Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Enumerated Powers Act - Requires each Act of Congress to contain a concise and definite statement of the constitutional authority relied upon for the enactment of each portion of that Act. Declares that failure to comply with this requirement shall give rise to a point of order in either chamber of Congress.

Veterans' Heritage Firearms Act of 2009 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it; and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

Urges the President and the Secretary of State to: (1) build upon U.S. policy by publicly declaring that the United States will not fund or participate in any portion of the Durban Review Conference or its preparatory activities; (2) withhold from U.S. funding for the United Nations regular budget an amount equivalent to the U.S. share of assessed contributions for the Conference and such activities; and (3) lead high-level diplomatic efforts to encourage other responsible nations to not fund or participate in the Conference or such activities and to explore alternative forums for combating racism, racial discrimination, xenophobia, and related intolerance. Commends Canada and Israel for publicly refusing to fund or participate in the Conference.

Expresses the sense of Congress that: (1) the President should abandon the "One China Policy" in favor of a "One China, One Taiwan Policy" that recognizes Taiwan as a sovereign government; (2) the President should begin the process of resuming normal diplomatic relations with Taiwan; and (3) the President and other U.S. officials should support Taiwan's full participation in international organizations for which statehood is a membership requirement.

SCHIP Plus Act of 2009 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to require a state child health plan to provide for the offering of any qualified alternative coverage that a qualified entity seeks to offer targeted low-income children through the plan. Revises requirements with respect to authority for payments to a state for the purchase of family coverage under an employer-sponsored group health plan that includes coverage of targeted low-income children. Prohibits a state child health plan from requiring a targeted low-income child to enroll in such coverage in order to obtain child health assistance under this Act. (Thus requires enrollment to be voluntary.) Requires a state health plan to provide at least one opportunity per fiscal year for beneficiaries to switch SCHIP coverage from an employer-sponsored plan to the coverage otherwise available under SCHIP. Requires such plan also to permit beneficiaries to switch coverage under other circumstances, such as change in employment, birth of a child, or change in households, as the Secretary specifies. Amends the Internal Revenue Code, the Employee Retirement Income Security Act of 1974 (ERISA), and the Public Health Service Act to require employers that maintain a group health plan in a state that provides child health assistance under SCHIP in the form of premium assistance to give each employee written notice of potential opportunities for such premium assistance for health coverage of the employee's dependents.

Economic Growth Through Tax Stimulus Act of 2009 - Makes permanent: (1) the tax provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001; (2) the reduction in dividend and capital gain tax rates in the Jobs and Growth Tax Relief Reconciliation Act of 2003; (3) the tax deduction for state and local sales taxes; (4) the tax deduction for tuition and related expenses; and (5) the increased expensing allowance for depreciable business assets. Amends the Internal Revenue Code to reduce individual and corporate income tax rates in taxable years between 2008 and 2014.

Expresses commitment to the welfare and survival of Israel as a Jewish and democratic state with secure borders and recognizes its right to act in self-defense. Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel's right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and dismantle its terrorist infrastructure. Encourages the Administration to work to support a sustainable cease-fire in Gaza that prevents Hamas from retaining or rebuilding its terrorist infrastructure. States that the lives of innocent civilians must be protected to the maximum extent possible. Calls on all nations to: (1) condemn Hamas for embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields while simultaneously targeting Israeli civilians; and (2) lay blame for the breaking of the calm and for subsequent civilian casualties on Hamas. Supports efforts to diminish the influence of extremists in the Palestinian territories. Calls: (1) on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt; and (2) for the release of the kidnaped Israeli soldier Gilad Shalit. Reiterates support for a two-state resolution of the Israeli-Palestinian conflict through negotiations between Israel and the Palestinian Authority.

Broadcaster Freedom Act of 2009 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

National Right-to-Carry Reciprocity Act of 2009 - Amends the federal criminal code to establish a national standard for the carrying of concealed firearms (other than a machinegun or destructive device) by non-residents. Authorizes a person who has a valid permit to carry a concealed firearm in one state and who is not prohibited from carrying a firearm under federal law to carry a concealed firearm in another state in accordance with the restrictions of that state or as specified under this Act.

