Southern Nevada Higher Education Land Act of 2008 - Directs the Secretary of the Interior to convey three parcels of Bureau of Land Management (BLM) land to: (1) the Nevada System of Higher Education for the Great Basin College and the College of Southern Nevada; and (2) the System for the University of Nevada, Las Vegas. Specifies that the Nevada System of Higher Education may use the conveyed federal land for any purpose relating to the establishment, operation, growth, and maintenance of the System and for any uses related to such purposes, including residential and commercial development that would generally be associated with an institution of higher education.

National Commission on Financial Collapse and Recovery Act of 2008 - Establishes in the legislative branch the National Commission on the Financial Collapse and Recovery of 2008 to study and report to the President and Congress on the facts, circumstances, and causes relating to the collapse of the financial markets and financial institutions that occurred during 2008, along with recommendations for corrective measures to prevent such failures in the future.

Alternative Minimum Tax Relief Act of 2008 - Amends the Internal Revenue Code to extend through 2008 for individual taxpayers: (1) the offset of nonrefundable personal tax credits against regular and alternative minimum tax (AMT) liability; and (2) the increased alternative minimum tax (AMT) exemption amounts. Increases the alternative minimum tax (AMT) refundable credit amount for individuals who have long-term unused minimum tax credits from prior taxable years. Abates any underpayment of tax attributable to the application of special AMT rules for the treatment of incentive stock options.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define "retail pet store" as a person that: (1) sells an animal directly to the public for use as a pet; and (2) does not breed or raise more than 50 dogs for use as pets during any one-year period. Exempts from requirements to obtain a license as an animal dealer or exhibitor under such Act any retail pet store or other person who: (1) does not breed or raise more than 50 dogs for use as pets during any one-year period; and (2) derives less than a substantial portion of their income from the breeding and raising of dogs or cats on their own premises and sells such dogs or cats to a dealer or research facility. Requires: (1) a dealer to provide each dog it holds that is 12 weeks or older with a minimum of two exercise periods during each day for a total of no less than one hour of exercise; (2) such exercise to include removing the dog from the dog's primary enclosure and allowing the dog to walk for the entire exercise period; and (3) such exercise to not include use of a treadmill, catmill, jenny mill, slat mill, or similar device, unless prescribed by a doctor of veterinary medicine.

Establishes the Select Committee on Financial Bailouts to investigate the extraordinary actions taken by the Board of Governors of the Federal Reserve System and the Secretary of the Treasury in 2008. Requires the Select Committee to report to the House of Representatives on: (1) such extraordinary actions; (2) the role that political activities and influence had in affecting the market conditions that led to such actions; and (3) recommendations for congressional action that would prevent the need for the Secretary and the Board to intervene in the capital markets in the future.

Directs the Secretary of the Interior to give priority to the consideration of applications for permits and other authorizations required for renewable energy projects on federal public lands and to issue regulations that establish an expeditied process for the submission and consideration of such applications, including projects pending before the Department of the Interior. Specifies the treatment of such projects with regard to the National Environmental Policy Act of 1969. Requires the Secretary to promptly identify federal public land under the Secretary's administrative jurisdiction that is suitable and feasible for renewable energy projects.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

Unemployment Compensation Extension Act of 2008 - Amends the Supplemental Appropriations Act, 2008 to revise the formula for Tier-1 amounts a state credits to an applicant's emergency unemployment compensation account (EUCA) for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited) from: (1) 50% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) 13 to 20 times the individual's average weekly benefit amount for the benefit year. Provides an additional Tier-2 period for deposits to an individual's EUCA, using the current formula, if, at the time that the amount established under this Act is exhausted, or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-2 period augmentation to be applied to the individual's EUCA only once. Prohibits a Tier-2 augmentation under this Act to an individual's account after March 31, 2009, if the account is exhausted after such date. Extends the period of emergency unemployment compensation.

Veterans' Programs Extension and Construction Authorization Act of 2008 - Authorizes specified major medical facility projects and leases for the Department of Veterans Affairs (VA) for FY2009. Revises amounts of certain previously-authorized projects. Requires reports from the Secretary of Veterans Affairs on VA facilities administration and outpatient clinics. Extends for specified periods, or makes permanent, certain VA programs and activities, including: (1) recovery audit authority; (2) health care for veterans who participated in certain chemical and biological tests conducted by the Department of Defense (DOD); (3) third-party insurance provider collection authority; (4) required nursing home care for veterans with certain service-connected disabilities; (5) income verification for benefits eligibility purposes; (6) research corporations; (7) veterans' home loan guaranty programs; (8) specified committee reports and committee duration; and (9) a temporary increase in the maximum guaranty amount for certain housing loans guaranteed by the VA. Increases: (1) the number of veterans authorized to participate in the independent living program; and (2) the maximum percentage of home loan value authorized to be guaranteed by the VA upon refinancing.

Oncology Quality Care Improvement Act of 2008 - Directs the Secretary of Health and Human Services to establish budget neutral demonstration projects to test and evaluate methods that: (1) improve the quality of care provided to eligible beneficiaries with certain cancer diagnoses; and (2) reduce expenditures that would otherwise be made under the Medicare program on behalf of such individuals for such diagnoses. Authorizes the participation of oncology care groups of physicians, or of physicians and oncology nurse practitioners, in such demonstration projects, subject to certain conditions.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.
