Reconstructive Surgery Act of 2007 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 (ERISA) to require a group health plan that provide coverage for surgery to also cover reconstructive surgery, including medically-necessary treatment for preoperative and postoperative care. Defines "reconstructive surgery" as any medically necessary and appropriate surgery performed to correct or repair abnormal structures of the body caused by congenital defects, developmental abnormalities, trauma, infection, tumors, or disease to: (1) improve functions; or (2) give the patient a normal appearance. Excludes cosmetic surgery that is performed to alter or reshape normal structures of the body in order to improve appearance. Applies such requirements to health insurance coverage offered in the individual market.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.

Overseas Private Investment Corporation Reauthorization Act of 2007 - Amends the Foreign Assistance Act of 1961 to extend Overseas Private Investment Corporation (OPIC) authority to make loans and issue investment insurance and investment guarantees. Revises international worker rights provisions. Requires OPIC to institute a climate change mitigation action plan. Prohibits OPIC from approving any contract for any project which significantly involves an extractive industry (as defined by this Act) without: (1) prior congressional notification; and (2) investor and host country agreement to implement Extractive Industries Transparency Initiative principles. Prohibits OPIC from providing assistance for: (1) any railway connection that does not traverse or connect with Armenia and does connect Azerbaijan and Turkey; (2) a project with North Korea, Sudan, or Iran; or (3) an energy sector project of $20 million or more. Provides for increased project transparency. Authorizes OPIC programs in Iraq.

Supplemental Mine Improvement and New Emergency Response Act of 2007 or the S-MINER Act - Amends the Federal Mine Safety and Health Act of 1977 (Mine Act) to require: (1) emergency response plans to incorporate new technology; (2) the Secretary of Labor to require the installation of rescue chambers in underground coal mines; and (3) accident response plans to provide for the maintenance of refuges. Amends the Mine Improvement and New Emergency Response Act of 2006 to repeal provisions concerning standards relating to the sealing of abandoned areas in mines and sets forth provisions concerning: (1) regulating mine seals; (2) regulating the survivability of mine ventilation controls; (3) directing the National Institute for Occupational Safety and Health (NIOSH) to determine whether changes in rock dust requirements are needed; (4) publishing regulations on flame resistance requirements for conveyor belts in use in mines; (5) prohibiting belt haulage entries from being used to ventilate active working places; (6) requiring mine operators to implement communication programs at their facilities and to install atmospheric monitoring systems; (7) requiring miners who may be working alone to be equipped with multi-gas detectors; (8) requiring mine operators to use administrative action to protect miners from lightning; (9) requiring the Secretary to establish a self-contained self-rescuers inspection program and an advisory committee on regulations applicable to underground metal and nonmetal mines; and (10) requiring the NIOSH to give priority in its research to technologies that could help miners in an emergency. Supplements the Secretary's enforcement authority, including establishing a Master Inspector program to provide incentives for employees to serve as mine safety and health inspectors. Establishes, within the Office of the Inspector General of the Department of Labor, the position of Miner Ombudsman, whose duties shall include ensuring that the rights of miners are upheld. Provides for a fine for a pattern of violations of health or safety standards. Requires the Secretary to establish: (1) an advisory committee to make recommendations on whether the Mine Act should provide for federal licensing of mines and mine personnel; and (2) a central communications emergency call center within the Mine Safety and Health Administration. Requires: (1) a mine operator to notify the Secretary of specified types of accidents and to take measures to prevent the destruction of evidence; and (2) regulations concerning mine rescue teams to provide for uniform credentials and coordination with local emergency response personnel. Directs the Secretary to: (1) require mine operators to have an ambulance within a specified area; (2) review and revise the training and availability requirements for medical emergency technicians; and (3) contract with the Chemical Safety and Hazard Investigation Board to conduct an independent investigation of an accident upon the request of miners' representatives or families. Sets forth concentration and exposure limits and sampling and respiratory equipment requirements regarding respirable dust and respirable silica dust in the mine atmosphere.