Adoption Tax Relief Guarantee Act of 2009 - Exempts provisions expanding the adoption tax credit and adoption assistance programs enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 from the general terminating (sunset) provisions of that Act.

Amends the Internal Revenue Code to: (1) reduce to 0% the employment tax on employers, employees, and self-employed individuals in the first full two-month period after the enactment of this Act; and (2) exclude from gross income any wage and self-employment income earned during the same period . Amends the Emergency Economic Stabilization Act of 2008 to repeal procedures for authorizing the Secretary of the Treasury to obligate additional amounts under the Troubled Asset Relief Program (TARP). Requires the Secretary to: (1) estimate the impact of this Act on the income and balances of the social security trust funds; and (2) transfer amounts from the Treasury to such trust funds if there is any reduction in the income and balances of such trust funds resulting from this Act. Terminates the authority of the Secretary under the Emergency Economic Stabilization Act of 2008 to purchase troubled assets or any preferred or other stock or equity in any financial institution.

Fair Tax Act of 2009 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2009. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2011, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax; and (2) credits and refunds. Allows a monthly sales tax rebate for families meeting certain size and income requirements. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue; (2) the old-age and survivors insurance trust fund; (3) the disability insurance trust fund; (4) the hospital insurance trust fund; and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2013. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax. Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S. Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Amends the Emergency Economic Stabilization Act to revise the process for exercising the authority of the Secretary of the Treasury to make purchases of troubled assets in any amount in excess of the $350 billion previously obligated. Changes the Joint Resolution of Disapproval, regarding the exercise of such authority, to a Joint Resolution of Approval. Prohibits the Secretary, that is, from exercising any authority to make any such purchases unless a joint resolution approving the plan is enacted into law.

Amends the Internal Revenue Code to allow individual taxpayers a deduction from gross income for: (1) interest paid on indebtedness (up to $49,500) incurred after November 12, 2008, and before January 1, 2010, for the purchase of a motor vehicle (i.e., passenger automobile or light truck) with a gross vehicle weight rating of not more than 8,500 pounds; and (2) state and local sales and excise taxes imposed on the purchase of such a motor vehicle.

Free Market Protection Act of 2008 - Government-Sponsored Enterprises Free Market Reform Act of 2008 - Directs the Director of the Federal Housing Finance Agency (FHFA) to: (1) determine the financial viability of the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs); (2) terminate the conservatorship of a GSE that is financially viable; or (3) appoint the FHFA as receiver for a GSE that is not financially viable. Amends the Housing and Community Development Act of 1992 to limit the mortgage assets held by a GSE upon its emergence from conservatorship, including an increase in its minimum capital requirements. Amends the Economic Stimulus Act of 2008 to repeal the temporary increase in conforming loan limits applicable to the GSEs. Prohibits the GSEs from purchasing mortgages that exceed the median area home price. Requires the GSEs to pay state and local taxes. Directs the Comptroller General to study and report to Congress on recoupment of costs for the federal guarantee regarding the GSEs. Requires the wind down of operations and dissolution of a GSE whose charter has not been renewed. Price Stability Act of 2008 - Amends the Federal Reserve Act to direct the Board of Governors of the Federal Reserve System and the Federal Open Market Committee to: (1) establish an explicit numerical definition of "price stability"; and (2) maintain a monetary policy that promotes long-term price stability. Repeals the Full Employment and Balanced Growth Act of 1978 (Humphrey-Hawkins Act). Amends the Employment Act of 1946 and the Congressional Budget Act of 1974 to reflect the changes made by this Act. Amends the Internal Revenue Code to: (1) prescribe a temporary zero percent capital gains rate for individuals and corporations; (2) substitute an indexed basis for the adjusted basis of certain assets in order to determine gain or loss upon disposition; (3) provide a five-year carryback of certain losses for taxable years ending during 2007, 20008, and 2009; and (4) modify the deduction for dividends received from controlled foreign corporations. Directs the Securities and Exchange Commission to suspend the application of fair value reporting standards to troubled assets held by financial institutions. Directs the General Accountability Office to analyze and report to certain congressional committees on the effect of fair value accounting standards upon financial institutions. Makes the Secretary of the Treasury responsible to determine the terms of a program to insure payment of up to 100% of principal and interest on each mortgage-backed security held by a financial institution on or before September 24, 2008. Establishes a Mortgage-Backed Securities Fund. Treats gain or loss from the sale or exchange of preferred GSE stock by specified financial institutions as ordinary income or loss. Requires an officer of an institution to pay to the Department of the Treasury any funds received as incentive-based or equity-based compensation during a specified period before the year in which the institution is subject to government intervention.

