Small Business Liability Reform Act of 2007 - Allows punitive damages against a small business only if the claimant establishes by clear and convincing evidence that conduct carried out by the defendant with a conscious, flagrant indifference to the rights or safety of others was the proximate cause of the harm that is the subject of the action. States that in any civil action against a small business: (1) each defendant shall be liable only for the amount of noneconomic loss allocated to that defendant in direct proportion to the percentage of responsibility of that defendant for the harm caused to the plaintiff; and (2) the court shall render a separate judgment against each defendant describing such percentage of responsibility. Excepts from such liability limitations specified misconduct of a defendant.

Judicial Conduct Act of 2007 - Amends the federal judicial code to define the treason, bribery, or other high crimes and misdemeanors for which a justice or judge of the United States, according to Articles II and III of the U.S. Constitution, shall be removed from office.

Medicare IVIG Access Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to collect and review data on the differences, if any, between: (1) payments to physicians for immune globulins using average sales price payment methodology; and (2) costs incurred by physicians for furnishing these products. Requires the Secretary, after completion of the review, to provide, if appropriate, an additional payment to such physicians for all items related to the furnishing of immune globulins as part of hospital outpatient services. Provides for Medicare coverage of and payment for intravenous immune globulin (IVIG) administered in the home. Directs the Secretary to conduct two surveys, for reports to Congress, of Medicare and non-Medicare patients who need immune globulins in order to measure changes in patient access to those products (and providers furnishing them), as well as changes in the health care status of those patients.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Currency Reform for Fair Trade Act of 2007 - Amends the Tariff Act of 1930 to expand the authority of the administering authority or the International Trade Commission (ITC) to impose countervailing duties on products from a nonmarket economy country that have been provided a countervailable subsidy. Requires, when measuring subsidy benefits, the use of benchmarks outside of a nonmarket economy country when benchmarks in such a country are not available or are inappropriate. Includes fundamental and actionable misalignment of a currency (undervaluation of a foreign currency) by a foreign country as a countervailable subsidy. Directs the Secretary of the Treasury (Secretary) to: (1) report annually to Congress on international monetary policy and currency exchange rates (including fundamentally misaligned currencies); (2) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies and to designate fundamentally misaligned foreign currencies for priority action; and (3) seek bilateral consultations with fundamentally misaligned currency countries designated for priority action to eliminate such misalignment. Requires the United States to inform the Managing Director of the International Monetary Fund (IMF) of countries that fail to eliminate fundamentally misaligned currencies designated for priority action and to request the IMF Managing Director to consult with such countries regarding their observance of the IMF Articles of Agreement and to report the results of such consultations to the IMF Executive Board. Prohibits the Overseas Private Investment Corporation (OPIC) from, and instructs multilateral banks to oppose, financing projects in countries that issue fundamentally misaligned currencies designated for priority action. Requires: (1) the Secretary to take certain actions with respect to countries that fail to eliminate fundamentally misaligned currencies designated for priority action; and (2) the United States Trade Representative (USTR) to request consultations in the World Trade Organization (WTO) with such countries regarding the consistency of their actions with regard the WTO Agreement. Establishes an Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Recognizes: (1) the importance of the federal government's continued support of Diamond-Blackfan Anemia (DBA) research; and (2) that federal support of comprehensive centers for rare disease patients enhances the ability for experienced doctors to provide the most complete care for each patient. Commends: (1) Schneider Children's Hospital for providing the first DBA Comprehensive Clinical Care Center and developing the DBA Patient Registry; and (2) the Daniella Maria Arturi Foundation and the Diamon-Blackfan Anemia Foundation for their efforts to facilitate collaboration among the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC) to achieve a successful multidisciplinary approach aimed at shortening the life cycle of success realized between the laboratory and applied patient care. Expresses the sense of the House of Representatives that the government has a responsibility to encourage further efforts to clarify the natural history of DBA, continue efforts to raise awareness and ease access to information about DBA, encourage research efforts that will advance treatment options and seek a cure, encourage NIH to develop a cross-institutional research initiative to study ribosomal protein deficiencies in rare inherited disease, and encourage continued federal support of the DBA Comprehensive Clinical Care Centers.

Central Asia Education Enhancement Act of 2007 - Directs the Secretary of State to establish a pilot program of scholarships for public policy internships in the United States for undergraduate and graduate students from Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan. Gives internship priority to students who are: (1) underprivileged or from ethnic, religious or cultural minorities; and (2) from Kazakhstan, Kyrgyzstan, or Uzbekistan.