Miner Health Enhancement Act of 2007 - Expresses the sense of Congress that essential standards to protect miner health are out of date and congressional intervention is needed. Amends the Federal Mine Safety and Health Act of 1977 to require: (1) the National Institute for Occupational Safety and Health (NIOSH) to forward to the Secretary of Labor its Recommended Exposure Limits for chemical and other hazards to miners; (2) the Secretary to require the Mine Safety and Health Administration (MSHA) to adopt such limits as the Permissible Exposure Limits (PELs) for the mining industry; (3) NIOSH to annually submit to the Secretary any additional or revised recommended exposure limits for hazardous substances utilized in the industry; (4) the Secretary to adopt such limits as PELs for the industry; (4) MSHA to adopt the health standard for asbestos established by the Occupational Safety and Health Administration (OSHA); and (5) the Secretary to apply the provisions of the interim final rule of October 3, 2000, concerning hazard communication in lieu of the final rule of June 21, 2002, until there is additional rulemaking pursuant to the requirements of this Act.

Prevent Prematurity and Improve Child Health Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give states new options to cover: (1) low-income pregnant women; and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Gives states the option under Medicaid to: (1) provide family planning services and supplies to individuals with incomes that do not exceed a state's income eligibility level for medical assistance; and (2) extend the postpartum period for provision of family planning services and supplies. Gives states the option to provide supplemental SCHIP coverage to children who have other health coverage. Directs the Secretary of Health and Human Services to: (1) establish a demonstration program to provide payments to states for telemedicine services for the treatment of applicable individuals; (2) develop and disseminate a national set of core pediatric and perinatal quality measures; and (3) collect data regarding the extent to which states use pediatric and perinatal inpatient and outpatient quality measures on an ongoing basis.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Prostate Cancer Research and Prevention Act - Amends the Public Health Service Act to authorize appropriations through FY2012 for: (1) the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and local health departments to carry out preventive health measures related to prostate cancer; and (2) the Director of the National Cancer Institute to expand, intensify, and coordinate prostate cancer research activities.

Directs the Secretary of Labor to promulgate an interim final standard regulating worker exposure to diacetyl that applies to all: (1) locations in the flavoring manufacturing industry that manufacture, use, handle, or process diacetyl; and (2) microwave popcorn production and packaging establishments that use diacetyl-containing flavors in the manufacture of microwave popcorn. Requires that the interim standard provide no less protection than the recommendations contained in the NIOSH Alert Preventing Lung Disease in Workers Who Use or Make Flavorings (NIOSH Publication 2004-110) and include specified exposure, medical surveillance, protective equipment, safety, and training requirements. Gives the interim standard the legal effect of an occupational safety and health standard and states that it will apply until a final standard becomes effective under the Occupational Safety and Health Act. Requires the Secretary, not later than two years after the date of this Act's enactment, to promulgate a final standard regulating worker exposure to diacetyl that contains the worker protection provisions in the interim standard, a short term exposure limit, and a permissible exposure limit that does not exceed the lowest feasible level. Requires that the final standard apply to all facilities where diacetyl is processed or used.

Motor Vehicle Owners Right to Repair Act of 2007 - Requires the manufacturer of a motor vehicle sold, leased, or otherwise introduced into U.S. commerce to: (1) provide to the vehicle owner and service providers all information necessary to diagnose, service, maintain, or repair the vehicle; (2) offer for sale to consumers and service providers any related tool or equipment; and (3) provide the information necessary to enable aftermarket tool companies to manufacture tools with the same functional characteristics. Exempts trade secrets, so long as the information is not disclosed to authorized dealers or service providers. Authorizes enforcement of this Act by the Federal Trade Commission (FTC) and civil actions by state attorneys general, consumers, and service providers.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Access to Cancer Clinical Trials Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to prohibit a group health plan from: (1) denying an eligible participant or beneficiary participation in clinical trials related to the treatment of cancer that are federally funded or conducted under an investigational new drug application reviewed by the Food and Drug Administration (FDA); (2) denying (or limiting or imposing additional conditions on) the coverage of routine patient costs for items and services furnished in connection with such participation; or (3) discriminating against an individual on the basis of such participation. Includes as routine patient costs all items and services provided in the clinical trial that are otherwise generally available to a qualified individual, with certain exceptions. Applies such prohibitions to coverage offered in the individual market. Requires the Secretary of Health and Human Services to study the impact on group health plans and health insurance issuers of requiring them to cover routine patient care costs for individuals with serious and life threatening diseases other than cancer.

