Improving Strategies to Counter Weapons Proliferation Act This bill requires the Financial Crimes Enforcement Network (FinCEN) to report on the usage of financial activity data collected by FinCEN related to weapons proliferation.

Ending Duplicative Permitting Act This bill prohibits the Department of the Interior from requiring an operator to obtain a federal drilling permit for oil and gas activities on non-federal surface estate if: (1) less than 50% of the subsurface mineral estate to be accessed by the proposed action is federally owned, and (2) the operator submits a state permit for such activities on the non-federal surface estate.

Common Sense Permitting Act This bill revises the approval process for certain oil and gas activities by requiring additional categorical exclusions from National Environmental Policy Act of 1969 (NEPA) requirements. (A categorical exclusion under NEPA is a category of actions that do not have a significant effect on the human environment and for which neither an Environmental Assessment nor an Environmental Impact Statement is required.)

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

Counter Terrorism and Illicit Finance Act This bill (1) increases the threshold dollar amounts above which financial institutions are required to file currency-transaction and suspicious-activity reports with the Financial Crimes Enforcement Network (FinCEN), (2) directs FinCEN to establish a process for no-action letters, and (3) modifies other provisions related to anti-money laundering and counterterrorist financing.

Family Member Access to Burn Pit Registry Act This bill amends the Dignified Burial and Other Veterans' Benefits Improvement Act of 2012 to allow a family member to participate in the Department of Veterans Affairs Airborne Hazards and Open Burn Pit Registry on behalf of a deceased veteran or service member. (The registry is a database designed to allow certain veterans and service members to report deployment exposures to airborne hazards such as smoke from waste disposal burn pits, oil-well fires, or pollution, as well as other exposures and health concerns.)

Education and Energy Act of 2018 This bill amends the Mineral Leasing Act to require excess revenue from new mineral and geothermal leases to be provided to the states in which the revenue is generated to supplement the education of students in kindergarten through grade 12 and to supplement public support of institutions of higher education. The bill applies to revenue from new leases that are in excess of the Congressional Budget Office's estimated revenue for the leases in the prior fiscal year.

Village of Santa Clara Conveyance Act of 2018 This bill directs the Forest Service, upon request by the Village of Santa Clara, New Mexico, to convey to the village approximately 1,520 acres of National Forest System land at market value.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

National FFA Organization's Federal Charter Amendments Act This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural, food, and natural resources education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

Environmental Compliance Cost Transparency Act of 2018 This bill requires the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to include in monthly billing statements sent to each customer estimates of the customer's share of such administration's direct and indirect costs for compliance with any relevant federal environmental laws impacting the conservation of fish and wildlife. Each administration must report each year on: (1) estimates of its total direct and indirect compliance costs, and (2) sources of replacement power.

Coach-Only Airfare for Capitol Hill Act of 2018 This bill prohibits the use of funds appropriated or otherwise made available for the official travel of a Member of Congress or other officer or employee of the legislative branch for airline accommodations which are not coach-class accommodations. Such prohibition is inapplicable for an individual if the use would be permitted for an employee of an agency subject to specified federal regulations for temporary duty travel allowances.

Education Savings Accounts for Military Families Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to direct the Department of Education to establish a program to provide children with parents on active duty in the uniformed services with funds for specified educational purposes. Children of active duty service members who reside in a local education agency that receives payments under the Impact Aid Program or who reside within the boundaries of a federal military installation are eligible to receive funds.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Revitalize Rural America Act of 2018 This bill requires the Department of Transportation to establish a Revitalize Rural America Grant Program to facilitate infrastructure projects in rural areas. Priority must be given to projects for which nonfederal contributions exceed 25% of the costs of the project and projects in an area with an unemployment rate that exceeds the national average. The bill requires that the set-aside of funds for states under the surface transportation block grant program be used for the Revitalize Rural America Grant Program.

