Military Spouse Career Advancement Act - Requires (current law authorizes) the Secretary of Defense (DOD) to establish programs to provide education and training opportunities for military spouses to expand employment and portable career opportunities. Directs the Secretary to continue to carry out the Military Spouse Career Advancement Account (MyCAA) program, under which the spouse of a member of the armed forces who is serving on active duty may receive up to the amount that the Secretary determines is equal to the average amount of in-state tuition at public four-year colleges and universities located in the state in which the spouse resides in tuition assistance for education and training courses and licensing and credentialing fees. Requires financial assistance provided under the program to be available to cover the costs of: state certifications for teachers, medical professionals, and other occupations; licensing exams and related preparation courses; continuing education classes; degree programs leading to employment in portable careers; and secondary education completion courses, GED tests, and English as a Second Language classes. Prohibits the Secretary from restricting participation in the program to spouses of members serving in particular grades.

Chronic Kidney Disease Improvement in Research and Treatment Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to revise Medicare payments for dialysis services provided to individuals with end stage renal disease (ESRD) and acute kidney injury. Extends the time period when a private health insurer, in determining benefits, cannot consider a group health insurance enrollee's ESRD or entitlement to Medicare coverage due to ESRD. Makes individuals with ESRD eligible for Medicare Advantage. Allows dialysis facilities to provide kidney disease education services and allows physician assistants, nurse practitioners, or clinical nurse specialists to refer individuals to those services. Requires the Secretary of Health and Human Services (HHS) to establish an ESRD Care Coordination program to provide higher Medicare payments to nephrologists, dialysis facilities, and other providers that reduce spending on ESRD by being part of a coordinated care organization. Amends the Public Health Service Act to include dialysis as a service provided by the National Health Service Corps in health professional shortage areas. Makes nephrologists and non-physician practitioners who provide dialysis eligible for the National Health Service Corps Scholarship Program and Loan Repayment Program. Requires the Comptroller General (GAO) to submit a report identifying gaps in chronic kidney disease research and comparing research funding to expenditures on disease treatment. Requires HHS to study the causes of kidney disease and efforts to treat kidney disease in disproportionately affected minority populations.

Keeping Well by Using Your Patient Protection and Affordable Care Act Plan- Directs the Secretary of Health and Human Services (HHS) to conduct outreach efforts to provide specified health information to: (1) individuals enrolled in qualified health plans offered through an Exchange established under the Patient Protection and Affordable Care Act (PPACA), and (2) individuals enrolled in state plans (or under a waiver of such a plan) under title XIX (Medicaid) of the Social Security Act. Directs the Secretary to report to Congress on: (1) the median cost-sharing responsibility of health services under qualified health plans offered through an Exchange in each state, and (2) the best method for making such information public.

End Purchase of Firearms by Dangerous Individuals Act of 2014 - Requires each state to establish a reporting system through which mental health professionals may report to appropriate state entities information that is sufficient for inclusion in the National Instant Criminal Background Check System (NICS) regarding individuals: (1) who are committed to a mental institution on a voluntary basis, or who are temporarily committed or held on an involuntary basis, and who are determined to be a danger to themselves or others; or (2) who communicate to a mental health professional a serious threat of violence against another individual who is reasonably identifiable. Sets forth time periods after which the basis under which such information was made available no longer applies, and requires the Attorney General to modify or remove records from the NICS accordingly. Requires each state to: (1) make electronically available to the Attorney General records from such information that are relevant to a determination of whether such an individual is disqualified from possessing or receiving a firearm, (2) modify or remove information from any database that the federal or state government makes available to the NICS when the basis for inclusion of such information no longer applies, and (3) ensure that its reporting system includes an appeals process comparable to the NICS process. Requires each state to: (1) establish a process relating to temporarily committing or holding individuals on an involuntary basis at mental health facilities; and (2) ensure that any individual who is disqualified from possessing or receiving a firearm pursuant to information included in such a reporting system when the individual was under age 18 is evaluated by the date such individual is age 21 to determine whether he or she should remain disqualified. Authorizes the Attorney General to withhold an increasing percentage of funds that would otherwise be allocated under the Edward Byrne Memorial Justice Assistance Grant Program from states that fail to comply with such requirements beginning three years after enactment of this Act. Amends the federal criminal code to make it unlawful for an individual to sell or otherwise dispose of a firearm or ammunition to a person knowing that such person: (1) has been voluntarily, or temporarily and involuntarily, committed to a mental institution, has been determined to present a danger to others, and is serving a period of commitment at such institution (or, in the case of temporary involuntary commitment, has been released for less than five years); (2) has been formally committed and is serving a period of commitment or has been released; or (3) during the prior six-month period, has communicated to a mental health professional a serious threat to commit an act of physical violence against another identifiable person. Prohibits such a person from shipping, transporting, or possessing any firearm or ammunition in interstate or foreign commerce or from receiving any firearm or ammunition that has been shipped or transported in interstate or foreign commerce. Sets forth provisions regarding: (1) guidelines for state reporting systems and for states to establish a process for temporarily committing or holding individuals at a mental health institution on an involuntary basis, (2) limiting liability for mental health professionals who fail to report under a reporting system, and (3) determinations of dangerousness. Requires the Secretary of Health and Human Services (HHS) to enter into an agreement with the Institute of Medicine to conduct a comprehensive study on state statutes, enacted before enactment of this Act, that require mental health professionals to directly report certain individuals into state firearm prohibition databases. Changes various statutory references to persons adjudicated as a "mental defective" to persons adjudicated as "ineligible due to disqualifying mental status."