Improved Nutrition and Physical Activity Act or the IMPACT Act - Amends the Public Health Service Act to expand an existing grant program for training for health profession students to include the treatment of individuals who are overweight, obese, or have eating disorders. Allows the Secretary of Health and Human Services to award grants for the training of primary care physicians and other health professions on how to identify, treat, and prevent obesity or eating disorders and aid individuals who are overweight or obese or who suffer from eating disorders. Requires the Secretary, acting though the Director of the Centers for Disease Control and Prevention (CDC), to award grants for the planning and implementation of programs that promote healthy eating behaviors and physical activity. Allows the Secretary, acting through the National Center for Health Statistics, to provide for the collection and analysis of data for determining the fitness levels and energy expenditures of children and data collected as part of the National Health and Nutrition Examination Survey. Requires the Director of the Agency for Healthcare Research and Quality (AHRQ) to review the research to determine if the information might be important for the health disparities report. Permits states to use preventive health and health services block grants for activities and community education programs designed to address and prevent obesity and eating disorders. Requires the Secretary to report to the relevant congressional committees on: (1) the causes and health implications of being overweight, obese, or having an eating disorder; and (2) the effectiveness of campaigns to change children's behaviors and reduce obesity.

College Affordability and Accountability Act - Amends the Higher Education Act of 1965 (HEA) to require state maintenance of effort in providing funding to public institutions of higher education (IHEs). Requires all IHEs to plan, engage in, and report on cost containment strategies. Authorizes the Secretary of Education to conduct research on such strategies. Directs the Secretary to publish an annual report on college affordability and to disseminate certain data, including the net price tuition index (NTPI) for each IHE through a college price calculator on an enhanced college opportunities on line (COOL) website. Establishes a Pell Plus program to provide an increased award to each Pell Grant recipient at IHEs that maintain specified types of: (1) low tuition; (2) guaranteed tuition; or (3) affordable tuition. Establishes a program of grants for cooperative education for IHEs that restrain tuition increases. Authorizes grants and contracts for cooperative education demonstration and innovation projects, training and resource centers, and research. Directs the Secretary to commission the National Research Council to study the viability of developing and implementing standards in environmental, health, and safety areas to provide for differential regulation of: (1) industrial laboratories and facilities; and (2) research and teaching laboratories. Authorizes the Secretary to select IHEs, IHE systems, or IHE consortia for voluntary participation in an articulation agreement demonstration program to specify the acceptability of courses in transfer toward meeting specific degree requirements, as a means to lower tuition prices for students. Directs the Advisory Committee on Student Financial Assistance to convene a task force of experts to: (1) determine the best methods to finance higher education in the long-term; (2) help public institutions utilize long-term budgeting; (3) review the trends of financing of higher education; and (4) define the role played by the states, the federal government, families, and outside entities in financing higher education, and determine the best methods to strengthen this partnership.