Child Tax Credit for Pregnant Moms Act of 2018 This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow the credit to be used for an unborn child if the child is born and issued a Social Security number before the due date for the tax return (without regard to extensions) for the taxable year. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. If a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Ultrasound Informed Consent Act This bill amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion: (1) perform an obstetric ultrasound on the pregnant woman; (2) provide a simultaneous explanation of what the ultrasound is depicting; (3) display the ultrasound images so the woman may view them; and (4) provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. The bill establishes civil penalties for violations. It prohibits construing this bill to require a woman to view the images or penalizing the provider or the woman if the woman declines to look at the images.

Rural Broadband Permitting Efficiency Act of 2018 This bill requires the Department of Agriculture (USDA), with respect to National Forest System land, and the Department of the Interior, with respect to Bureau of Land Management (BLM) land, to establish a program to enter into memoranda of understanding with states to allow for the permitting of broadband within an operational right-of-way to enable broadband providers to install infrastructure that allows users to originate and receive high-quality voice, data, graphics, and video telecommunications. The "operational right-of-way" is defined as all real property interests (including easements) acquired for the construction or operation of a project. A state's governor, or a state's top-ranking transportation official in charge of highway construction, may enter into such a memorandum for a term not to exceed 10 years if the state consents to: (1) federal court jurisdiction, (2) federal environmental review procedures, (3) judicial review of decisions regarding the public availability of documents, (4) maintenance of necessary financial resources, and (5) the provision of any information that USDA or Interior needs to ensure that the state is carrying out its responsibilities. USDA and Interior must designate projects within an existing operational right-of-way as actions categorically excluded from federal regulations relating to environmental assessments or environmental impact statements. Interior must establish a Federal Permit Streamlining Project in each BLM field office with responsibility for issuing permits for broadband projects. Under the program, Interior acts as the lead agency for the issuance of a single permit on behalf of all other federal agencies involved in a broadband project through a memorandum of understanding with USDA, the Environmental Protection Agency, the Federal Highway Administration, and the U.S. Fish and Wildlife Service.

Securing America's Future Act of 2018 This bill amends the Immigration and Nationality Act to revise immigrant visa allocation provisions, including family-related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. The diversity visa program is eliminated. Annual immigration levels are revised. The limit on the worldwide level of employment-based immigrants is increased. The H-2C visa temporary agricultural worker program is revised. A trust fund is established to provide incentives for such workers to return to their country of origin. DNA testing to establish family relationships is authorized. Employment eligibility verification provisions are revised. The Department of Homeland Security (DHS) shall establish an employment verification system. No federal, state, or local government entity or individual may prohibit or restrict a federal, state, or local government entity or official from complying with the immigration laws or assisting related federal law enforcement activities. The bill revises provisions regarding: (1) detention of aliens in removal proceedings; (2) illegal entry and reentry; (3) inadmissibility and deportability of criminal aliens, gang members, drunk drivers, and sex offenders; (4) repatriation; (5) asylum and asylum fraud; (6) unaccompanied alien children; (7) foreign students; and (8) visa fraud. The bill: (1) transfers authority for strengthening the southern border from the Department of Justice to DHS; (2) revises border security provisions; (3) provides for additional border security personnel; (4) authorizes new ports of entry along the northern border and southern borders; (5) authorizes National Guard border security activities; (6) provides contingent nonimmigrant status for certain aliens who entered the United States as minors; (7) authorizes appropriations for specified border barriers and infrastructure; and (8) establishes Operation Stonegarden to make border security grants to law enforcement agencies. DHS shall: (1) submit a southern border threat analysis, (2) establish the Integrated Border Enforcement Team program, (3) implement the Border Security Deployment Program, (4) review social media activities of visa applicants, and (5) establish a biometric exit data system.

Gold King Mine Spill Accountability Act of 2018 This bill provides assistance to persons injured by the Gold King Mine spill in Colorado that released mine wastewater laced with heavy metals into the Animas and San Juan Rivers. The bill states that a person may include an individual; a tribal organization; a nonfederal entity; states; or the Animas-La Plata Operation, Maintenance, and Replacement Association.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Disapproves of the adoption of United Nations General Assembly Resolution A/ES-10/L.22 on December 21, 2017, which rejects U.S. recognition of Jerusalem as the capital of Israel. Affirms the December 6, 2017, presidential proclamation recognizing Jerusalem as Israel's capital and directing the Department of State to prepare to move the U.S. Embassy from Tel Aviv to Jerusalem. Urges the President to direct the State Department to report to Congress on the status of U.S. assistance provided to countries that voted to adopt such resolution.