Taxpayer Reimbursement Act of 2008 - Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Federal Housing Finance Regulatory Reform Act of 2008, to require the Director of the Federal Housing Finance Agency to suspend temporarily any allocations by the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) upon: (1) the appointment of a conservator or receiver, and for the duration of a conservatorship or receivership; or (2) a finding that the federal government has not been fully reimbursed for the costs of such a conservatorship. Repeals the reduced percentages for calendar years 2010 and 2011 to require the use of 100% of certain Fannie Mae and Freddie Mac allocations to reimburse the Treasury for payments on bonds of the HOPE for Homeowners Program for calendar 2009-2001. Suspends the annual goals and duties established for Fannie Mae or Freddie Mac during any period it is in conservatorship or receivership.

Establishes the Select Committee on Financial Bailouts to investigate the extraordinary actions taken by the Board of Governors of the Federal Reserve System and the Secretary of the Treasury in 2008. Requires the Select Committee to report to the House of Representatives on: (1) such extraordinary actions; (2) the role that political activities and influence had in affecting the market conditions that led to such actions; and (3) recommendations for congressional action that would prevent the need for the Secretary and the Board to intervene in the capital markets in the future.

American Innovation Act of 2008 - Directs the Secretary of Energy to carry out the Alternative Fuel Vehicle Innovation Prize program to award cash prizes to eligible contestants to advance the research, development, demonstration, and commercial application of alternative fuel vehicles, including: (1) a $10 billion grand prize for the production of a prototype alternative fuel vehicle meeting fuel efficiency, emissions, cost, and commercial application criteria; and (2) $100 million in additional prizes for substantial advancements in specific areas of alternative vehicle technologies, components, or systems or for transformational changes in technology. Establishes the Innovation Trust Fund in the Treasury, to be funded with amounts attributable to the exploration for, development of, or production of oil, natural gas, or oil shale located on federal lands in the Outer Continental Shelf (OCS) or in the Arctic National Wildlife Refuge (ANWR). Directs the Secretary of the Treasury to transfer amounts in the Fund that are not required to carry out this Act to the account for public debt reduction. Declares without force or effect all existing federal law prohibiting spending appropriated funds to conduct oil or natural gas leasing and preleasing activities for any area of OCS. Revokes all presidential: (1) withdrawals from leasing under the Outer Continental Shelf Lands Act of areas for exploration for, and development and production of, oil or natural gas; and (2) authorities to withdraw from disposition any unleased OCS lands, except in the interest of natural security or military operations. Amends the Alaska National Interest Lands Conservation Act to repeal provisions: (1) withdrawing public lands within the coastal plain of ANWR from entry or appropriation under U.S. mining laws and from operation of U.S. mineral leasing laws; and (2) prohibiting production, or development leading to production, of oil and gas from ANWR.

