Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define "retail pet store" as a person that: (1) sells an animal directly to the public for use as a pet; and (2) does not breed or raise more than 50 dogs for use as pets during any one-year period. Exempts from requirements to obtain a license as an animal dealer or exhibitor under such Act any retail pet store or other person who: (1) does not breed or raise more than 50 dogs for use as pets during any one-year period; and (2) derives less than a substantial portion of their income from the breeding and raising of dogs or cats on their own premises and sells such dogs or cats to a dealer or research facility. Requires: (1) a dealer to provide each dog it holds that is 12 weeks or older with a minimum of two exercise periods during each day for a total of no less than one hour of exercise; (2) such exercise to include removing the dog from the dog's primary enclosure and allowing the dog to walk for the entire exercise period; and (3) such exercise to not include use of a treadmill, catmill, jenny mill, slat mill, or similar device, unless prescribed by a doctor of veterinary medicine.

Unemployment Compensation Extension Act of 2008 - Amends the Supplemental Appropriations Act, 2008 to revise the formula for Tier-1 amounts a state credits to an applicant's emergency unemployment compensation account (EUCA) for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited) from: (1) 50% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) 13 to 20 times the individual's average weekly benefit amount for the benefit year. Provides an additional Tier-2 period for deposits to an individual's EUCA, using the current formula, if, at the time that the amount established under this Act is exhausted, or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-2 period augmentation to be applied to the individual's EUCA only once. Prohibits a Tier-2 augmentation under this Act to an individual's account after March 31, 2009, if the account is exhausted after such date. Extends the period of emergency unemployment compensation.

Increases: (1) the number of veterans authorized to participate in the independent living program; and (2) the maximum percentage of home loan value authorized to be guaranteed by the VA upon refinancing.

Fostering Connections to Success Act - Amends Part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to give state plans the option of providing for the state to enter into agreements to provide kinship guardianship assistance payments to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and for whom they have committed to care on a permanent basis. Amends SSA title IV part B (Child and Family Services) to authorize the Secretary of Health and Human Services to make matching grants to state, local, or tribal child welfare agencies, and experienced private nonprofit organizations to help children in, or at risk of entering, foster care to reconnect with family members. Requires the applicable state agency, within 30 days after placing a child in foster care, to attempt to: (1) locate and notify any of the child's adult family members of the child's removal from parental custody; and (2) explain the options for participating in the child's care and placement. Gives states the option of covering under part E certain children in foster care, and certain children in an adoptive or guardianship placement, after attaining age 18. Provides for short-term training for child welfare agencies and prospective relative guardians. Allows an Indian tribe to receive direct federal SSA title IV part E funds if specified requirements are met. Requires each state child welfare services plan to provide that the state will develop a plan for the ongoing oversight and coordination of health care services for any child in a foster care placement. Requires case plans under SSA title B or E to include a plan for ensuring the educational stability of a child while in foster care. Provides for joint placement of siblings in the same foster care, kinship guardianship, or adoptive placement unless it would be contrary to the safety or well being of any of the siblings. Revises and extends the adoption incentives payment program. Requires the state plan for foster care and adoption assistance to provide that the state will inform any individual who is adopting, or considering adopting, a child in foster care of the individual's potential eligibility for a federal tax credit. Amends the Internal Revenue Code to provide for the collection of unemployment compensation debts resulting from fraud. Authorizes the Secretary of the Treasury to invest U.S. operating cash in repurchase agreements with acceptable parties.

Requires federal agencies to comply with standards. Requires the Secretary to study current federal security and confidentiality standards. Amends the Internal Revenue Code to treat qualified health care information technology as a depreciable asset. Requires the Secretary to encourage and facilitate the adoption of state reciprocity agreements for practitioner licensure in order to expedite the provision across state lines of telehealth services. Provides for studies related to telehealth services, including on expanding the list of Medicare telehealth originating sites to include mental health facilities. Requires the Centers of Medicare & Medicaid Services to make federally qualified health centers eligible to participate in demonstration projects related to health records and heath information technology.