Patients First Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, including pluripotent stem cells that have the flexibility of embryonic stem cells (whether or not such pluripotent stem cells have an embryonic source), provided that such techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this Act. Requires the Secretary to issue guidelines implementing this Act to ensure that any research (including any clinical trial) supported under this Act: (1) is clearly consistent with the standards established in this Act, if conducted using human cells; (2) is prioritized in terms of potential for near-term clinical benefit in human patients; and (3) may take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research. Requires the Secretary to: (1) report on peer reviewed stem cell research proposals that were not funded; and (2) study and submit recommendations to Congress on any structural changes to the C.W. Bill Young Cell Transplantation Program that would help to expand access to new and future stem cell therapeutic products.

National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

Expresses the sense of the House of Representatives that the government of the People's Republic of China (PRC) should: (1) seek to ensure the linguistic, cultural, and religious rights of the Uyghur people of the Xinjiang Uyghur Autonomous Region; (2) release the children of Rebiya Kadeer from incarceration and house arrest and cease intimidation of the Kadeer family members; and (3) release Canadian citizen Huseyin Celil and allow him to rejoin his family in Canada.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Small Business SOX Compliance Extension Act - Directs the Securities and Exchange Commission to modify its regulations under the Sarbanes-Oxley Act of 2002 (SOX) for annual management assessments of, and reports on, internal financial controls. Requires such regulations to provide that a non-accelerated filer does not have to provide management's report on internal control over financial reporting until it files an annual report for its first fiscal year ending on or after December 15, 2008 (thereby extending the current moratorium on such requirements for small businesses).

Tax Increase Prevention Act of 2007 - Repeals the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001 (i.e., December 31, 2010), thus making the tax reductions enacted by that Act permanent. Repeals the termination date for provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing income tax rates on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax deduction for state and local sales taxes; (2) the tax deduction for tuition and related expenses; (3) the increased expensing allowance for small business assets and related provisions; and (4) the tax credit for increasing research activities. Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.

Children's Hope Act of 2007 - Amends the Internal Revenue Code to allow a tax credit of up to $100 ($200 for joint returns) for charitable contributions to an education investment organization that disburses 90% of its contributions to provide grants to students for elementary and secondary education expenses, if at least 50% of such disbursements go to students who qualify for free or reduced-cost school lunches. Requires a taxpayer claiming such credit, as a condition of eligibility to receive it, to first claim a state qualified scholarship tax credit.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2007 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Provides that nothing in this Act limits recovery of the full amount of available economic damages. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Human Cloning Prohibition Act of 2007 - Amends the federal criminal code to prohibit any public or private person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in an attempt to perform human cloning; or (3) shipping, receiving, or importing the product of human cloning for any purpose. Sets forth criminal and civil penalties for violations. Provides that nothing in this Act shall restrict areas of scientific research not specifically prohibited by this Act, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Declares that the present armed forces stationed in the Security Zone of Moldova should be replaced with a multinational peacekeeping contingent.

Boutique Fuel Reduction Act of 2007 - Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator of the Environmental Protection Agency (EPA) may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before the Administrator removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels. Deletes as a condition under which the Administrator's authority to approve a control or prohibition respecting any new fuel is limited that such new fuel will increase the total number of fuels on the list.

Congressional Commission on the Abolition of Modern-Day Slavery Act - Defines "modern-day slavery." Establishes a congressional Commission on the Abolition of Modern-day Slavery which shall: (1) study matters relating to modern-day slavery; (2) review programs of relevant governmental agencies; (3) examine efforts by foreign countries and multilateral organizations to combat modern-day slavery; and (4) convene additional experts from nongovernmental organizations as part of the Commission's review. States that the Commission shall: (1) advise Congress on how the United States could support efforts to eradicate modern-day slavery; (2) evaluate comparative strategies to prevent modern-day slavery, rescue and rehabilitate its victims, and prosecute traffickers and increase accountability within countries; (3) examine the economic impact on communities and countries that demonstrate measured success in fighting modern-day slavery; (4) evaluate the effectiveness of U.S. laws prohibiting the importation of goods produced through forced labor or child labor; (5) evaluate U.S. trade policy's effect on modern slavery, including a list of the 10 countries with the highest number of slaves within their borders; and (6) evaluate U.S. government procurement policies regarding slave-made goods or services. Terminates the Commission 90 days after submission of a report required under this Act.