Declares that the 110th Congress should not adjourn until comprehensive energy legislation has been enacted into law that: (1) opens the Outer Continental Shelf (OCS), the Arctic National Wildlife Refuge (ANWR), and oil shale reserves to environmentally prudent exploration and extraction; (2) extends expiring renewable energy incentives; (3) encourages the streamlined approval of new refining capacity and nuclear power facilities, and advanced research and development of clean coal, coal-to-liquid, and carbon sequestration technologies; and (4) minimizes drawn out legal challenges that unreasonably delay or prevent actual domestic energy production.

Oil and Gas Lease Reform Act of 2008 - Declares that no state environmental or pollution control law regulating the emission of pollutants or protecting human health or the environment shall apply to any activity under a lease for the exploration, development, or production of oil or natural gas on federal lands (including submerged lands), including any such state law expressly applicable to such activity under any other federal law. Amends the Federal Land Policy and Management Act of 1976 (FLPMA) to define "unnecessary or undue degradation," including: (1) surface or submerged disturbance greater than what would normally result when an activity is being accomplished by a prudent operator in usual, customary, and proficient operations of similar character and taking into considerations the effect of operations on other resources and land uses, including those resources and uses outside the area of operations; (2) failure to initiate and complete reasonable mitigation measures or to comply with applicable federal environmental statutes and regulations thereunder; or (3) failure to abide by the terms and conditions of an approved plan of operations and operations described in a complete notice. Amends the FLPMA, the Mineral Leasing Act, and the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from suspending any lease for the exploration, development, or production of oil or natural gas, unless: (1) operations under the lease will present an imminent threat or harm to public safety or will significantly damage the public lands outside lease stipulations; or (2) the suspension is requested by the lessee. Prescribes requirements for review and termination of a suspension. Limits the requirement of the National Environmental Policy Act of 1969 (NEPA) for an environmental impact statement for a lease for oil or natural gas exploration, development, or production on federal lands to: (1) sale of the lease by the lessee; and (2) a single statement and a single review, upon lessee request, with respect to all plans and permits required for exploration, development, production, and construction of infrastructure to be carried out under the lease. Requires issuance of an exploration, development, or production permit if the Secretary determines that the comprehensive plan for the project complies with NEPA requirements. Prescribes appeals process, enforcement, and specified related requirements.

SCHIP Full Funding Extension Act of 2008 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to extend through FY2012 funding under the SCHIP program, including additional allotments to maintain SCHIP funding for such fiscal years in shortfall states. Grants qualifying states the option to receive the enhanced portion of the SCHIP matching rate for Medicaid coverage of certain children.

Furthering Renewable Energy and Exploration Act or the FREE Act - Directs the Secretary of the Interior to commence promptly an oil and gas leasing program for public lands within the Coastal Plain of Alaska. Establishes in the Treasury the Energy Independence Trust Fund, into which shall be deposited: (1) rental payments and royalties received by the United States each fiscal year under leases issued under such program; and (2) federal income tax received by the United States each fiscal year attributable to sales of oil and gas produced under such leases. Requires payment of the amounts deposited into the Fund each fiscal year of: (1) 50% to the state of Alaska; and (2) the remainder to the Secretary of Agriculture, half to provide business and industry loan guarantees under the Consolidated Farm and Rural Development Act, and half for the Biomass Research and Development Initiative under the Farm Security and Rural Investment Act of 2002, in the succeeding fiscal year.

Frank Buckles World War I Memorial Act - Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia on or near the District of Columbia War Memorial to honor World War I veterans and to commemorate U.S. participation in that war. Establishes the World War I Memorial Advisory Board. Establishes a fund in the Treasury for expenses of establishing the memorial.

American Tax Fairness Act of 2008 - Amends the Internal Revenue Code to repeal limitations on the exclusion from gross income of income earned by citizens or residents of the United States living abroad. Directs the Secretary of the Treasury to report to Congress on U.S. taxation of foreign income.

