Great Lakes Controlled Data Collection and Monitoring Act - Amends the Federal Water Pollution Control Act to direct the Great Lakes National Program Office of the Environmental Protection Agency to develop and implement a set of science-based indicators of water quality and related environmental factors in the Great Lakes, including accumulated toxic pollutants. Requires continued monitoring and data collection to help identify emerging problems.

Overtime Compensation Protection Act of 2003 - Amends the Fair Labor Standards Act of 1938 (FLSA) to prohibit the Secretary of Labor from promulgating any regulation that has the effect of exempting from FLSA overtime compensation requirements (which limit maximum hours at regular compensation) any employee who is not otherwise exempted under regulations in effect on the date of enactment of this Act. Provides that such prohibition does not bar the Secretary from reducing the number of employees who are exempt from such overtime compensation requirements.

Living Equitably: Grandparents Aiding Children and Youth Act - Directs the Secretary of Housing and Urban Development to carry out demonstration programs to provide: (1) intergenerational family housing in connection with the supportive housing program; and (2) section 8 rental assistance to grandparent-headed or relative-headed covered families. Makes such covered families eligible for the following programs: (1) family unification assistance under the United States Housing Act of 1937; (2) cottage housing opportunity units under the Cranston-Gonzalez National Affordable Housing Act; and (3) fair housing initiatives program education, and outreach under the Housing and Community Development Act of 1987. Amends the Department of Housing and Urban Development Act to provide Department of Housing and Urban Development personnel with training respecting covered family issues.

Amends the Irish Peace Process Cultural and Training Program Act of 1998 (IPPCTPA) to limit the number of participants in the Irish Peace Process Cultural and Training Program who have a degree from an institution of higher education to no more than 20 percent. Amends the Immigration and Nationality Act to revise the nonimmigrant alien eligibility qualifications for program participants. Sets a minimum age of 21 (retaining the current age 35 maximum), and requires that the individual has: (1) been unemployed for at least six months; and (2) has resided for at least six months in Northern Ireland or one of designated border counties of the Republic of Ireland. Reduces from 36 to 24 months the temporary period of the visit to the United States for participation in the program. Denies any such person eligibility to apply for an immigrant visa, or for permanent residence, or for a nonimmigrant visa under such Act until he or she has resided and been physically present in the country of nationality or last residence for an aggregate of a least one year following departure from the United States. Authorizes the Secretary of Homeland Security to waive this requirement if: (1) departure from the United States would impose exceptional hardship upon the alien's spouse or child (if such spouse or child is a U.S. citizen or a lawfully resident alien); (2) the alien cannot return to the country of his or her nationality or last residence because he or she would be subject to persecution on account of race, religion, or political opinion; or (3) the admission of the alien is in the U.S. public or national interest. Extends the authority of the IPPCTPA through FY 2008. Requires the Secretary to report each program year to Congress (currently, the third program year and the three subsequent years) on the number of aliens admitted who have overstayed their visas.

Farm-To-Cafeteria Projects Act of 2003 - Amends the Richard B. Russell National School Lunch Act (NSLA) to direct the Secretary of Agriculture to make competitive grants to private nonprofit entities and educational institutions to establish and carry out Farm-to-Cafeteria projects to improve access to local foods in schools and institutions receiving funds under NSLA and the Child Nutrition Act of 1966 (CNA) (except the special supplemental program for women, infants, and children (WIC) which already has a WIC Farmers Market Nutrition program). Requires such projects to be designed to: (1) procure local foods from small and medium-sized farms to provide foods for school meals; (2) support nutrition education activities or curriculum planning incorporating school children's participation in farm and agriculture education projects; and (3) develop a sustained commitment to farm-to-cafeteria projects in the community by linking schools, agricultural producers, parents, and other community stakeholders.

Rachel Granger Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to authorize waivers by the Commissioner of Social Security of the five-month waiting period for entitlement to benefits based on disability in cases in which the Commissioner determines that such waiting period would cause undue hardship to terminally ill beneficiaries.