Deep Ocean Energy Resources Act of 2008

Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of lateral offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the OCSLA with respect to Adjacent Zones and Planning Areas in the outer Continental Shelf (OCS) subsoil and seabed. Revises procedures governing natural gas lease administration. Prohibits the President from: (1) revising or revoking a withdrawal that is extended by a state; or (2) withdrawing from leasing any area for which a state has failed to prohibit leasing. Requires the Secretary of the Interior (Secretary) to include, in each five-year OCS leasing program, lease sales that, when viewed as a whole, propose to offer to lease at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas. Prescribes conditions for a federal agency permit, without adjacent state concurrence, to construct a crude oil or petroleum products pipeline within the part of the adjacent state's Adjacent Zone that is withdrawn from oil and gas or natural gas leasing. Exempts lease suspensions and all preliminary activities on OCS tracks from the requirement to prepare environmental assessments or impact statements under the National Environmental Policy Act of 1969. Establishes the Federal Energy Natural Resources Enhancement Program to manage wildlife and natural resources related to energy and minerals development on federal lands. Declares without force or effect existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts geologically prospective for oil or natural gas. Requires the Secretary to repurchase and cancel certain federal oil and gas, geothermal, coal, oil shale, tar sands, or other mineral leases, whether onshore or offshore. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2008 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for an artificial reef, scientific research, or any other use authorized for leases, easements, or rights-of-way for energy and related purposes. Redesignates the Mining and Mineral Resource Institutes Act of 1984 as the Energy and Mineral Schools Reinvestment Act. Directs the Secretary to provide funds to state-chartered petroleum or mining schools. Establishes the Office of Petroleum and Mining Schools. Directs the Secretary to appoint an advisory Committee on Petroleum, Mining, and Mineral Engineering and Energy and Mineral Resource Education. Authorizes grants to schools for career technical education. Establishes a Physical Science, Engineering, and Technology Scholarship Program. Directs the Secretary to establish OCS Regional Headquarters in designated locations. National Geo Fund Act of 2008 - Directs the Secretary to establish a program for production of: (1) fuels from strategic unconventional resources; and (2) oil and gas resources using CO2 enhanced recovery. Directs the Secretary to establish grant programs for production of: (1) geothermal and geopressure oil and gas energy; (2) liquid fuels; and (3) renewable energy from ocean waves, currents, and thermal resources. Grants the lessee of an existing oil and gas lease located completely within 100 miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of five years. Amends OCSLA to repeal the coastal impact assistance program. Amends the Energy Policy Act of 2005 to repeal the requirement for payments for oil shale and tar sands leases. Amends the Mineral Leasing Act to prescribe requirements for treatment of oil shale or tar sands lease revenues and royalty rates for commercial leases. Amends OCSLA to make OCS receipts available in certain circumstances for payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Repeals the Gulf of Mexico Energy Security Act of 2006.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Expresses the sense of Congress that: (1) the provisions of, and amendments made by, this Act should be deficit neutral over the five year period beginning on October 1, 2008; and (2) Congress should address the challenges facing the Medicare program in a fiscally responsible manner. Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends through 2016 the energy investment tax credit for solar energy, fuel cell, and microturbine property. Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Emergency Nursing Supply Relief Act - Amends the American Competitiveness in the Twenty-first Century Act of 2000 to lift the numerical limitations for employment based immigrants (and accompanying family members) for nurses and physical therapists until September 30, 2011, subject to a cap. Directs the Secretary of Homeland Security to impose a fee upon each petitioning employer who uses such a visa to provide employment for an alien as a professional nurse. Requires the Secretary of Health and Human Service (HHS), acting through the Health Resources and Services Administration (HRSA), to award a grant each fiscal year to each eligible nursing school that applies and meets specified requirements to increase the number of nursing faculty and students at the school. Establishes in the Treasury's general fund a Domestic Nursing Enhancement Account. Amends the Immigration and Nationality Act to: (1) direct the Secretary to allow an eligible alien (and spouse or child) to reside in a candidate country (defined to include a lower middle income country or one experiencing a natural disaster) during the period the alien is working there as a health care worker; and (2) make inadmissible an alien seeking entry into the United States to perform labor as a health care worker unless the alien attests that he or she does not have an outstanding obligation to the alien's government or country of residence, subject to a waiver. Directs the Secretary of Labor to establish a partnership program to award grants to eligible entities to carry out comprehensive programs to provide education to nurses and create a pipeline to nursing for incumbent ancillary health care workers who wish to advance their careers.

Authorizes the Secretary of Defense to permit, on a case-by-case basis, the reenlistment or appointment in such status of a member who, during the period beginning on September 1, 2001, and ending on the date of enactment of this Act, was retired or separated as the result of a combat-related disability. Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.