Reducing Barriers for Veterans Education Act of 2014 - Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Amends the Internal Revenue Code, with respect to the tax credit for producing electricity from an Indian coal production facility, to eliminate: (1) the requirement that such a facility be placed in service before January 1, 2009, and (2) the limitation on the period during which such coal is required to be produced and sold.

Respecting Senior Performers as Essential Cultural Treasures Act or the RESPECT Act - Requires digital music services (certain services providing digital transmissions of music by Internet radio, cable, or satellite) that transmit sound recordings under the statutory license provided under federal copyright law to pay royalties for sound recordings fixed before February 15, 1972, in the same manner as they pay royalties for sound recordings protected by federal copyright that are fixed after such date. (Currently, sound recordings fixed before February 15, 1972, are governed by state laws and are not subject to federal copyright laws that require music services to pay a performance royalty for transmitting such recordings.) Provides a remedy under which performance royalties for the transmission of such recordings may be recovered in a civil action in federal court if a digital music service fails to make such payments. Prohibits an infringement action against a transmitting entity from being brought under a state law if the appropriate royalty is paid under this Act. Declares that this Act does not confer federal copyright protection upon such recordings fixed before February 15, 1972 (sound recordings fixed before February 15, 1972, remain under applicable state laws notwithstanding the payment of royalties under federal statutory licensing requirements). Terminates this Act on February 15, 2067.

Amends the Communications Act of 1934 to exclude from the definition of "common carrier" (regulated by the Federal Communications Commission [FCC] under the common carrier regulatory authority provided under title II of such Act) a provider of an information service or of advanced telecommunications capability when engaged in the provision of such service or capability. Classifies broadband Internet access service as an "information service" under such Act (regulated by the FCC under title I of such Act using what is commonly referred to as a general "ancillary jurisdiction" to regulate only as may be necessary in the execution of its statutory functions). Defines "broadband Internet access service" as a mass-market retail service by wire or radio that provides the capability to transmit data to, and receive data from, all or substantially all Internet endpoints, including any capabilities that are incidental to, and enable the operation of, the communications service, but excluding dial-up Internet access service. Provides for such definition to include a service utilizing advanced telecommunications capability under the Telecommunications Act of 1996. Prohibits a provider of an information service from being: (1) treated as a telecommunications carrier when engaged in the provision of an information service, or (2) required to offer such service or any component of such service as a telecommunications service. Excludes from the definition of: (1) "telecommunications carrier" (treated as a common carrier only to the extent that it is engaged in providing telecommunications services, except that the FCC determines whether the provision of fixed and mobile satellite service is treated as common carriage) a provider of an information service or of advanced telecommunications capability; and (2) "telecommunications service" any service that is an information service, any component of an information service, or advanced telecommunications capability.

Robin Danielson Act of 2014 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to provide for the conduct or support of research on the extent to which components, including contaminants and substances used as fragrances, in feminine hygiene products pose any risks to the health of women or the health of the children of women who use those products during or before the pregnancies involved.