Rail Infrastructure Development and Expansion Act for the 21st Century - Amends Federal rail transportation law to authorize the Secretary of Transportation to designate high-speed rail infrastructure bonds if: (1) the bonds are issued by a State, or one or more of the States that have entered into an interstate compact under the Amtrak Reform and Accountability Act of 1997, or by such compact; (2) such bonds are for financing projects that make a substantial contribution to providing the infrastructure required to complete a railroad passenger transportation corridor for high-speed intercity rail passenger service, or for projects for the Alaska Railroad; (3) for a railroad passenger transportation corridor design that includes the use of freight railroad rights-of-way, a written agreement exists between the applicant and the freight railroad regarding such use and other conditions are met; (4) the corridor design eliminates all existing railroad grade crossings that would impede high-speed rail operations; (5) the applicant agrees to comply with certain labor standards with respect to such project; and (6) the applicant agrees not to pay the principal or interest on the bonds using funds derived directly or indirectly from the Highway Trust Fund, except as permitted by existing law. Excludes the interest on such bonds from an individual's gross income. Requires any entity providing high-speed intercity passenger railroad transportation to negotiate over hiring and working conditions with the collective bargaining agent or agents of the employees of any exisitng rail passenger service it might be replacing. Amends the Internal Revenue Code to allow certain tax credits to holders of qualified high-speed rail infrastructure bonds. Makes corridor development activities (including the acquisition of locomotives, rolling stock, track, and signal equipment) eligible for Federal assistance. Amends specified Federal law to change from discretionary to mandatory the Secretary's authority to provide direct loans and loan guarantees for rail rehabilitation and improvement projects to State and local governments, interstate compacts, government sponsored authorities and corporations, railroads, and joint ventures that include at least one railroad.

Amtrak Reauthorization Act of 2003 - Amends Federal transportation law to authorize appropriations for Amtrak for FY 2004 through 2006 for: (1) capital expenditures; (2) certain mandatory payments; and (3) Amtrak's contractual obligations for commuter and State-supported passenger rail service. Includes among mandatory Amtrak payments to the Treasury: (1) an amount equal to the tax Amtrak must pay as an employer under the Railroad Retirement Tax Act that is more than the amount needed for anticipated benefits for retirees and their beneficiaries; (2) amounts necessary to pay the contribution for employee unemployment benefits under the Railroad Unemployment Insurance Act that are more than its obligations calculated on an experience-related basis; and (3) amounts necessary to pay railroad unemployment repayment taxes. Requires Amtrak to transmit to the Secretary of Transportation annually a comprehensive business plan, including targets for ridership and for each intercity train route (including Autotrain), revenues, and capital and operating expenses, and supplemental reports describing the work completed to date, any changes to the business plan, and the reasons for such changes. Prohibits the use of amounts appropriated under this Act to subsidize operating losses of commuter rail passenger or rail freight transportation.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Diamond-Blackfan Anemia Research and Care Act - Amends the Public Health Service Act to direct the Director of the National Institutes of Health, in coordination with other specified officials, to expand and intensify research and related activities of the Institute with regard to Diamond-Blackfan Anemia. States that the Director shall as part of such effort award grants to, or enter into contracts with, public or private entities to support a comprehensive research initiative. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to: (1) maintain and expand the Diamond-Blackfan Anemia Registry; and (2) establish a comprehensive clinical care center for Diamond-Blackfan Anemia.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Calls for the coins to be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date (2006 will mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize). Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Relief for Working Families Tax Act of 2003 - Amends the Internal Revenue Code with respect to the child care credit to: (1) make the 15 percent refundable portion of the child tax credit effective as of 2003 (currently 2005); (2) include combat pay within taxable income for refundable credit determinations; and (3) establish phased-in increases to the income threshold amounts for joint filers and for married filing separate filers (marriage penalty reduction). States that such amendments shall be subject to certain sunset provisions under the Economic Growth and Tax Relief Reconciliation Act of 2001. Amends the Code to provide a uniform definition of "child." Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend customs user fees.

Rural Provider Equity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA), the Public Health Service Act, and other Federal law with respect to rural health care, especially: (1) physician reimbursement; (2) rural health clinics and community health centers; (3) home health services and hospice care; (4) air and ground ambulance services; (5) mental health care accessibility; and (6) rural health services research. Amends SSA title XVIII to provide for coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Amends the Internal Revenue Code to exclude from gross income any loan payments under the National Health Service Corps Loan Repayment Program.

Assistant United States Attorneys Retirement Benefit Equity Act of 2003 - Makes applicable to Assistant United States Attorneys the provisions of the Civil Service Retirement System and the Federal Employees Retirement System that apply to Federal law enforcement officers. Directs the Department of Justice to provide notice to incumbent Assistant U.S. Attorneys as to their election rights under this Act and the effects of making or not making a timely election under this Act. Allows such incumbents to elect the option to be treated either: (1) in accordance with the amendments made by this Act; or (2) as if this Act had never been enacted.

