Commission (FEC) to certify whether or not the candidate is a clean money candidate; (4) establish in the Treasury a House of Representatives Election Fund for clean money financing; (5) set forth requirements concerning reporting of certain expenditures of private money candidates and reporting of certain independent expenditures; (6) limit expenditures that may be made by political party committees in connection with the general election campaign of a House election in which one or more of the candidates is a clean money candidate; and (7) require a committee of a political party, before making coordinated expenditures in excess of $5,000 for a Federal election, to certify to the FEC that it has not and will not make any independent expenditures in connection with such campaign. Amends the Communications Act of 1934 to entitle clean money candidates to receive specified free broadcast time. Amends: (1) FECA to outline political advertising provisions for specified communications; and (2) Federal postal law to limit franked mass mailings by Members of Congress. Amends FECA with respect to soft money to prohibit: (1) a national committee of a political party (including a national congressional campaign committee) from soliciting or receiving contributions or making expenditures not subject to FECA; (2) a national State, district, or local committee from soliciting or donating funds to a tax-exempt organization; and (3) an incumbent or candidate for Federal office (or an agent) from soliciting or receiving either funds not subject to FECA, or funds for a non-Federal election in excess of certain limits or from prohibited sources (with exceptions). Requires a State, district, or local committee of a political party to make Federal election year expenditures (with exceptions) from funds subject to FECA. Amends FECA to: (1) establish aggregate annual contribution limits for political committees established and maintained by a State committee of a political party, and increase aggregate annual individual contribution limits; (2) prescribe reporting requirements pertaining to political committees; (3) eliminate the exception for building funds relating to the definition of "contribution"; (4) revise requirements for the composition and terms of FEC Commissioners; and (5) mandate electronic filing of FEC reports.

Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

United States-Jordan Free Trade Area Implementation Act - Authorizes the President to proclaim such modifications or continuation of duty, continuation of duty-free or excise treatment, or additional duties as are deemed necessary to carry out the Agreement between the United States of America and the Hashemite Kingdom of Jordan on the Establishment of a Free Trade Area (Agreement), entered into on October 24, 2000. Sets forth certain rules of origin with respect to the reduction or elimination of any duty imposed by the United States on Jordanian articles as provided in such Agreement. Directs the International Trade Commission (ITC), upon the filing of a petition by an entity (including a trade association, firm, certified or recognized union, or group of workers representative of an industry) requesting trade relief from U.S. obligations under the Agreement, to initiate an investigation to determine whether, as a result of the reduction or elimination of a duty provided for under the Agreement, a Jordanian article is being imported into the United States in such increased quantities and under such conditions that such imports alone constitute a substantial cause of serious injury (or its threat) to the domestic industry producing an article that is like, or directly competitive with, such imported article. Prescribes a procedure for ITC action on such a petition. Requires the President, upon an affirmative determination by the ITC, to provide necessary import relief and facilitate efforts of the domestic industry to make a positive adjustment to import competition, unless the provision of such relief is not in the U.S. national economic interest, or in extraordinary circumstances, the provision of relief would cause serious harm to U.S. national security. Requires the ITC, if an affirmative determination about import competition has been made under the Trade Act of 1974, also to find whether imports of Jordanian articles are a substantial cause of serious injury or its threat. Requires the President to review such a determination, and authorizes exclusion of such Jordanian imports from remedial action if the final determination is negative. Authorizes a Jordanian national (including any spouse or child, if accompanying or following to join such national) to enter the United States pursuant to the Agreement as a nonimmigrant if such entrance is solely to carry on substantial trade, or solely to develop the operations of an enterprise in which he has invested a substantial amount of capital. Declares that U.S. law shall supercede any inconsistent Agreement provisions.

Revises estate tax provisions to: (1) increase the exemption equivalent of the unified credit; (2) repeal family-owned business interests deduction provisions; (3) repeal provisions providing for a credit for State death taxes and provide for the deduction from an estate's value of State death taxes paid; and (4) set forth valuation rules for certain transfers of nonbusiness assets, and eliminate location requirements with respect to land subject to a qualified conservation easement for gross estate determination purposes.

Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.