Amends the Elementary and Secondary Education Act of 1965 to establish a grants program to reduce class size through the use of fully-qualified teachers. Allots funds to states and local educational agencies to recruit, hire, and train additional teachers, in order to: (1) reduce class sizes nationally, in grades one through three, to an average of 18 students per classroom; and (2) improve teaching in those grades so that all students can learn to read independently and well by the end of the third grade.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

Empowering Children with Autism through Education Act of 2007 - Requires the Secretary of Education to establish the Empowering Children with Autism through Education Task Force to identify and disseminate evidence-based educational strategies and promising best practices to improve the quality of learning for individuals with autism in grades K-12, including regarding: (1) learning models, interventions, and services that demonstrate improvements in reading, writing, and math proficiency; (2) the cost-effectiveness of these learning models, interventions, and services, and their applicability for local education agencies; (3) professional development needs of educators; (4) methods for incorporating state-, local- and community-based programs and services into the classroom to provide comprehensive support; (5) identification of barriers to successful implementation of programs and services and recommendations to address those barriers; and (6) dissemination of findings to Congress, all relevant agencies, and states and U.S. territories to improve the quality of learning for individuals with autism.

Mentoring America's Children Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to make miscellaneous changes to the Mentoring grant program under title IV that include: (1) improvement of school connectedness and character education among mentoring's purposes; (2) corporations, universities, and other entities among program providers; (3) a requirement that mentors help children become responsible and successful adults; (4) suburban children in high crime areas and children living in high gang involvement, drug use, or dropout areas among those most in need of mentoring; (5) limitation of each mentor to no more than three children; and (6) mandatory information on grant applicants about plans for monitoring mentor/mentee matches and the satisfaction of grant matching requirements that increase from 10% to 50% over the three-year grant term; Allows grantees to be considered for new grants if: (1) their prior performance was satisfactory; (2) they propose to use the new grant exclusively for expanded service to a new area or population; and (3) they are able to provide a 50% match to the new grant funds. Directs the Secretary of Education to: (1) provide training and technical assistance to, and track and evaluate the performance of, grantees; and (2) arrange for research on school-based mentoring, the results of which are to be provided to the mentoring community. Includes mentoring in ESEA programs for: (1) Indian, Native Hawaiian, and Alaskan Native education; (2) the transitioning of youth offenders into education; and (3) school violence and drug abuse prevention.

United Nations Population Fund Women's Health and Dignity Act - Authorizes the President to make a voluntary contribution on a grant basis to the United Nations Population Fund (UNFPA) to: (1) provide and distribute equipment, medicine, supplies, and expertise to ensure safe childbirth and emergency obstetric care; (2) make contraceptives available for the prevention of pregnancy and sexually-transmitted infections, including HIV/AIDS; (3) reduce abortion and related maternal mortality; (4) reduce and eliminate coercive family planning practices; (5) reduce and eliminate sex selection; (6) prevent and treat cases of obstetric fistula; (7) promote abandonment of harmful traditional practices, including female genital cutting and child marriage; (8) reestablish maternal health services in areas where medical infrastructure has been destroyed by natural disasters; and (9) promote the access of unaccompanied women and other vulnerable people to vital services, including access to water, sanitation facilities, food, and health care, in emergency situations.

Help Identify Indicators of Potential Student Aggression Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to prepare and periodically revise: (1) concise written materials to be used by school personnel in elementary schools, secondary schools, and institutions of higher education to help to identify the possible warning signs of a student with a high potential to be aggressive and harmful to property, themselves, or others, and report such behavior to designated school personnel; and (2) more detailed written materials to be used by designated school personnel to determine the appropriate actions to take with respect to such a student, including whether he or she should be referred to a mental health expert. Requires the first version of such materials to be provided to the Secretary of Education within 90 days of this Act's enactment for distribution to schools.