Directs the Secretary of Health and Human Services to revise the definitions under Medicare regulations of "rehabilitation hospital" and "rehabilitation unit" for purposes of determining the applicable payment methodology under title XVIII (Medicare) of the Social Security Act. Requires the Secretary, in determining whether a rehabilitation hospital or unit is eligible for reimbursement for services furnished to Medicare beneficiaries under the prospective payment system (PPS) for inpatient rehabilitation facilities, to modify the list of treatment categories otherwise applicable (commonly referred to as the "75 Percent Rule") to include all rehabilitation impairment categories (except miscellaneous) established by the Secretary for purposes of such prospective payment system. (The "75 Percent Rule" requires that a rehabilitation hospital or unit show that during its most recent 12-month cost reporting period it served an inpatient population of whom at least 75 percent required intensive rehabilitative services for treatment of one or more of specified conditions.)

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Recognizes and affirms the efforts of the Governors of the Great Lakes States of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin and the Premiers of the Canadian Provinces of Ontario and Quebec in developing a common standard for decisions relating to the withdrawal of water from the Great Lakes. Urges that the management authority over such waters should remain vested with such Governors and Premiers.

Unemployment Compensation Amendments of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to extend the TEUCA program through December 31, 2003, with a phaseout period through March 31, 2004. (The TEUCA program provides: (1) an additional 13 weeks of unemployment benefits (TEUC) to jobless workers who have exhausted their regular unemployment benefits; and (2) another additional 13 weeks of benefits (TEUC-X), for a total of 26 additional weeks, for such workers in high unemployment States.)

Establishes a position of Under Secretary of Commerce for Manufacturing in the Department of Commerce (to be appointed by the President by and with the advice and consent of the Senate) who shall: (1) represent the interests of the manufacturing sector; (2) aid in the development of policies that promote the expansion of that sector; (3) review policies that may adversely impact that sector; and (4) submit annual reports that contain an overview of the state of the U.S. manufacturing sector, a forecast of its future, and an analysis of significant laws, regulations, and policies that adversely impact it.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Old Man of the Mountain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins and 350,000 $1 silver coins emblematic of the Old Man of the Mountain (the granite symbol of New Hampshire's fierce independence). Directs that surcharges be paid by the Secretary to the Old Man of the Mountain Revitalization Fund, Inc., to be used for the objects and purposes of such fund.

Comprehensive Insurance Coverage of Childhood Immunization Act of 2003 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require comprehensive health insurance coverage for childhood immunization to be provided by health plans and insurance issuers in both group and individual markets.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (increasing percentages with full deductibility as of 2008) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts. Treats an exchange of qualified long-term care insurance contracts as a disposition of property for which no gain or loss is recognized.

Comprehensive Tuberculosis Elimination Act of 2003 - Amends the Public Health Service Act to prescribe composition requirements for the Advisory Council for the Elimination of Tuberculosis, and direct it to make recommendations on: (1) a national plan to eliminate tuberculosis in the United States; and (2) a plan to guide U.S. involvement in global tuberculosis-control activities, with a focus on high incidence countries and on access to a comprehensive package of tuberculosis control measures. Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Authorizes the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine or osteopathic medicine to support the development of high quality curricula to assist interested individuals in learning the principles and practices of preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Requires the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to ensure that a portion of funds appropriated to repay the education loans of qualified health professionals, researchers from disadvantaged backgrounds, and pediatric researchers is reserved for contracts with individuals who research tuberculosis.

Christopher Reeve Paralysis Act - Permits the Director of the National Institutes of Health (the "Director" of NIH), acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate the activities of NIH with respect to research on paralysis. Allows the Director to award grants to public or nonprofit entities to fund Christopher Reeve Paralysis Research Consortia for paralysis research. Permits the Director to solicit public input regarding paralysis research programs. Allows the Director, acting through the Director of the National Institute on Child Health and Human Development and the National Center for Rehabilitation Research and in collaboration with other agencies, to expand and coordinate the activities of NIH with respect to research with implications for enhancing daily function for persons with paralysis. Permits the Director to make grants to multicenter networks of clinical sites that will collaborate on rehabilitation intervention protocols. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to study the unique health challenges associated with paralysis and other physical disabilities to improve the quality of life and long-term health status of individuals with such conditions. Allows the Secretary to undertake direct research and to make grants. Provides for the formation of a national paralysis and physical disability quality of life plan and a hospital-based paralysis registry. Permits the Secretary to award grants to: (1) State and local health and disability agencies, including for the purpose of establishing paralysis registries; and (2) nonprofit private health and disability organizations, including for the purpose of disseminating information to the public. Allows the Secretary of Veterans Affairs to: (1) establish within the Department of Veterans Affairs centers for paralysis research, education, and clinical activities; and (2) carry out initiatives, through the award of grants, for quality enhancement of research on paralysis.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