Condemns the charge of apostasy and adultery of Meriam Yahia Ibrahim Ishag in Sudan and her sentence of 100 lashes and the death penalty. Calls for the release from prison of Ibrahim, her 20-month-old son, and newborn daughter. Urges the Department of State and the Department of Homeland Security (DHS) to prioritize granting Ibrahim asylum or refugee status. Encourages U.S. efforts to support religious freedom within Sudan, including by requiring before normalizing relations or lifting certain sanctions that Sudan abide by international standards of freedom of religion or belief. Recognizes that every individual should have the opportunity to practice his or her religion without fear of discrimination. Reaffirms the commitment of the United State to end religious discrimination and to pursue policies that guarantee the basic human rights of all individuals. Encourages the Department of State and the U.S. Agency for International Development (USAID) to continue their support for religious freedom initiatives.

Opportunity for Military Academies and Readiness Act - Authorizes an alien who possesses an employment authorization document issued by United States Citizenship and Immigration Services (CIS) under the Deferred Action for Childhood Arrivals policy of the Department of Homeland Security (DHS) and who otherwise satisfies the requirements for admission to a military service academy to be appointed to and to attend such academy and, upon graduation, to be appointed as a commissioned officer in the Armed Forces.

Roofing Efficiency Jobs Act of 2014 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface. Requires the adjustment for depreciation to the earnings and profits of a real estate investment trust for any taxable year, in the case of such property, to be determined under the alternative depreciation method, except that the recovery period shall be 20 years.

Amends the Internal Revenue Code, with respect to the low-income housing tax credit, to make permanent the minimum 9% credit rate for new buildings that are not federally-subsidized and to establish a minimum 4% credit rate for existing buildings that are not federally-subsidized.

Curbing Abusive Marketing Practices with University Student Debit Cards Act or the CAMPUS Debit Cards Act - Amends title IV (Student Assistance) the Higher Education Act of 1965 to require each institution of higher education (IHE) that enters into a preferred banking arrangement with a financial institution to: develop a code of conduct regarding the preferred banking arrangement with which the IHE's officers, employees, and agents must comply that prohibits conflicts of interest and requires those individuals to act in the best interests of the IHE's students; publish that code prominently on the IHE's website; annually inform its officers, employees, and agents who have responsibilities regarding the preferred banking arrangement of the code's provisions; and effectively enforce the code. Requires that code of conduct, at a minimum, to prohibit: the IHE from entering into a revenue-sharing arrangement with any financial institution; the IHE's officers, employees, or agents who have responsibilities regarding the preferred banking arrangement or a financial institution from soliciting or receiving a gift from the financial institution; the IHE from requesting or accepting from any financial institution assistance with any office or department of the IHE; the IHE's officers, employees, or agents who have responsibilities regarding the preferred banking arrangement or a financial institution from accepting financial compensation from any financial institution pursuant to a service contract; the IHE from denying or unnecessarily delaying the disbursement of a title IV loan or grant on the basis of a student's selection of a particular financial institution; and the IHE's officers, employees, or agents who have responsibilities regarding the preferred banking arrangement or a financial institution from receiving anything of value from the financial institution for serving on its advisory board, commission, or group. Allows specified exceptions to such prohibitions. Requires IHEs that enroll students who receive title IV grants or loans to establish a system to disburse credit balances to students through electronic payments to a deposit account or a general-use prepaid card with the protections afforded under the Electronic Fund Transfer Act. Directs the Secretary to conduct a pilot program giving students the option to receive credit balances through the Treasury Direct Express system or another low-cost alternative. Amends the Consumer Financial Protection Act of 2010 to require: IHEs or their alumni organizations or foundations to publicly disclose any agreement made with a financial institution to market a financial product, financial institutions to submit an annual report to the Consumer Financial Protection Bureau (CFPB) containing the terms and conditions of all agreements they make with IHEs or IHE alumni organizations or foundations relating to any financial product they offer to students at such IHEs, the CFPB to establish and maintain on its publicly available website a central repository of all agreements contained in such reports from financial institutions. Prohibits financial institutions from offering students any tangible or intangible item to induce them to apply, purchase, or obtain a financial product offered by the financial institution if the offer is made on or near the campus of an IHE or at an event sponsored by or related to an IHE. Directs the CFPB: (1) to conduct a study on the marketing of financial products to students enrolled in IHEs, and (2) if the study finds that financial products are not marketed to IHE students in a fair manner, to issue regulations to ensure that such products are marketed in a fair manner. Expresses the sense of Congress that financial products marketed to IHE students should be presented in a fair and neutral manner.