New Resources for Domestic Consumption Act of 2008 - Directs the Secretary of the Interior to transfer to the state of Alaska all right, title, and interest of the United States in and to the 1002 Area of Alaska (Coastal Plain of the Arctic National Wildlife Refuge). Requires the Secretary, as a condition of any such transfer, to require Alaska to pay to the United States 50% of all amounts the state receives as a result of developing oil, natural gas, and other natural resources of the Area. Prohibits export from the United States of any oil produced in the 1002 Area after the date of transfer.

Honors the efforts of the 42 delegates who attended the majority of the Constitutional Convention meetings and the 39 signers. Acknowledges the significance of the ideals established by the Constitution, including the principle of a limited federal government with a system of checks and balances. Recognizes the Constitution as the source responsible for our nation's ability to withstand calamity and preserve stability.

Federal Housing Finance Regulatory Reform Act of 2008 - Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to replace the Office of Federal Housing Enterprise Oversight of the Department of Housing and Urban Development (HUD) with the Federal Housing Finance Agency (Agency), headed by a Director with regulatory authority over the following entities: (1) the Office of Finance; and (2) the Federal Home Loan Banks (FHLBs); (3) the Federal National Mortgage Association (Fannie Mae); and (4) the Federal Home Loan Mortgage Corporation (Freddie Mac). Establishes the Federal Housing Finance Oversight Board to advise the Director. Authorizes the Director to require such entities to submit regular reports of condition. Establishes within the Agency: (1) an Office of Inspector General; and (2) Office of the Ombudsman. Requires the Director to: (1) collect from such entities assessments to provide for Agency expenses; (2) establish criteria to ensure that entity portfolios are backed by sufficient capital; and (3) establish risk-based capital requirements to maintain sufficient capital and reserves to support risks in enterprise operations and management. Amends the Securities Exchange Act of 1934 to set forth entity registration requirements. Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to: (1) cite factors pertinent to prohibitions and withholding of executive compensation, including golden parachutes and indemnification payments; and (2) require reporting of fraudulent loans transactions. Requires the Director to assume additional HUD responsibilities, including prior Director approval of entity products. Amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act to increase conforming loan limitations for Fannie Mae and Freddie Mac, respectively. Expresses the sense of Congress to encourage Fannie Mae and Freddie Mac to securitize mortgages acquired under the increased conforming loan limits established by this Act. Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to instruct the Director to establish annual housing goals for mortgage purchases by the entities, including: (1) single-family housing and refinance goals; and (2) multifamily special affordable housing goals. Requires each enterprise to increase the liquidity of mortgage investments and improve the distribution of investment capital available for mortgage financing for underserved markets and rural markets by purchasing or securitizing mortgage investments. Prescribes a prompt corrective action program, including: (1) critical capital levels for the FHLBs; and (2) capital classifications for the entities, including restrictions on capital distributions. Prescribes supervisory actions over undercapitalized regulated entities. Empowers the Agency to serve as conservator or receiver of critically undercapitalized regulated entities. Sets forth enforcement actions. Requires the Director of the Office of Thrift Supervision (OTS) to establish housing goals related to the purchase of mortgages by the FHLBs. Includes community development financial institutions within the FHLB system. Requires the OTS Director to: (1) share information with FHLBs regarding the condition of another FHLB; and (2) establish a public use database incorporating census tract level data regarding mortgages purchased. Exempts the FHLBs from compliance with specified SEC regulations. Authorizes voluntary mergers among the FHLBs, including reduction of FHLB districts. Instructs the OTS Director to study and report to Congress on: (1) securitization of home mortgage loans purchased from member financial institutions under the Acquired Member Assets programs; and (2) the extent to which loans and securities used as collateral to support FHLB advances are consistent with interagency guidance on nontraditional mortgage products. Establishes FHLB refinancing authority for specified residential mortgage loans. Abolishes: (1) the Office of Federal Housing Enterprise Oversight of HUD; and (2) the Federal Housing Finance Board.