VA Medical Workforce Enhancement Act of 2003 - States that: (1) current collective bargaining requirements within the Veterans Health Administration (VHA) shall not preclude the Secretary of Veterans Affairs and any labor organization representing VHA employees from entering into a collective bargaining agreement with respect to the numbers, types, and grades of employees, the number of patients assigned to physicians, physicians assistants, or nurses, and employee-to-patient ratios within any VHA medical facility, clinic, or organizational subdivision; and (2) nothing shall limit the right or ability of any labor organization representing such employees from engaging in collective bargaining with respect to VHA promotion processes. Provides that when a VHA registered nurse has accomplished the performance elements of promotion to the next higher grade, the lack of a specific type of educational degree shall not be an impediment to such promotion. Authorizes additional pay for Saturday VHA nursing duty. Directs the Secretary to carry out a program to develop nurse preceptors to act as mentors to newly hired registered nurses at Department of Veterans Affairs health care facilities.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Veterans Housing Fairness Act of 2003 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Federal Prison Industries Competition in Contracting Act of 2003 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI), which shall generally require the use of competitive procedures. Requires that an analysis of the probable impact of a proposed expansion of sales within the Federal market by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Authorizes FPI to enter into a contract with a Federal contractor to produce products as a subcontractor or supplier in the performance of a Federal procurement contract. Establishes within the Bureau of Prisons: (1) the Enhanced In-Prison Educational and Vocational Assessment and Training Program; and (2) the Cognitive Abilities Assessment Demonstration Program. Directs: (1) the Chief Operating Officer of FPI to develop proposals to have FPI donate products and services to eligible entities that provide goods or services to low-income individuals who would likely otherwise have difficulty purchasing such products or services; (2) the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release; (3) the Attorney General to establish the Federal Reentry Center Demonstration Project; and (4) the Comptroller General to undertake to have an independent study conducted on the effects of eliminating FPI's mandatory source authority.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Reform of Energy Workers Compensation Act - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA) to provide for worker compensation benefit payments to contractor employees of the Department of Energy (DOE) who were exposed to toxic substances at DOE facilities. (This new subtitle D replaces the current provisions for DOE assistance to such employees in State workers compensation proceedings.) Requires DOE to review claims and determine causation within specified time limits (with the Secretary of Health and Human Services (HHS) continuing to appoint members of physician review panels for diagnosing such occupational illnesses). Requires the Secretary of Energy to appoint a Worker Advocacy Advisory Committee to advise on claims procedures and related matters. Directs the Secretary of Labor, acting as a third-party administrator for DOE, to pay such benefits from the EEOICPA fund for claimants approved by DOE. Requires the Secretaries of Energy and of Labor to ensure that such claims are resolved in a nonadversarial manner. Revises EEOIPA subtitle B program administration provisions to add as covered illnesses: (1) chronic renal disease, for uranium workers; and (2) lung cancer, among beryllium-related diseases. Revises provisions relating to: (1) a special exposure cohort expansion procedure; (2) the radioepidemiologic model for determining compensation; and (3) additional specified cancers. Provides for coverage of individuals employed by atomic weapons employers or beryllium employees during a period of residual contamination. Requires the National Institute for Occupational Safety and Health to report to Congress on its access to information relating to performing radiation dose reconstructions. Provides administrative assistance for claimants under either subtitle B or D, including administrative relief and proof where medical records are not available, resource centers, and outreach programs. Establishes within the Office of the Secretary of Labor the Office of the Ombudsman for Occupational Illness Compensation, which is to coordinate activities of the Secretaries of Labor, Energy, and HHS under EEOICPA.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

American Hospital Preservation Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) restore the full market basket percentage increase applied to payments to hospitals for inpatient hospital services furnished to Medicare beneficiaries starting in FY 2004, and for FY 2005 and each subsequent fiscal year as well; (2) ensure the full market basket update for any fiscal year after FY 2005; and (3) restore the reimbursement factor for indirect medical education payments to teaching hospitals to the FY 2002 level for FY 2005 and each subsequent fiscal year, after providing for an increase in such factor from current levels for FY 2004.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Air Traffic Control System Integrity Act of 2003 - Amends Federal transportation law to prohibit the Secretary of Transportation from authorizing the conversion to a private entity or a non-Federal public entity of any: (1) facility controlled by the Federal Aviation Administration (FAA) (except any airport traffic control tower operated under the contract tower program on the date of enactment of this Act); (2) operations performed, on the date of enactment of this Act, by Federal employees at an FAA-controlled facility (except any FAA airport traffic control tower operated under the contract tower program on the date of enactment of this Act); or (3) maintenance, engineering, or oversight functions performed, on or after the date of enactment of this Act, at an FAA-controlled facility (except with respect to renewal or replacement of a maintenance or engineering agreement in effect on the date of enactment of this Act).