Stop Corporate Inversions Act of 2014 - Amends the Internal Revenue Code to revise rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States) to provide that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition: (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities.

Kerry Rose Fire Sprinkler Notification Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) participating in title IV programs to include in their annual fire safety report: (1) the number and percentage of beds at their student housing facilities that are protected by an automatic fire sprinkler system in the bedroom, and (2) the number and percentage that are not so protected. Directs the Secretary of Education to make publicly available statistics on the number and percentage, in the aggregate and by state, of: student housing facilities at IHEs with less than 100% of the beds protected by an automatic fire sprinkler system in the bedroom, student housing facilities at IHEs with less than 50% of the beds so protected, beds at student housing facilities at IHEs that are so protected, and beds at such facilities that are not so protected. Defines "student housing facilities" to include facilities that are campus facilities and facilities that are noncampus buildings or properties. Requires IHEs that maintain student housing facilities to: include in all materials relating to such facilities information on whether they are equipped with a fire safety system that includes an automatic fire sprinkler system in each bedroom, give students who are selecting a student housing facility written notice as to whether or not the facility has such a system, and give students written notice on the date they move into a student housing facility as to whether the facility has such a system and how its fire safety system is described in the IHE's annual fire safety report.

Affirms that all children deserve a safe, loving, and permanent family. Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. Encourages continued cooperation between the Department of State and the Democratic Republic of the Congo's Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo.

Expresses support for the observance of National Asian American and Pacific Islander HIV/AIDS Awareness Day. Recognizes the importance of: (1) culturally and linguistically competent services as a core element in reducing HIV/AIDS rates in Asian American, Native Hawaiian, and Pacific Islander communities; and (2) addressing the gaps in research and data in order to fully understand the HIV/AIDS epidemic in such communities. Recognizes the people across the United States infected and affected by HIV/AIDS who are commemorating this day and who work to reduce the impact of HIV/AIDS on Asian American, Native Hawaiian, and Pacific Islander communities.

Social Security and Marriage Equality Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to the determination of a valid marriage to account for marriages in jurisdictions other than a state. Authorizes the courts of any state to find that an OASDI benefit applicant and an insured individual were validly married in a jurisdiction other than a state at the time the applicant files a benefit application or, if the insured individual is dead, at the time the individual died.

United States Commission on International Religious Freedom Reauthorization Act of 2014 - Amends the International Religious Freedom Act of 1998 to reauthorize the U.S. Commission on International Religious Freedom (USCIRF) as an independent federal government advisory body through FY2019. Removes authority under which a USCIRF member may serve after the expiration of that member's term until a successor has taken office. Amends the Foreign Service Act of 1980 to require the Secretary of State to receive assistance from USCIRF when establishing training for Foreign Service officers in the field of internationally recognized human rights, including instruction regarding the relationship between religious freedom and security, as well as the role of religious freedom in U.S. foreign policy. Encourages the Department of State to allow classified information to be accessed by USCIRF Commissioners and staff with the appropriate security clearance. Revises restrictions on USCIRF's acceptance of gifts and donations to permit sponsoring private parties to provide compensation and benefits to interns, fellows, and volunteers.

Military Opportunities for Mothers Act or the MOM Act - Requires military personnel who give birth to a child to be given 42 days of convalescent leave for use in connection with that birth. Allows military personnel up to 42 additional days of leave in connection with the birth of such child upon the expiration of the convalescent leave, but: makes them ineligible for basic pay for any day on which such additional leave is used, although they are to be considered to be on active duty for all other purposes; and their commanding officer may recall them from such leave when necessary to maintain unit readiness.

Strengthening the Child Welfare Response to Trafficking Act of 2014 - Amends the Child Abuse Prevention and Treatment Act to require that the state plan under the Act certifies that the state has in effect and is enforcing a state law, or is operating a statewide program, relating to child abuse and neglect that includes provisions and procedures requiring: (1) identification and assessment of reports involving child trafficking, and (2) training child protective services workers about identifying and providing services for such children.