Expresses the sense of the House of Representatives that: (1) the United Nations High Commissioner for Refugees, the Colombian Catholic Church, and the Coalition for Human Rights and Internal Displacement should be commended for their initiative to declare the Year of the Rights of the Internally Displaced People in Colombia; (2) the government of Colombia and the international donor community should be encouraged to prioritize discussion of humanitarian assistance and internal displacement with the international donor community, especially within the context of the London-Cartagena Process; and (3) the government of the United States should increase the resources it makes available to provide emergency humanitarian assistance and protection through international and civilian government agencies and assist Colombia's internally displaced people in rebuilding their lives.

Recalls the essential role that transparency and the free flow of information play in creating democratic institutions and civil society. Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

Responsible Renewable Energy Tax Credit Act of 2007 - Amends the Internal Revenue Code to disallow the tax credit for renewable diesel used as fuel for any fuel derived from coprocessing biomass with a feedstock that is not biomass.

Death Tax Repeal Permanency Act of 2007 - Makes the repeal of the estate and generation-skipping transfer taxes under the Economic Growth and Tax Reconciliation Act of 2001 permanent (under the Act, those taxes would be reinstated after December 31, 2010).

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Requires the President to designate not less than three closed military installations or portions thereof that are appropriate for siting a refinery for gasoline or other fuel. Designates the Department of Energy as the lead agency for coordinating applicable federal refinery authorizations and related environmental reviews with respect to a designated refinery. Gives the U.S. Court of Appeals for the District of Columbia exclusive jurisdiction over civil actions relating to federal refinery authorizations.

Authorizes the Secretary of the Army to award the Army Combat Action Badge to any member of the Army who participated in combat during which the person actually engaged, or was personally engaged by, the enemy at any time between December 7, 1941, and September 18, 2001, as long as such person has not been previously recognized for such participation.

Healthcare Truth and Transparency Act of 2007 - Prohibits any person who is a licensed health care service provider but who is not a medical doctor or a doctor of osteopathic medicine from making any statement or engaging in any act that deceives or misleads the public or a prospective or current patient into believing that such person is a doctor or has the same or equivalent education, skills, or training. Requires any such person to identify in any advertisement the license under which such person is authorized to provide services. Treats such statements or acts as unfair or deceptive acts or practices prescribed under the Federal Trade Commission Act. Requires the Federal Trade Commission (FTC) to conduct an investigation of health care providers engaging in such acts to: (1) identify specific acts and practices constituting a violation of this Act; (2) determine the frequency of such acts and practices; (3) identify instances of harm or injury resulting from such acts and practices; (4) determine the extent to which such providers comply with state laws or regulations requiring disclosure of the type of license to patients or in advertisements; and (5) identify instances where any state public policy has permitted such acts and practices.

Expresses the sense of the House of Representatives that the Soviet Union's decades-long occupation of Estonia was illegal and a violation of Estonia's sovereignty. Expresses support for Estonia as a sovereign state and a member of the North Atlantic Treaty Organization (NATO) and the Organization of Security and Cooperation in Europe (OSCE). Condemns: (1) recent acts of violence and looting in Estonia; (2) attacks and threats against Estonia's embassies and officials in Russia and other countries; and (3) political efforts to exploit the memory of the victims of the Second World War. Urges all activists to express their views peacefully. Honors the sacrifice of all those, including Red Army soldiers, who gave their lives to defeat Nazism. Supports the government of Estonia's efforts to initiate a peaceful dialogue with the government of the Russian Federation. Urges the governments of all countries to: (1) condemn the violence that has occurred in Estonia, Moscow, and elsewhere in 2007, and to urge all parties to express their views peacefully; (2) assist the government of Estonia in its cyber-attacks investigation; and (3) fulfill their obligations under the 1961 Vienna Convention on Diplomatic Relations.

Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Social Security Benefits Tax Relief Act of 2007 - Amends the Internal Revenue Code to repeal the 85 percent maximum tax rate on Social Security and Railroad Retirement benefits enacted by the Omnibus Budget Reconciliation Act of 1993. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenues resulting from this repeal.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Parent's Right to Know Act of 2007 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services compliance with this Act.

Expresses the sense of the House of Representatives that judicial interpretations of the U.S. Constitution should not be based on judgments, laws, or pronouncements of foreign institutions unless such judgments, laws, or pronouncements inform an understanding of the original meaning of the Constitution.