Access to America's Orthopedic Services Act of 2008 - Requires the Secretary of Health and Human Services to establish criteria for accounting and reporting the effort expended by researchers on musculoskeletal research funded with certain grants. Sets forth reporting requirements related to musculoskeletal health, including on: (1) research funded by the National Institutes of Health (NIH); (2) federal programs and activities relating to musculoskeletal trauma care; (3) a standard unit for the measurement of bone mass under the Medicare program; (4) access to orthopedic services by certain federal health program beneficiaries; and (5) childhood musculoskeletal diseases, conditions, and injuries in the United States. Amends the Public Health Service Act to require the Organ Procurement and Transplantation Network to establish the Transplantation Transmission Sentinel Network to track disease transmission from organ, tissue, or eye transplants. Requires the Secretary to issue regulations relating to the accreditation of: (1) establishments engaged in the manufacture of human cells, tissues, and cellular and tissue-based products; and (2) personnel who participate in related activities. Requires the Secretary to conduct studies related to: (1) a national registry of artificial joint replacements in Medicare beneficiaries; (2) severe trauma to extremities resulting from motor vehicle crashes; (3) workplace-related musculoskeletal injuries and conditions; (4) funding available for graduate medical education in orthopedics; (5) methods for measuring bone mass in Medicare beneficiaries; and (6) aging in the United States. Requires the Secretary to: (1) conduct a national public awareness program on musculoskeletal health; and (2) award grants for certain health and aging activities for seniors. Provides for musculoskeletal diseases and conditions to be treated as a priority within the Office of Minority Health.

Developing Resources Immediately and Long-Term through Leases on Our Nation's Offshore Waters Act of 2008, or DRILL NOW Act of 2008 - Declares without force or effect all existing federal law which prohibits spending appropriated funds to conduct oil and natural gas leasing and preleasing on the outer Continental Shelf. Revokes: (1) all withdrawals from leasing on federal submerged lands of the outer Continental Shelf (including withdrawals by the President); and (2) Presidential authorities with respect to such leasing (except in the interest of national security). Amends of the Outer Continental Shelf Lands Act to authorize a state governor to petition the Secretary of the Interior to issue leases for oil and natural gas exploration and extraction activities in any area that is at least 50 miles beyond the state's coastal zone. Cites circumstances under which the Secretary shall approve or deny the petition. Instructs the Secretary of the Treasury to deposit revenues from leasing operations into designated funds and accounts. Provides that any funds that would be received by the United States as royalties under any existing federal oil and gas lease on the outer Continental Shelf that lies within 50 miles of the coastal zone of the states of Texas, Louisiana, Mississippi, or Alabama shall be paid to that state if it enacts an expenditure plan for those funds.

Federal Exploration and Production Reform Act of 2008 - Amends the Outer Continental Shelf Lands Act to revise requirements for review and approval of outer Continental Shelf (OCS) plans for geological and geophysical exploration on any area under an oil and gas lease. Repeals the requirement that approval be denied if: (1) any proposed activity under the plan would result in serious harm or damage to life (including fish and other aquatic life), to property, to any mineral, to the national security or defense, or to the marine, coastal, or human environment; and (2) such proposed activity cannot be modified to avoid such harm or damage. Repeals the authority of the Secretary of the Interior to cancel the lease or permit if the plan is disapproved. Revises requirements for review and approval of OCS oil and gas development and production plans. Requires the Secretary to seek and accept the assistance of the Department of Defense in the review of any plan prepared for a lease containing military operating stipulations or other restrictions. Repeals the requirement that the Secretary require modification of a plan without adequate provision for safe operations on the lease area or for protection of the human, marine, or coastal environment. Amends the Mineral Leasing Act to revise requirements for regulation of surface-disturbing activities, including preparation of exploration and development and production plans. Eliminates the requirement of an adequate bond, surety, or other financial arrangement before commencement of surface-disturbing activities on any lease to ensure reclamation of the lease tract, and restoration of any lands or surface waters adversely affected by lease operations after abandonment or cessation of oil and gas operations on the lease. Repeals the prohibition against issuance of a lease, or approval of its assignment, if reclamation requirements and other related standards have not been complied with.