Federal Student Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow borrowers that received loans under the William D. Ford Federal Direct Loan (DL) or Federal Family Education Loan (FFEL) program on or after July 1, 2006, to consolidate those loans as Federal Direct Consolidation Loans. Directs the Secretary of Education to consolidate DLs, and send a completed loan consolidation application to FFEL borrowers, within 90 days of this Act's enactment. Gives FFEL borrowers six months after their receipt of such application to endorse it and submit it to the Secretary if they wish to consolidate their loans. Sets the interest rate on Federal Direct Consolidation Loans at 4% or, if the weighted average of the interest rates of the loans being consolidated is less than 4%, the lesser of: (1) that weighted average, or (2) an interest rate equal to 0.4% of the principal balance of the consolidation loan at the time of consolidation. Adds an origination fee equal to 0.4% of the principal balance of the consolidation loan at the time of consolidation if an FFEL is being consolidated. Reduces the interest rate on a Federal Direct Consolidation Loan by 0.25% if one or more of the loans being consolidated is an FFEL held by an eligible lender. Prohibits any benefit a borrower is receiving or earning when issued a Federal Direct Consolidation Loan from being affected by the consolidation.

Increasing Small Business Lending Act - Amends the Small Business Act to suspend, until September 30, 2015, fees under the 7(a) program (SBA-guaranteed loans to small businesses) and the 504 program (financing to small businesses backed by SBA-guaranteed debentures issued by any qualified state or local development company). Authorizes the SBA to guarantee up to 90% of a loan made by a private lender to a small business eligible for a loan guarantee under the Small Business Act or the Small Business Investment Act of 1958. Prohibits such guarantees with respect to small businesses: (1) in which an unlawful alien has an ownership interest, or (2) in violation of immigration laws.

Bereaved Borrowers' Bill of Rights Act of 2014 - Amends the Truth in Lending Act to require a private educational lender to include in a private education loan for which the cosigner is jointly liable a process for releasing the cosigner from obligations on such loan. Requires a lender who receives notification of the death or bankruptcy of a cosigner who is jointly liable for the loan to notify the borrower about the borrower's rights under the loan agreement regarding: (1) release of the cosigner, and (2) identification of a new cosigner or refinancing of the loan. Amends the Fair Credit Reporting Act to prohibit: (1) consumer reporting agencies from containing in any consumer report default on a private education loan that results from accelerated repayment terms of the loan after the death or bankruptcy of a jointly liable cosigner, and (2) the lender or servicer of a private educational loan from furnishing loan information to a consumer reporting agency if the consumer defaulted on the loan due to accelerated repayment terms after the death or bankruptcy of such a cosigner.

Solitary Confinement Study and Reform Act of 2014 - Establishes the National Solitary Confinement Study and Reform Commission, which shall carry out a comprehensive legal and factual study of the penological, physical, mental, medical, social, fiscal, and economic impacts of solitary confinement in the United States on: (1) federal, state, and local governments; and (2) communities and social institutions. Directs the Commission to report report its findings within two years after its initial meeting, including recommended national standards for significantly reducing the use of solitary confinement in the nation's prisons, jails, and juvenile detention facilities. Prohibits the Commission from proposing a standard that would impose substantial additional costs. Directs the Attorney General, within two years after receiving the Commission's report, to: (1) publish a final rule adopting national standards for the reduction of solitary confinement; and (2) transmit the standards adopted to the appropriate state and local authorities who oversee operations in prisons, jails, or juvenile detention facilities. Makes the standards applicable to the Federal Bureau of Prisons immediately upon adoption of the final rule. Provides for a 15% reduction in the funds a state would otherwise receive in a fiscal year under a criminal justice or juvenile justice grant program administered by the Attorney General unless the chief executive of the state or pertinent local government official: (1) certifies adoption of and compliance with such national standards, or (2) assures that not less than 5% of such amount shall be used only to enable the adoption of and compliance with such standards. Directs the Attorney General to publish an annual report listing each grantee that is not in compliance with the standards.

War Authorization Review and Determination Act or WARD Act - Directs the President: (1) to submit to Congress a report setting forth each operation or other action that is being carried out pursuant to the Authorization for Use of Military Force; and (2) within 60 days after such a report is submitted, to terminate each operation or action described in the report unless a joint resolution approving such operation or action has been enacted. Repeals the Authorization for Use of Military Force 240 days after enactment of this Act and provides that such repeal shall apply to each operation or other action being carried out pursuant to such Authorization initiated before such date.