Access to Birth Control Act - Amends the Public Health Service Act to require pharmacies to comply with certain rules related to contraceptives, including: (1) providing a customer a contraceptive without delay if it is in stock; (2) immediately informing a customer if the contraceptive is not in stock and either transferring the prescription to a pharmacy that has the contraceptive in stock or expediting the ordering of the contraceptive and notifying the customer when it arrives, based on customer preference; and (3) ensuring that pharmacy employees do not take certain actions relating to a request for contraception, including intimidating, threatening, or harassing customers, interfering with or obstructing the delivery of services, intentionally misrepresenting or deceiving customers about the availability of contraception or its mechanism of action, breaching or threatening to breach medical confidentiality, or refusing to return a valid, lawful prescription. Provides that a pharmacy is not prohibited from refusing to provide a contraceptive to a customer if: (1) it is unlawful to dispense the contraceptive to the customer without a valid, lawful prescription and no such prescription is presented; (2) the customer is unable to pay for the contraceptive; or (3) the employee of the pharmacy refuses to provide the contraceptive on the basis of a professional clinical judgment. Provides that this Act does not preempt state law or any professional obligation of a state board that provides greater protections for customers. Sets forth civil penalties and establishes a a private cause of action for violations of this Act.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to: (1) limit the penalty for late enrollment under part B to 10% and twice the period of no enrollment; and (2) exclude periods of COBRA and retiree coverage from such late enrollment penalty. Provides for a special enrollment period for individuals whose COBRA or retiree coverage terminates.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008. States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones. Requires the President to report to Congress every 90 days respecting such policies' implementation.

Nurse Loan Forgiveness Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to include, under HEA student loan forgiveness and cancellation programs, nurses who: (1) serve at least one calendar year in an approved health care facility or setting; or (2) have a Masters of Science in Nursing and are nursing instructors in a school of nursing. Limits the maximum amount of such loan repayment by the Secretary of Education to $2,000 after the first year of a nurse's employment, with incremental increases after the second through fourth years, up to $5,000 after the fifth year.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Assured Funding for Veterans Health Care Act - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY2008 130 percent of the amount obligated during FY2006. Adjusts the amount provided for fiscal years after FY2008 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capita baseline amount for FY2006, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Congressional Commission on the Abolition of Modern-Day Slavery Act - Defines "modern-day slavery." Establishes a congressional Commission on the Abolition of Modern-day Slavery which shall: (1) study matters relating to modern-day slavery; (2) review programs of relevant governmental agencies; (3) examine efforts by foreign countries and multilateral organizations to combat modern-day slavery; and (4) convene additional experts from nongovernmental organizations as part of the Commission's review. States that the Commission shall: (1) advise Congress on how the United States could support efforts to eradicate modern-day slavery; (2) evaluate comparative strategies to prevent modern-day slavery, rescue and rehabilitate its victims, and prosecute traffickers and increase accountability within countries; (3) examine the economic impact on communities and countries that demonstrate measured success in fighting modern-day slavery; (4) evaluate the effectiveness of U.S. laws prohibiting the importation of goods produced through forced labor or child labor; (5) evaluate U.S. trade policy's effect on modern slavery, including a list of the 10 countries with the highest number of slaves within their borders; and (6) evaluate U.S. government procurement policies regarding slave-made goods or services. Terminates the Commission 90 days after submission of a report required under this Act.

Garrett Lee Smith Memorial Act Reauthorization Act of 2007 - Amends the Public Health Service Act to revise provisions requiring centers to provide appropriate information, training, and technical assistance on youth suicide to require such information, training, and assistance on suicide among all ages, particularly for youth. Reauthorizes appropriations for FY2008-FY2012 for research, training, and technical assistance centers related to mental health, substance abuse, and the justice system and suicide. Requires the Secretary of Health and Human Services to ensure that a state does not receive more than one grant or cooperative agreement for the development of youth suicide early intervention and prevention strategies at any one time. (Current law requires the Secretary to ensure that each state is awarded only one such grant or cooperative agreement.) Reauthorizes appropriations for FY2008-FY2012 for such grants or cooperative agreements. Reauthorizes appropriations for FY2008-FY2012 for grants to institutions of higher education for services to students with mental and behavioral health problems.

