Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Allows employers a tax deduction for fees, dues, or membership expenses paid to an athletic or fitness facility. Limits the amount of such deduction to $900 per employee per year.

National Park Centennial Act

National Park Centennial Act - Establishes the National Park Centennial Fund in the Treasury. Amends the Internal Revenue Code to allow individual taxpayers to designate overpayments and contributions for the benefit of the National Park System. Allocates such amounts to the Fund (along with necessary amounts from the General Fund to the extent that such amounts are inadequate in any fiscal year) for expenditure by the Secretary of the Interior. Authorizes appropriations for a public awareness campaign about the Fund and the ability of taxpayers to make tax-related contributions. Requires a specified percentage of Fund deposits to be used: (1) for the elimination of the backlog of unmet needs in the national parks as identified in the Facility Condition Index of the National Park Service (NPS); (2) to protect natural resources within the parks; and (3) to protect cultural resources within the parks. Requires a majority of such percentages to be distributed to those national parks that have completed comprehensive business plans under the Business Plan Initiative of the NPS. Directs the Government Accountability Office (GAO) annually to submit a report on the National Park System. Authorizes the Secretary of Education to provide grants to elementary and secondary schools for cooperative agreements with the NPS providing distance learning and onsite education programs. Requires the Secretary of the Interior to submit specified reports assessing the national parks.

Medicare Mental Health Modernization Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare. Directs the Secretary of Health and Human Services to study and report to Congress on whether the criteria for coverage of any therapy service or any outpatient mental health care service under Medicare unduly restricts the access to such a service of any Medicare beneficiary with Alzheimer's disease or a related mental illness because the coverage criteria requires the Medicare beneficiary to display continuing clinical improvement to continue to receive the service.

Children's Access to Reconstructive Evaluation & Surgery (CARES) Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan, and a health insurance issuer offering group coverage, that cover surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a congenital or developmental deformity, disease, or injury of a minor child (defined as child under the age of 22). Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer; and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, abnormalities, trauma, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated; and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Second Chance Act of 2007: Community Safety Through Recidivism Prevention or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces: (3) evaluation of methods to improve academic and vocational education for offenders at prisons, jails, and juvenile facilities; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers and reduce illegal drug demand by providing drug treatment; (5) incentive grants to improve drug treatment for offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) technology career training for offenders; and (8) mentoring services for reintegrating offenders into the community. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) prison-based family treatment programs for incarcerated parents of minor children; and (4) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Local Law Enforcement Hate Crimes Prevention Act of 2007 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state, local, or Indian tribal law; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of the state, local, or tribal hate crime laws. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement agencies with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Amends the federal criminal code to prohibit willfully causing bodily injury to any person because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of such person. Amends the Hate Crimes Statistics Act to expand data collection and reporting requirements under such Act to include: (1) crimes manifesting prejudice based on gender and gender identity; and (2) hate crimes committed by and against juveniles.

Clean Money, Clean Elections Act of 2007 - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: (1) eligibility and qualifying contribution requirements, seed money limits, and benefits of clean election financing of House election campaigns; (2) establishment of a House Clean Elections Fund; (3) eligibility for Fund allocations as well as such allocations; (4) a seed money contribution requirement; (5) contribution and expenditure requirements; (6) certification of whether or not a federal election candidate is a clean money candidate; (7) benefits for participating candidates; (8) payment of fair fight funds; (9) administration of the House Clean Elections System; (10) reporting requirements for nonparticipating candidates; (11) modification of electioneering communication reporting requirements; (12) limitation on coordinated expenditures by political party committees with participating candidates; and (13) treatment of coordinated expenditures as contributions. Amends the Internal Revenue Code to provide a tax credit for voluntary donations to the House Clean Elections Fund. Establishes the Clean Elections Review Commission. Amends the Communications Act of 1934 to entitle clean money candidates to receive specified free broadcast time and reduced broadcast rates in certain circumstances. Amends federal postal law to prohibit franked mass mailings by Members of Congress (except public meeting notices) during the 90 days before primary and general election periods, unless they are not candidates for re-election to any other federal office. Amends FECA to: (1) empower the Federal Election Commission (FEC) to petition the U.S. Supreme Court for a proceeding on certiorari; and (2) reduce from 48 to 24 hours the deadline for electronic filing with the FEC of reports by each political committee of contributions received within 90 days before an election.

Alzheimer's Breakthrough Act of 2007 - Authorizes appropriations to the National Institutes of Health (NIH) for conducting and supporting research on Alzheimer's disease in FY2008-FY2012. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to projects for conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within NIH; (3) ensure that Alzheimer's disease is maintained as a high priority for the existing neuroscience initiative; (4) conduct and support cooperative clinical research regarding Alzheimer's disease; and (5) make grants for research related to the early detection, diagnosis, and prevention of Alzheimer's disease, the relationship of vascular disease and Alzheimer's disease, and Alzheimer's disease services and caregiving. Directs the Secretary of Health and Human Services to: (1) convene a summit of researchers and other industry representatives on Alzheimer's disease; (2) make grants for public education programs on risk factors associated with cognitive health, Alzheimer's disease, and other dementias; and (3) make grants to community organizations to establish and operate Alzheimer's call centers to provide 24-hour information on Alzheimer's disease. Extends through FY2012 funding for demonstration projects relating to Alzheimer's disease.

Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Requires the Advisory Council for the Elimination of Tuberculosis to make recommendations on the development, revision, and implementation of a national plan to eliminate tuberculosis in the United States. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop new tools for the elimination of tuberculosis. Requires the Federal Tuberculosis Task Force to make recommendations on the development of a national plan for the development of such tools. Requires the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate tuberculosis research and development. Allows the Director of the Institute to provide awards for: (1) the development of curricula in schools of medicine or osteopathic medicine regarding the principles and practices of preventing, managing, and controlling tuberculosis; (2) supervised study and research for clinically trained professionals who are committed to research regarding pulmonary infections and tuberculosis. Requires the Director of the National Institute of Allergy and Infectious Diseases to conduct research activities to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to seek to ensure that a portion of amounts appropriated for loan repayment for qualified health professionals conducting research is reserved for contracts with individuals to conduct tuberculosis research.

Artist-Museum Partnership Act - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Savings for Working Families Act of 2007 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

Fuel Economy Reform Act - Amends federal transportation law to: (1) revise the definition of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition); and (2) continue applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2011, but, for passenger automobiles, adds an increase of 4% per year in such standard for model years 2009 through 2011. Requires an average fuel economy standard of 27.5 miles per gallon for automobiles manufactured by a manufacturer for model year 2012, and an average fuel economy standard of 35 miles per gallon for automobiles manufactured by a manufacturer for model year 2018, with a minimum increase of 4% in the average fuel economy from the level for the prior model year for model year 2013 and beyond, with specified exceptions from the 4% increase permitted. Prohibits this Act from being construed to limit, supercede, or expand the Secretary of Transportation's authority under federal transportation law to prescribe motor vehicle safety standards to reduce traffic accidents and deaths and injuries due to such accidents.

Public Transportation and Rail Security Assistance Act of 2007 - Requires the public transportation security assessment (a risk assessment of a public transportation system conducted pursuant to specified provisions of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) of each public transportation system to identify: (1) the critical assets of the public transportation system; (2) threats to those assets; (3) security weaknesses in the public transportation system; (4) redundant and backup systems required in the event of an incident; and (5) the extent to which public transportation employees have received training in security awareness and emergency response procedures. Requires a public transportation agency that receives an assessment to develop a prioritized plan of needed capital and operational security improvements. Requires the Secretary of Transportation to develop: (1) a national public transportation security needs assessment (national assessment) to determine the costs of needed capital and operational security improvements for each system; and (2) a security plan for U.S. railroads. Makes grants to eligible public transportation agencies for certain capital security improvements and operational security improvements. Requires the Secretary of Homeland Security to provide notification of all credible terrorist threats against public transportation assets in the United States. Directs the Secretary of Transportation to develop and issue guidelines for a public transportation employee security training program. Requires a public transportation agency that receives a public transportation security assessment to develop, and submit for the Secretary of Transportation's approval, an employee training program in accordance with such guidelines. Makes grants to private operators of over-the-road buses for certain system-wide security improvements to their operations. Requires the Secretary of Transportation to submit to Congress a preliminary report that includes an assessment of the over-the-road bus security grant program. Allows a rail carrier, a rail shipper, or railroad contractor or railroad labor organization to report a security vulnerability, cargo information, security plan, or security training program to specified individuals.

Senior Safety and Dignity Act of 2007 - Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act (SSA) to include in the nursing home patient's bill of rights the right to receive care from a creditable caregiver. Requires a skilled nursing facility (SNF), before hiring a worker, to conduct a background check on the applicant. Prohibits the hiring of abusive workers or workers convicted of a relevant crime. Establishes civil penalties for violations of this Act, including knowing retention of SNF workers who fail background checks. Applies such requirements and prohibitions to a long-term care facility or provider. Directs the Secretary to establish a national criminal background check program, after evaluation of the pilot program under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, in order to prevent abuse of nursing facility and SNF residents and individuals receiving home health care services and other long-term care services under the Medicare or Medicaid programs. Requires the Federal Bureau of Investigation to conduct such criminal background checks. Requires the national criminal background check program to be made available to a long-term care facility or provider. Adds to the nursing home patient's bill of rights the right to a safe environment during an emergency or natural disaster. Requires a SNF under Medicare and Medicaid to: (1) have a clear and preestablished disaster plan; and (2) inform residents and next-of-kin about it and the location of possible evacuation in case of an emergency disaster. Applies the same requirement to other long-term care facilities.

Defines "rare canid" to: (1) mean any canid species, subspecies, or population that is not native to the United States and Canada, and is included in the threatened or endangered lists of the World Conservation Union, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or the Endangered Species Act of 1973; and (2) include such a subspecies or population of dhole, gray wolf, Ethiopian wolf, bush dog, or maned wolf. Defines "rare felid" to: (1) mean any felid species, subspecies, or population that is not native to the United States and Canada, and is included in the threatened or endangered lists of the World Conservation Union, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or the Endangered Species Act of 1973; and (2) include such a subspecies or population of lion, leopard, jaguar, snow leopard, clouded leopard, cheetah, or Iberian lynx. Provides for a reapportionment of Members resulting from such increase. Directs the Clerk of the House to: (1) certify to the Governor of each state the number of Representatives to which the state is entitled; and (2) identify to the Speaker of the House the state (other than the District of Columbia) entitled to one additional Representative. Makes conforming amendments to the District of Columbia Elections Code of 1955. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for election of a Representative for the District.

Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2006. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2008, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Centers for Medicare & Medicaid Services and Medicare fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of servivces provided by inpatient rehabilitation hospitals and units to Medicare beneficiaries. Directs the Secretary to report to specified congressional committees: (1) an examination of the impact of the 75% rule on the Medicare program, and specifically on Medicare beneficiaries; and (2) alternatives to the 75% rule policy for determining exclusion criteria for inpatient rehabilitation hospital and unit designation under the Medicare program.