Recognizes National Foster Care Month as an opportunity to raise awareness about the challenges that children in the foster care system face. Encourages Congress to implement policy to minimize the number of children entering the foster care system, to improve the lives of children in the foster care system, and to maximize the number of children exiting foster care to the protection of safe, loving, and permanent families. Supports the designation of National Foster Care Month.

Strengthening Mental Health in Our Communities Act of 2014 - Establishes the White House Office of Mental Health Policy to monitor federal mental health activities and develop a National Strategy for Mental Health, a comprehensive plan to provide services to individuals with mental illness. Amends the Public Health Service Act to reauthorize through FY 2019 various mental health grant programs, including programs for youth suicide prevention, homeless individuals, and diverting individuals with mental illness from the criminal justice system. Replaces youth interagency research, training, and technical assistance centers with a suicide prevention technical assistance center and authorizes the center through FY2019. Revises and extends through FY2019 grant programs to provide: (1) comprehensive community mental health services for children with serious emotional disturbances, and (2) for continued operation of the National Child Traumatic Stress Initiative (NCTSI). Requires the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA) to create a national media public service campaign to reduce the stigma associated with mental illness. Directs SAMHSA to award grants to states to create a Web-based acute psychiatric bed registry to facilitate the placement and treatment of individuals in psychiatric crisis. Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require coverage of antidepressant and antipsychotic drugs. Eliminates Medicare's 190-day lifetime limit on inpatient psychiatric hospital services. Expands Medicare coverage to include marriage and family therapist services and mental health counselor services. Authorizes through FY2019 additional appropriations for National Health Service Corps scholarships and loan repayments to ensure an adequate supply of behavioral and mental health professionals. Native American Psychiatric and Mental Health Care Improvement Act - Directs the Secretary to award one grant to a medical school to recruit and train psychiatric physicians for Indian health programs. Makes participating physicians eligible for the Indian Health Service Loan Repayment Program. Adds occupational therapists to the National Health Service Corps to address shortages in health professional shortage areas. Requires the Director of the National Institute of Mental Health to conduct or support research on the causes, prevention, and treatment of serious mental illness and violence associated with mental illness. Allows the Director of the National Institutes of Health to establish a Youth Mental Health Research Network to conduct or support youth mental health research and intervention services. Revises and extends through FY2019 a program for children dealing with violence. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY2019 collaboration program grants and expand assistance to veterans and inmates with mental illness. Applies Medicaid, Medicare, and Medicare Advantage incentives for implementation of electronic health records to specified mental health professionals and facilities. Requires the Secretary of Defense (DOD) to provide individuals enlisting in the Armed Forces with a mental health assessment to be used as a baseline for subsequent assessments. Directs DOD to furnish needed care for mental illness to any veteran who served on active duty in a combat zone. Requires the Secretary of Veterans Affairs (VA) to establish a pilot program for repaying student loans in exchange for service as a psychiatrist in the Veterans Health Administration.

Bank on Students Emergency Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on: (1) the William D. Ford Federal Direct Loans (DLs) of qualified borrowers if the DLs were first disbursed or (in the case of Direct Consolidation Loans) applied for before July 1, 2013, and (2) the Federal Family Education Loans (FFEL) of qualified borrowers as DLs. (FFELs were not disbursed after June 30, 2010.) Refinances the FFELs as Federal Direct Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loans depending on the categorization of the FFEL as a Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loan. Sets the interest rate on the refinanced loans, other than the Federal Direct Consolidation Loans, at the rate for the 12 months beginning on July 1, 2013, applicable to the DL's categorization and, in the case of Stafford Loans, applicable to a loan issued to an undergraduate student or a loan issued to a graduate student. Sets the interest on refinanced Consolidation Loans at the rate on Federal Direct PLUS Loans for the 12-month period beginning on July 1, 2013. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Imposes an administrative fee on the borrowers of such reissued loans that is based on the unpaid principal, and accrued unpaid interest and late charges, of their original loan. Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their own postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Requires qualified borrowers of such loans to undergo loan counseling before their private education loan is refinanced. Imposes an origination fee on the borrowers of Federal Direct Refinanced Private Loans. Amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). Establishes the amount of such tax as the excess (if any) of the tentative fair share tax over the excess of: (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. Provides for a phase-in of such tax. Requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2015. Requires the Secretary to terminate this Act's refinancing programs when the net cost of carrying out the programs is equal to the Secretary's estimate of the amount of additional revenue generated during the 10-year period beginning on the date of this Act's enactment due to the fair share tax.