Hepatitis C Epidemic Control and Prevention Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop and implement a plan for the prevention, control, and management of hepatitis C virus (HCV). Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) implement programs to increase awareness of HCV; and (2) support activities to promote the early detection of HCV infection, identify risk factors for infection, and conduct surveillance of HCV infection trends. Directs the Secretary, acting through the Director of CDC and the Director of the National Institutes of Health (NIH), to: (1) conduct epidemiologic research to identify best practices for HCV prevention; (2) establish a Hepatitis C Clinic Research Network to conduct research related to the treatment and medical management of HCV; and (3) conduct basic research to identify new approaches to prevent and treat HCV. Requires the Secretary to: (1) promote state, local, and tribal programs to provide referrals for medical evaluation and management to HCV-positive individuals; and (2) develop benchmarks for evaluating the programs and activities conducted under this Act. Authorizes the Secretary to award grants to states, political subdivisions of states, Indian tribes, or nonprofit entities to carry out activities under this Act.

Reducing Coverage Gaps for Kids Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to prohibit states from requiring eligibility determinations for children for Medicaid and SCHIP benefits more frequently than annually.

Essential Oral Health Care Act of 2007 - Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to award grants to up to six entities to participate as pilot sites for the Community Dental Health Coordinator model developed as a new mid-level allied dental professional who will work in underserved communities where residents have no or limited access to oral health care. Requires the Secretary also to award grants to eligible entities to: (1) purchase portable or mobile dental equipment; and (2) pay for appropriate operational costs for the provision of free dental services to underserved populations. Amends SSA title XIX (Medicaid) and title XXI (State Children's Health Insurance Program (SCHIP)) to provide for an increase in the federal medical assistance percentage (FMAP) for states implementing requirements that ensure that children enrolled in the state Medicaid plan and/or SCHIP have access to oral health care services to the same extent as such services are available to the pediatric population of the state. Amends the Internal Revenue Code to allow a tax credit for the donation of qualified dental services to qualified low income individuals.

Commends the Director of the National Institutes of Health (NIH) for working with leading scientists and researchers to organize the first NIH conference on hydrocephalus in September 2005 and the Inaugural Cerebellar Development: Bench to Bedside International Conference in November 2006. Expresses the sense of Congress that: (1) the Director of NIH should continue the current collaboration, with respect to Dandy-Walker syndrome, among the National Human Genome Research Institute, the National Institute of Biomedical Imaging and Bioengineering, the National Institute of Child Health and Human Development, the National Institute of Neurological Disorders and Stroke, and the Office of Rare Diseases; (2) further research into such syndrome should be conducted and supported; (3) NIH should take the lead in sponsoring an annual workshop to increase awareness and set national research priorities for such syndrome and hydrocephalus; (4) the Centers for Disease Control and Prevention (CDC) should form a coordinating committee for such syndrome and hydrocephalus research; and (5) public awareness and professional education regarding Dandy-Walker research should increase through partnerships between the federal government and patient advocacy organizations.

Ovarian and Cervical Cancer Awareness Act of 2007 - Amends provisions of the Public Health Service Act commonly referred to as Johanna's Law to revise requirements for a national public awareness campaign regarding gynecologic cancers to: (1) require the Secretary of Health and Human Services specifically to increase awareness and knowledge of ovarian and cervical cancers; and (2) expand such campaign to include public service announcements targeted to low-income women. Expresses the sense of the Congress that funding by the Centers for Disease Control and Prevention (CDC) of gynecologic cancer education and awareness efforts should reflect the fact that ovarian and cervical cancers are the most deadly of the gynecologic cancers.

Raw Sewage Overflow Community Right-to-Know Act - Amends the Federal Water Pollution Control Act to direct owners or operators of publicly owned treatment works to: (1) institute an alert system for sewer overflows; (2) notify the public of such overflows in areas where human health is potentially affected not later than 24 hours; (3) immediately notify public health authorities and other affected entities; and (4) provide specified reports to the Administrator of the Environmental Protection Agency (EPA) or the state. Makes the alert systems eligible for state water pollution control revolving fund assistance.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.