Prenatal Nondiscrimination Act (PRENDA) of 2017 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex or gender of the child, (2) use force or the threat of force to coerce a sex-selection abortion, (3) solicit or accept funds for the performance of such an abortion, or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. The bill authorizes civil actions by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of a prohibited sex-selection abortion; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to coerce a sex-selection abortion. The bill also authorizes injunctive relief to prevent an abortion provider from performing or attempting further such abortions. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. Medical and mental health professionals must report known or suspected violations to law enforcement authorities. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such consent, any party, other than a public official, who brings an action must use a pseudonym.

Preserving Opportunities for Childhood Arrivals Act This bill amends the Immigration and Nationality Act to provide renewable 10-year conditional protected status for an alien who: (1) was in deferred action for childhood arrivals (DACA) status as of September 5, 2017, and has been continuously present and residing in the United States since receiving such status, (2) has not been convicted of a violent misdemeanor, (3) is admissible and not deportable, and (4) files an application and pays a registration fee. An individual in such status: (1) may work, (2) may apply for lawful permanent resident status, and (3) is ineligible for certain federal public benefits.

Adoption Information Act This bill amends the Public Health Service Act to require family planning service projects or programs, as a condition of receiving certain grants or contracts, to assure the Department of Health and Human Services (HHS) that they will provide each person who inquires about their services with a pamphlet containing a comprehensive list of adoption centers in their state. The bill directs HHS to prepare, annually update, and distribute such pamphlets to such projects or programs.

Settlement Tax Deductions are Over for Predators Act or the STOP Act This bill amends the Internal Revenue Code to deny a trade or business expense deduction for any amount paid or incurred on account of a judgment or settlement originating from, or to require the non-disclosure of or otherwise prevent, a claim or accusation of sexual abuse or sexual harassment (including unwelcome sexual advances, requests for sexual favors, or other verbal or physical harassment of a sexual nature).

Congressional Accountability and Hush Fund Elimination Act This bill amends the Congressional Accountability Act of 1995 (CAA) to (1) prohibit the use of public funds for payments of awards and settlements resulting from violation of certain CAA rights and protections if the violation consists of sexual harassment or sexual assault, (2) prohibit an imposition of a nondisclosure agreement as a prerequisite for CAA procedures to consider the violation, and (3) permit an individual to publicize any information relating to such a prior award or settlement if it was conditioned on a nondisclosure agreement.

Endangered Fish Recovery Programs Extension Act of 2017 This bill extends through FY2023 the authority of the Department of the Interior to use power revenues collected pursuant to the Colorado River Storage Project Act for annual base funding of endangered fish recovery implementation programs for the Upper Colorado and San Juan River Basins. Additionally, Interior must submit to Congress a report that describes the accomplishments and costs of the recovery implementation programs.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

This bill requires the Department of the Air Force to establish a program under which a qualified wounded warrior who faces retirement or separation from the Armed Forces for physical disability may continue, in lieu of such retirement or separation, to serve as a remotely piloted aircraft pilot or remotely piloted aircraft sensor operator.

This bill amends the Internal Revenue Code to exclude from the gross income of certain banks interest received on small business loans of up to $5 million. The bill applies to loans that are: (1) secured by land situated in the United States that is used or held by the small business in connection with the active conduct of a farming business, or (2) incurred in the ordinary course of the trade or business of the small business. To be eligible for the exclusion, the bank must: (1) have less than $50 billion in assets at the closing of the preceding taxable year, and (2) receive the interest before 2019.

No Back Pay for Bergdahl Act This bill amends the Uniform Code of Military Justice to deny payments or benefits to any person found guilty of desertion or attempted desertion for any period during which the person is treated as being in a missing or captive status after the date the person was first determined to be absent without authority. The Department of Defense shall use payments or benefits denied to a deserter under this bill to provide compensation to members of the Armed Forces who were wounded or injured while searching for the deserter and to representatives of members killed while searching for the deserter.