Peace Corps Equity Act of 2014 - Amends the Peace Corps Act to subject abortion service coverage by the Peace Corps for volunteers to the same limitations that apply to Peace Corps employees regarding coverage of abortion services. States that such restriction shall not be construed to limit medical evacuation coverage.

Supports the ideals of World Malaria Day, including the target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria prevalence and deaths, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Supports public-private partnerships to develop more effective and affordable tools for malaria diagnosis, treatment, and vaccination. Recognizes the goals to combat malaria in the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. Supports continued U.S. leadership in bilateral, multilateral, and private sector efforts to combat malaria and to work with developing countries to create long-term strategies to increase ownership over malaria programs. Encourages members of the international community to sustain and scale up their support for efforts to combat malaria.

Supports the people of Nigeria, especially the parents and families of the girls abducted by Boko Haram in Borno state. Condemns Boko Haram for its attacks on civilian targets, including schools, mosques, churches, villages, and agricultural centers. Encourages the government of Nigeria to strengthen efforts to protect children seeking an education and to hold those who conduct such attacks accountable. Commends U.S. efforts to hold terrorist organizations such as Boko Haram accountable, and supports U.S. offers to assist in the search for the abducted girls. Encourages the Department of State and the U.S. Agency for International Development (USDA) to continue supporting initiatives that promote the human rights of women and girls in Nigeria.

Traveling Exotic Animal Protection Act - Amends the Animal Welfare Act to prohibit an exhibitor from allowing for the participation of an exotic or wild animal (including a non-human primate) in an animal act if, during the 15-day period preceding such participation, such animal was traveling in a mobile housing facility, unless the use of such animal is: (1) in an exhibition at a non-mobile, permanent institution or facility; (2) a part of an outreach program for educational or conservation purposes by an accredited zoo or aquarium and such animal is not kept in a mobile housing facility for more than 12 hours a day; (3) by a university, college, laboratory, or other research facility registered with the Secretary of Agriculture (USDA); (4) in film, television, or advertising if such use does not involve a live public exhibition; or (5) in a rodeo. Subjects a traveling circus or exhibitor that fails to comply with this Act to specified penalties.

Supporting Emotional Learning Act - Amends the Education Sciences Reform Act of 2002 to require: the National Center for Education Research to carry out research regarding the impact of social and emotional education; the Commissioner for Education Research to support research into social and emotional skills and habits; and comprehensive centers to provide training, professional development, and technical assistance regarding the use of scientifically valid teaching methods and assessment tools in imparting social and emotional life learning. Amends the Higher Education Act of 1965 to require highly qualified teachers to have preparation in the understanding, use, and development of social and emotional learning programming. Defines "social and emotional learning" as the processes through which students acquire and effectively apply: self-awareness and self-management skills to achieve academic and life success; social-awareness and relationship skills to establish and maintain positive relationships; and responsible decisionmaking skills and behavior in personal, school, and community contexts. Requires Teacher Quality Partnership grants to be used in preparing prospective and new teachers and principals to understand, use, and develop social and emotional learning programming. (Teacher Quality Partnership grants are provided to partnerships between high-need local educational agencies [LEAs], their high-need schools, and institutions of higher education [IHEs].) Requires centers of excellence to design teacher training programs that promote the understanding, use, and development of social and emotional learning programming. (Centers of excellence are minority-serving IHEs or partnerships between such IHEs and other IHEs that are awarded grants to ensure that current and future teachers are highly qualified.) Requires Teach to Reach grants to be used to train general education teacher candidates to understand, use, and develop social and emotional learning programming. (Teach to Reach grants are provided to partnerships between IHEs and high-need LEAs to more effectively prepare general education teacher candidates to instruct disabled students in general education classrooms).

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Protecting Students From Automatic Default Act of 2014 - Amends the Truth in Lending Act to require a private educational lender to notify a borrower immediately if, upon receiving notification of the death or bankruptcy of a cosigner jointly liable for the private education loan, the lender deems the borrower to be in default, changes the terms of the loan, or accelerates the loan's repayment terms. Requires a private educational lender to give a borrower at least 90 days after such a notification to identify a new cosigner for that loan. Retains the lender's right to renegotiate loan terms based on the creditworthiness of the new cosigner.