Freight Rail Infrastructure Capacity Expansion Act of 2007 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2012.

Public Prayer Protection Act of 2007 - Denies the Supreme Court and district courts jurisdiction to review any matter related to the alleged establishment of religion involving the expression of public prayer by any federal, state, or local government entity or a government officer or agent acting in an official capacity.

Family Budget Protection Act of 2007 - Amends the Congressional Budget Act of 1974 (CBA) to eliminate the May 15 deadline for consideration of annual appropriations measures. Requires annual joint (currently, concurrent) budget resolutions signed by the President. Provides for an amendment to change the statutory limit on the public debt. Requires consideration of budget-related legislation before the budget resolution becomes law. Provides for establishment of a reserve fund for emergencies. Prescribes requirements for biennial budget resolutions, appropriations Acts, and government strategic and performance plans instead of annual ones if the President and Congress so agree. Provides spending caps on the growth of entitlements and mandatory budget outlays. Exempts certain Social Security benefits, Tier 1 railroad retirement benefits, and Medicare benefits from required reductions under the Balanced Budget and Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), along with specified government accounts and activities. Provides other exceptions, limitations, and special rules with respect to sequestration exemptions. Directs the Chairman of the House and Senate Committees on the Budget each to maintain a Budget Protection Mandatory Account and a Budget Protection Discretionary Account. Amends the CBA to require: (1) an analysis of long-term unfunded obligations in the President's budget submission; and (2) long-term unfunded obligation analyses by the Congressional Budget Office (CBO). Makes it out of order to consider legislation which, if enacted, would increase the long-term unfunded obligation under title II (Old Age, Survivors and Disability Insurance (OASDI)) of the Social Security Act, as defined in the CBA. Freezes at current levels spending authority for each unearned entitlement and high-cost discretionary spending program unless such spending authority is reauthorized after the enactment of this Act. Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Dedicates any cancellation only to deficit reduction or increase of a surplus. Expresses the sense of Congress on abuse of proposed cancellations. Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to require that bills always be considered under open rules. Establishes the Commission to Eliminate Waste, Fraud, and Abuse. Provides for accrual funding of: (1) the Civil Service Retirement and Disability Fund; (2) the Central Intelligence Agency Retirement and Disability System; and (3) the Foreign Service Retirement and Disability System. Establishes in the Treasury: (1) the Public Health Service Commissioned Corps Retirement Fund; (2) the National Oceanic and Atmospheric Administration Commissioned Officer Corps Retirement Fund; and (3) the Coast Guard Military Retirement Fund. Changes the name of the Department of Defense Medicare-Eligible Retiree Health Care Fund to Uniformed Services Health Care Fund (thus, providing health care programs for all uniformed service retirees, under certain conditions). (Currently, such programs are for Department of Defense Medicare-eligible beneficiaries.) Makes it out of order in the House to consider any legislation unless: (1) the required list of congressional earmarks, limited tax and tariff benefits, and the name of the requesting Member is also set forth in the text of the measure; and (2) such list is made publicly available on the Internet in a searchable format at least 48 hours before a measure's consideration. Decreases the limit on the public debt from $6.4 trillion to $4.393 trillion. Repeals Rule XXVII (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution). Amends the CBA to require the President's budget submission to Congress to be based upon the risk-assumed cost of federal insurance programs for accrual budgeting purposes. Prohibits consideration of extraneous appropriations in omnibus appropriations measures.

Yellow Ribbon Reintegration Program Act of 2007 - Directs the Secretary of Defense to establish a national combat veteran reintegration program (to be known as the Yellow Ribbon Reintegration Program) to provide National Guard members and their families with information, services, referral, and outreach opportunities throughout the entire deployment cycle. Requires the Program to consist of informational events and activities for such members, their families, and community members through the following phases of the deployment cycle: (1) pre-deployment; (2) deployment; (3) demobilization; and (4) post-deployment-reconstitution. Requires the: (1) National Guard Bureau to establish the Office for Reintegration Programs to administer state National Guard reintegration programs; and (2) Bureau Chief to establish a Center for Excellence in Reintegration.

Urges Congress and the executive branch to: (1) recognize the successful use of advanced imaging technologies in the fight against breast cancer; and (2) provide additional support for the research and development of technologies for prostate cancer detection and treatment comparable to mammograms.
